Lukewarm response to SDA flats scheme
Srinagar, September 15 The 2-BHK semi-finished flat apartment costs Rs 35 lakh and the applicants would be selected after a draw of lots. “We have received a good number of applications for Gulposh Apartments at Bemina and it has necessitated draw of lots for these apartments,” said Assistant Executive Engineer SDA
and incharge Gulposh Apartments, Shabir Ahmed Lone. “Those selected after draw of lots would have to deposit this money in four instalments,” he added. Each apartment would have a floor area of around 930 feet and it has two bedroom capacity with two bathrooms, kitchen, drawing room, store-cum-servant room and four balconies. However, the residents said the main reason for the poor response was the relatively higher costs of these flats. “We were waiting for the residential flat scheme of SDA for a long time. Due to rise in land prices and cost of construction, the apartments have become very popular, but the SDA has let us down by keeping high price for these flats,” said Iftiqar Ahmed, a city resident. The Gulposh Apartments would be constructed by SDA in three years on the pattern of vertical housing colonies which is aimed at preventing misuse of agricultural land. Project cost of the Gulposh Apartments is estimated to be Rs 20 crore by the SDA. SDA officials said these flats would have earthquake resistant super-structure and would be provided with elevator facilities having round-the-clock DG back-up and parking facility. The flats would be handed over to the prospective buyers in finished form. |

Srinagar CJM allows trial of accused before Security Force Court

Srinagar, September 15 Zahid, a teenage boy from Brein, Nishat, was killed in firing by BSF men on February 5, 2010, in Nishat area of Srinagar. The police, after registering an FIR in the incident, had arrested BSF commander RK Birdi and his subordinate and charged them with murder under Section 302 of the Ranbir Penal Code (RPC). "The proceedings in this court are stayed and chargesheet as well as the accompanying documents are directed to be delivered to the General Security Forces Court," CJM Srinagar said in his orders passed on Saturday, adding: "In terms of Rule 7 of Jammu and Kashmir Criminal Courts and Court Martial Rules, the CJM court should be notified about the culmination of the GSFC proceedings". The CJM had reserved final decision on the BSF plea on September 13. While allowing the application by the Director General of BSF, CJM court also observed that there was "no force" in objections of the opposite party. In its objections before the Chief Judicial Magistrate (CJM), Srinagar, the family has said the BSF authorities had "failed" to consider the "observations" of the Supreme Court, as the application for the trial of the accused in the GSF Court was moved after expiry of the eight-week time period set by the apex court for approaching the CJM's court. On April 25, the Supreme Court, while allowing appeals by the J&K Government and the family of the slain teenager against the court martial trial of the accused BSF men, had directed the DG BSF to "revisit the entire issue" within eight weeks from the date of issuance of the order. The BSF authorities approached the court of CJM with an application, seeking to try the accused in a GSF Court appointed by it, on August 1, when the eight-week time period set by the Supreme Court had already expired on June 25. Stating that the offenders had committed the alleged offence while on active duty, the DG, BSF, in his application, had pleaded that the CJM stay the proceedings initiated against the accused BSF men in his court and also return all the connected documents and exhibits of the case. |

Grim power scenario triggers protests in Handwara
Kupwara, September 15 The protesters including women and children blocked Bakiakar-Handwara road and raised slogans against the department, demanding that the supply be restored to normal. “Although we are made to pay power tariff according to the curtailment schedule, power is never supplied according to the schedule. For the past one week, power is playing hide-and-seek and often goes off for hours from evening onwards,” said Shabir Ahmad, a protester. Residents of adjoining villages including Shailhal, Sudal and Devaspora also complained of erratic supply. They threatened not to pay the tariff if power was not restored to normal. “What is the point in paying the tariff when the supply is so erratic? If the power situation in Handwara does not improve, we would be forced not to pay the tariff for August,” said Gulshan Iqbal from Shailhal. Following assurance of power officials that electricity would be restored to normal, the protesters agreed to call off protests around 1 pm. The situation in metered areas is no different. Consumers in metered areas in Kupwara and Handwara towns said power had been playing hide-and-seek with them. They said power went off for hours even during the peak hours. They threatened to take to streets if the power scenario in the district did not improve. “Even the metered areas are not spared and are subject to frequent power outages. In the wake of erratic power supply to metered areas in Kupwara, the power development department should do away with metering system or improve the power supply,” said Riyaz Ahmad from Regipora Kupwara. Students also demanded an improvement in the power situation. “Our studies are badly affected due to the grim power scenario. During nights, power goes off for hours and in absence of power, we are forced to study under candle lights,” said a Class XII student, Farid Ahmad from Goose Kupwara. A senior power official said, “We do not make any additional curtailment in power. The amount of power received is provided to the consumers. The power scenario in a few Handwara villages however will improve in a few days.” |

Workshop on Unani medicine ends
Srinagar, September 15 On this occasion, Director, Indian Science and Medicine, J&K, Abdul Kabir Dar welcomed the experts who had come from different parts of the country. Kabir laid emphasis on the new challenges and opportunities in Unani system of medicine. He briefed the experts on the importance of Unani education in India based on therapeutic principles. He stressed on the need to have close co-ordination between modern diagnostic tools and traditional systems of medicine. President CCIM, Rashidullah Khan deliberated on the present status of academic curriculum at the undergraduate and postgraduate levels in India. He highlighted the workshop with regard to Unani education regulations in India and said these courses are conducted in 42 Unani medical colleges affiliated with 18 universities of India. He said these courses have been prescribed to produce competent Unani graduates of profound knowledge and skill, with modern scientific knowledge and in accordance with Unani fundamentals with extensive practical training, so as to produce efficient Unani physicians, research officers and scientists. He hailed the efforts of Department of ISM, J&K for conducting and facilitating such national-level workshops in the state and hoped to have more such workshops in future. Executive members of CCIM, Shuhabuddin and Mohammed Shafiq also spoke on this occasion and laid emphasis on the importance of standard of education of Ayurveda, Unani and Siddha systems. Among other experts, Dean Faculty of Unani Medicine Jamia Hamdard, former Adviser to Govt of India Mehtab Ali, and former Dean Faculty of Unani Medicine Aligarh Muslim University Anis Ansari, Assistant Registrar Shamshada Bano attended the workshop. |

Jammu September 15 He was addressing a meeting of senior officials of CAPD and Legal Metrology Department yesterday, convened to review the stock and supply position in the Jammu region. The meeting was attended by Director, CAPD, GS Chib, Managing Director, JKSRTC, JS Tandon, General Manager, RS Jamwal, Deputy Controller, Legal Metrology, Manoj Prabhakar, Joint Controller, Amar Singh, besides district heads and other officers of the department. The minister asked the Director, CAPD, to indentify the places for opening new depots by giving preference to the inaccessible and uncovered areas. He said the step had been taken to ensure better services to consumers at their doorsteps, adding that it would also help in employment generation. Reviewing the status of home delivery of LPG, Ramzan directed the concerned to ensure 100 per cent home delivery to eligible household in district headquarters and major towns. He also asked the CAPD authorities to conduct random market checks to curb the menace of overcharging and adulteration, besides putting in place an effective monitoring mechanism to ensure accountability in PDS. The minister asked the officers to strictly adhere to the fresh guidelines set to further streamline the PDS. He asked the officials to supply adequate food grains and essential commodities to far-off areas of the state. He also asked the Director, CAPD, to personally check the quality of ration being received from Food Corporation of India (FCI). He said the Government of India had also sanctioned sufficient quota for Kashmiri migrants. |

6 held in graveyard dispute case
Handwara, September 15 Residents of Mir and Wani Mohallas said inhabitants of Chopan Mohalla resorted to chopping of some poplar and walnut trees near the graveyard in an attempt to aggravate the tension. They alleged that the inhabitants also damaged windowpanes of the house of Mushtaq

For the past 80 years, the graveyard is being looked after Mir and Wani Mohallas, but residents of Chopan Mohalla are unnecessarily claiming their rights on the graveyard,” said Mushtaq Ahmad Wani, a village elder. The clashes between the two groups erupted yesterday following burial of a dead person from Chopan Mohalla in the local graveyard a few days before. Six persons were injured in the clashes who were later shifted to Sub-district Hospital Kupwara for treatment. |

In the matches played on the inaugural day, Samba district got the better of Ramban district by 5-0 while Rajouri beat Jammu by one turn and a point. Later, in the semifinals, Reasi had the last laugh against Samba by one turn and 3 points while Udhampur overcame the challenge of Rajouri by one turn and 2 points. In U-19 boys, Doda prevailed over Poonch by 5 points (12-7) whereas Samba toppled Kathua by one turn and 2 points. In other matches played, Udhampur defeated Ramban by 1 turn and 6 points while Jammu eased past Rajouri by 7 points. Doda drubbed Kishtwar by 3 points (6-30) and Samba pipped Reasi by 7 points (10-3). In U-17 event, Samba outplayed Ramban by one turn and 5 points while Jammu beat Doda by 5 points (9 - 4). Tour to Chandigarh, Dehradun flagged off by Rashtriya Rifles
Srinagar, September 15 “The tour is aimed at exposing the students to various cultural, historical and other famous places, besides making them interact with the top Army officers at Military Academy Centre in Dehradun, to witness training of cadets,” he said. “During the 15-day tour, the students will also visit various reputed industries and scientific laboratories,” he added. The officer said the journey would bring new experiences for the students. “It is an educational-cum-motivational tour organised with the aim of acquainting the students with varied ethos of the country. They will visit New Delhi, Chandigarh and Dehradun to witness the historical sites and places. The trip will provide them an opportunity to visit various parts of the country and understand the culture of people living in other states,” he said. Srinagar, September 15 “A meeting of senior leader and party workers of Kashmir unit was held at the Raj Bagh party office and chaired by state vice-president, GM Mir, where the decision of the parliamentary board and BJP national president of Rajnath Singh to nominate Narendra Modi as the Prime Ministerial candidate was hailed,” Media in-charge of the BJP Kashmir unit Mohammad Altaf Thakur said in a statement. “It is the right decision at the right time. We wish that the country will come out of economic disaster under the leadership of Narendra Modi. We also hope that the corruption menace during the regime of the UPA government will be eradicated,” the statement added. Modi had on Friday been formally nominated as the BJP Prime Ministerial candidate for the 2014 elections. |

Army organises educational tour for students of Nubra valley
Jammu, September 15 The northern command spokesperson said the civilian population of Nubra Valley needed to be integrated into the mainstream, as the region was virtually cut off from the rest of the country, both culturally and geographically. “Therefore, it is important that the Army undertakes certain projects to link the region with the rest of the country, to show the people of Ladakh the unity and diversity of our nation,” he said. He added that the aim of the tour was to ensure that the students witness the rich cultural heritage of our country and are abreast with the latest developments in the fields of science and technology. The tour was flagged off on September 9, from Diskit, Nubra valley, by Commander of Siachen brigade. Civilian and Army officers were present during the function. |

9th batch of Haj pilgrims seen off
Srinagar, September 15 He said as many as 4947 Haj pilgrims had left for Medina till date while a total 8,664 pilgrims of the state are scheduled to perform Haj this year. To see off pilgrims, Director Airport Authority Srinagar, officers of District Administration Budgam and Executive Officer, State Haj Committee, Srinagar were also present at the airport. The last Haj flight is scheduled to leave from here on September 23. Similarly, flights from Saudi Arabia to here carrying Hajis will operate from October 20 to November 5. Haj is among the five fundamentals of Islam and every believing Muslim aspires to perform the pilgrimage at least once in his/ her lifetime. The departure of intending Hajis in the Valley is a joyous occasion as the kith and kin can be seen thronging the residences of the respective pilgrims. Relatives, friends, colleagues and neighbours can also be seen pouring in for at least a week once a Haji returns home. |
