50 SIs to be sent to Rudraprayag for investigations
Gaurav Talwar Tribune News Service
Dehradun, August 10 Notably, the FIRs numbering in thousands were filed by the near and dear ones of the missing persons in Uttarakhand after the calamity. The list of the 50 Sub Inspectors is ready at the Range Office and they will leave for Rudraprayag in the next couple of days. ''We are sending 50 Sub Inspectors as inquiry officers (IOs) to investigate the FIRs registered for missing persons and they will be required to make a report against each FIR and submit it to the government,'' Amit Sinha, Deputy Inspector General of Police (DIG), Garhwal Range, told The Tribune. The Tribune has learnt that almost 1,500 FIRs have been registered in the Rudraprayag district after the June 16 disaster for 6,000 persons who went missing after the catastrophe. ''One Sub Inspector will be the investigating officer of 30 FIRs and he will be required to make a detailed report on each FIR,'' said Amit Sinha. It is to be noted that the main work of the IOs would be to make a liaison with Superintendent of Police (SPs) and police stations in different states across the country and to confirm the status of the missing persons belonging to their respective districts or police stations. Persons numbering in thousands from more than 10 states were reported to be missing after the tragedy. ''It is our duty to investigate every registered FIR, and in this tragedy, unprecedented number of missing persons FIRs were registered,'' Rudrprayag SP Barjinder Singh, told The Tribune. On the question of persons being presumed dead by the government who remained untraced for one month after the disaster, the SP said: The police will still have to confirm that the missing persons have not reached their houses in Uttarakhand and other states. In certain cases we have observed that persons have reached their houses in different states and missing complaint is still registered here in the police station as they don't report it to the authorities here about the missing persons' arrival.'' He also said that the Standard Operating Procedure (SOP) has been framed for the investigation of the FIRs along with a special questionnaire which will be put in front of the relatives of the missing persons to get the required details and present status about them. On the question of the amount of time this whole exercise is going to take, Barjinder Singh said: ''All the paper work and formalities are ready and the work will start in the next couple of days, and keeping in mind the magnitude of the whole exercise, we cannot say how much time it will take but we will try to submit the report as soon as possible.'' It is to be noted that the investigating officers might have to travel to other states as well for ensuring the absolute status of the missing persons before making a final report. |

Moreover, this issue could involve lot of political interference as well and spoil the entire objective of the mega scheme,” said Chauhan. He said in DPR the District Magistrate had expressed willingness to go along with two other facets of the plan, which were rehabilitation and relocation. “We will get space within the existing slum locality and will create a building comprising of one or two room flats. The slum dwellers can move in that building till the time their houses will be renovated," he said. He said the areas where slum colonies were congested, the dwellers will be sent to Kedarpuram, where a building will be created comprising of 60 flats. "We will replicate it for each pocket of the slum area. The flats would consist of two rooms, balcony, kitchen and washroom," said Chauhan. There is a lot to be decided when it comes to identification of slum dwellers who will be the beneficiaries of the scheme. He said, “Asian Development Agency conducted a survey in 2009-10 according to which around 118 slum colonies with 1.51 lakh inhabitants and 30,648 households are existing in the city. Besides this information, the department will also use the Geographical Information System (GIS), the Management Information System (MIS) and the Biometric System to assess the actual strength of real beneficiaries in the city.
