Jammu, July 18 Lack of coordination between the civic, police and the Pollution Control Board (PCB) gives a free run to inter-state smugglers. The smugglers reap huge profit by bringing polythene into the state. Over past few days, the Municipal Corporation seized huge quantity from Ware House, one of the biggest wholesale markets in the state. The consignment was to be sent to Rajouri and Poonch. The Health Wing of the Jammu Municipal Corporation today seized 10 Kg polythene and imposed a fine of Rs 7,600 on 25 defaulters from Prem Nagar, Narwal and other adjoin areas. Officials said despite several measures taken by the government to stop the influx of polythene carry bags in the state, it is being smuggled from Punjab and Delhi. "There are reports that till Lakhanpur it is brought in vehicles and from there, on foot people carry into the state before it is sold to the traders. Some city businessman help in allowing it to enter illegally and conceal them in trucks," claimed a municipal official. Since 2009, when the High Court imposed a ban on the use of carry bags, keeping in view its environmental hazards, nearly 400 tonnes of polythene has been seized by the Pollution Control Board (PCB) and respective municipal corporations. A ban was imposed on 16 items of non-biodegradable material, including polythene, poly bags, nylon and thermocol, as per SRO-182 (ban on carrying polythene bags) under the Non-Biodegradable Material (Management, Handling, and Disposal) Act 2007 in 2009 and in pursuance of its SRO 122 issued later, delegates powers to different authorities to punish offenders. "The question is how banned items are finding their way into the city despite so many checks. There is need to investigate the whole issue so that action could be taken against people who are involved in illegal dumping," said Bushan Parimoo, an environmentalist. Municipal Health Officer, Dr Vinod Sharma said the MC constantly checks the influx of banned polythene items in the city. "I think now we have better coordination with other agencies and efforts are being made to stop the entry of polythene into the state. There are several proposals, which
have been discussed, which include taking help of the police.” |

25 booked for forging land revenue records
Jammu, July 18 The accused have been identified as Mukhtar Ahmed, Tariq Hussain, Baldev Raj, Krishan Singh alias Koudi Singh, Angrez Singh, Pritam Singh, Harnam Singh, Sewa Singh, Charan Singh, Matwal Singh, Nihal Singh, Charan Dass, Suneet Singh, Kair, Kaka, Tara, Mohan, Sarbo and Rattan Lal, all residents of Chatha Gujjran in district Jammu; former patwaris Abdul Haq Fani, Pratap Chand and Har Mukund, Ram Saran, the then Girdawar, Soom Dutt and Daljeet Singh, the then Tehsildars. An official spokesperson said a written complaint was lodged by Raj Mohammed, Administrator Auqaf, Jammu, with the Crime Branch stating that the land measuring 46 kanal and three marlas situated at Chattha Gujran in Marh, duly notified as Wakaf, was entered in the records of “1996-97 Bikrami as Maqbooza Ahl-e-Islam, out of which 43 Kanal and three marlas was a graveyard”. “However, as per the Jamabandi of 1968-69 and Girdawri of 1971, the records were tampered and the land measuring 32 kanal nine marlas was entered as Wakaf land and land measuring 29 Kanal 12 marlas was entered as graveyard. Thereafter, during the girdawri of 1973, all the Khasra numbers were amalgamated in one Khasra and the land was given on contract basis to different persons but during Kharief season 1974, two kanal graveyard land was converted into a school and in the girdawri of Rabbi 1977, the entries "wakaf land of temple and School” in the column of Khana Kasht, and “Gair Mumkin Machine” in the name of one, Rattan Lal was made,” he said. He said, “During Rabbi 1991, the Girdawri in favour of Rattan Lal in respect of one kanal wakaf land had been made while, mutations Under Section 4 and 8 of the Agrarian Reforms Act, in respect of the wakaf land, had been registered in the name of Abdul Sattar whereas ‘virasti intikaal’ had been entered in favour of Mukhtar Ahmed and Tariq Hussain, by the revenue officials”. |

Jammu, July 18 Hundreds of sweepers along with Class IV employees of Municipal Corporation held a demonstration against government. They are also demanding increase in the salary of contractual workers engaged by the corporation and constitution of Departmental Promotion Committee (DPC) for in charge Sanitary Supervisors working in the department for past many years. A joint meeting of all union cadres of the JMC, including Civic Safai Karamchari Union, Driver and Cleaners Union and Clerical Union had decided two days ago to suspend work. Despite assurances given by the Commissioner JMC, KL Khajuria, that their demands were under consideration, the protesters did not budge and continued with their protest. "We are being given a raw deal despite the fact that our union maintains the sanitation of city with minimum of resources and modern gadgets," said Rinku Gill,
president, Civic Safai Karamcharies Union. The regularisation process of thousands of Daily Rate Workers (DRW) and Causal Labourers in the state is getting delayed as respective departments have failed to submit details to the Sub-Committee constituted by the government for the purpose. |

Residents fume as petrol pump comes up at Channi
Jammu, July 18 According to the rules, a petrol pump should be 100 feet away from a residential house and should not come up on a road where there is not enough room for the traffic to enter or leave a petrol pump. Such a structure cannot come up where it could obstruct vehicles or on tight curves where there is inadequate visibility. Vehicular/access/egress/crossover should be reasonably safe with adequate approach distances especially where main roads and intersections are involved. But the petrol pump at Channi doesn’t meet any of the criteria and the authorities did not check if any of the criteria were fulfilled while issuing a no-objection certificate (NOC). The Bhakri Basti is very close to the petrol pump and the filling station thus poses great risk to the residents. The owner of the petrol pump, Raghubir Singh, said he has got all formalities cleared from every department before getting the final permission. “The office of the Deputy Commissioner gave me permission to construct the petrol pump in the area,” Singh said. This petrol pump was recently inaugurated and has started functioning. Residents of the area feel that the filling station is a threat. “We are very concerned about the security of the area. The petrol filling station is potential threat and administration must shift it from this residential area,” said Dwarka Nath, 55, a resident of Channi. He said another petrol pump has been constructed some time back in the residential area, which also doesn’t meet the criteria for construction of the petrol pump. “The Deputy Commissioner office only has the authority to give clearance for land and the NOC about such things has to be obtained from other departments. For building infrastructure, the Municipal Commissioner has to give the NOC and we have no role in it,” said Ajit Kumar Sahu, Deputy Commissioner, Jammu. JMC commissioner KL Khajuria admitted that the NOC was given to construct the pump. “The senior town area planner of JMC must have taken all aspects into consideration before giving the NOC,” Khajuria added. |

No arrests in minor’s rape case
Rajouri, July 18 Several political organisations on Thursday condemned police failure to arrest the accused. Peoples Democratic Party (PDP) leader Shehzad Khan said over past few months, the district administration and the police had failed to curb the escalating crime graph, which is a matter of serious concern. The government needs to take stern and quick action in rape cases." Bharatiya Janata Party (BJP) state vice-president Vibodh Gupta said, "Twenty four hours have passed but the police is clueless about the rapists which is unfortunate." National Conference (NC) senior leader Showqat Mir has also condemned the heinous crime. Deputy Inspector General (DIG) Rajouri-Poonch Range Danish Rana has denied any gang-rape. He said, "According to the statement of the girl, she was raped by a person identified as Shahid Iqbal of Badhone on the outskirts of Rajouri and the police has also seized the vehicle in which the crime was committed." "Hopefully, we will arrest him soon," DIG added. |

JDA colony turns commercial hub
Jammu, July 18 The colony was developed by JDA in 1980s, for Economically Weaker Section (EWS) of the society and had sold hundreds of 25x50 feet plots to them. The colony was named as EWS and was purely for residential purposes. But now the colony has been converted into a commercial hub by the nexus between land owners and the authorities. A numbers of restaurants, shops, workshops, service stations and banquet halls have been opened on the land allotted by the JDA for residential purposes, but no action has been taken to regularise the system. The land owners do not hesitate to make shops on the land allotted and use electricity and water on residential rates, which leads to scarcity of water and electricity in the locality. "We are facing shortage of water and electricity. Many bars and restaurants, banquet halls and shopping complexes created within the lanes and bi-lanes are totally unjustified. These things are creating a nuisance in the locality,” said Sanjay Dhar, a resident of the EWS Colony. "We have requested the authorities to shift these shops to shopping complexes, provided by the JDA, still new shops are coming up in the area everyday. Due to this, electricity in the area is overloaded and transformers meant for residents are used by restaurants and shops, by way of putting more ACs for customers care,” he added. The residents of the area are facing the problem of low voltage, long power cuts and less water supply for the last many years, but on one is ready to take the initiative, neither the JDA nor the Jammu Municipal Corporation (JMC). Satish Nehru, vice-chairman, JDA, said “It has become a trend here in Jammu. Many colonies like Gandhi Nagar, Trikuta Nagar and now Roop Nagar are being used for commercial purposes, but whenever we send them a notice, they take a stay order from the court and the matter gets hanged for years together.” "I personally feel that a middle way should be sought and the shops on the 40 feet road side should be regularised. We are thinking over it and will do something about it very soon," he added. |

Traders’ delegation from J&K to visit POK in August
Poonch, July 18 General secretary, Chamber of Cross LOC traders, Hilal Ahmad Turki while talking to The Tribune said, “A 45-member delegation of traders would visit POK on August 26 to explore the possibilities of strengthening trade ties between the two parts of Kashmir.” “Trade between Poonch-Rawlakote and Uri-Muzzafarabad routes has huge potential and in the joint meeting with the POK traders, we will stress upon both the governments to run cross-LOC trade on the guidelines of CBMs. We will stress upon increasing the tradable items as both the governments have limited the items on the list and the trade should be on the pattern of Wagah border so that consumable items are traded”, Turki said. “We will also stress upon joint trade fairs at trade centres, once or twice a year, to boost the trade,” he added. He said they would also raise issues like establishment of mechanism to check irregularities by traders, currency mechanism, banking facility, special branches at trade centres to manage accounts of traders, free movement of traders, easy visa policy for them etc. He also lashed the custom authorities for their dictatorial attitude in the trade. He said, “When the cross-LOC trade is being run by the Ministry of Home Affairs, there happens to be no role of the Customs Department here”. He alleged that the unnecessary harassment by the custom officials at Chakan da Bagh, Poonch, Poonch-Rawlakote, trade had reached its lowest ebb, as only 3 to 5 trucks of goods were being sent to POK via Poonch route, much lower than 50 to 60 trucks sent via Uri-Muzaffarabad route. He alleged that due to the attitude of the authorities, the traders had lost confidence in LOC trade as the number of traders had decreased from over 1,000 to below 100. Turki also expressed resentment at selection of only eight stakeholders from the Chamber of Cross LOC-Traders. He alleged that those who had nothing to do with the cross-LOC trade had been inducted into the delegation. “We are the real stakeholders and we should be given a chance to discuss the things with our counterparts,” he said. Rising burglaries: Police starts night patrolling
Jammu, June 18 Although the residents are exaggerating the number of burglaries, the police has put the number to three. Beig said, “The burglaries are all rumors, only three cases have been registered with us. But taking these rumors seriously, we have strengthened night patrolling. We have also made some village committees for the same, with two armed police constables, so that the mystery can be solved,” he added. The people of Jammu and its surrounding areas are living in panic of the rising thefts in and around the city. Residents of Jammu, Bari Brahmna, Vijaypur, Samba, Hira Nagar and the far flung areas of the Jammu-Kathua range have constituted their own village and mohalla committees for night patrolling. Minister of State for Home Sajjad Ahmad Kichloo also issued a statement to show concern over the reports of frequent burglaries and increased crime in Kathua, Samba and Jammu districts and directed the state police to intensify night patrolling and ensure adequate deployment of police personnel so that people felt safe and secure. Kichloo asked the concerned District Police officers to take stern action for curbing activities of anti-social elements. The rumors and alerts are spreading in the city so much so that people have started posting it on social networking sites. “It is an important message for Jammuites that 7,000 Bangladeshis have entered the Jammu division and they are called to be a gang who kidnap children and misuse their body parts,” said a post on a social networking site. “It has become difficult to live in the scenario, we are having sleepless nights for the last one week as everyone is talking about the thieves. Rape and murder of minor
Jammu, July 18 The police could not trace the body of the girl for 11 days. On July 14, her body was found 1.5 km away from her house and five km from the Bhaderwah police station. The family members of the victim had furnished all the details about the accused and the girl, but instead of searching nearby, the police sent its teams to Gandoh, Bani, Basholi and Chamba in Himachal Pradesh to nab the culprit and recover the girl. On July 3, a 29-year-old man Tirath Singh Bhagat kidnapped the nine-year-old victim from Nalthi village of Bhaderwah and her body was recovered on July 14 from a cave near the stream in the same village. The police nabbed the accused the next day. He confessed that before killing the girl he had raped her twice. Sources told The Tribune that the accused was hiding in a nearby orchard for 11 days after committing the crime but the police could not find him. It
was only after he tried to flee the area that the police nabbed him near Government Higher Secondary School for Girls, Bhaderwah. “The family members of the girl reported the matter to the police a day after her kidnapping and we immediately started our investigations. They should have come to us earlier so that we could initiate immediate action,” said Jameel Ahmad Choudhary, sub-district police officer (SDPO), Bhaderwah. The police is now putting the onus on the family members and relatives of the victim that they did not inform the police at the first instance and gave away wrong information about the accused. “The accused is a close relative of the deceased and was a frequent visitor to her house. Whatever leads we got from the family members, we acted on that and sent our teams all over, including Gandoh, Bani, Basholi and Chamba in Himachal Pradesh, bordering Bhaderwah,” Choudhary added. The accused had a criminal background and was involved in many theft cases, besides being an alcoholic. The people of the area are in a deep shock and are concerned about the safety and security of women in the area. They are blaming the police and the administration for the deteriorating law and order situation in Bhaderwah, popularly known as Chota Kashmir. “Parents are scared of sending their daughters to schools and colleges as crime against women have increased suddenly. The police and the civil administration are responsible for the present state of affairs in this area,” said Khairat Farash, president, Anjuman-e-Islamia, Bhaderwah. |

DDC reviews development works at Reasi
Reasi, July 18 The current annual plan 2013-14 of district will be Rs 7,743.16 lakh as approved by the DDB. Aijaz Ahmed Khan, Minister of State for Revenue, Relief and Rehabilation, Ch Lal Singh MP, Jugal Kishore MLC, Abdul Gani Malik MLA Gulabgarh, Baldev Raj Sharma MlA Reasi, Sham Lal Bhagat MLC, HoD's of various departments were present in the meeting. The chairman reviewed the sector-wise physical and financial achievements and sought information about the status of the implementation of the decisions taken during the last board meeting. He also asked the district administration to implement the decisions taken in the DDB meeting in letter and spirit. Tara Chand called upon the officers to concentrate on the growth of the under- developed and backward areas. He asked the officers to put in sincere efforts while executing projects pertaining to their departments so as to achieve optimum results on the ground. Giving a brief account of the financial and physical achievements of the projects being executed under various state and centrally- sponsored schemes in the district, District Development Commissioner (DDC), Reasi, Dr Shahid Iqbal Choudhary said out of the total approved outlay of Rs 7,526.73 lakh, Rs 6,586.13 lakh had been spent. He said Rs 2,627.95 lakh were spent on the education sector and 17 primary schools were opened, 18 primary schools upgraded to the middle school standard under the SSA, besides 13 middle schools were upgraded to high school level under the RAMSA. Funds amounting to Rs 4,842.04 lakh were spent under the MGNREGA out of the total outlay of Rs 4,843.01 lakh, while 7,043 works were taken up, out of which 483 were completed. Work on 50-bed community health centre, Mahore, polytechnic, Reasi, and PMGSY roads was on in full swing. For the development of tourism in Ransoo under STF, Rs 398.67 lakh has been spent and the estimated cost of the project is 1,000 lakh. The members were informed that Rs 311.17 lakh were spent to provide safe drinking water to uncovered and newly developed localities in the district and Rs 28.75 lakh were spent on the improvement of the power infrastructure. The public works department has spent about 1514.39 lakh on construction works. MP Ch Lal Singh appreciated the district administration for sincere efforts in executing various projects and asked the administration the department concerned to take concrete steps to fully use the tourism potential of the district. MLA, Gulabgarh, MLC, and MLA, Reasi, put forth various development demands of their constituency like repair and renovation of the existing water schemes, creation of new niabats, early completion of the ongoing roads, new health centres, up-grade of high schools, creation of new power stations and food stores. |

JMC organises awareness camp on food safety Act
Jammu, July 18 Food Safety Officer Dr Vinod Sharma made shopkeepers aware about the hygienic conditions to be maintained in order to serve eatables. Eating point owners were directed to get their licences from the office of the Health Officer, JMC. The cooks of eatable points were directed to wear masks, aprons, caps and gloves. They were asked to use only filter ed water for customers. Two types of covered dustbins, ie green and blue colour, should be used to separate biodegradable and non-biodegradable garbage. Vaccination against typhoid disease should also be done on regular basis, after every 2 to 3 years, owners of eateries were told. After the awareness camp was over, the team visited the market and checked the eating points. The customers were also made aware that they should check everything in advance before eating or buying anything from eatable points. The food business operators assured the authorities that the irregularities would be removed within a short span of time and there would be no complaint from their side in the future. |

Jammu, July 18 Kuldeep has been elected as vice-president of the federation, in addition to two other assignments of In charge, Technical Committee and Convener, Finance Committee. RC Sharma has been nominated as chairman of Selection Committee (talent hunt) and member of the Coaching Committee. The election was conducted following the guidelines of the Union Ministry of Sports, Government of India and was all the state units of the country participated in it, including Services, Sports Control Board and Railway Sports Board. The federation will be led by president Avdhesh Kumar of Uttaranchal while Avtar Singh Jakhar of Rajasthan has been elected as the General secretary. The post of treasurer went to Rattin Roy Choudhary of West Bengal. Meanwhile, the Volleyball Association of J&K congratulated both Kuldeep Magotra and RC Sharma for their nomination to VFI. |
