Rain flattens paddy in Majha

In what may give jitters to investors of Savitry Greens housing projects in Zirakpur being developed by SAD MLA and Chief Parliamentary Secretary NK Sharma, Congress spokesman Sukhpal Khaira today alleged that the project in Bishanpura village did not have the mandatory environment clearance while the one in Gazipur village was being set up on land acquired illegally.

Patiala girl’s death: Police sought fire tender, says DC

A 16-year-old girl was yesterday crushed to death by a fire tender that was part of the convoy of Justice Surya Kant. Patiala Deputy Commissioner GK Singh said the Police Department had written to his office seeking permission for a fire tender for Justice Surya Kant's convoy for security reasons which he had forwarded to the municipal authorities. "The incident is unfortunate. But we cannot blame the judge or officials. An action has been initiated against the fire tender driver," he added.

OPD wing of Sangrur centre to open soon

Vijay Inder Singla, Sangrur MP The Union Health Ministry is planning to make the PGI satellite centre at Sangrur functional at the earliest. Though it will take at least two years to construct the building, the ministry has decided to set up the outdoor patient wing (OPD) of the centre in three to five months. Sangrur Congress MP Vijay Inder Singla, the man behind the project, said, “Long discussions with the Union Health Ministry has finally borne fruit. The OPD wing is sure to start in three to five months. Moreover, the chemotherapy and radiotherapy wing will also be made functional soon. This is the first satellite centre of the PGI that is being set up outside Chandigarh.”

5 killed in head-on collision
Ferozepur, October 12
In yet another accident in district in the last few days, five persons died on the spot and two got injured when two cars collided head-on near Kot Karor village in Talwandi Bhai, around 30 km from here today. Sahibjit Singh alias Sunny Walia of Ferozepur along A badly damaged Verna car that collided with another vehicle near Talwandi Bhai in Ferozepur on Saturday. with his relatives was going to Zira to attend a function, when his Ford Figo car rammed into a Verna. The deceases are identified as Sahibjit Singh, his relatives, Ruby and Madanjit Kaur, Harsimran Singh and his wife Simranjit Kaur of Thandewala village in Muktsar. Raunaq and Ramandeep were seriously injured and were rushed to Guru Gobind Singh Medical College, Faridkot. It took the police a long time to retrieve the bodies from the mangled cars. This is the third accident in the district in the last few days. — OC

Student stabbed in robbery bid
Patiala, October 12
A 20-year-old girl student of Punjabi University was critically injured after an unidentified auto-rickshaw driver allegedly assaulted her in an attempt to rob her. Manpreet Kaur, the victim, hails from Faridkot and is fighting for her life at the Government Rajindra Hospital. Manpreet was found in a pool of blood after she was repeatedly attacked by the accused with a screwdriver on a secluded road. — TNS

Rain flattens paddy in Majha
Farmers fear loss up to 20%, procurement operations hit in region

With moderate to heavy rainfall lashing Majha region on Friday, the basmati crop nearing harvesting stage and paddy lying in the grain markets have suffered damage in Amritsar, Gurdaspur and Pathankot districts.

Dilbagh Singh Dhanju, Chief Agriculture Officer, Amritsar, said the basmati crop in the district had suffered a damage of 15 to 20 per cent with 386 variety bearing the brunt of 32 mm rainfall in Amritsar. He said there were reports of 70 to 80 per cent lodging in 1121 variety.

He said the crop of both these varieties was yet to be harvested. He said at this stage the flattening of crop would lead to discolouration of grain.

Sohan Singh, a farmer from Kotla village, said a majority of his basmati crop over 12 acres had flattened due to rain accompanied by strong winds. He said the lodging of crop would also add to the harvesting cost.

Dr RK Sabharwal, Chief Agriculture Officer, Gurdaspur, said though they were yet to receive get a report about the exact losses, they were apprehending a decline of 10 to 15 per cent in the paddy yield.

Hartaranpal Singh, Pathankot agriculture official, also admitted that the basmati crop had taken a hit due to Friday’s rain. He said it would also delay harvesting in the low-lying areas. He said the farmers who had sown maize were also at the receiving end. He said the paddy yield would drop by 5 to 10 per cent in the district.

Farmer leader Rattan Singh Randhawa said the unexpected spell of shower on Friday had dealt another blow to the farming community which was already reeling under losses due to floods.

He said crop over 4 lakh hectares had suffered damage due to floods in the state. Besides, the rainfall had also badly hit the procurement operations in the grain markets. Harpal Singh, a farmer from Fatehgarh Churian, said they would now have to wait for another week before their produce was procured. "We will have to bring down the moisture content in our produce within the permissible limits," he said, adding the farmers were already not getting fair price for their paddy.

Sharma’s housing project has no green approval: Khaira

In what may give jitters to investors of Savitry Greens housing projects in Zirakpur being developed by SAD MLA and Chief Parliamentary Secretary NK Sharma, Congress spokesman Sukhpal Khaira today alleged that the project in Bishanpura village did not have the mandatory environment clearance while the one in Gazipur village was being set up on land acquired illegally.

In the second round of slugfest between Akali and Congress leaders on the alleged shady land deals, Khaira accused Sharma of having violated the Environment Protection Act (EPA) 1986, by constructing 650 flats in Bishanpura and of illegally occupying 25 acres in Gazipur village. Khaira said he would take the matter to the High Court. He alleged VN Sharma Builders (P) Limited, run by NK Sharma, allegedly started construction work at Bishanpura without obtaining environmental clearance. He produced documents showing that the government had asked the Punjab Pollution Control Board (PPCB) to give him 15-day notice on January 28, 2013 to comply with the norms or face prosecution.

An assistant environmental engineer had visited the site on August 22 only to find that the construction of eight towers up to eighth level, two up to sixth level, one up to second level and basement level of five towers and 40 per cent finishing work of eight towers had already completed.

The PPCB then observed that the builder had made substantial progress on the project without obtaining the clearance and the government had already directed the board to launch prosecution under the EPA.

About the Gazipur project, Khaira claimed Sharma had purchased 25 acres of land from Mehma Singh who was not its rightful owner. He was a cultivator as per the revenue records and the division of land was challenged in the High Court that had granted a stay in the case, he alleged.

Khaira demanded a judicial commission into the land deals of politicians, bureaucrats and influential persons of the state. Khaira used unparliamentary language at the press conference by equating bureaucrats and officials with dogs. He said these people were being treated like dogs by Akalis.

Sharma, however, refuted the allegations. He said all the projects of NK Sharma group of companies had been initiated after getting due clearances.

Regarding land distribution at Gazipur project, he said all the persons concerned had deposed before the magistrate and given their statements. Land was transferred according to rules and regulations and no direction of the High Court was ever violated, he claimed.

Sharma said in 2010, the Financial Commissioner, Revenue, had decided the case for the division of land. He said he had already made it clear that he was ready for any probe into the land deals. He also welcomed the decision of the Punjab Government in ordering a probe into land deals in Mohali district.

Lashing out at Khaira for "trying to destabilise" his business, Sharma said he was consulting his lawyers and a defamation case would be filed against him.

Chief Minister Parkash Singh Badal today alleged the Congress was meddling in the religious affairs of Sikhs by undermining the position of Akal Takht Jathedar through its "B-team" led by former president of the Delhi Sikh Gurdwara Management Committee Paramjit Singh Sarna, which was intolerable.

Interacting with media persons on the sidelines of his Sangat Darshan here today, Badal said: "The filing of a criminal petition against Akal Takht Jathedar through an aide of Sarna, a trusted agent of the Congress, proved that the Congress was maneuvering to denigrate the revered position of the jathedar".

He said the jathedar's authority had never been questioned as Akal Takht was the highest temporal seat of Sikhs and even kings like Maharaja Ranjit Singh had always bowed before its power and accepted its orders (hukamnamas).

The Chief Minister alleged that to take political mileage, the Congress leadership was bent on destroying the federal structure of the Constitution by ignoring the state government ruled by opposition parties during inauguration of key projects. He said while laying the foundation stone of PGI's satellite centre in Sangrur, the Congress leadership "stooped too low, giving a fatal blow to the Centre-state relationship".

He said: "It will not deter us from welcoming leaders from the Centre to the state. We will give honor and respect to the PM or any other minister, if they come to Punjab".

Dismissed on corruption charges, tehsildar now gets retirement orders

Chief Minister Parkash Singh Badal has modified his own government's orders concerning the dismissal of a tehsildar, Baljit Singh, on the charges of corruption.

Baljit Singh was served dismissal orders on April 16 by NS Kang, Financial Commissioner, Revenue, after an approval by Revenue Minister Bikram Singh Majithia.

However, the Chief Minister revised the government's orders to retire Baljit Singh, which would allow him all retirement benefits. In case of dismissal, the officer would not have been eligible for a government job in future.

When contacted, Kang admitted that the earlier orders had been modified recently. As per the earlier dismissal orders, Baljit Singh didn't appear before officials investigating various corruption charges against him. The list of charges against him included illegal allotment of panchayat land at Lohar Majra and Bhadson villages in Patiala.

Sources said that this was not the first time that the officer got away due to his proximity to the powers that be.

In May, 2010, he was dismissed from service in the Bhadson land case. The orders were revoked in 2011 and he was directed to be compulsorily retired in July 2008 in a case of causing indiscipline. He was compulsorily retired but the orders were never implemented,

Earlier this year, the Punjab Public Service Commission had approved his dismissal from service but the orders were not implemented. Sources said in the present case, the official approached Badal claiming that he was wronged and he was not heard properly before the decision against him. The CM reportedly took advice from the Advocate General before changing the dismissal order.

Jilted lover shot at after he tries to abduct girl

Moga, October 12
A youth along with his three friends allegedly tried to kidnap a girl from her house at Samalsar village in Moga district today afternoon after failing to convince her parents to marry the girl to him.

The girl’s family thwarted the kidnap attempt and fired at the trespassers, leaving two of them injured. They were rushed to the district hospital, where their condition is said to be stable. The jilted lover and one of his friends escaped unhurt. Senior Superintendent of Police (SSP) KJS Dhillon said preliminary investigations found that the 24-year-old nursing student was having an affair with the youth, who belongs to the same community and lives in a nearby village.

The youth’s family and their relatives had met the girl’s parents several times to persuade them to marry the girl to their boy last year. The youth claimed the girl was willing to marry him, Dhillon said.

On Saturday, the youth came again to convince the girl’s parents but on seeing him and his friends, the girl’s family members attacked them. They fired from a .12 bore gun and injured Gursewak Singh in the leg while his other friend Gurdeesh was hit on the head with a stone.

Though the youth claimed that he had come to speak to the girl’s parents, the latter alleged the youths had tried to kidnap their daughter. The girl’s parents said they fired in self-defence. The SSP said the police had recorded the statements of both the injured youths and further investigations were on. He said the police would book the girl’s father and his associates.

Patiala girl’s death: Police sought fire tender, says DC

The victim, Priya Kapoor, was riding a scooter along with her friend when she lost control of the vehicle on hearing the siren of a pilot Gypsy. Priya fell on the road and was crushed by a speeding fire tender driven by Gurmeet Singh. Her friend also sustained injuries. The cavalcade didn't stop to attend to the girls.

High Court clarifies

GS Gill, Registrar General, Punjab and Haryana High Court said neither the court authorities nor anybody on behalf of the judge or Patiala district judge had requested the local authorities for sending a fire tender with the judge's convoy on way to Hisar. The car in which the judge was travelling was accompanied only by a pilot vehicle.

MLA seeks action

Expressing grief over the incident, Congress MLA from Patiala (rural) Brahm Mohindra has sought the registration of a case against all officials who permitted a fire tender to join the cavalcade of a judge. He alleged the government was out to appease the judiciary by extending undue services.

This is the first satellite centre of the PGI that is being set up outside Chandigarh.”

Congress vice-president Rahul Gandhi had given credit to Singla for bringing the centre to Sangrur. Singla claimed to have met the Prime Minister, Sonia Gandhi, Rahul Gandhi a number of times to get this project sanctioned for Sangrur.

Singla seems to have been rewarded as he had been tirelessly working for Rahul on various assignments. Even Prime Minister Manmohan Singh had written to Union Health Minister Ghulam Nabi Azad to set up the satellite centre in Sangrur where the incidence of cancer is high. The Congress plans to get the satellite centre functional soon in view of the Lok Sabha elections next year.

HSCC, a well-known consultancy firm, will work on the project. The 300-bed hospital will cost Rs 350 crore.
