Board approves extension of Greater Srinagar
Srinagar, June 11 The board meeting was chaired by Urban Development and Local Bodies Minister Nawang Rigzin Jora. Divisional Commissioner, Kashmir, Shailendra Kumar, Commissioner Secretary, Housing and Urban Development Department, Jeet Lal Gupta, Vice-Chairman, SDA, Mohammad Shafi Rather and other senior officers were present in the meeting. With the Srinagar Master Plan (2001-2021) currently under review, the SDA has proposed extension of the existing city limits towards south, west and northern directions along the new motorway coming up from Gallandar via Narbal upto Ganderbal. In the extended Greater Srinagar local area, 410 sq km would be located in the SDA limits against the existing 160 sq km, 240 sq km under the Srinagar Municipal Corporation (SMC) limits, 50 sq km under Ganderbal, 35 sq km under Budgam, 9 sq km under Pampore, 7.5 sq km under Khrew and 5.2 sq km under the Cantonment area. “As per the new Master Plan, the boundaries of Greater Srinagar would encompass Dara-Fakri and Dachigam National Park on northeast, Zabarwan hills from Khunmoh towards Khrew on the east, Kakapora Railway Station on southeast, Budgam local area upto Gallandar on south, Mazhama Railway Station and road towards Gulmarg on the southwest and Buran, Ganepur in Pattan towards the west,” an official spokesman said. Hailing the SDA move to extend the local area limits of Srinagar, Jora, who is also the chairman of the SDA board, said the decision would go a long way in decongesting the city core area and ensure planned and de-concentrated infrastructure development in and around the city. Divisional Commissioner, Kashmir, and other members of the board also commended the decision. The minister, however, asked the SDA to earmark dedicated areas in the Master Plan for institutional activities like education, healthcare, recreation, tourism and traditional works, including handicrafts. He also stressed on the need for conservation of water bodies, forest areas and agriculture land in and around the city. He asked the SDA authorities to make maximum use of time and resources to create a tangible impact on the infrastructure scenario of Srinagar. He complimented the SDA vice-chairman for marking a new beginning in turning around the SDA as a vibrant organisation in a very short span. The board also approved the engagement of a consulting firm to prepare City Development Plan (CDP) for Srinagar. The CDP is a collective vision document aimed at improving urban facilities, increasing investment to expand employment and services, formulation of perceptible plan of action for systematic and sustained reduction of urban poverty and focus on urban reforms. The CDP also aims at formulating Strategic Action Plan (SAP) and City Assistance Programme (CAP) based on the city development framework to avail funding for development of Srinagar under the JNNURM. Two years on, Muqam village in Kupwara without power
Kupwara, June 11 They said after repeated representations and intervention from Lolab MLA Abdul Haq Khan, they were provided with conductor and a few electric poles, but not the transformer. “We have not seen electricity for the past about two years. After repeated pleas, we managed to convince the power division concerned to provide us with conductor and a few electric poles, but the division is causing inordinate delay in providing the transformer to the village,” said Mohd Sayeed, a teacher. Local residents said an old transformer installed in the village developed a snag some two years ago and it was lifted for repair, but never installed again. “The transformer was taken away by officials of the electricity department and has not been installed so far. We made repeated visits to the power division concerned to install the transformer, but finally, we were told that the transformer has developed snag beyond repairs and cannot be installed,” said Irfan Ahmad, a local resident. Students said they were the worst sufferers. “In the absence of power, we are forced to study under candlelight. The facility can ensure long hours of study during nights. We make a fervent appeal to the Power Minister to provide us the facility at the earliest,” said a group of students. The local residents said in the absence of electric poles, the department had used poplar and wall nut trees at many places to tie the supply lines. “We are using supply lines to dry clothes under the sun. To ensure smooth supply of power and avoid chances of electric shocks, the department has to install proper poles,” said Mohd Shafi Pir. A senior power official said, “We will soon provide a transformer to the village and also install poles wherever necessary.” |

Employees call for district-level protests on June 21
Srinagar, June 11 Earlier, the JCC held a meeting that was attended by several employee leaders. JCC leader Farooq Trali said the protest plan was chalked out after consultations with various employee leaders. Pertinently, after a series of protests and strikes by the employees last year, the government had reached an agreement with the JCC wherein the employees were assured that a decision on their demands would be announced by September 30. However, the JCC then resumed protests, saying the government had failed to fulfill the promises made to them. This year too, the government had urged the employee leaders to resolve their issues through talks but the same had been rejected by the JCC. The employees’ demands include release of arrears recommended by the Sixth Pay Commission, enhancement of retirement age from 58 to 60 years, removal of pay anomalies and regularisation of daily wagers and casual workers working in various government departments. The other JCC demands are inclusion of five years of contractual service of Rehbar-e-Taleem (ReT) teachers in the service book and regularisation of education volunteers after seven years of service. |

Panel recommends ban on use of polythene
Srinagar, June 11 The committee, which met under the chairmanship of MLA MY Tarigami here today, discussed various issues related to the protection of environment. The committee members included Mohammad Sharief Naiz, AR Veeri, Dr Shafi Ahmad Wani, Mohammad Khalil Bandh, Yashpual Kundal, Mohammad Ashraf Ganie and Durga Dass. An official spokesman said the panel suggested that the district administrations should also constitute the expert environmental committees at district and block levels to assist the deputy commissioners in the process of safeguarding and protection of environment. "It also recommended that they should organise awareness programmes and seminars involving the environmental experts, Panchayati Raj Institutions (PRIs), besides senior citizens to create awareness about the protection of environment," he said. While carrying out the developmental activities within the respective
districts, the environmental concerns should be taken well care of, the committee observed. Detailed discussion was held on the use of polythene and the panel stressed on a complete ban on the use of polythene in the nook and corner of the state. The spokesman said the discussion was held threadbare on the establishment of a dumping site in Srinagar district and in this pursuit, the committee recommended for constituting a committee comprising District Development Commissioner, Srinagar, Director Health Services Kashmir, principal, Government Medical College, Srinagar, and Regional Director, Pollution Control Board, who will identify the land in Srinagar district for the purpose and submit their report within ten days to the committee for its scrutiny. |

3rd death Anniversary of Tufail Mattoo Tribune News Service
Srinagar, June 11 This was stated today by victim’s father Mohammad Ashraf Matoo, while addressing the press during a function organised by the Tahafuz-e-Insani Haqooq Committee in Saida Kadal area of Srinagar, to commemorate the third death anniversary of Tufail. The committee is spearheading the agitation to seek justice in Tufail Matoo case. Tufail was killed on June 11, 2010, while returning from tuition when a teargas shell, fired by the police, hit him near Gani Memorial College. His death had triggered violence leading to unrest across the Kashmir valley, during which more than 120 civilians were allegedly killed in the subsequent police and security force action. ‘Despite a passage of three years, no one has been put on trial for killing Tufail,” Ashraf said, alleging that the police had been trying its best to shield their men involved in the killing of his son. The Special Investigation Team (SIT), in its final report to the High Court, has said that the case was closed and the culprits remained untraced. “Surprisingly, there is no response from the Human Rights Organisations, especially the global human rights watch dogs like Amnesty international and Human Rights watch,” he said. “I wrote a number of times to Amnesty and Human Rights Watch about the killing of my son, but to no avail,” he added. He, however, added that an opportunity lies at the door of the government to give justice. “It would send a positive signal to the people of the state that the government means serious business,” Ashraf said, while appealing to the courts to give in writing that justice was impossible in the atmosphere created by the SIT. Apart from the local committee, the function to observe the third death anniversary of Tufail was also attended by different civil society members, including the lawyers from the Kashmir Bar Association and Human Rights activists. |

One killed, 33 injured in road accidents in Valley
Srinagar, June 11 A police spokesman said the second person, who was travelling in the car, had been critically injured and was admitted to SKIMS hospital in the city. In another accident in north Kashmir’s Bandipora district, 17 passengers were injured when their bus turned turtle at Gundi-Dachina. The police said all the injured had been shifted to a sub-district hospital for treatment. In another accident in Ganderbal, a car rammed into a culvert railing near Behama resulting in injuries to one person, who has been admitted to a local health centre for treatment. Seven passengers were injured in another accident when two buses collided against each other at Wadipora in central Kashmir’s Budgam district, the police said. In south Kashmir’s Kulgam district, an auto collided with a car at
Shampora crossing resulting in injuries to one of the driver. The injured was shifted to the Qazigund hospital for treatment from where he was referred to SKIMS hospital in the city here. Three passengers were injured when a cab in which they were travelling had an accident at Shiltoo near north Kashmir’s Sopore town. All the injured were shifted to the public health centre, Rohama, for treatment, the police said. In north Kashmir’s Kupwara district, a vehicle on the way from Karnah to Kupwara town turned turtle at Sadna Top resulting in injuries to three people. Chief Secy approves J-K rehabilitation plan
Srinagar, June 11 These decisions were taken during a review meeting of the J&K Rehabilitation Council, which was chaired by Chief Secretary MI Khanday and attended by other executive members of the council here today, an official statement said. The executive members also reviewed the working of the rehabilitation council during the previous year and took stock of its functioning, it said. It also approved continuation of various important programmes run by the council and approved enhancement in financial assistance under various schemes, it
said. Khanday, who chaired the meeting asked the J&K Rehabilitation Council to ensure that all registered beneficiaries, including widows, orphans, handicapped, old person and militancy victims, receive their monthly financial assistance regularly on time. He also directed the council to collect relevant data for extending and covering more such victims under the scheme. "Collect data from all districts and establish direct contact with the eligible persons and reach out to these people for ascertaining their needs and extend support to them," said
Khanday. He also directed that council should link them with other concerned departments and committed NGOs for lending extra support and care to these people. Chief Secretary also asked the council to develop close liaison with National Foundation for Communal Harmony

Kupwara, June 11 They were speaking at a seminar titled, “Importance of moral education in contemporary times,” at Degree College,
Handwara. The seminar was organised by the Islamic Study Circle (ISC) in collaboration with Degree College,
Handwara. “It is high time that we should join hands and do away with social evils and bring reforms in the society,” said Dr Tahir
Yusuf, president, Islamic Study Circle Kashmir and chairman of Iqbal Memorial Institute, Srinagar. He said everybody has to play a role in bringing reforms in the society. “Students should stay away from bad habits like drugs, eve-teasing and waywardness. They should focus on spreading moral education and inculcate good values to bring reforms in the society,” Dr Tahir added.
Farooq Ahmad Malik, principal, DC Handwara, who gave introductory speech hoped that the awareness imparted through seminar would help a great deal in inculcating good values among the people. Apart from students, social workers and others took part in the seminar. Students also highlighted the importance of moral education and urged participants to inculcate good values. Restoration of peace top priority of govt, says Tanvir Sadiq
Srinagar, June 11 Sadiq, while speaking to the British diplomat, reiterated that restoration of peace and enhancing quality life of the people was the top priority of the Omar Abdullah-led government. The political secretary said the state had undergone a very difficult phase and due to the efforts of the government and cooperation of the people, peace and normalcy had become a reality. He emphasised the need for taking the peace process further by addressing to the political issues of the state. Sadiq referred to holding of panchayat elections after 34 years, describing it a major step forward in involving the people at grass-root level in decision making. He said the overwhelming participation of the electorate reflected people’s trust in democratic institutions. Sadiq said the Omar Abdullah government had been relentlessly working on areas like peace, unemployment and electricity and at the same time the war against corruption was continuing. The political secretary said the enactment and implementation of the Right to Information (RTI), Public Service Guarantee Act (PSGA), bringing six public service giving departments under it, reconstitution of state accountability commission were some significant achievements of the government to guarantee public service. |

ICDS staff may go on indefinite strike from tomorrow
Srinagar, June 11 “We have been trying to meet officials of the Social Welfare Department to apprise them about the difficulties that thousands of families of the Integrated Child Development Services employees are facing due to the non-payment of salary from the past six months, but to no avail,” said Zareena Shafi, president, Supervisor and Child Development Project Officer Association. “We have decided to meet at Lal Chowk on Thursday and will then take a decision on the strike,” she added. Thousands of employees of the ICDS scheme in the state are without salary from the past six months and the state government claims that the salary of these employees comes from the Union Government and it was a delay on their part. Shafi, however, said the state government was only blaming the Centre for the non-payment of salary. “The state government is not interested to mitigate our problems. The salary files have to be submitted to the Central Government, but state officials have delayed the whole process,” she said. Another member of the association said, “We are expected hundreds of ICDS employees to assemble at Lal Chowk on Thursday to decide about the future course of action.” |

Hurriyat’s seminar foiled as police seals venue
Srinagar, June 11 The seminar titled “Do not forget our blood” was being organised by the hardline Hurriyat Conference headed by Syed Ali Geelani at the separatist faction’s Hyderpora office. However, organisers of the event said the seminar could not take off as the police sealed the entrance to the venue and did not allow anyone to enter. A spokesman for hardline Hurriyat faction said the police imposed restrictions on the venue and termed it as a “worst example of state terrorism”. The seminar had coincided with the third death anniversary of a teenaged student, Tufail Matoo, who was killed on June 11 in 2010.

Srinagar, June 11 “Boatmen of Ward Dal, who were involved for conducting the cleanliness of the lagoon, collected the floating garbage. Nearly, two truckloads of garbage fished out was properly segregated and taken to landfill site for disposal,” the official added. The sanitation drive was launched on the instructions of SMC Commissioner G N Qasba and was supervised by Chief Sanitation Officer Hakeem Aijaz Ali. |
