Forest Act violations rampant

Thirteen people have been injured in two separate road accidents in Kashmir valley, the police said here today. A vehicle carrying passengers turned turtle near Hung Park in central Kashmir’s Sonamarg area, resulting in injuries to seven persons, said a police spokesman.

All coaching centres in state unregistered
Srinagar, October 12
Not a single coaching or private tuition centre functioning in the state is registered. The registration, which was given to around 140 coaching centres by the government, expired in March this year.

16 suffer dogbites in Kupwara villages in three weeks

Dogs attacked and injured at least 16 people in past three weeks in Kupwara villages. Locals have appealed to the municipal authorities to deal with the problem. They said at least 300 dogs were out on the streets in Charkote, Trehgam, Kralpora, Villgam, Punzwa, Dolipora and Dahama.

Shabir Ahmad Ganie, 26, a resident of Shamsipora village, who was working as a Special Police Officer in the GRP, was found dead near a railway track in Shamsipora, a police spokesman said.

Forest Act violations rampant

Over 4,000 cases have been registered by the Forest Protection Force against timber smugglers and other violators of the Forest Act in Kashmir division. This was stated by the J&K Forests Minister Mian Altaf during the just concluded session of the J&K Legislative Council in his written reply to a question by MLC Naresh Gupta.

"As many as 4,422 cases have been registered by the Forest Protection Force under the provisions of the J&K Forest Act (in Kashmir division),” the minister stated.

As per the data provided along with the reply, the highest number of 785 FIRs has been registered by the force in the Anantnag unit for violation of the different provisions of the Forest Act, while the second highest number — 484 — is associated with Srinagar unit of the force.

The minister further stated that the Forest Protection Force, which was created in 1996, currently has a working strength of 1,771 officials against the sanctioned strength of 2,257 posts as per the creation, which is in addition to 170 supplementary posts of watchers created vide a government order issued in March.

He further stated that the force was created with the objective of protecting and safeguarding forest property in the state.

“Its objective is also to assist on requisition to the Forest Department, Wildlife and linked departments,” he further stated.

Mercury plummets as rain lashes Kashmir

Moderate-intensity rainfall lashed Kashmir region in the afternoon on Saturday, which brought down the mercury by at least six degrees. The state's weather department said light to moderate rainfall and thundershowers are likely to occur at many places in the state during the next 24 hours till Sunday evening.

The rainfall began on Saturday afternoon and continued through later part of the day, an official of the state's Meteorological Department said.

In Srinagar city, where 6.3 millimetre rainfall was recorded till 5.30 pm, several key roads were inundated due to the rainfall as pedestrians struggled to find shelter to escape the sudden downpour.

It also rained in most parts of the region including the tourist resort of Pahalgam in south Kashmir, at Gulmarg in north Kashmir and at Sonmarg in central Kashmir.

The sudden downpour led to decrease in the day temperature, which had been settling several degrees above normal in recent days.

The maximum temperature in Srinagar city on Saturday was recorded at 22.8 degrees Celsius, which had settled at a high of 28.4 degrees Celsius on Friday, four degrees above normal, said the official.

The weather department forecast said the maximum temperature in Srinagar city on Sunday is likely to be around 23 degrees Celsius.

13 injured in road accidents

Thirteen people have been injured in two separate road accidents in Kashmir valley, the police said here today. A vehicle carrying passengers turned turtle near Hung Park in central Kashmir’s Sonamarg area, resulting in injuries to seven persons, said a police spokesman.

The injured have been shifted to a hospital for treatment, he added. Meanwhile, in south Kashmir’s Awantipora town, six people were injured when four vehicles and a motorcycle collided against each other near Chech Koot. A truck, a passenger cab, a motorcycle and two other vehicles collided on the highway, resulting in injuries to six people. The injured have been admitted to hospital for treatment, said the spokesman. — TNS

2 injured in bear attack

Anantnag, October 12
A bear today attacked and injured two people in Kanelwan area of Bijbehara, here in Anantnag district of South Kashmir region. According to reports, a wild bear had ventured into the peripheries of the locality in Kanelwan area and went on a prowl, injuring two people.

The injured were later identified as Abdul Gaffar Tantary and Muneera, wife of Basher Ahmad Malik.

The injured are residents of Kanelwan village.

“They were shifted to Sub-district Hospital in Bijbehara for treatment,” said reports.

The doctors at the hospital say they are stable.

The man-animal conflict has been on the rise in Kashmir over the last two years, particularly in south Kashmir region, where some localities are located towards the peripheries of dense forests.

Wildlife experts attribute the intrusion of wild animals into human population, to the rampant cutting down of trees in the forest areas. — OC

Mysterious disease hits apple crop in Handwara

Fruit-growers in a few villages of Handwara tehsil said a mysterious disease had hit the apple orchards. They said the disease appearing like scabies was spreading fast and they were unable to do anything to control it.

The growers appealed to the horticulture department to take measures to prevent the disease from spreading. "We request the department to send a team of officials to ascertain the causes of the mysterious disease and take measures to curb it. We are helpless when it comes to doing anything to control the disease which we hardly know anything about," said Haji Gh Mohidin Bhat of Sudal Handwara.

Chief Horticulture Officer Kupwara Saif-u-din Ganie however said most of the fruit in north Kashmir had been plucked and packed for marketing by the growers. "I am surprised to hear about disease hitting the fruit crop. About 90 per cent fruit has already been plucked and marketed by the growers. Still, I will visit the areas on Monday," said Ganie.

The affected areas include Bakikar, Kahipora, Chak Detipora, Badarkali, Lar, Bawan, Mughulpora, Wadar Payeen Bala and Payeen. The growers said they were fast losing their hard-earned labour to the disease as the apples affected ought to be destroyed or sold against peanuts.

"It appears that some kind of scabies has hit the fruit. It affects the redness of apple and forms a rough patch on it. Both American and Delicious varieties are hit by this disease, which is spreading further," said a grower.

Farmers in north Kashmir including apple town Sopore are busy plucking the fruits and packing them for transportation to Fruit Mandi and other markets.

Urs Shah-e-Hamadan observed with fervour, devotees throng Khanqah-e-Moala

The annual Urs of revered Sufi saint Mir Syed Ali Hamadani, who is known as Shah-e-Hamadan by devotees, was observed with religious fervour today. Devotees from all over the Valley thronged 'Khanqah-e-Moala' -the shrine of the Sufi saint located in the old city on the banks of the Jhelum-throughout the course of the day for prayers and supplications.

The area outside the shrine wore a festive look with roadside vendors selling a whole lot of eatables and other items.

Several government departments had set up stalls for the convenience of the devotees.

While 'Shab Khwaani' (nightlong prayers and supplications) was also held from last night, the ‘Dhuhr’ prayer congregation at the shrine today was performed at 2.30 pm instead of usual 1.30 pm. On the occasion, religious heads threw light on the teachings of Shah-e-Hamadan, who is credited with having spread Islam in the Valley. A caretaker of the shrine said the unique feature of the Urs Shah-e-Hamadan here was the reciting of Persian and Kashmiri eulogies in chorus during the religious functions. He said devotees also recite ‘Aurad-e-Fatiha’ on the occasion. Another unique feature of Urs is that women too take part in the five times congregational prayers.

Shah-e-Hamadan had arrived here in 1384 AD and besides preaching Islam, the saint also introduced Persian handicrafts in the Valley. His followers popularised shawl and carpet weaving, thereby boosting the economy of Kashmir.

Meanwhile, Mirwaiz Umar Farooq paid rich tributes to the Sufi saint. Mirwaiz said because of Shah-e-Hamadan’s spiritual miracles, the ‘spring of morality and Islam’ arrived here that changed the history of Kashmir. He said Shah-e-Hamadan also caused an economic revolution in the Valley, while urging the people to follow the teachings of the Sufi saint.

All coaching centres in state unregistered
Government to form special squads to regulate their functioning

Not a single coaching or private tuition centre functioning in the state is registered. The registration, which was given to around 140 coaching centres by the government, expired in March this year.

This was revealed by the government in the just concluded session of the J&K Legislative Council on October 10.

The response came in the wake of a question by MLC Naresh Kumar Gupta, who had wanted to know how many education coaching and tuition centres in the state are running after obtaining proper permission and registration from the government.

"No registered coaching centres, private tuition centres and training institutions are functioning in the state," the Jammu and Kashmir Education Minister stated in his written answer tabled in the Legislative Council.

"141 coaching centres were given provisional registration for three months, which has expired on March 30," the minister further revealed in the papers presented in the Council.

Asked whether these coaching centres have adopted any fee structure or have sought any consultation from the government in this regard, the minister stated that these centres have adopted their fee structure on their own.

Asked if there is any plan to regulate the mushroom growth of these centres and provide a comprehensive system against exploitation of the student community, the minister concerned replied that the government, vide an order dated April 30, 2010, had framed rules to regulate the functioning/performance of the private tuition centres in J&K, namely Regulation of Private Tuition Centre Rules, 2010.

"Special inspection teams/flying squads will be formed to keep a check on these centres and action will be taken against those who fail to comply with the norms envisaged in the rules framed in 2010," he further stated.

16 suffer dogbites in Kupwara villages in three weeks

Dogs attacked and injured at least 16 people in past three weeks in Kupwara villages. Locals have appealed to the municipal authorities to deal with the problem. They said at least 300 dogs were out on the streets in Charkote, Trehgam, Kralpora, Villgam, Punzwa, Dolipora and Dahama.

The victims bitten by dogs during the past three days have been identified as Naseer Ahmad Ganie, Reyaz Ahmad Malik, Shabir Ahmad Wani, Gh Hassan Wani, Kahtija Begum, Kulsooma Bano, Razia Akther Khazir Mohammad among others.

Locals said in the villages, people were increasingly becoming victims of dogbites. Some locals alleged that the municipal authorities from Srinagar had shifted dogs to remote villages in Kupwara district during night hours.

"We spotted a Municipal Corporation vehicle last week, which released about 20 dogs in Villgam around 9 pm on Wednesday. We are forced to accompany children to schools due to fear of dogbites," said Javid Ahmad, resident of Gushi Kupwara.

As for Handwara villages, locals say their movement in Rajwar, Khanpora and Handwara has become difficult. They said they were forced to accompany their children to the schools due to fear of attacks by canines. "Dogs move in packs, posing serious danger. The school-going children are more prone to attacks and we are forced to accompany them to their schools. The municipal authorities are mute spectators," said Latif Ahmad, a Handwara resident.

JCC to declare next round of stir after Eid

The Joint Consultative Committee, an amalgam of various employees’ bodies, would announce the protest programme for its next phase of agitation after the Eid-ul-Adha festival, JCC leader AQ Wani said while addressing a press conference here today.

Wani also flayed the government for cracking down on the employee leaders, who had been detained after the amalgam had decided to go ahead with its five-day long stir from October 1 despite the government warning.

The JCC leaders released yesterday. After a series of protests and strikes by the employees last year, the government had reached an agreement with the JCC, wherein the employees were assured that a decision on their demands would be announced by September 30.

However, the JCC resumed protests, saying the government failed to fulfil the promises made to them.

Another round of talks between the government and the JCC had ended in a deadlock last month.

The issue also resonated in the recently concluded autumn session of the state legislature, where the government had said it was open to a dialogue.

The employees’ demands include release of arrears recommended by the sixth pay commission, enhancement of retirement age from 58 to 60 years, removal of pay anomalies and regularisation of daily wagers and casual workers working in various government departments.

Their other demands are inclusion of five years of contractual service of Rehbar-e-Taleem (ReT) teachers in the service book and regularisation of education volunteers after seven years of service.

Efforts being made to market tourism potential of J&K: Minister

With an aim to harness the vast tourism potential of the state, the government is making all out efforts to market Jammu and Kashmir as a favoured destination for tourists across the world.

“All out efforts are being made to market the vast tourism potential of the state in the world of tourism,” Minister for Tourism Ghulam Ahmed Mir said during the inaugural function of the Kargil and Zanzkar Festivals.

He added that Jammu and Kashmir is famous all over the world for its distinct tourism potential and hospitality. Mir on the occasion also highlighted the state as a symbol of unity in diversity. “Despite having varied cultures, religions and languages Jammu and Kashmir is a single entity,” he said.

A large number of domestic as well as foreign tourists witnessed the festivals that depict rich cultural ethos, besides magnificent splendour, of the region.

The Minister, while complimenting the organisers, especially the Hill Development Council, said the festival presents a true colour of the rich cultural heritage of Kargil and Zanskar.

“Ladakh’s beauty and charm is unique and incomparable,” Mir said and urged the people to safeguard the “matchless heritage” of Ladakh for “posterity”.

Giving details about the upcoming tourism infrastructure in Kargil, Mir said: “The region possess god’s gifted bounty with amazing panoramic landscape and enchanting rugged terrain with nature expressing its different moods to match each season and urge of visitors.”

He, meanwhile, urged the people of Kargil to show good hospitality, so that more tourists visit the place, which in turn provide an impetus to the socio-economic activities in the region. — TNS

GOC 15 Corps presides over annual day function of AGS Pahalgam

General Officer Commanding (GOC), Chinar Corps, Lt Gen Gurmit Singh today hailed the students of Army Goodwill School, Pahalgam for making the school proud. Presiding over the 6th Annual Day of the school, the GOC applauded the hard work put in by the students during their time at the school and wished them a bright future.

“The students of our school with sheer hard work and dedication have made their mark in every field. We are proud of our students,” the GOC said.

Major General RR Nimbhorkar, GOC Victor Force, among other officers was present on the occasion.

He also informed that the school has been given ‘A’ grading by the CBSE because of its excellent academic environment.

The GOC 15 corps later distributed prizes to the meritorious students of the school.

The GOC also announced a donation of Rs 5 lakh for further improvement of the academic infrastructure in the school.

Speaker lays foundation of community centre

The Jammu and Kashmir Legislative Assembly Speaker Mubarak Gul today laid the foundation stone of a community centre in the Syed Hamidpora Dalal Mohalla in the Eidgah area of the city.

The community centre named as Faqir Kareem Shah Memorial Community Hall will be built at a cost of Rs 99 lakh, an official release stated here.

During his visit to Eidgah, which is also his constituency, Gul directed the Srinagar Municipals Corporation to vacate encroachment on both the sides of the Eidgah Ground immediately.

He also instructed Corporation officials to ensure cleanliness in and around catchment area ahead of Eid, the release added.

The Speaker also took stock of various developmental works under execution in these areas.

Gul, meanwhile, directed the concerned agencies to prepare Detailed Project Report for construction of Fountain at Nawakadal Chowk and asked them to speed up the pace of work on construction of Safakadal, Noorbagh and Dalal Mohalla fountains.

He was informed that the construction work on the fountain at Ali Masjid is almost complete and will be commissioned soon.

Mir tees off golf tournament

Minister for Tourism Ghulam Ahmad Mir teed off a golf tournament at the Royal Spring Golf Course here today. The tournament is being organised by BHS Realty Private Ltd in association with the Royal Spring Golf Course and the Tourism Department. Over 100 golfers from across the state are participating in the day-long tournament.

Divisional Commissioner, Kashmir, Shialnder Kumar, and District Development Commissioner, Srinagar, Farooq Ahmad Shah, among others were present on the occasion.

Mir welcomed the participants for the event and invited them to play the sport at other picturesque golf courses of the state.

“The government is promoting golf in a big way to boost the tourism industry that has been badly hit by violence and the Royal Springs Golf Course is becoming a golfing paradise.

“Golf has very good potential. We hope we will be able to utilise it fully. We also hope more tourists come here, as golfers are high spending tourists and that is why we want to focus more on golf,” Mir said.

CRPF organises football tournament

IG CRPF, Srinagar, PK Singh today inaugurated the Football Tournament 2013 at the Bakshi stadium here. Twelve teams participated in opening ceremony round of the tournament, a CRPF spokesman said.

Singh, on the occasion, appreciated the participants and said the CRPF will continue to contribute to the development of people of Kashmir.

He added that the tournament was a small step towards inculcating a sense of sports among the youth.

The IG also announced cash prize of Rs 25,000 for the winning team and a sum of Rs 15,000 for runners up, the spokesman said. — TNS

IGP approves 296 promotions

Inspector General of Police (IGP), Kashmir zone, Abdul Ghani Mir has approved promotions of 296 personnel in the department, a police spokesman said.

The departmental promotion committee met under the chairmanship of IGP, Kashmir, here yesterday and ordered promotions of 51 officials of the rank of selection grade constables, head constables and assistant sub-inspectors. He added that in-situ grade promotions were also approved for 243 selection grade constables. Mir congratulated the promoted officials and urged them to work with more dedication and devotion in future as well, the spokesman said. — TNS
