Apple market looks up as strong dollar hits imports

The sluggish apple market has started to look up in the final phase of harvesting as imports have taken a hit due to the hardening of the US dollar. The rates in the Delhi market have zoomed up by 20 to 25 per cent over the past three days. The arhtiyas (commission agents), who were holding back in anticipation of large arrivals of imported fruit, have suddenly started contacting growers and offering higher prices to them.

Apple market looks up as strong dollar hits imports
Farmers get higher prices for produce; apple rates rise by 20 to 25%

The sluggish apple market has started to look up in the final phase of harvesting as imports have taken a hit due to the hardening of the US dollar. The rates in the Delhi market have zoomed up by 20 to 25 per cent over the past three days.

The arhtiyas (commission agents), who were holding back in anticipation of large arrivals of imported fruit, have suddenly started contacting growers and offering higher prices to them. Consequently, the average price for good quality apple has increased to Rs 1,250 to Rs 1,400 per standard box of 20 kg. The world famous Kinnaur apple is fetching up to Rs 1,700 per box. There has been an increase of Rs 200 to Rs 300 per box for superior grades of fruit and Rs 150 to 200 per box for the lower grades.

With the rupee hovering around Rs 65 to a dollar during the season, the import of apple is not an economically attractive proposition any more. In fact, the companies which imported fruit during summer from the USA and New Zealand suffered heavy losses due to the sharp fall in the value of rupee. The bumper crop in the state further dissuaded the importers and traders are now rushing to procure fruit to meet the demand for the ensuing festival season.

Himalayan Fruit Growers Association chairman Rajiv Chauhan cautioned growers not to be misled by arhtiyas regarding imports and extract full price for their produce.

The impact of upswing has forced the fresh fruit companies, which reduced the prices twice to Rs 35 per kg only last week, to effect an upward revision. Adani Agrifresh has increased the rate to 41 per kg and Dev Bhoomi and Gem Tree are paying up to Rs 43 to Rs 47 per kg.

All companies combined have stored over 12 lakh boxes and it will be for the first time that all the cold stores will be full to the capacity at the end of the season.

With less than 25 per cent crop yet to be harvested, the arrivals have dwindled and the number of trucks being sent out daily to various markets has come down from 1,200 down to 700. In all, 2.78 crore boxes have been marketed so far and 3.50 lakh to 3.80 lakh boxes are being transported out daily. Besides, over 21,000 tonnes of fruit has been procured under the market intervention scheme.

The total production will be more than 3.50 crore boxes as assessed by the Horticulture Department. It would have been more, but for the freak storm which caused a huge damage to the crop in the apple belt in Shimla a week ago.

Now, HPCA courts controversy over Luhnu cricket stadium

The Himachal Pradesh Cricket Association (HPCA), which is facing allegations of irregularities in leasing out the government land for constructing a hotel at Dharamsala, has now courted another controversy by allegedly constructing the Luhnu cricket stadium at Bilaspur without permission from the Bhakra Beas Management Board (BBMB).

The HPCA reportedly did not obtain permission from the BBMB authorities to construct the cricket stadium on the banks of Gobind Sagar Lake, a reservoir for the Bhakra Dam. The land in question was acquired by the BBMB during the construction of the Bhakra Dam project. Since the piece of land had not submerged, locals were permitted to utilise it for sports activities.

BBMB authorities have confirmed that they do not have the record regarding permission for constructing the cricket stadium. However, they are not ready to comment on the issue.

“At present, no record on the permission for the stadium is available with us. We are trying to find out if there is anything in writing in this regard,” a senior official said.

Even Bilaspur Deputy Commissioner Dr Ajay Sharma confirmed that the administration had no record with them regarding permission to construct the stadium on BBMB land.

Notably, Bhakra Dam displaced families do not have permission from the BBMB to utilise the surplus land, despite many of them awaiting rehabilitation for the past several decades.

HPCA president Anurag Thakur said, “The cricket stadium constructed on Luhnu ground is a part of the excess land acquired by the BBMB for the Bhakra dam. BBMB authorities had allowed the state government to use it for sports activities. Many sports are played on the land where the cricket stadium has been built.”

The HPCA is under the scanner of the Vigilance and Anti-corruption Bureau for irregularities in leasing out the government land for constructing The Pavilion, a luxury hotel at Dharamsala, and converting the HPAC into a company to run it.

Modi will have no impact in state: CM

Terming Narendra Modi as politically “inconsequential” in the hill state, Chief Minister Virbhadra Singh today claimed that the Congress would make a clean sweep of the four Lok Sabha seats in 2014 and repeat the performance of the Parliamentary elections in 1996.

“There is no need for you to be overawed. Modi has remained in-charge of the BJP in the state for long. The party will have to pay a huge price for the hype being created by projecting him as the prime ministerial candidate, as the ground realities are different. Even as Chief Minister of Gujarat, Modi had canvassed as a star campaigner, but he failed to cut ice with the discerning electorate of the state,” he said while addressing delegates from the 17 Assembly segments of the Shimla Lok Sabha seat here today.

The interactive meet was organised to get feedback and prepare the strategy for the Lok Sabha elections.

He said the Congress had liberated the state from the “misrule of the Dhumal regime” and it was now trying its best to bring the administration back on the track and implementing various programmes for the welfare of people and speed up the development work. He called upon the party men to educate the masses about the initiatives of the UPA government like the Food Security Act and the Right to Education Act.

Pradesh Congress Committee chief Sukhvinder Singh Sukhu alleged that corruption flourished under the regime of PK Dhumal, who commercialised politics and turned the sport of cricket into a business venture. The Himachal Pradesh Cricket Association was converted into a company to achieve the commercial ends. The manner in which the prime government land was allotted to the association provided glaring example of nepotism and favouritism, he further alleged.

AICC secretary and in-charge of the state Raja Ram Pal said the Congress government was doing commendable work in the state under the leadership of Virbhadra Singh. The UPA government had taken path-breaking decisions aimed at welfare of the poor and downtrodden. He complimented the state Congress and the government for maintaining a strong coordination which would go a long way in serving people of the state in a better way.

During the meeting, the emphasis was on declaration of candidates for the four seats by December, so that there was ample time for the nominees to tour the constituencies encompassing difficult hill terrain. The party has already held strategy meetings for three seats and the meeting for the Mandi seat will be held shortly.

This was stated by former Chief Minister PK Dhumal while addressing an election orientation camp at Kothipura, near here, yesterday.

Dhumal said increasing prices had made the life of the common man miserable and alleged that the masses were aghast hearing scandals of Central ministers every second day. He told workers not to be complacent in the next election, but forget all their personal differences for a greater cause and fight the “corrupt government” unitedly.

Dhumal said election battles were fought at booth levels. “If you capture your booth, you have actually captured the election,” he said. He said each worker had to take care of at least 10 houses and each booth committee had to ensure the victory of the party in its booth.

He took the Congress leaders to task on the matter of their “propaganda” regarding selling out the state to outsiders. He said not a single outsider was allotted any land during the BJP rule and “this was stated by Chief Minister Virbhadra Singh” in reply to a question in the state Vidhan Sabha during the last session.

Over 50% fall in arrival of tourists in state

Tourist arrival to Kullu, Manali, Leh and Lahaul-Spiti has registered a drastic drop of over 50 per cent. During the peak summer season, the arrival of foreign tourists dropped by 50 per cent and domestic tourists by 55 per cent, triggering a mood of gloom among hoteliers.

Though the tourist arrival in Lahaul and Spiti is heading for a close, hoteliers and travel agents in Kullu and Manali are pinning their hopes on the international Kullu Dasehra and Diwali festivals, when tourists from all across the nation flock to the state in groups.

The twin natural disasters in Kinnaur and Uttarakhand hit the tourist arrival during the peak summer season. Also, the economic slowdown and the rocketing air fares to Kullu and Leh added to our woes, said hoteliers.

Despite offering heavy discounts up to 60 per cent, some hoteliers, who had taken the units on lease, have shut down the operation in Manali. The air fares between Delhi-Kullu and Delhi-Leh shot up by 40 per cent after Kingfisher closed down its operation to Leh, resulting in a drop in foreign tourists' arrival by 50 per cent and domestic tourists by 55 per cent in the Lahaul-Spiti and Leh circuit, said Tashi Dawa, president, Lahaul-Spiti Hoteliers’ Association.

The occupancy during May and mid-June was also on the lower side as the monsoon rain kept the mercury in check in the plains. Economic slowdown also kept tourists at bay, said RS Negi, a hotelier in Manali.

After Kinnaur and Uttarakhand flashfloods, tourist arrivals never revived in the region. The occupancy had hovered between 20 and 30 per cent in majority of hotels, said AR Thakur, president Manali hoteliers association. “We raised the matter with the Secretary (tourism) to start the publicity campaign in the media to revive the tourist arrival, but to no avail”, he added.

For state-run hotels, it has been a drop of about 10 per cent in the peak summer months till date, said Yogesh Behl, HPTDC general manager . Tourism Commissioner Subhashish Panda said the peak summer months were bad due to rains and floods in Kinnaur and Uttarakhand and economic slowdown in general. “In August and September, the tourist arrival till now has been generally lean. We have to assess the exact drop as the final data is yet to be complied”, he added.

Kufri gets amusement park

Shimla: The famous tourist destination of Kufri will now have an added attraction with the opening of an amusement park having facilities for adventure sports.

Chief Executive Officer, New Kufri Fun Campus Ltd, Baldev Thakur, told mediapersons here today that the facility would be launched on World Tourisim Day on September 27. The idea is to sustain the visit of tourists and provide both the locals and tourists facilities for recreation.

Fun Campus, spread over 35 bigha, offers around 30 activities, including karting, adventure sports, indoor games, sky swinger, haunted house, 5-D theatre and striking car, etc.

Besides, the construction of a luxurious hotel and helicopter services for local sightseeing are in the pipeline. Fun Campus will provide 25 per cent discount on entry and any of the rides from September 24 to 30.

Govt has sanctioned Rs 50-crore projects for Dharamsala, says minister

Minister for Housing and Urban Development Sudhir Sharma has said the state government has sanctioned developmental projects worth Rs 50 crore for Dharamsala.

Sudhir, who listened to public grievances here today, said the town would finally get relief from water shortage. The Union government had cleared the Rs 31-crore water augmentation project for Dharamsala. It was the biggest water augmentation project for any municipal council in the state, he said.

It would be after about three decades that sufficient amount had been sanctioned for water augmentation of the town.

The minister said under the new project, water would be sourced from the Gajj river for Dharamsala. Twelve new water tanks would be constructed to store and treat the water sourced. Besides, 30 points to supply water in various areas of the town in case of fire emergency would also be constructed.

The minister said presently a dispute arose as some residents alleged misuse of drinking water for commercial use by hoteliers. Under the new project separate lines would be laid for commercial and domestic water connections.

The minister further said drinking water supply in Dharamsala was 65 litres per capita per day. People got just two hours water supply a day. However, after the new project was implemented, the per capita water supply would increase to 135 litres per day. He claimed that each household would then get water for six hours per day.

The project would benefit a population of 38,000 in Dharamsala and its surrounding areas. It was expected to be finished within three years. Officials said in case the work started soon, it would be completed till 2016, the minister said.

CITU flays govt over labour laws

The State Committee of the Centre of Indian Trade Unions (CITU) has condemned the “indifferent” attitude of the government towards the enforcement of labour laws and its “failure” to act against police officials involved in “unprovoked” lathicharge on workers protesting against the “high handedness” of the Tenzin Hospital authorities.

Kashmir Singh, general secretary, CITU, alleged that the services of workers were being terminated just for forming a union and the Labour Department had been a silent spectator.

Citing the example of Tenzin Hospital and Rahat Hotel in this regard, he said if labour laws could not be enforced even in the state capital, the situation would be worse elsewhere in the state.

Instead ensuring justice to workers, the administration resorted to a lathicharge on CITU workers, who were staging a peaceful protest against the termination of workers in Tenzin Hospital, he claimed.

The CITU state president was among those injured in the unwarranted police action. He alleged that some police officials played a partisan role at the behest of the hospital management.

He urged the government to strictly implement the labour laws and take stringent action against the managements of the hospital and Rahat hotel for various “violations”.

If the state government failed to intervene effectively to protect the interests of the workers, CITU would be forced to give a call for a one-day strike, he added.

The state committee demanded a thorough probe into the huge property acquired by Tenzin, who was a foreign national and a refugee.

He has acquired a lot of property in Shimla and other parts of the state. A thorough inquiry was required to ascertain how he had acquired assets, including multi-storeyed buildings, hospital and industrial plot in the state, he claimed.

If the government failed to act in the matter, CITU would not hesitate to approach the High Court to get Tenzin’s land and properties probed, he added.

Transporters’ monopoly hitting trade: Industrialists

Industrialists have demanded that the state government should frame a transport policy for industrial areas and fix the transportation charges. Bathu, Bathri and Tahliwal (BBT) industrial area (Una) president Pawan Thakur said the monopoly of transport unions was hitting the growth of industry in the state.

The BBT industrial area was the second biggest and successful industrial area of Himachal after the Baddi, Barotiwala and Nalagarh (BBN) industrial area. Many big and successful industries like Nestle and Cremica had established themselves in the BBT area.

Thakur alleged the transport unions in their industrial area were charging exorbitantly for transportation and not allowing the industry to have its own transport even for standby emergencies.

Transport companies located in Ludhiana or other parts of Punjab are charging less than their counterparts in the BBT industrial area. Since most transporters involved in transport unions were locals, it would be in the interest of all involved that the state government frames a policy and fixes the freight rates in the industrial areas.

Rakesh Chawla, vice-president of BBT industrial association and owner of Sukhjit Agro Industries, said in certain cases the acts of transport unions were unreasonable.

He said his industry supplied a tanker of material to a Baddi-based industry. However, due to some reason, the tanker was returned by the industry. The transport union of the BBN area did not allow the tanker bring back the material to his unit. To add to it, the union kept on insisting the material be loaded in a truck, which was not not possible. It was after the intervention of district authorities and three days that his own tanker was allowed to come back to the unit, Rakesh Chawla alleged.

He further added that such monopolisation hindered the growth of the industry as the word travelled among investors coming to the state.

Rohit Suri, another industrialist, said the BBT area transport union was not in a position to handle the business being generated in the area. Due to the monopoly of the transport unions, the manufacturers were not only facing financial loses, but also losing out on goodwill, as they were not in a position to deliver orders on time.

Interestingly, the BBT industrial area is located in the assembly constituency of Mukesh Agnihotri the Minister for Industries. Sources said industrialists had asked the Minister to include the transport policy of industrial areas in the new industrial policy of the state.

26 forest guards recruited in Mandi, Kullu circle

Mandi/Kullu, September 22
The Forest Department recruited 20 forest guards in the Mandi circle and another six guards in the Kullu circle yesterday on a contract basis. However, Mandi needs 28 guards and Kullu 21 guards more to check the increasing menace of illegal felling, timber smuggling, forest fires and illegal cultivation of contraband crops in the sensitive beats of the region.

The situation in other forest circles in the state is no different as the Forest Department needs 200 forest guards more, considering that the department will be recruiting about 205 guards in the state soon.

“Forest guards are needed not only to check illegal felling and timber smuggling, but also to check illegal cultivation of contraband crops and the fury of forest fires in the state,” said officials.

“Contraband smugglers are well entrenched in the Mandi-Kullu region. They encourage poor villagers and Nepali labourers to cultivate hybrid cannabis seeds in remote inaccessible forest areas every year as these areas do not have enough armed forest guards to keep a check on the illegal activity there,” revealed insiders.

“Mandi needs 48 forest guards and 20 have been recruited on a contract basis yesterday in each category in the Mandi circle,” said Harshvardhan Kathuria, Conservator of Forests, Mandi.

Similarly, the Conservator Forests, Kullu, has appointed six guards, but it needs 27 to make up for the vacant posts.

The department had put in place a mechanism to check all the illegal activity, including timber smuggling and illegal cultivation of cannabis on the forest land with the help of the police, said Girish Hastur, Conservator of Forests, Kullu.

Final list of forest guards released

The Chamba forest circle has released the final list of the selected forest guards. The result has been declared today. Announcing this here today, Chief Conservator of Forests (CCF), Chamba, ARM Reddy, who is also Chairman of the recruitment committee, said as per the result, 25 candidates had been finally selected and they were being offered call letters from today.

The CCF said the call letters to the 25 selected candidates were being issued in registered cover. He said the candidates were given a time of 15 days for joining the forest circle office, Chamba.

Thereafter, the candidates would be allocated to various forest divisions depending upon the vacancies available in the divisions, the CCF said, adding that their respective forest divisions would further direct them to report for a six-month training by October 6 at the Forest Training School, Sundernagar.

The CCF said the candidates were required to produce their original certificates of qualifications and all other relevant certificates like caste, IRDP, evidence of date of birth, etc, along with medical certificate of fitness from the Chief Medical Officer before joining the forest circle office.

Former Union Minister calls for boycotting Chinese goods

Former Union Minister Vikram Mahajan has urged the Tibetans to follow the Gandhian way to fight against China. In a meeting held at McLeodganj yesterday, which was also attended by members of the Tibetan Parliament-in-exile, the former Union Minister said a joint campaign should be launched by Indians and Tibetans to boycott Chinese goods. Mahajan has formed a National Security Forum (NSF) to support the Tibetan cause.

While addressing a gathering of representatives of the exiled Tibetan government, Mahajan said he had worked in the Cabinet of Indira Gandhi. During that time also, the government suspected Chinese activities and he had been raising the issue of strengthening the borders of the country with China.

“Now, the only way out with India and exiled Tibetans is to boycott Chinese goods. India is one of the biggest consumers of Chinese imported goods and the boycott will be a major setback to China,” he said.

Lavinder Sooden, president of the NSF, said he was following this practice for the last many years and had stopped using Chinese goods since he had read about those products hitting Indian markets.

“In America this practice has been started at some places. We Indians and Tibetans should also start this now,” he said.

Later, Speaker of the Tibetan parliament Penpa Tsering said they were on the path of the middle way and the main issue before them was to save their own identity by seeking autonomy and not freedom.

“We are on the path of non-violent struggle. Boycotting Chinese goods is really an effective method of non-violent struggle and we have a standing resolution for this in the parliament,” he added.

Tibetan Home Minister Dolma Gayri, international-relation minister Dicki Choyang and member of the Tibetan parliament were present at the meet with their Indian counterparts of the NSF.

Scientists, farmers should work towards attaining food security: Minister

A state-level agriculture officers’ workshop on rabi crops was organised at CSK HP Agriculture University here yesterday. While addressing around 200 officers from the Department of Agriculture, scientists from the university and progressive farmers, Agriculture Minister Sujan Singh Pathania asked them to work for the sustained food security of the nation as it was integral to national security.

Pathania said the country had traversed the path of agriculture development due to the hard work of the farming community, farm scientists and officers, yet this journey must continue with renewed enthusiasm. The government had launched a number of programmes to increase food production and these must benefit the stakeholder, he added.

The minister advised the department and the university to start training programmes for farmers who were interested in the cultivation of crops under protected cultivation. He added that each farm officer would be asked to train at least 100 farmers to grow vegetables.

In his address, Dr KK Katoch, Vice-Chancellor, said the university would adopt one or two poly-houses in each development block in the state to encourage farmers in scientific farming under the protected cultivation.

Dr Katoch said efforts would be made to open two agricultural colleges in the state and reserve some seats for farmers’ children. The Vice-Chancellor stressed the need of farm mechanisation to reduce the cost of production. He also spoke on the need of fodder production and management of stray cattle with proper feeding and artificial insemination of the cattle.

Dr JC Rana, Director, Agriculture, said a production target of 6.83 lakh tonnes had been fixed for rabi crops. The Director said agriculture in the state had got a big boost due to the implementation of the Rashtriya Krishi Vikas Yojana.

Dr SP Sharma, Director, Research, said the university had made efforts to increase production of rabi crops and a new wheat variety ‘Palam Gehun-1’ and new chick pea variety ‘Palam Chana-1’ had been developed. The university had focused its research in emerging areas like organic agriculture, rain-fed farming, farm mechanisation, etc.

Dr YS Paul, Director, Extension Education, said after the implementation of the national food security mission, the scientific community was duty bound to transfer new technology to farmers to increase food production.

Workshop on drug abuse held

A one-day workshop on drug abuse was organised by the State Bank of India and the Layul Tribals Welfare Association, Manali, at Government Senior Secondary School here yesterday. In the workshop, drug addicts, who have started a new life after getting rid of the habit, shared their experiences with the students of the school.

Roop Singh Thakur, Principal of the school, said many students were into drugs, which was a matter of concern for parents and teachers. “Students who consume drugs can be identified by their activities. Our next step is to meet and discuss the problem with parents of such students and we will try our best to help them get rid of the addiction,” he added

He said the main aim of the workshop was to teach students the impact of drugs on youth and society.

Block Medical Officer Dr Bishan Shashni said self-awareness was important to make a healthy society where everybody knew the bad effects of drugs.

He said about 80 per cent of accidents were caused by the consumption of alcohol and various drugs.

Manali DSP Shamsher Singh told students to accept only good things and reject bad habits. Manali SDM Vinay Dhiman appreciated the efforts of the organisers of the workshop and said similar workshops should be organised in various schools which could help students in becoming responsible citizens for a drug-free society.

Ex-servicemen flay UPA for policies against forces

The All-India Defence Personnel Welfare Association, Himachal Pradesh, has criticised the UPA government for its anti-forces policies. Col Shakti Chand (retd) and Col SC Parmar, president and vice-president of the association, respectively, in a joint press conference here yesterday alleged that the UPA government used two different yardsticks for providing pay emoluments to administrative officers and armed force officers.

They said the ex-servicemen was an ignored lot and demanded a due representation in the political arena.

They alleged that the pay anomalies of the armed forces and the ex-servicemen remained yet to be sorted out. The duo demanded that former Chief Minister Shanta Kumar of the BJP and former MP Chander Kumar of the Congress should be asked not to contest the polls for the coming Lok Sabha polls from the Kangra parliamentary seat and suggested ex-servicemen be given a chance as there were more than one lakh families of ex-servicemen.

They said ex-servicemen were never allowed to contest the polls despite the fact that they were competent in dealing with the state and national issues.

They said if the two major political parties the BJP and the Congress ignored the ex-servicemen, the association would give a call for boycotting the Lok Sabha polls.

Anurag cautioned workers regarding Congress “propaganda” against BJP Prime Ministerial candidate Narendra Modi. He claimed that this had made Congress leaders jittery and they were spreading all sorts of canards and rumours regarding him and his rule in Gujarat.

Anurag said let people know that the BJP’s Prime Ministerial candidate was not a novice, not a raw hand at administration and field work and not an inexperienced man for work expected from a Prime Minister.

“Modi has made Gujarat the most prosperous state of the country with tremendous industrial growth and financial vision. People of all faiths are living in a perfect harmony there,” he added.

He claimed that there was no doubt that under the leadership of Modi, the country would make progress and people would soon forget those, who were presently taking the country to a “virtual financial doom”.

Committee to look into rave party incident

The National Institute of Fashion Technology (NIFT) authorities here have constituted a fact-finding committee to look into the incident of the 11 final-year students, who were taken into the custody by the Kangra police from a restaurant at Bagsunag on September 19, allegedly for attending a late-night full moon rave party and who were fined Rs 500 each by a Dharamsala court on Friday.

Prof Bala Sidartha, Director, NIFT, yesterday said there was no authorised information received by him about the incident. However, the committee would go into all aspects of the incident impartially and submit its report to the disciplinary committee of NIFT headquarters in Delhi.

Professor Bala said, “Whatever the report, it will be implemented in letter and spirit.” He said if the 11 students were found guilty, they would have to face action. He said the students’ parents had been informed about the developments.

He said he was told that they had reportedly gone to attend a birthday party of a student and were not drunk and had no acquaintance with the two locals who were arrested under the NDPS Act.

Tanda medical college gets MCI recognition for PG in anaesthesia

The Medical Council of India (MCI) yesterday granted recognition to postgraduate (PG) degree in anaesthesia at Dr Rajendra Prasad Government Medical College (DRPGMC) at Tanda.

Health Minister Kaul Singh Thakur yesterday said a communication in this regard was received by the government and it was a major achievement. He said post-graduation in three subjects, anaesthesia, dermatology and medicine, had started three years back in the Tanda medical college and recognition was granted on Saturday.

The Health Minister said this was the first PG degree from the college which was recognised by the MCI. He said recognition of PG degree in dermatology and medicine was expected at any moment now.

The minister said in other 12 subjects, postgraduation classes had completed two years, but as soon as the three years would be completed, the MCI would take steps in the direction of recognising these degrees too.

Kaul Singh said the much-awaited Ragi Kalyan Samiti (RKS) meeting was held at the DRPGMC under his chairmanship and budget to the tune of Rs 2,040 lakh for the financial year 2013-4 was passed.

It was also decided to hold an RKS meeting twice a year to run the hospital more efficiently. The meeting, which was overdue for the past two years, was hurriedly convened and only official members could attend.

The minister directed the authorities to convene the next meeting within six months in which all the members should participate.

70% power supply restored in Dehra

Praveen Dhiman, Executive Engineer, Electrical Division, HPSEBL, Dehra, said today that 70 per cent of power supply had been restored in the electrical division, Dehra, after seven days, which was interrupted after a high-intensity storm and rain last Sunday.

He said electricity supply in all the seven electrical sub-divisions of Dehra, Haripur, Dadasiba, Sansarpur Terrace, Dhaliara, Pragpur and Shanthla was snapped as electric poles and power lines were damaged at many places.

He said since there was a shortage of technical field staff in each sub-division, nine electrical construction and maintenance groups had been hired by the HPSEBL for the early restoration of power supply to the area.

He said though the electricity supply in urban areas and many villages had been restored, a few villages were still reeling under darkness as electric lines could not be repaired there.

He said the department was trying to restore power supply to the remaining villages but it was taking time as many poles had been damaged and many power lines had been broken.

DCC vice-chief dies in road accident

Jagat Pal Malhotra (70) of Machwaan-Karlotti village near Ghumarwin and vice-president of the District Congress Committee (DCC) was killed in a road accident here last evening.

Reports said Malhotra had gone to attend a function at Government Senior Secondary School at Chhatt and after the function he was driving back to his village with a friend Shanti Swaroop on his pillion. But suddenly the bike skidded on a turn and both of them were thrown into a 100-ft gorge injuring them seriously.

Villagers took them out of the gorge and rushed them to nearby Barthin Community Health Centre. But Malhotra had already died on the way and Swaroop was shifted to the Regional Hospital here in a serious condition. The police has registered a case.

2 feared dead as tractor falls into river

Two persons were feared to have been died when their private tractor in which they were travelling veered off the road and plunged into the Budhil river, a tributary of the Ravi near Lahal in Chamba district yesterday, a report received here today said.

The bodies could not be retrieved from the waters so far because of the river being steep-sided and narrow.

The report said the deceased had been identified as Saurabh and Raj Gaurang, both residents of Nepal, but had been working in this region.

The search to find the bodies had been launched by the local administration. In the meantime, expert divers had been invited from the Pong Dam reservoir to help in the rescue operation, the report further said.

Motorcyclist shot dead in Una

Una, September 22
A man was shot dead when he was returning home on his motorbike on the Amb-Mairi road late in the evening today. The deceased has been identified as Ashwani of Andora village in Amb sub-division of Una district.

SP, Una, Anupam Sharma said Ashwani was going home on his motorbike, along with his wife and son. Two persons, who had their faces covered with a cloth, came on a motorbike and shot at Ashwani. He died on the spot. The accused then fled from the spot. Since the incident had happened on a lonely road, only the wife of the deceased was witness to the crime.

Presently from circumstantial evidence, the killing seems to be an act of rivalry.

Earlier incidents of snatching and robbing of commuters on the road have been reported.

However, in the present case since no apparent attempt was made to loot, the police is looking for the rivalry angle.

The SP said nakas had been raised and attempts were being made to trap the killers. Messages had also been sent to adjoining districts to look for the culprits.

In-laws booked for abetting suicide

The police has booked the husband and three other members of the family after Rulamani's mother accused them of mentally and physically harassing her daughter that had forced her to commit suicide yesterday.

Kamla Devi, a widow and resident of Sain, Mandi Sadar, had alleged that her daughter Rulamani had been tortured and harassed by her in-laws. The police has charged the four under Sections 498-A and 306, IPC. — TNS
