Jammu, July 20
Overnight rainfall across Jammu wreaked havoc on the region, leading to death of a woman, who was electrocuted at her home, when rainwater entered her room at Nanak Nagar area of the city. Snapping of a 11 KV high-tension line at Sainik Colony also plunged several localities into darkness.

Tragedy struck a family at Nanak Nagar when a woman identified as Anju Chopra was electrocuted at her home at around 3.30 am on Saturday morning.

A house belonging to Vaishno Devi collapsed in Kali Channi area while at Bari-Brahman, water entered nearly two dozen homes including a primary school. Kathua and Samba districts also received heavy downpour leading to flooding in several low-lying villages.

People of Chak Desa village in Kathua held a demonstration against National Highways Authority of India (NHIA), alleging its failure to create a water channel after flooding on the highway set off flooding in their village during rains.

“Several localities are without electricity after an 11 KV high-tension line got snapped. We have sent men and machinery to repair the line so that the power supply is restored. Reports of damage to power infrastructure are being received from many areas,” said PDD engineer Gurbachan Singh.

Meanwhile, rainwater also clogged roads in the city, leading to traffic chaos during morning rush hour. Damaged roads further compounded the problems as vehicles were caught in mud. It also exposed poor planning of Jammu Municipal Corporation (JMC) and other agencies as in many localities, drains are overflowing as the garbage blocked them.

There was total chaos on Janipur-bus stand road, Canal Road-Bohri and Dogra Chowk as water-logging slowed down the traffic.

The general bus stop is giving an unhygienic look and the potholed road filled with rainwater has created problems for passengers. Weather scientist at SKUAST-Jammu, Dr MK Khushu, said, “Jammu received 27 mm of rains while Samba received more than 100 mm rains during the last 24 hours. There was a strong low pressure system over J&K and rains will continue for the next few days.”

The water also entered houses at Preet Nagar, Gangyal, Nanak Nagar, Channi Himmat, Bhatindi and Nai Basti areas, causing damage to public property.

The Raghunath Bazaar Businessmen Association (RBBA) has expressed serious concern over heavy loss caused to many shopkeepers in the bazaar due to rainwater entering their shops. The first heavy rainfall in the city has exposed faulty planning and negligence of the PWD. In a statement issued by president, RBBA, Baldev Khullar claimed loss of about Rs 50 lakh to shopkeepers. He said shops dealing in blankets, sarees, readymade garments, handicraft and dry fruit have been the main sufferers, as these goods are soaked in rainwater entering the shops.

Sanitation workers end strike

Sanitation workers of Jammu Municipal Corporation (JMC) called off their strike as the authorities agreed to some of their demands at a meeting held last night.

The sanitation situation worsened in Jammu over the last two days as nearly 1,000 contractual workers engaged by the Jammu Municipal Corporation (JMC) suspended work, demanding regularisation and increase in their salaries.

Apart from regularisation, the workers were demanding better work conditions, keeping in view the rising workload and contact with highly contaminated garbage and other material. They say the work pressure on them is very high as compared to the daily wages being provided to them. In most parts of the city, garbage remained unlifted, giving it an unpleasant look.

After calling off the strike, sanitation workers have started cleaning up the city, which had started giving an ugly look after heavy rain lashed Jammu last night. The official team headed by JMC commissioner KL Khajuria, Dr Vinod Sharma, health officer and others held a meeting with members of sanitation workers union over demands of the employees including reorganisation of JMC.

"The authorities have assured us that our demands would be met, so we have unanimously decided to call off the strike," said sanitation workers union leader Dev Anand. Before the formation of the JMC in 2005, there were 23 wards. But as the city expanded, the government decided to create 48 new wards covering the newly established colonies which came up during the past two decades. Now, there are 71 municipal wards under the municipal limits. Jammu generates nearly 400 tonnes of garbage every day, but faces shortage of sanitation workers. Regularisation of thousands of Daily Rate Workers and casual labourers in Jammu and Kashmir has been getting delayed.

2 killed, 12 hurt in road mishap in Surankote

Poonch, July 20
Two persons died and 12 were injured, one of them seriously, when the bus they were travelling in fell into a 100-feet-deep gorge in Dhundak village on the Jammu-Poonch National Highway, under the jurisdiction of Surankote police station here today. The bus (JK 02 AP 4369) was on its way to Jammu from Poonch.

The accident occurred at 8:30 am today when the driver of the bus failed to negotiate a turn at Dhundak, 20 km from Poonch town.

Sajjad Ahmed Khan, Deputy Commissioner (DC), Poonch, Shamsheer Hussain, Superintendent of Police (SP), Poonch, Brigadier SK Acharya, Commander, Poonch Brigade, Brigadier NR Indurkar, Commander, 6 Sector RR and Dr Vijay Kumar Sahni, Chief Medical Officer, rushed to the spot and started the rescue operations.

Shamsheer Hussain said “Within no time, we started the rescue operations and shifted all the injured to District Hospital, Poonch and Sub-District Hospital, Surankote. Two passengers died on the spot while the one critically injured has been shifted to Government Medical College, Jammu, for specialised treatment.”

The deceased have been identified as Imtiaz Ahmed (15), a resident of Lassana and Haji Mohd Rafi, a resident of Seri Chouhana.

Protesters seek capital punishment for rapist

The rape of a minor girl, in the border district of Rajouri, who is now battling for her life in Jammu Hospital, has triggered revulsion and shock across the region.

Protesting women from Rajouri are demanding capital punishment for the rapist. Women under the banner of Congress Mahila Morcha have lodged a protest against the recent rape in which a minor girl was raped by a Sumo driver and later thrown outside the district hospital in a critical condition.

"Our school and college-going daughters are scared of moving in buses and taxis. They are not safe even in the cities," a protester said, adding, “We met the SSP Rajouri, who assured stern and quick action, but nothing has been done so far.”

Thanks to the unplanned digging by National Building Construction Corporation (NBCC) and a tardy pace of renovation work by Mubarak Mandi Jammu Heritage Society (MMJHS), the main road of the historic Mubarak Mandi complex, once the royal residence of erstwhile Dogra rulers in Jammu and Kashmir, has virtually turned into a slush pond.

While the authorities have turned a blind eye towards the prevailing mess on the complex, the local residents and school children have been facing hardships as it has become difficult to even walk in the area because of knee-deep mud and slush.

Sanjeev Kumar, a resident of Mubarak Mandi, said “We get the feel of living in the medieval era as mud and slush has taken over the complex. The main road was dug up for laying sewer lines but the executing agency did not bother to repair the damaged portion, resulting in miseries for the pedestrians”.

He regretted that the ‘deodi’ (main entrance) from Chowk Chobutra side had turned into a “pool of mud” and two-wheeler riders were facing difficulties in crossing the area. “A few two-wheeler riders have even received injuries after their vehicles slipped due to the slush but the authorities seem to be waiting for a bigger tragedy to happen,” he said.

Arjun Magotra, a resident of Pacci Dhaki, said “The digging, which was conducted in utter violation of the norms, has become a 24X7 nightmare for the residents. The MMJHS had damaged the deodi on the pretext of repairing it in the second week of June but the society is yet to start the renovation work. The Tourism Department should take serious note of it as several dug-up patches on the complex have become death traps for two-wheelers.”

Sakshi Sharma, a student of Government Girls Higher Secondary School, Mubarak Mandi, said “Going by the present situation of the historic complex, nobody would like to visit it again. The main road, being used by the students, is full of slush and mud. The communication gap among various coordinating agencies is resulting in miseries for the students and the local people”.

She also pointed out that while people had been facing shortage of drinking water in different parts of the city, the leakage of underground water pipes passing through the complex had been making the situation more chaotic in the area.

Soujanya Sharma, Director Tourism, Jammu, who is also the executive director of MMJHS, said the renovation work of the deodi would start in the next three to four days, which would simultaneously resolve the issue.

5 lakh likely to undertake Buddha Amarnath Yatra

Over five to seven lakh yatris are expected in this year’s annual Shri Baba Buddha Amarnath Yatra, which will open from August 1 to 12 in Poonch district.

"The yatra will commence on August 1 from Jammu. The first batch of pilgrims will leave for Poonch the next day," Surinder Mishra, Sangathan Mantri of Vishav Hindu Parishad, told The Tribune.

“We are expecting five to seven lakh pilgrims this year as last year the number crossed three lakh mark," he added.

“The first batch of yatris will leave from Bhagwati Nagar at about 4 am and cross different routes to reach Shiv Khodi. After attending morning prayers, they will cross Sundarbani to reach Rajouri and after having langar they will leave for Poonch for darshan,” Mishra said.

Some important religious places have also been explored in Rajouri and Poonch, like Chingus Fort, the birth place of Baba Banda Singh Bahadur, Balidan Bhawan and other places which have a historical background ” he further added.

FC Bhagat, Deputy Commissioner, Rajouri, also chaired a meeting of officials to discuss the arrangements being made for the yatra.

He asked them to ensure adequate supply of drinking water and power supply, cleanliness of the venue, security, availability of medical facilities and essential commodities during the yatra.

The officers of the Arty Brigade and BRTF were asked to provide tents for temporary shelter and maintenance of road during the yatra.

Need to tap sports skills at grassroots level: Union Government to states
Asks youth affairs ministers of states, UTs to strengthen PYKKA sceme

The Department of Youth Affairs and Sports, Government of India, has emphasised upon the need to introduce a system to identify sports skills, besides directing all the concerned youth affairs ministers of states and union territories to strengthen the ongoing Centrally-sponsored scheme Panchayat Yuva Krida Aur Khel Abhiyan (PYKKA).

Referring to the J&K, where the term of PYKKA scheme will end in 2017, the authorities instructed the concerned ministers and officials to encourage grassroots competitions on regular junctures to tap the talent of sportspersons. It was also proposed to develop institutions which would focus on enhancing the sports skills.

Sources said provisions had been made in the plan proposals of the Department of Sports. Increase in expenditure norms would be worked out and proper concurrence would be taken to make the scheme more effective, the sources said.

The PYKKA scheme is being strengthened in consultation with the stakeholders and the state governments. The scheme is wholly funded by the Government of India but implemented by the state governments.

All the ministers agreed that there was a need to develop special sports schools, separate from mainstream schools, with greater emphasis on training and coaching support.

Recently, an independent study was carried out by the National Skill Development Corporation (NSDC) in collaboration with M/s Ernst and Young to pin point the skill gaps in the sports sector.

The report of the study suggested that talent search needed to be done at the junior and sub-junior levels, thereby making it a part and parcel of the school system, more so in the rural areas.

The report also recommended early identification of skill sets of individual sports persons on a scientific basis, at least partly based on biomedical and other scientific data. This was necessary in order to assist the sports persons in identifying their proficiency for specific sports and then to concentrate on development of these skills.

The study also highlighted the need for specialised institutions for development of coaching skills, sports medicine, associated skill sets like physiotherapy, recovery management etc.

Sources said the authorities mooted a proposal for identification of sports persons of all states, including J&K, who had special abilities and then put them through intensive and scientific long-term training programmes and exposure to a competitive sporting environment.

Western team win PowerGrid chess championship

Western Region (WR)-II clinched the team championship trophy in the three-day PowerGrid Inter-Regional Chess Tournament, conducted by Northern Region (NR)-II.

The team comprising Anjan Sen, Sandeep Rana, Shailesh Charpot and Nilesh Chawda secured 10.5 points. Southern Region (SR)-I had to be contended with the second place. The team comprised Aum Rao, J Koteswara Rao, T Srinivasa Rao and RV Ramana.

Earlier, both Western Region-II and SouthernRegion -I secured 10.5 points, but considering Buchholz system, WR-II had 36.5 points as compared to the latter’s 29.3 points.

The SRTS-II team, comprising R Bhuvaneswaran, M Murali, B Balasubramanian and A Girish Kumar finished as second runners-up with 10 points.

Hosts Norhern Region-II team comprising SK Chouhan, Sushil, Subhasis Mondal and B S Yadav, had to settle for the fourth position.

In the valedictory function, general manager, in charge projects, PowerGrid of Northern Region-II, SK Sharma gave away the trophies to winners and runners-up, besides other individual prizes.

Speaking on the occasion, the chief guest congratulated the winners and encouraged them to perform better in the future to attain success. He complimented the players for displaying professional expertise and sportsmanship during the tournament.

While highlighting the importance of sports, he lauded the efforts of PowerGrid in the successful conduct of the tournament.

Minister visits Sitlee Filtration Plant

Minister for Public Health Engineering (PHE), Irrigation and Flood Control Sham Lal Sharma paid a surprise visit to Sitlee filtration plants here at Nagrota today and inspected the functioning of the premier installation for supply drinking water.

He inspected the filtration plants, intake units and water testing laboratory. Chief Engineer. PHE, K K Gupta also accompanied him. The Chief Engineer informed him that the filtration plant supplies 1.60 crore MLD clean potable drinking water per day.

The minister issued directions to the concerned engineers to take preventive measures for safeguarding the plant from the flood waters. He also directed for regular test checks of water in the laboratory,update the store inventories and proper upkeep of filtration plants.

While visiting the office complex he took strong notice of the absence of some officials.

Army to conduct written exam

The Army Recruiting Office (ARO), Jammu, today said it would conduct written examination for all categories, including soldier clerk and soldier store keeper technical for the candidates who had been declared qualified in the recruitment rally held at Sunjwan Cantt on July 28.

The Public Relation Officer (Defence), Jammu, Col RK Palta said the Army had conducted a recruitment rally for recruitment to the posts, including soldier general duties , soldier clerk , soldier store keeper technical , soldier technical and soldier technical nursing assistant for the candidates of Jammu division from May 30 to June 5.

"The written examination for all qualified candidates of all categories will be held on July 28 at the Zorawar Stadium at SunjuwanCantt, Jammu. All candidates selected for clerk category during screening and medical tests have not been issued admit cards. They may contact the ARO, Jammu, on July 25 for collection of admit cards," the PRO said. — TNS

First time in the history of the state, Nupur Anirudh Gupta, a fashion designer from Jaipur married in Jammu, is participating at Bangalore Fashion Week (BFW) Winter Festival 2013 on July 26. The theme of the show is ‘Glittering Gold Rajawara Style’, a bridal show.

The participation to the fashion week is by invitation only and each participating designer has to undergo a selection process by a jury, which selects the designer on the basis of the ingenuity of his design.

This is the second time that Nupur is participating in the Bangalore Fashion Week. Last time she participated in BFW-2011. She said she would be displaying 35 bridal outfits in the show.

VDC member dies of gunshot

A Village Defence Committee (VDC) member allegedly died of gunshot from his own rifle in Reasi district today, the police said.

Jagdev Singh (26), son of Suram Singh, was found critically injured due to gun-shot wounds from his rifle at his home in Talwara in the district.

He was rushed to District Hospital, Reasi, where doctors declared him brought dead.

The reason behind the death is being investigated. The body has been sent for postmortem and a case has been registered, according to the police.
