Domestic violence scorches many homes
Akansha Rawal

Jammu, July 11
Marital homes are becoming hell for more and more women with each passing day. Cases of domestic violence registered with the Women Cell in Jammu are on the rise. As many as 379 complaints were registered till May last in the Women Cell, Jammu. Last year, a total of 368 were registered in the Women Cell for the same period.

Police figures show an increase in the cases of domestic violence, mostly relating to matrimonial disputes and family squabbles. The incidents of harassment for dowry have also witnessed a significant increase over the years.

"Till May 2013, the women cell of the police, Jammu, has received 379 complaints, out of which 191 cases have been disposed off, while at least 16 FIRs have been lodged and 173 cases are still pending," official sources said.

They said, "Last year, the Women Cell, Jammu, had received 924 complaints, out of which 883 were resolved with the mutual consent, while 36 FIRs were registered and other cases are in progress."

In 2011, 1,070 complaints were received by Women Cell, out of which 1,034 cases were solved, 32 FIRs were registered and others were still in progress.

"Divorce is the only option for me as my husband beats me up every day after coming home and also doesn't give me any money for my daily expenses. I am a housewife and want to get out of this violent marriage," said a victim on condition of anonymity.

Aarti Thakur, SHO, Women Cell, Jammu, said, “Some women find the courage to speak up, but there are many others who do not speak up for themselves. We are leaving no stone unturned to settle the disputes between the families."

It may be mentioned here that the Domestic Violence Act was implemented across the country in 2005 but it came into force in the state on July 12, 2011, but has not been fully implemented to curb crimes against women. The Act covers physical, psychological and sexual violence committed against women adding physical injuries, verbal abuse, and harassment and threats.

A police official said, "Our priority is to settle these disputes between two families peacefully rather than punishing the people as we don't want that families should break. We want families to get together and people are being made aware especially the women through counselling about the legal aspects that can guard or safeguard them.”

Professional blood donors thrive on patients’ misery at govt hospitals
Tribune News Service

Jammu, July 11
Taking advantage of the helplessness of patients and their attendants, many blood donors sell their blood for cash in city hospitals. They find many who see them as the only option as hospitals lack blood supply. The health department has so far failed to put an end to such practice.

The Government Medical College authorities, however, refute allegations that people sell blood in city hospitals. “Our employees are well aware of such people and don’t let them to come inside the blood banks to donate blood. We identity them through various means which include a number of pricks on their arms and other body parts,” said Dr Vijay Sahni, blood bank in charge at the Government Medical College, Jammu.

There are two hospitals of medical education department, Government Medical College and Shri Maharaja Gulab Singh (SMGS) Hospital where these people have developed a network and demand money for blood from patients.

Sahni claimed the Government Medical College authorities never entertain such people and there are guidelines of the Supreme Court, which prohibits selling blood.

Sources said despite the strict procedure, these blood donors deceive people and take advantage of their urgency.

“People who pay money to such persons are taken in confidence before they donate blood so that they don’t disclose that money has been taken for the purpose,” sources add.

There is no shortage of blood in blood bank in GMC, Jammu, but it is not being delivered till people get donors and those who don’t have people with them and require blood urgently fall into the trap of these people.

These people keep a regular check on local news channels where notices about blood required are flashed with contact information.

Meanwhile, a senior doctor in Government Medical College, Jammu, said these people have developed habit of earning money by donating blood and hospital authorities have no control over them.

City lad bats his way to U-19 India team
Vikas Sharma
Tribune News Service

Jammu, July 11
“A call from the prestigious National Cricket Academy (NCA), Banglore, at 8 pm on July 10 about my selection in the U-19 national cricket team to tour to Sri Lanka was not only the most awaited but an unforgettable moment for me.

Every cricketer dreams to represent the country at a higher level and I am glad that I have make it,” says Shubam Khajuria, who has created history by becoming first cricketer from the state to get selected in the national U-19 squad.

Son of Pardeep Khajuria, a government teacher, Shubam had great passion for cricket since childhood. His father egged him on to continue with it. “Whatever I have achieved is all because of hard work and support of my family,” said the elated cricketer.

Shubam Khajuria’s cricketing journey started in 2007-08 when he represented the state in the U-16 tournament in Delhi. Before that, his father had sent him to the NICS Academy in Patiala for two months to hone his skills.

“I played consistently for my team and everyone appreciated my performance but still I was not satisfied and keep trying my best to attain more perfection in my batting,” said Shubam.

Shubam has also represented the state in Ranji Trophy twice. The turning point in his career came in the U-19 Cooch Behar Trophy where he slammed three centuries and scored 707 runs to become the highest scorer. Not only that his stunning batting performance also helped his team to qualify for the main stages of the tournament for the first time.

“JKCA president, Dr Farooq Abdullah called me last night and congratulated me on my selection. He told me that he will come back from Mangolia within few days and will definitely meet me. Apart from him, all the office-bearers of the state cricket body have complimented me,” Shubam said.

“There is no dearth of talent in the state but the boys are not ready to work hard. They want success through short route which is not possible. Unless you put your heart and soul, you cannot achieve your target,” Shubam believes.

“The hard work put in by Shubam, we were sure that our child will definitely achieve his goal and today when he receive a call for selection in the national team we are short of words to express our joy,” say his beaming parents.

Team India will play two four-day games followed by three one day internationals during their 17-day tour of the island nation. The first game will start on July 24 while the second is scheduled to be held on July 29. The ODI series will be played on August 4, 6 and 8. Before leaving for Sri Lanka, Shubam would go to Chennai on July 15. After that, the team will leave for the island nation on July 18.

Inverter batteries in demand
Power cuts increase, leading to batteries getting damaged; sellers hike prices
Amit Khajuria
Tribune News Service

Jammu, July 11
The long power cuts in Jammu city have led to damaging of inverter batteries. As the demand increases in Jammu, battery sellers have raised the prices. With the rising temperature, the Power Development Department (PDD) of the state has raised the power cuts in Jammu, which are damaging the batteries of the inverters.

People are not getting good performance from their batteries and rushing to dealers to get them replaced.

So, the sellers are cashing in on the situation and are selling it at higher prices.

Narender Singh of Kochhar Battries in Jammu said, “During summers, the demand for batteries rises and the raw material becomes costlier, so we have to raise the price.”

“The long power cuts decrease the life of the battery and old batteries go dead in this season, as these are overburdened,” he added.

A local battery of 150 Ampere, which costs the customers between Rs 7,000 to Rs 7,500, is now costing around Rs 9,500 to 10,000.

Battery producers say the raw material, which they buy from Delhi, is not available there these days due to heavy demand and the suppliers have raised the rate by 20 to 25 per cent.

Subash Sharma, a government employee, said “I bought a battery in 2011 for Rs 6,500, which got damaged due to the long power cuts. When I went to buy a new one, it cost me Rs 9,800. We are being hit on both the sides, PDD is damaging our batteries and sellers are raising the prices,” he added.

The Jammu city is facing long power cuts, of 5-10 hours per day in the scorching heat and people are fully dependent on inverters, which are over burdened due to less charging and over usage.

Panic spreads as villagers caught unawares about Army training
Tribune News Service

Jammu, July 11
Para Commandos’ training in guerrilla warfare tactics to its soldiers in the hilly areas of Nagrota Assembly constituency is giving sleepless nights to residents in over a dozen villages for the past over a week.

Para Commandos are a special unit of the Army, trained for special operating missions such as guerrilla warfare, close combat missions, hostage rescue, counter-terrorist operations, unconventional warfare and special reconnaissance to mention a few.

Anil Sharma, sarpanch, Jandrah village panchayat, said “The people have been living under constant fear for the past one week. They are unable to take proper sleep as they remain atop their roofs in the nights to maintain a tight vigil following rumours of presence of thieves in the area. The police should look into the veracity of these reports to restore normalcy in the area.”

Sharma said the village panchayat had decided to constitute night squads of local youth, who would keep a constant vigil on any suspicious movement in their areas.

“We do not know whether they are Army jawans, who have been sent for training or somebody else. We have also sought the help of local police in restoring confidence among the panicky villagers,” he said.

A police officer of Manwal police post, on the condition of anonymity, said “We had received a letter from the Para Commandos Unit from Dansal that they would be conducting training from July 4 to July 13 in the hilly areas of Kishanpur, Manwal, Jandrah, Nagola, Kanyala and Challar,” he said.

Accordingly, they had informed the village sarpanches, he added.

When asked about the panic prevailing among the villagers, he said, “They are soldiers being trained here. Questions of wrong doings by them do not arise. They are here with a purpose.”

However, Sub-Divisional Police Officer of Nagrota Police Station Khaliq Hussain, who feigned ignorance about any Army training in the area, said if such was the case, the police would increase awareness among the villagers.

When contacted, a defence spokesperson said such exercises were an integral part of Army life and remained clandestine.

State accountable for Central funds, says BJP
Tribune News Service

Jammu, July 11
Commenting on the plan size for Jammu & Kashmir, which was finalised following the meeting between Chief Minister and Planning Commission Deputy Chairman Montek Singh Ahluwalia, BJP national executive member and state chief spokesperson Jitendra Singh today said there ought to be a mechanism in place to account for the utilisation by the state government of the liberal financial assistance flowing into the state from the Centre every year.

In a statement issued here, Singh said the common people were often unable to read between the lines that although the approved plan size per se for Jammu & Kashmir was Rs 7,300 crore for 2013-14,there was in addition, for example Rs 3,500 crore, expected to flow from the Centre to the border state through various Centrally-sponsored schemes, Rs 710 crore available from the Central plan for Prime Minister Gram Sadak Yojana projects and Rs 600 crore that would be considered for PMRP (state sector) ventures. Hence, overall, the total plan assistance from the Centre to the state was expected to be about Rs 12,110 crore during the current fiscal, he said.

Singh said the National Conference (NC) led coalition government owed it to the people of the state an explanation as to where this huge amount obtained from the Government of India was going every year, even as the current inflation rate in J&K stood at 8.64 per cent which was higher than all India rate of 8.33 per cent. During the first seven months of 2012-2013, J&K recorded an inflation of 11.63 per cent, compared to all India figure of 9.9 per cent for the same period, he elaborated. Singh also pointed out that the Gross State Domestic Product (GSDP) growth rate of the state during the 11th Five Year Plan was only 6 per cent, which was lower than the national average of 8 per cent.

Singh said there was a popular perception that Central funds were being callously swindled or misused on the pretext of militancy, which had, ironically according to the Chief Minister, declined. He demanded that the government must come out with precise details to prove its claim that the Central funds are allocated equitably among the three regions of J&K and Ladakh.
