Srinagar, September 22
Union Minister of State for Human Resource Development Shashi Tharoor today said the Centre had received many complaints about the poor implementation of the Prime Minister’s Special Scholarship Scheme and each complaint would be reviewed with follow-up action.

He said this while addressing a gathering of students, teachers and scholars of the National Institute of Technology (NIT) during its annual convocation at Sher-e-Kashmir International Convention Centre here today.

Tharoor, who was the chief guest on the occasion, said many complaints had been received this year regarding the poor implementation of the PMSSS, especially in context of the admission quota reserved for state students in various colleges of the country.

"Many complaints have been made this year. Human Resource Development Minister Pallam Raju has relaxed the rules of the scheme and improved it further to enable more students of the state to take advantage of this," he said.

"I assure you that every complaint and application is being reviewed and will be addressed. It is imperative that we understand that the education we provide here aims at nothing less than preparing our students to compete with the world," he added.

Higher Education Minister Muhammad Akbar Lone and Chairman of the Board of Governors Wajahat Habibullah attended the function.

Two PhD, 45 MTech and 386 BTech degrees were awarded. Seven gold medals were awarded to toppers of each BTech programme and three to toppers of each MTech programme. As many as 52 gold medals were presented to toppers of batches from 2003 to 2011.

Implementation of scheme flayed

  • The Coaching Centres Association has lashed out at consultants, non-government organisations, state governments and the Centre for allegedly fleecing students under the garb of the Prime Minister's Special Scholarship Scheme.
  • Association chairman GN Var said regulatory bodies like the MHRD and the All-India Council of Technical Education had failed to implement the Rs 1,200-crore scheme.
  • Citing examples, Var said thousands of students were first taken to different colleges of other states, saying the entire education, including hostel stay, would be free.
  • "Recently, the colleges have started asking the students to pay for fee. Many needy students do not want to pay and want to come back, but the Institutions are not returning their original documents," Var said.
  • He said around 7,000 students had applied for scholarship against 250 engineering seats. He demanded that the MHRD and the AICTE should declare the list of successful candidates at the earliest.

Calling the JCC a ‘government-sponsored agency’ SGEJAC alleged that the JCC has ditched the employees. “All the demands of the employees were accepted by the government in an agreement in 2011, then why the JCC has attended the meeting for negotiation, no negotiation will be accepted less than the signed agreement,” said Suresh Sharma, a leader of SGEJAC.
