Book on Sheikh-ul Aalam’s poetry released

A book based on Sheikh-ul Aalam’s poetry was released at the Centre for Sheikh-ul Aalam Studies (CSAS), University of Kashmir, here today. The book titled Alchemy of Light-II contains Urdu and English translation of more than 350 poetic verses on different subjects by Hazrat Sheikh-ul Aalam in Kashmiri. Former High Court judge, Justice BA Kirmani, who was the chief guest on the occasion, termed Sheikh-ul Aalam as the real “torch bearer” of literature.

The Department of Planning today revealed in an official document furnished in the State Legislative Assembly that Srinagar had got a total fund allocation of Rs 6,668.89 lakh under the District Annual Plan 2013-2014.

Authorities plans to deliver driving licences through Dept of Posts

The authorities are mulling to deliver driving licences through the Department of Posts (DoP) for the convenience of the people. Chandra Prakash, who recently took over as the Chief Postmaster General, Jammu and Kashmir circle, said the department had received a proposal from the Transport Commission over the delivery of driving licences. Talking to mediapersons here, he further said the proposal was under the consideration of the DoP and a decision in this regard would be taken shortly.

Work on nine bridges in Sangrama afoot: Wani

Minister for Roads and Buildings Abdul Majid Wani today informed the House that construction work of nine bridges in the Sangrama constituency on north Kashmir, which involves a cost of Rs 15.74 crore, is apace under Projectisation and NABARD.

The Jammu and Kashmir Government on Wednesday said the viscera of the woman, who died under mysteriously two weeks earlier, has been sent to the Forensic Science Laboratory (FSL) for expert opinion. It, however, said the report was still awaited.

Road accidents claim two lives

Two died and six were injured in different road accidents across the Kashmir valley today, police sources today. A tractor hit and injured a pedestrian Sameer Ahmad Shah, a resident of Khargund, at the Kund crossing in south Kulgam district, a police spokesperson said. The injured was shifted to the SKIMS hospital in the city where he succumbed to injuries.

Air Force Day celebrated in Jammu

Air Force Station Jammu today celebrated the 81st anniversary of the Indian Air Force with traditional pomp and splendour. The celebrations at the Air Force Station Jammu commenced with a solemn wreath laying ceremony at the station memorial, where in Air Commodore Prashanth Eknath Patange along with other officers laid wreaths and paid homage to the martyrs of the IAF.

Minister for Forests Mian Altaf today informed the state Assembly that the government will consider establishing a separate wildlife division in Poonch district to look after rare species of animals, besides tackling the man-animal conflict in the area. Replying to a question by National Conference legislator Aijaz Ahmed Jan in the Legislative Assembly, Altaf said government has enhanced ex-gratia from Rs 1 lakh to Rs 3 lakh to the next of kin of those who lost their life in the man-animal conflict. The compensation for those injured in such incidents has also been increased up to 30 per cent, he said. Altaf added that modalities for engagement of local people on temporary basis to tackle the man-animal conflict situation in the state are under consideration of the government. — TNS

9-yr-old girl falls unconscious, dies
Srinagar, October 9
A nine-year-old girl died while seven members of her family are undergoing treatment at a hospital after they fell unconscious last evening, a police spokesperson said today. Eight members of the family of Ghulam Mohammad Lone, a resident of Mangnipora village of Bandipora district, fell unconscious after dinner last night. The family is believed to have consumed some suspicious substance, said the spokesperson. All of them were shifted to the hospital where Meena died. The police has initiated an inquest proceeding under Section 174 of the CrPC to ascertain the cause of death. — TNS

Two officials suspended for dereliction of duty

Additional Deputy Commissioner, Reasi, Rajinder Singh Tara today placed two employees of the accounts department under suspension for unauthorised absence from duty. District Treasury Officer has been asked to charge sheet the officials and initiate further proceedings under the civil services rules. Action followed the complaint of Sub-divisional Magistrate, Mahore, who had reported unauthorised absence of two officials from duty at the Chassana treasury. Shakeel Ahmed, a junior assistant, and Mubarak Qazi, accountant, have been attached after the suspension for further proceedings. An attendance monitoring cell has also been constituted in the office of the Deputy Commissioner for reporting about absent officials. — OC

Even as casual labourers and need-based workers engaged in various government departments have been staging frequent protests demanding regularisation of services, the government has got ‘no information’ as to how most of them were 'appointed'. “No information has come from the cabinet sub-committee (CSC). The reports received from various departments is incomplete,” Finance Minister Abdul Rahim Rather said in the Legislative Council today.

The government had constituted a CSC following a cabinet decision in February 2009 to work out a policy regarding the regularisation of these casual workers.

Rather said the CSC had sought information from various departments in a ‘prescribed format’ over their 'appointments' but had only received ‘inadequate’ details.

Stating that the CSC would sit again after the autumn session of the council concluded, the minister said some 'appointments' had been made ‘verbally’ without formal orders. “Recently, I came to know an executive engineer had engaged 150 casual labourers on the directions of an MLA without formal orders. We need to know the exact details about the matter,” he said.

Rather said the CSC needed to get proper details before taking a decision on the regularisation of services. However, he said over 29,800 casual labourers and need-based workers had been engaged in various departments.

To this, Peoples Democratic Party MLC Naeem Akhtar, who had raised the question, said, “Why is there a delay in getting the information when it is from your own departments?”

Rather then assured that the CSC would take appropriate action and also against those officials who had violated norms during 'appointments'.

Meanwhile, on the issue of National Youth Corps (NYC) volunteers, who also have been staging frequent protests, the minister said they were engaged in various departments in 2010. He went on to say that the NYC volunteers were not promised regularisation at the time of their appointment and they had also given a written undertaking in this regard.

Pertinently, the bid of the NYC volunteers, who were pressing for their demands to gherao the Civil Secretariat, was foiled here yesterday.

Akhtar had also asked whether the government intended to continue the services of youth engaged under the Hospital Development Fund (HDF). To this, the government reply said, “The matter is under investigation in the Health and Medical Education Department.”

A book based on Sheikh-ul Aalam’s poetry was released at the Centre for Sheikh-ul Aalam Studies (CSAS), University of Kashmir, here today. The book titled Alchemy of Light-II contains Urdu and English translation of more than 350 poetic verses on different subjects by Hazrat Sheikh-ul Aalam in Kashmiri. Former High Court judge, Justice BA Kirmani, who was the chief guest on the occasion, termed Sheikh-ul Aalam as the real “torch bearer” of literature.

“His teachings have shown us the path of our history and the real teachings of our culture and heritage lie with his poetry,” he said.

Kirmani impressed upon the youth to read Sheikh-ul Alam extensively so that they can enlighten themselves with this literature.

Deputy Commissioner, Srinagar, Farooq Ahmad Shah while speaking on the occasion congratulated the author and centre for their exemplary work.

About the preservation of culture and heritage of Kashmir, he said, “We only talk of preserving our culture and heritage and we do less on ground. We should join hands to preserve our rich culture.”?

Author of the book Ghulam Nabi Adfar said Sheikh-ul Aalam is the son of the soil, who preserved our heritage and religion through his poetry. He inculcated in us the teachings of Islam through his Kalaam.?

Adfar said the messages of Sheikh-ul Aalam is universal for all sections of the society be it a jurist, teacher, agrarian or anyone else.

Vice Chancellor, Kashmir University, Talat Ahmad who presided over the function congratulated the centre for its excellence in propagating the teaching of Sheikh-ul Aalam.

“Various developments have taken place in the centre and more needs to be done. We want to see the teaching and poetry of Sheikh-ul Aalam on the international level and for that translation is necessary in various languages,” he said.

Ahmad said seniors should be ready to guide youth for the change.

He also urged the youth to implement the teachings of Sheikh-ul Aalam in letter and spirit.?

Earlier in his welcome address, chairman, CSAS, Bashar Bashir said the centre has achieved success to large extent in propagating the teachings of Sheikh-ul Aalam. ?

Our department is a full -fledged research centre now. We are working day and night to spread the teachings of Alamdar-e-Kashmir all over the world, he said.?

“People are now coming forward and helping us in our cause. If someone comes to Kashmir, he should see the beauty in terms of heritage and culture,” Bashir said.

Aziz Hajini, Assistant Professor CSAS, in his remarks said the Kashmiri language should be given the status of classical language and for that translation of Sheikh-ul Aalam and Lal Ded in other languages was necessary.

Noted poet and writer Ghulam Nabi Gowhar and Mushtaq-ul -Haq Sikandar presented the review of the book. The writers praised the efforts of GN Adfar.

Srinagar gasping for funds

Srinagar is one among the 22 districts of the state that has got the least amount of funds for development works under the District Annual Plan fund. The Department of Planning today revealed in an official document furnished in the State Legislative Assembly that Srinagar had got a total fund allocation of Rs 6,668.89 lakh under the District Annual Plan 2013-2014.

Shopian is the only district that has received lesser funds than Srinagar, Rs 6,529.87 lakh.

The state government said no additional funds besides the District Allocation Plan had been released for Srinagar district.

Development works in the state summer capital have suffered serious setback in the past due to reasons ranging from non-availability of funds, to matters pending in the court and sluggish approach of the government departments.

Even the opposition mainstream parties-- National Conference and Peoples Conference-- have raked up the issue of undermining the development works in the region in the four- year tenure of the National Conference- Congress coalition government.

Over the past few months, National Conference MLA from the Amira Kadal constituency Nasir Aslam Sogami has been personally visiting various sites in the city where develop works are being undertaken to solve the public issues, but the residents are an angry lot.

The state government, on the other hand, said the district plan funds were being allocated on the basis of the geographical area of the district, its population, backwardness/availability of infrastructure, requirements assessed by the departments, share shortfall, completion of the critical ongoing projects and the availability of resources in the respective districts.

Crackdown on cannabis cultivators

The police, along with officials from the district administration, destroyed cannabis plants in the Pashpora area of South Kashmir’s Shopian district yesterday. Police reports said a joint team of the Police and Excise Departments raided the area and destroyed the illegal cultivation.

“Cannabis cultivation over the area of 10 kanal was destroyed with the help of tractors,” said a senior police official from the area.

He said a case has been registered against the owner of the land in this regard.

The south Kashmir region has been a hot bed of the illegal cannabis trade and consistent efforts made by the police and the district administrations have considerable lowered down the practice.

While the cultivation had been mainly rampant in Anantnag and Pulwama districts of the region, it has spread to Shopian district over the last couple of years.

“We managed to check the cultivation of cannabis to a great extent. However, there are some people who have been found getting back to the trade,” said a senior official from the Shopian district administration.

The police official said the recent move was a part of their anti-narcotics campaign, which the department had been running actively for many years.

He said the authorities had been successful in curbing the menace to a great extent.

The police has also been cracking down heavily on drug-peddlers and those indulged in illegal trades of all sorts.

Four-laning: Govt expects project completion by June

Even as the authorities have set June 2014 as the deadline for the completion of four-laning Srinagar-Banihal stretch of the highway, it’s a different situation on the ground.

While as the four-laning of a majority of the stretches on the National Highway 1A, which passes through the Jammu region, have been completed, only 18 per cent physical progress has been achieved on the four-laning of the Srinagar-Banihal stretch in Kashmir.

This has been revealed by the government in its written reply to a question by MLA Peerzada Mansoor Hussain in the ongoing Assembly Session today.

Mansoor had asked about the present physical and financial status of the four-laning of the National Highway IA in the state and the date by which the project would complete.

The government, in its reply, stated that the four-laning of the stretch between Banihal and Ramban and between Ramban and Udhampur had not been approved as yet.

It stated that the Chennani-Nasri tunnel on the National Highway was expected to be completed by May 2016, adding that 42 per cent physical progress had taken place so for and 56 per cent financial progress had been achieved on the project.

The government further stated that the Udhampur-Jammu stretch on the highway was expected to be completed by June, with a physical progress of 50 per cent having been achieved at present, besides 70 per cent financial progress.

It stated that four-laning of the Lakhanpur-Hiranagar, Hiranagar-Vijaypur, Vijaypur-Kunjwani, Jammu bypass and Srinagar bypass stretches on the NH 1A had already been done.

Snail’s pace

While the four-laning of a majority of the stretches on the National Highway 1A, which passes through the Jammu region, has been completed, only 18 per cent physical progress has been achieved on the four-laning of the Srinagar-Banihal stretch in Kashmir.

Authorities plans to deliver driving licences through Dept of Posts

The authorities are mulling to deliver driving licences through the Department of Posts (DoP) for the convenience of the people. Chandra Prakash, who recently took over as the Chief Postmaster General, Jammu and Kashmir circle, said the department had received a proposal from the Transport Commission over the delivery of driving licences. Talking to mediapersons here, he further said the proposal was under the consideration of the DoP and a decision in this regard would be taken shortly.

He said the DoP was also mulling to offer the facility of paying electricity bills at the post offices in the valley.

Stating that the DoP was committed to work towards offering a host of facilities, he said, “For offering better services to the customers, the Department of Posts is not only computerising services but is also providing online tracking of mails and consignments of speed post, express parcel, registered letters, money orders, registered parcels etc.”

“By networking of services through central server, our mail services, parcel services, money transfer services, post office saving bank and postal life insurance will soon be available to the public in a more customer friendly manner,” he said.

Prakash said the DoP had tied up with eminent companies under the Information Technology Modernisation project for the skill development of all postal officials and computerisation of all 1.55 lakh post offices up to the village level. He said post offices in the cities had already been computerised and rural post offices were also to be covered under the facility by the end of next year.

He said the DoP ATMs would also be made available next year. Prakash said the DoP had registered around 40 per cent growth in the delivery of speed posts.

Work on nine bridges in Sangrama afoot: Wani

Minister for Roads and Buildings Abdul Majid Wani today informed the House that construction work of nine bridges in the Sangrama constituency on north Kashmir, which involves a cost of Rs 15.74 crore, is apace under Projectisation and NABARD.

The Minister while giving details of these bridges said construction works of Waripora, Shrakwara, Pethgam, Choora, Dongdara and Dardhajan bridges have been taken up under Projectisation plan at a total cost of Rs 9.28 crore against which Rs 3.13 crore were utilised up to last fiscal.

He said Rs 1.01 crore is being expended on these bridges during current financial year.

“Waripora Bridge, Choora Bridge will be completed during this financial year. Shrakwara, Pethgam, Dongdara and Dardhajan bridges are targeted to be completed in next financial year,” he said.

The Minister was replying to a question by Syed Basharat Ahmad Bukhari.

Wani said construction work of Bngdara, Chan Mohalla and Chandpora bridges, involving total cost of Rs 12.51 crore, was taken up under NABARD and a sum of Rs 5.13 crore was expended till last fiscal on these bridges.

He added that the bridges at Chan Mohalla and Chandpora are expected to be completed this fiscal, while Bngdara Bridge is targeted to be completed during next financial year.

The Jammu and Kashmir Government on Wednesday said the viscera of the woman, who died under mysteriously two weeks earlier, has been sent to the Forensic Science Laboratory (FSL) for expert opinion. It, however, said the report was still awaited.

“Ghulam Mustafa of Buchpora, Soura, has complained to the SHO Soura that his daughter Sabia, who was married for last 5 years to one Mohammad Rafiq Panzoo of Hamza colony Umerheir-Buchpora had died an unnatural death on September 26,” Minister for Rural Development and Panchayati Raj Ali Mohammad Sagar said while replying to a question by National Conference MLA from Hazratbal Mustafa Kamal in the Legislative Assembly

“On the request of the complainant the post-mortem of the deceased was conducted on the same day and the viscera of the body has been sent to FSL for expert opinion,” Sagar said.

He added that IGP Kashmir has taken up the matter with the concerned department for early submission of the report.

The family of late Sabia has blamed her in-laws for the mysterious death, which had sparked protesters in Soura.

Chief Minister Omar Abdullah today inaugurated the 17th All India Police Golf Tournament at Royal Springs Golf Course here. An official spokesman said 100 participants from 31 state and central police organisations, including Assam rifles, Prisons, CISF, NCRB, NSG and SPG, will compete for the title during the two-day golf tournament

The tournament is sponsored by All India Police Sports Control Board and participants also include DGP-rank players.

The JK Police is hosting the national event for the third time. Earlier, the tournament was held in the city in 2002 and 2005.

Omar while inaugurating the tournament highlighted the rich potential of the state in sport and asked the concerned agencies to rope in golfers from across the country and outside to enjoy the game at the picturesque valley and other places, the spokesman said.

The Chief Minister said the golf courses in Srinagar, Gulmarg, Pahalgam, Jammu and the upcoming course at Leh are providing varied geographical conditions and scenic splendour for players to enjoy the sport and the mesmerising surroundings overlooking the golf courses in the state.

Chief Secretary Iqbal Khanday, Director General of Police Ashok Prasad, ADGP PL Gupta, ADGP SP Vaid, ADGP SM Sahai, ADGP Dilbagh Singh and IGP Kashmir AG Mir were among the senior officers present on the occasion.

In Pampore town, a passenger-cab hit and injured a pedestrian Abdul Rashid, a resident of Kalakote, at Drangbal, the spokesperson said. The injured was shifted to Sub-District Hospital, Pampore, where he died.

Two motorcycle-borne men were injured in Anantnag district when they were hit by a cab. Both the injured have been shifted to Sub-District Hospital, Bijbehara, the spokesperson said.

Four people, including two women, were injured in two separate accidents in Anantnag and Kupwara district, the spokesperson said.

Air Force Day celebrated in Jammu

Thereafter, all the personnel of the air force station took oath and solemn pledge to continue to serve the nation and the Air Force to the best of their ability at all the times.

Patange then distributed the commendations certificates to the air warriors and congratulated them for their contributions towards the growth of the Indian Air Force. The Indian Air Force came into existence on October 8, 1932. The first squadron was formed at Drigh Road Karachi on April 1, 1933.
