Only 19 signals operational in city
Srinagar, October 2 Out of 31 traffic lights installed in Srinagar city, 10 signals had been put on blinking mode by the traffic police due to the shortage of manpower, said a written reply by the Home Ministry to a question submitted by MLA Chaman Lal Gupta in the ongoing session of the Legislative Assembly. Moreover, the reply said two traffic signal lights at Qamarwari Chowk and Ikhwan Chowk were defunct after being hit by trucks. A New Delhi-based agency, Onnyx Electronics, which looks after the maintenance, had been asked to restore the two signals within two weeks, said the reply that was tabled in the Assembly yesterday. A total of Rs 3.97 crore was spent on the installation of 61 traffic signals in Srinagar and Jammu cities. Similarly, in Jammu, eight out of 30 traffic lights have been put on blinker mode. Traffic lights were installed in the city last year in April after more than four decades. The signals were first installed in the summer capital in 1970, but they had soon become defunct. To Gupta’s query regarding steps taken by the government to address traffic jams, the reply said cranes were being pressed into service for lifting wrongly parked vehicles. The authorities have also pressed into service ‘hydraulic wrecker with under-lift arrangement’ for lifting wrongly parked vehicles, it said. The government also pointed out that the traffic police had been organising regular drives to create awareness about traffic rules besides disallowing movement of load carriers and trucks in Srinagar and Jammu cities during daytime in compliance of the directions of the Supreme Court and High Court. Srinagar, October 2 APSCC chairman Jagmohan Singh Raina said the coalition government had failed to redress grievances of the Sikh community in the state despite repeated reminders to implement the National Commission for Minorities Act in the state. The Sikh body in August had warned they would carry out a campaign across the length and breadth of the state against parties who were a “stumbling block” for their demands. “Despite written orders from Prime Minister, Dr Manmohan Singh and President Pranab Mukherjee, the state government has not extended the National Commission for Minorities Act in the state. Omar Abdullah and asked him to get the Act implemented in Jammu and Kashmir, but of no use,” Raina added. He said today’s programme was first of its kind and similar ones would be held across the state. However, he said the APSCC had always been open for dialogue and reconciliation with respect to their issues. “We have carried parleys with the state government many a times, but the persons concerned are not taking us seriously,” he added. Employees’ ‘mashaal march’ to CM’s residence foiled
Srinagar, October 2 JCC leader Farooq Trali said the protesters gathered at the Sher-e-Kashmir Park from where they attempted to march towards the Chief Minister’s residence. However, he said the bid was foiled after the police resorted to mild cane charge and detained nine protesters, including JCC leader Abdul Qayoom Wani. After the talks between the Cabinet Sub-Committee (CSC) and the JCC ended in a deadlock on Friday, the employee leaders had issued a fresh protest. After a series of protests and strikes by the employees last year, the government had reached an agreement with the JCC wherein the employees were assured that a decision on their demands would be announced by September 30. However, the JCC then resumed protests, saying the government had
failed to fulfil the promises made to them. The employees’ demands include release of arrears recommended by the Sixth Pay Commission, enhancement of retirement age from 58 to 60 years, removal of pay anomalies and regularisation of daily wagers and casual workers working in various government departments. The other JCC demands are inclusion of five years of contractual service of Rehbar-e-Taleem (ReT) teachers in the service book and regularisation of education volunteers after seven years of service. Chief Secretary Iqbal Khandey has already issued orders to all the divisional, district and police authorities to ensure that the employees’ leaders did not forcibly prevent others from attending work. He had also directed secretaries to personally visit various offices during the strike days to ascertain the situation and report the attendance of the employees so that immediate action should be taken against those absent. Meanwhile, Trali said they had deferred tomorrow’s Secretariat gherao programme to October 5. As per the JCC protest programme, the amalgam has called for a ‘lockout strike’ on October 4 and 5. |

Birth anniversaries of Mahatma Gandhi, Shastri observed
Srinagar, October 2 Speaking on the occasion, Minister of State for Health Shabir Ahmad Khan said Mahatma Gandhi's teachings should be imbibed by society to 'foil the designs of divisive forces and to unite and integrate the state and the country in one strong entity'. Meanwhile, Jammu and Kashmir Pradesh Congress Committee (JKPCC) president Saifuddin Soz also paid rich tributes to Mahatma Gandhi. In a statement, Soz described Gandhi as an “apostle of peace and staunch believer of non-violence whose sacrifices and teachings are indelibly on the global conscience”. On the occasion, the JKPCC also held a meeting at the party headquarters. The meeting was presided over by JKPCC vice-president MLC Bashir Ahmad Magrey. Minister of Medical Education Taj Mohiuddin, MLC Mohammad Muzaffar Parray, MLC Naresh Gupta another Congress leaders and workers also attended the meeting to pay tributes to Mahatma Gandhi. While paying rich tributes, the speakers said Gandhi symbolises secular and democratic India. They said Gandhi throughout his life worked for amity and brotherhood between all sections of the society and fought for the uplift of weaker and underdeveloped sections. The meeting also remembered former Prime Minister Lal Bahadur Shastri on his birth anniversary and referred to his contribution to the welfare and development of the country and its people, the statement added. Mubarak Gul, Speaker, J&K Legislative Assembly, also paid rich tributes to Mahatma Gandhi. A blood donation camp was organised by the 43 Battalion of the CRPF today at the District Police Lines Complex, Budgam, on the occasion of Gandhi Jayanti. IG, CRPF, PK Singh, Srinagar, inaugurated the camp and congratulated the Battalion Commandant and his team for organising such a good civic action programme to help local hospitals in saving lives. The DIG, Commandants, and many other senior officials of the CRPF and civil administration were present on the occasion. “Approximately 100 CRPF personnel donated blood on the occasion,” a CRPF spokesman said.

Srinagar, October 2 If our business establishments are sealed, we along with our families will suffer,” said Jawahar Nagar Traders Association spokesman Irshad Ahmad Khan, who along with others staged a protest at the Press Enclave area. He said the SMC had issued notices telling them to vacate their business establishments so that the same were sealed. He said the SMC had issued notices following the recent Jammu and Kashmir High Court order directing the government to seal all the illegal structures in Srinagar city. The SMC had informed the court that it had issued demolition orders and show-cause notices to 42 violators for sealing the structures raised in violation of the norms. “Due to pressure from the influential, the big fishes have been let off and only ordinary businessmen are being targeted,” Khan said. Karannagar Traders Association spokesman Farooq Ahmad said they would suffer huge financial losses in case their shops were sealed. “We have taken bank loans and invested a lot in our business. The decision to seal our units will hit us hard. Our units are registered with various government departments and we also pay the required taxes,” he said. The government counsel had earlier sought further time from the court while submitting that sealing/demolition of the structures would require appropriate security measures. The counsel had also submitted that sealing may also create law and order problems. The court went ahead with its orders that were passed on September 30. |

Platinum Jubilee of J&K bank
Srinagar, September 2 Chidambaram was addressing a gathering on the occasion of the platinum jubilee celebrations of Jammu and Kashmir Bank at the Sher-e-Kashmir International Conference Centre (SKICC) here last evening. He said when any bank showed its presence in a foreign country, it gave signals of sound marketing and helped traders of the country to invest and be part of the global market. The Union Finance Minister also advised J&K Bank to employ youth and adopt modern technology, adding that the global financial system was mostly dependent on technology. He referred to the 10,000 odd officials of J&K Bank being in an average age group of 40 years and said this was an encouraging sign. However, he stressed on further employment of the youth. Chidambaram said the poor were the best and trustworthy bankers. He rejected the idea that rich were more bankable than the poor and gave various examples were the poor sections of society had shown highest bankable capacities. He said the initiatives of the Government of India and the Jammu and Kashmir Government to enhance banking facilities to the poorer sections had yielded remarkable results. He said presently 50,000 crore education loans were being provided by the Central public sector banks to the students belonging to farm labourers, shopkeepers, drivers and similar other categories of society. He said over 27 lakh students across the country were being benefited by
Rs 55,000 crore as educational loan. Speaking on the occasion, Chief Minister Omar Abdullah said the past of the bank had been amazing and if it continued to grow and improve like that, its future would be brighter and there was no limit to boundaries it could touch. Omar said when his government allowed the bank to adopt RBI ways and means for becoming financially independent and commercially sound, many apprehensions were made by certain sections of media, politicians and former bankers. “But their apprehensions were proved false and the bank took it as an opportunity to achieve new goals and lofty heights,” he said. The chairman and CEO of the bank said the bank had more than 70 lakh customers across the country. He said the bank had touched more than 14 million households of the state financially which was more than half of the total households in

3,000 athletes participate in marathon
Srinagar, October 2 A large number of retired and serving police personnel, including some senior officers of the department, also participated in the event, which was flagged off by from the Police Golf Course at Boulevard here. While Jigmit Narbo of Leh bagged the top position in the marathon, Hamid Aziz of Srinagar clichéd the honours in the half-marathon. Ishtiyaz of Badgam was the winner in the 12km run in the men’s category, while Insha Wadu of Srinagar finished at the top girls category. Bazil Abas and Sadiya Muneer of Srinagar were adjudged winners in the spoon race in their respective categories. Hailing the effort of the police in organising the event, Minister of Rural Development Ali Mohammad Sagar said: “The role of Jammu and Kashmir Police in promoting sports in the State, besides performing their professional duties, is laudable.” The Minister also thanked the participants for making the even a success and said the interest of people has encouraged the police to conduct such events. He added that the Jammu and Kashmir Police had organised various sports events during the summer season in the Valley and people, particularly youth, have shown great interest in them. “The aim of organising such events is to promote sports culture and to exploit the potential of the youth in different sports disciplines,” Sagar said. Annual Urs begins today
Srinagar, October 2 The Urs celebrations begins with the traditional ‘Poshak Bandhi (laying of
chadder)’ on the mausoleum, which is followed by ‘Shab Khwani’ and ‘Darood-u-Azkar Mehfil’, the next day. The week-long celebrations will conclude on October 11. Meanwhile, the district administration has been directed to make fool-proof arrangements for the devotees, who visit the Charar-e-Sharief shrine to pay obeisance. The Tourism Department has been entrusted to install lighting system around the shrine, whereas the Municipal Committee Chrar-e-Sharief has been directed asked to ensure neat and clean surroundings, an official statement said. While paying glowing tributes to regions highly respected saint, separatist leader Mirwaiz Umar Farooq said: “Sheikh Noor-ud-Din Wali’s message of love, brotherhood and humanity still finds resonance with the people in Kashmir.” He said that Sheikh, popularly known as ‘Nund Rishi’, played a critical role in Kashmiri society by spreading moral and Islamic teachings. “The Sufi saint taught people about Islam, humanity, and asked them to be humane, kind and compassionate to each other,” Mirwaiz said in a statement here. Terming Nund Reshi a great spiritual and religious leader, Mirwaiz said he is revered and respected by the people of Kashmir and the Muslims all over the world. “He brought a spiritual revolution in Kashmiri by his Islamic teachings and reforms. Nund Rishi ruled the hearts of Kashmiris since hundreds of years,” Mirwaiz said. |

One killed in road accident
Srinagar, October 2 The police spokesman said in another accident, a tipper hit a Tata Sumo at Hanjipora, Trehgam, in the jurisdiction of the Trehgam police station, resulting in injuries to five passengers. A tipper collided with a motorcycle on the national highway near Charsoo, resulting in injuries to three persons riding on the motorcycle. Meanwhile, a motorcycle hit and injured a pedestrian, Reshma, a resident of Awantipora at Larnoo. A case has been registered. |
