DSIIDC seeks to cut down 7,000 trees for EWS flats
“We have refused permission unless we do an on-site inspection and see the actual situation,” said the Conservator of Forests

New Delhi, June 12
The Delhi Government is all set to go for massive cutting down of trees to pave the way for flats for the Economically Weaker Section (EWS) at Bawana, promised under Rajiv Rattan Awas Yojana.

The Delhi State Industrial and Infrastructural Development Corporation (DSIIDC), the agency undertaking the project, has sought permission of the department of Forests and Wildlife to cut down around 7,000 trees which are coming under the proposed site of construction.

Senior officials of the department said that the permission has not been granted so far and is kept on hold.

"We have refused to give permission unless we do an on-site inspection to see the actual situation. We might reduce the number by bringing some changes in the plan," said Dr Suneesh Buxy, Conservator of Forests.

He said that the department has scheduled a visit on June 22 for the inspection. The file has been moved to the Deputy Commissioner office in West Delhi.

While objecting to the massive cutting down of the trees, the officials said that they had suggested to the DSIIDC to shift their site for construction of houses. "We wanted them to look for some alternative space, but they are insisting on choosing the same land," said Buxy.

According to the rules of Forest Act, every tree cut down for any developmental project, it becomes mandatory for the authorities to plant ten trees. Generally, the trees are planted at far-off places on a land usually provided by the Delhi Development Authority, which the officials think would not solve the purpose.

"Cutting down trees in a particular part of Delhi and planting them kilometres away will not balance the ecology even if it is ten times in number," explained Buxy.

However, the DSIIDC is of the opinion that the trees will be planted around the colony which would enhance the greenery of the area.

The Delhi Government had promised 60,000 houses for the EWS before the Commonwealth Games under Rajiv Rattan Awas Yojna. Of these flats, only 15,000 have been constructed, which have not been allotted either. Another 7,000 were proposed to be built at Bawana.

Mother, three traffickers held for selling baby girl
Rahisa Khatoon was facing financial crisis. She sold her four-month-old daughter for Rs 75,000 to the trafficker

New Delhi, June 12
Four persons, including the mother of a four-month-old girl, have been arrested for allegedly trying to sell the baby. "The baby's mother identified as Rahisa Khatoon had disclosed that she was facing a financial crisis and to meet her daily needs, she sold her daughter to Deena Nath Tiwari (33), the kingpin of the trafficking racket, for Rs 75,000.

Her child was born in February," said Additional Commissioner of Police (Crime Branch) Ravindra Yadav.

Besides Khatoon, Tiwari, who belongs to Ambedkar Nagar in Uttar Pradesh, Sumit Sharma (28), a resident of GTB Enclave and Niharika (26) from Chattarpur and a resident of New Usmanpur were also arrested.

The police were tipped off that a gang involved in human trafficking would try to sell a baby girl. A person was to come near Vinayak Restaurant in East Jyoti Nagar to strike the deal with the traffickers.

"We sent a decoy customer to the accused to settle the deal with the racketeers for Rs 3 lakh. Sharma and Niharika were apprehended and the girl was recovered from them on May 1," said Yadav.

Investigators learnt that the infant was procured by Tiwari from northeast Delhi. The police began searching for him, but he kept changing his hideouts.

On June 5, Tiwari was arrested. He revealed that he procured the baby from Khatoon. She received Rs 25,000 while the remaining amount was yet to be given to her.

On June 6, the police arrested Khatoon at the instance of Tiwari.

In May 2012, Tiwari was working as a public relations officer at Kamla Devi Hospital in Loni, Ghaziabad. About four-five years ago, he became acquainted with Sharma, who was running Jeevan Jyoti Nursing Home in Shanti Nagar, Loni.

"In April this year, Sharma asked Tiwari to search for a baby, which was to be given to a rich prospective buyer. He gave Tiwari good money for this work," said Yadav.

The police are looking at the possibility of the accused's involvement in other similar offences.

A 13-year-old boy has alleged that his father killed his mother after a heated argument in their house in the Ghazipur locality of East Delhi on Monday. The deceased identified as Kanta Devi, alias Pushpa (35), lived with her two sons, Tapas (13) and Hrithik (8), in rented accommodation in Ghazipur, according to the police.

She worked as a security guard at a shopping mall in Ghazipur. Her husband, Sanjay Kumar, lived with his father at his native place in Bihar's Vaishali district.

In his complaint to the police, Tapas has stated that he with his mother and Hrithik had gone to attend a wedding at his native place in Bihar last month. His father met his mother there. Later, his father with another person met his mother to resolve some dispute.

"My father arrived in Delhi on June 5 and started living with us. But not a single day passed without heated arguments between them," Tapas told the police. He also claimed that Sanjay broke Devi's mobile phone during an argument with her.

Tapas said that after dinner on Sunday, he with Hrithik went on to the roof to sleep, as his parents were engaged in arguments.

On Monday morning, when he went downstairs, he found his mother lying in a pool of blood under the bed. Sanjay was absconding.

Tapas raised the alarm after which the police were informed. Devi was taken to the Lal Bahadur Shashtri Hospital, where she was pronounced dead, according to the police.

The police said Kanti was hit on her head with a blunt object and possibly died instantly. A murder case has been registered at the Ghazipur police station on the basis of Tapas's statement.

Countless children lose their innocence every day
World Day Against Child Labour

New Delhi, June 12
While the countries celebrate World Day Against Child Labour on June 12 with a focus on domestic child labour this time, scores of children who are lured to the national Capital daily from Jharkhand, West Bengal, Odisha, Bihar, Chhattisgarh and other parts of northeast lose their innocence either in the course of working within homes or hazardous occupations.

Such an instance is that of an 11-year-old who was abducted from her native village in Assam and sold to a Delhi-based placement agency which engaged her as a domestic help when she was just seven in 2007.

Going through her tearful narrative, she was raped and beaten on a number of occasions and what is worse is that even after the assault, her custody was handed over to a ring of traffickers masquerading as an NGO, said child rights activists of the Bachpan Bachao Andolan (BBA), another NGO on whose tip-off a police team raided the house of the placement agency from where one more minor girl, originally from Bengal, was rescued yesterday.

In similar operations, six other girls have been rescued during the last one week following BBA's complaints and undercover investigations. However, more than 100 such girls continue to be missing from Lakhimpur district in Assam, said activists working in the area.

Such is the plight that many among them being brought here at an early age even fail to recall the names of their parents and village as it came to light during the raids conducted over the last one week. Nearly 108 children were rescued with the help of BBA from various locations in the city, including houses and industrial units.

All this even as the Delhi High Court (DHC) has placed elaborate guidelines for regulating placement agencies to check trafficking of victims in 2010. But in the absence of any comprehensive action, the BBA again approached the court on the same matter in 2011.

Following which the Delhi Government assured the DHC in a written submission that it will come up with a specific law for regulating the placement agencies.

However, the government is still to finalise the Delhi Private Placement Agencies Bill 2012, said the activists.
