New Delhi, June 15
Chief Minister Sheila Dikshit today declared that her government has decided to abolish the Section 81 of the Delhi Land Reforms Act 1954 (DLR), extend the Lal Dora and invited applications from Resident Welfare Associations (RWAs) for regularisation of extension to village settlements as per revised guidelines, 2007 for regularisation of unauthorised colonies.

While in this regard soon a notification would be issued following which RWAs of rural and urbanised villages would be required to submit applications within three months.

According to the Section 81, if a piece of land in a village has been lying vacant for long and not used for farming, the government's revenue department has the right to declare it a wasteland.

The move comes following a Cabinet meeting earlier during the day and is well timed to woo the farming community ahead of the forthcoming Delhi Legislative Assembly elections.

Terming it a historic day, Dikshit said the Cabinet has decided to exempt various provisions, including the Section 81 of the Act, and with these decisions the uncertainty hanging over people living in scores of villages have come to an end. The government has also withdrawn all the related court cases against farmers, she added.

Apart from this, she stated that the Delhi Government's share in the revenues from the two Peripheral Express Ways proposed by the NCR Planning Board should be decided as per a cut-off date.
