11 housing projects planned for state
Srinagar, October 7 The state government said the proposed colonies would be set up on 686 kanals of land in the Tulbul-Sopore area of Baramulla district in north Kashmir and on 1,143 kanals and 789 kanals of land in the Mujugund and Ranvigarh areas of Srinagar district, respectively. In Jammu division, the housing colonies will be set up on 3,271 kanals of land in Meen Charkan village of Samba district, on 77 kanals in Ram Pur and 114 kanals in Dhani Dhar of Rajouri district. In Battal Ballian of Udhampur district, the housing colony will be set up on 1,171 kanals of land, in lower Roop Nagar on 59.76 kanals, in Nagrota on 200 kanals, in Kore Jagir on 175 kanals and in Birpur on 578 kanals. The state government said due to the increase in the state's population, the residential needs of people had also increased, especially among the lower income groups. HUDD has, therefore, directed the District Deputy Commissioners to identify land in consultation with the local representatives within their jurisdictions for development of housing colonies. It has asked these officials to keep into consideration the techno-financial viability of the area for development of well-planned housing projects. So far, as per the official document, the J&K Housing Development Board has developed 13 housing colonies in the state, out of which six are in Jammu division, six in Kashmir and one is in Leh division. The housing board develops colonies as per the Housing and Urban Development Corporation norms, which are issued from time to time as per the departmental official report. Upper House debates growth of illegal structures
Srinagar, October 7 Even as Jora said action had been initiated against defaulters and most of the cases were sub judice, Malhotra said a House Committee to look into the matter should be reconstituted. MLC BR Kundal, however, said "nothing had happened" earlier when the committee had been constituted. MLC Mohammad Ashraf Mir, who had raised a question in this regard, alleged that SMC officials had taken bribes to set up structures, which had been sealed during its drive last week. He said the livelihood of a large number of people had been hit due to the move and questioned how the illegal structures were allowed to mushroom in the first place. Following High Court orders, the SMC had last week sealed 37 illegal structures amid protests and minor incidents of stone-throwing by those affected. Jora said the Municipal Corporations, Development Authorities and Urban Local bodies
were empowered to issue building permission under the Control of Building Operation Act (BOCCA), 1988. He said a single
window system had been adopted by these statutory and autonomous bodies, wherein applications for permissions
were to be submitted along with the documents of land building plan, site plan etc. He said these were
forwarded online to the departments concerned for providing no objection certificates
and after receiving the same, the cases were examined and decision was taken for approval
or rejection. Jora said an amount of Rs 22.05 crore had been received as revenue out of the BOCCA permissions for 2008, 2009 and 2010 by the municipal bodies for granting of building permissions. He said 3,428 permissions had been issued by these bodies. DISCUSSION

One killed, five injured in road accidents in Valley
Srinagar, October 7 The motorcyclist, who has been identified as Ashiq Hussian Mir, a resident of Brathkalan area, and his pillion rider were injured in the accident and shifted to a hospital in the city here. Mir later succumbed to injuries. In another accident in Sopore town, a vehicle hit a motorcycle resulting in injuries to Mohammad Ramzan Ganie and Jehangir Ahmad Ganie. They were shifted to the Sub-District Hospital for treatment, the spokesman said. In south Kashmir’s Bijbehara town, a passenger cab hit and injured a pedestrian identified as Mohammad Moosa Mandhar, a resident of the Kalakote area of Rajouri district, the spokesman said. The injured was shifted to the Sub-District Hospital, Bijbehara, for treatment from where he was referred to a hospital here. In another incident, a car rammed into an electric pole at Old Nishat here resulting in injuries to driver Irshad Ahmad Mir, a resident of Awantipora. He was taken to the SKIMS hospital for treatment, the spokesman said. |

1,680 people provided security cover in J&K, says government
Srinagar, October 7 “As on August 31 this year, 1,680 persons - including 541 categorised and 1,138 uncategorised - protected persons have been provided security cover,” Minister (in charge) Home stated in a written reply in the state Legislative Council today. MLC Syed Mohammad Rafiq Shah had asked the state government to furnish details about the number of people who are being provided security cover, their names and residential details, political and social status and the reason for security. The government in its reply said the guidelines for providing security to individuals, facing threat from “anti-national elements”, are given in the “Yellow Book”. “Depending upon the gravity of the threat perception and assessment made by the State Level Security Coordination Committee, security cover is extended to different persons,” the minister said. The minister, however, said that it “may not be appropriate” to disclose the names of protected persons in view of security implications. The protected persons mainly include ministers, former ministers and politicians. |

Training programme held at Kashmir varsity
Srinagar, October 7 The foundation has four domains of
specialisation-- enhancing the quality of education, citizenship, harnessing the power of technology for educational and social improvement and supporting sustainable social innovation. Vice Chancellor Talat Ahmad said education liberated people from the economic miseries and opened up new opportunities. He further said the global order and destiny of countries greatly depended on their education systems. He said organisations like Learning Links greatly contributed to the cause of education in the country and the University of Kashmir intended to work closely with it to update the curriculum and enhance the skill sets of the teachers of various schools in the

Counselling, University of Kashmir, said collaboration with Learning Links was a serious effort to prepare capable and competent teachers, who can deliver in challenging education systems. He said the centre was working to productively channelise the potential of the youth and had taken various measures to attract the leading national and multinational companies to recruit youngsters from Kashmir. “As a result of these efforts, leading companies like Tata Consultancy Services,
Wipro, Ligare, MNC, NTPC, HCL Info Systems and ONGC were visiting the university for the training and recruitment of students,” said

He further said the LLF was keen to collaborate with the University of Kashmir for upgrading school education in Kashmir. JCC meet to chalk out protest schedule remains inconclusive
Srinagar, October 7 After the JCC had gone ahead with its five-day-long protest from October 1 to 5 despite a warning by the government, the authorities had cracked down on the agitating employees. While senior leaders are under arrest, a meeting held by other JCC leaders failed to arrive at a consensus over the future course of action. JCC leader Rouf Ahmad Bhat said they had met for the second consecutive day today but the next protest programme was likely to be announced on Wednesday. After a series of protests and strikes by the employees last year, the government had reached an agreement with the JCC, in which the employees were assured that a decision with regard to their demands would be announced by September 30. The JCC, thereafter, resumed protests, saying the government had failed to fulfil its promises made to them. The employees’ demands include release of arrears recommended by the sixth pay commission, enhancement of retirement age from 58 to 60 years, removal of pay anomalies and regularisation of daily wagers and casual workers working in various government departments. Other demands are inclusion of five years of contractual service of the Rehbar-e-Taleem (ReT) teachers in the service book and regularisation of education volunteers after seven years of service. The employees' demands were also discussed in the ongoing session of the Legislative Assembly after which Minister for Finance and Ladakh Affairs Abdul Rahim Rather on Saturday had said the government believed in discussion, reconciliation and dialogue to sort out the issues of its employees. |

Woman dies after giving birth, family accuses docs of negligence
Lolab Kupwara, October 7 They demanded legal action against the "erring" doctors. “She bled profusely for about two hours and doctors referred her to the Kupwara hospital at the last moment. They continued experimenting with her and failed to control the bleeding. By the time doctors referred her to the Kupwara hospital, she was in a critical state,” said Bashir Ahmad Khan, husband of the deceased woman. “The doctors responsible for her death should be booked under law and given a stern punishment,” he added. Following the death, her relatives held protests and raised slogans against the hospital management. The hospital management, however, refuted the allegations and said doctors on duty had made all efforts to save the patient's life. “She died due to Post Partum Hemohorrage
(PPT). The doctors fed her all necessary medicines to control the bleeding but they failed to give desired results and finally the patient was referred to the Kupwara hospital, where she died,” said Dr Farooq
Qureshi, Block Medical Officer, Sogam. “She gave birth to a baby boy. After normal birth of the new-born, doctors kept her under observation as part of further treatment. She started bleeding and doctors took all necessary measures to control the bleeding but nothing happened,” he added. |

Eminent writers to be part of seminar on Urdu language
Srinagar, October 7 Member Legislative Council and noted Kashmiri poet and writer Muhammad Yousuf Taing will be the guest of honour and National Council for Promotion of Urdu Language
(NCPUL) Director Khwaja Muhammad Ekram-ud-Din will be the special guest on the occasion. Giving details about the scheduled event, coordinator of the Urdu Department Quddus Jawaid said the aim and objective of organising the seminar was to highlight the contribution of Kashmiri writers, poets, drama artistes, artists belonging to Radio Kashmir, Srinagar, and people from other walks of life towards the language. He said as many as 30 papers would be presented in four different sessions during the event, adding that the seminar would culminate with a
Mehfil-e-Mushaira. Prominent among those participating in the seminar include Abid

Complete shutdown in Shopian
Shopian, October 7 Public transport remained off the roads while police and CRPF personnel, wearing full riot gear and carrying automated weapons, were seen manning the streets. Minor clashes between protesters and security forces were reported from some places. However, nobody was injured during these incidents. People in Shopian have been demanding the removal of the camp following the September 7 shootout by CRPF personnel of the camp, which allegedly killed four people, three civilians and a suspected Lashkar operative. Another civilian was killed allegedly by personnel of the same camp on September 11. The state cabinet on September 12 decided to replace the CRPF personnel at the camp with men from the Jammu and Kashmir Armed Police (JKAP). Locals however, have been calling the decision a mere ‘eyewash’and demanded complete removal of the camp. Following the killings, a strict curfew remained imposed in the town for 15 days. After the curfew was relaxed, people observed a shutdown for six days. They have threatened to migrate from the village if the camp is not removed by October 10.

6,859 cancer cases in three years
Srinagar, October 7 The state government said it had provided Rs 78.45 lakh as assistance for patients from the below poverty line (BPL) category in the past three years. The state government said there was also a provision of providing chemotherapy at the rate of Rs 1 lakh per patient per year for BPL cases under the National Programme for Prevention and Control of Cancer, Diabetes and Cardiovascular disease. Besides, financial assistance has also been provided under discretionary grants, as per the state health department's report.
