Typhoid breaks out in Baramulla
Srinagar, June 5 Locals said over 200
people were suffering from this water-borne disease. On an average, 20 new patients suffering from typhoid are being admitted to different health centres everyday. “The main reason for the recurring of typhoid in the area is contaminated drinking water directly supplied from a local stream, Ningli nullah, to thousands of households,” said Naseer Ahmed, a
local resident. “We don’t have water filtration plant in the area. And, the Public Health and Engineering (PHE) Department is directly supplying drinking water from Ningli nullah, which is contaminated by feces of over 100 toilets housed on its banks,” he added. Ahmad says Ningli is the only source of drinking water to dozens of villages in the area. Medical experts say there has been an outbreak of typhoid fever around this time every year for the past
four years. “I have a huge list of patients suffering from typhoid in the area. Everyday, I treat on an average four new patients,” said a doctor posted in the area. He said typhoid patients hails from Wagoora, Nowpora, Wagila and Manigam villages, which are situated on the banks of
Ningli Nalla. Another doctor said he has been observing the increasing trend of typhoid fever in the area for the past few years. “I must say typhoid is attributed to infected water of Ningli nullah, which is used for drinking and cleaning utensils,” he added Dr Rehana Kausar, Surveillance Officer, Integrated Disease Surveillance Programme (IDSP), said the situation was not like an epidemic. “I did talk to Chief Medical Officer Baramulla and the Block Medical Officer concerned and they both said it is not like an epidemic,” Rehana said. |

One can’t be punished for crimes committed by others: High Court
Srinagar, June 5 Holding that it involves the fundamental right of the passport holder, the high court has further directed the authorities to comply with the direction within six weeks. These directions were issued today by a single Bench of Justice Mansoor A Mir in a petition filed by Mohammad Bin Qasim, who is the son of separatist leader Ashiq Hussain Faktoo, who is currently serving a life term in a murder case. In the petition, it had been submitted that Mohammad Bin Qasim is currently undergoing a four-year bachelors programme in Information Technology at International Islamic University, Malaysia. Earlier on the directions of the high court, he was issued a short-term passport by the authorities in October 2011, which expired on October 3, 2012. Later, Qasim applied for extension in his passport with the High Commission of India at Malaysia, which was received in the embassy on June 29, 2012 and it has been submitted to the court by the petitioner. He was neither granted an extension nor was a fresh passport issued to him, compelling him to file a writ petition before the high court. However, as submitted, instead of issuing a passport to Qasim with a life period of at least four years, the respondent authorities again issued him a short-term passport, which expires on September 2, 2013. Subsequently, the passport authorities at Srinagar informed the maternal uncle of the petitioner that since the petitioner (passport holder) is currently under the jurisdiction of Indian High Commission in Malaysia, he has to approach the embassy concerned for extension of the passport there. However, this view was rejected by the high court in its judgment passed today, observing that it is the passport officer at Srinagar, who is the issuing authority, who has to consider the case of the petitioner for grant of extension in terms of Section 8 of the Indian Passport Act. “The grounds projected by the respondents are not tenable…. Even otherwise it is a fundamental right to seek an extension of passport…”, Justice Mansoor observed in his judgment. “What I gather from the reply of the respondents (passport and other authorities) is that they are passing the buck on each other. There is not even a whisper about the character and antecedents of the passport holder who is seeking extension of passport so as to enable him to pursue studies at Malaysia,” he said. Stating that from the reply of the respondents it emerges that the guardian of the petitioner is indulging in the activities which are prejudicial to the security of the state, the high court observed that a person ‘A’ can’t be held guilty or punished for the act committed by ‘B’. “While allowing this petition, respondents are directed to grant extension or renewal in the term of passport already granted in favour of the petitioner”, the court said, adding the exercise shall be done as expeditiously as possible and in any case within six weeks. |

Contractors’ bid to gherao civil secretariat foiled
Srinagar, June 5
Talking to reporters, JKCCC general secretary Farooq Ahmad Dar said they were demanding modification in e-tendering process, clearing of pending bills and an end to ‘double taxation’. He said they would intensify protests if their demands were not met. Later, the protesters tried to take out a march towards the Civil Secretariat. However, the bid was foiled as several protesters were taken into preventive custody by the police personnel deployed near the Press Enclave. Meanwhile, KEA spokesman Siraj Ahmad told the Kashmir Tribune that they had extended support to the JKCCC as their demands were ‘genuine’. He said the contractors were also demanding release of funds and it was affecting ongoing construction works. Siraj claimed that funds meant for the Valley were being diverted to the Jammu region and demanded that the government should meet the JKCCC demands at the earliest. He said future protest programme of the JKCCC would be announced in due course in case the government failed to address the concerns of the contractors. |

6-year-old killed in mishap, man electrocuted
Srinagar, June 5 The spokesman said a 28-year-old man died when he was electrocuted in Kulgam district. The deceased, Bilal Ahmad Allaie of Khandipora village, was electrocuted when he came in contact with a high tension wire while pruning the branches of a tree, the spokesman said. He was shifted to the District Hospital, Kulgam, where he succumbed to injuries. |

PHE casual workers begin hunger strike
Srinagar, June 5 After staging a series of protests earlier, the casual workers sat on a hunger strike at the PHE office near Exchange Road under the banner of the PHE Joint Employees Association (PHEJEA). PHEJEA president Sajad Ahmad Parrey said they had started the hunger strike as their previous attempts to highlight their concerns had fallen on ‘deaf ears’ of the government. The PHEJEA demands include regularisation of services and release of pending salaries. The protesters were also demanding that salaries of the casual employees be released on a monthly basis. Parrey said several casual employees had been working in the PHE Department for more than 10 years and they were still awaiting regularisation of services. While the PHEJEA had protested outside the Exhibition Ground and their bid to gherao the Civil Secretariat had been foiled on May 27 last, the PHE casual labourers had staged a series of protests earlier to highlight their concerns. The PHE casual workers had also protested in a novel manner in April by dressing in black clothes and wearing black cloth on their faces during a demonstration at the Press Enclave. Parrey said the future course of their protest programme would be announced after the present four-day-long hunger strike. |

Govt plans promotional fest to woo tourists to Kupwara

This was stated by Minister for Tourism Ghulam Ahmad Mir today during his day-long tour of Lolab. He also directed the officials concerned to identify varied potential areas like Machil pastures and adventure track routes and introduce them in the shape of packages outside the state. Mir said ‘spring and herbal tourism’ of Lolab would also be showcased during the festival. He said picnic tours by educational institutions would also be also encouraged in the area. Mir said other nearby picturesque spots like Chandigam, Khumriyal, Darapora and Kalaroose village in Lolab famous for its copper mines and carved rocks called Sat Burn (seven doors) spots would also be brought on the tourism map. To upgrade the tourism-related infrastructure in the area, Mir said Rs 1.50 crore was being spent this fiscal under the state plan. He said under the Central financial assistance of Rs 5 crore, work on several tourist facilities was being carried out in the Lolab valley. |

12 fined for smoking in public
Srinagar, June 5 “A total of 12 persons were caught smoking in public in violation of Section 4 of COTPA (Anti-Tobacco Act), which prohibits smoking in any public place. A fine of Rs 1,400 was recovered from the offenders,” the official said. |

Anantnag, June 5 “We have to make sure that these kids get equal rights like the rest of us get so that they may lead a respectful life ahead,”
Taj said while addressing a gathering of ‘special children’ from different schools of the Valley. The minister was presiding over a sports festival for ‘Children with special Needs’ organised by Humanity Welfare Organisation Helpline (HWOH), an NGO working for the welfare of disabled children in the Valley, on the grounds of Government Degree College for Boys, Anantnag. Praising the work they have been doing over the years, Taj said the HWOH has showed the government a way to take care of these children with special needs. “I will make sure that the Ministry of Youth Services and Sports works for the benefit of these kids and provide them with the equipment they need to polish their skills,” Taj said. “We will also organise tournaments for them frequently so that they are engaged in sports activities,” he added. Also present on the occasion were Anantnag Deputy Commissioner Dr Farooq Ahmad Lone, HWOH chairman Javed Ahmad Tak and Kashmir’s cricketing star Parvez Rasool. Speaking on the occasion, Tak said the government needs to take steps for the disabled people in Kashmir and make sure that their lives move in a positive direction. “We might be disabled but at the end of the
day we are human beings with feelings and emotions,” Tak said, adding, “We too want to do things in life like other people.” Children from various schools from across

Srinagar, June 5 The rally was flagged off at Zabarvan Park by Tourism Minister Ghulam Ahmad Mir in the presence of Director Tourism, Kashmir, Talat Parvez. The minister while lauding the initiative said people in general and tourism stakeholders in particular were duty-bound to preserve and protect the environment in all its forms in the interest of present and future generations. Kashmir Hotel and Restaurant Owners Federation (KHAROF) president Faiz Bakshi said they had organised a rally in order to leave a ‘better tomorrow for children and future generations’. The rally led by the Tourist Trade Environment Committee chairman Dug culminated at Dalgate on the banks of the Dal Lake. Kashmir ideal for educational hub: Higher Education Minister
Srinagar, June 5 The conference was jointly organised by the college and Kashmir University (KU), in collaboration with the Initiative for Social Change and Action (ISCA) and Indian Council for Social Science Research (ICSSR), New Delhi. Among others, Ambassador of Afghanistan Shaida Mohammad Abali, KU Vice-Chancellor Talat Ahmad, General Secretary, ISCA, Bupinder Zutshi, PM Kulkarni, principals of various colleges, professors, scientists, lecturers from various states and a large number of students were present in the conference. Lone, while addressing the conference, said Kashmir was an ideal destination to be made an educational hub. He said Kashmiri students had proven their mettle in all fields across the globe, despite turmoil and other unfavourable conditions in the past two decades. He said the state had a background of socio-economic relations with Afghanistan and joint efforts should be put in to further strengthen the relations. Abali said initiatives were being taken for the revival of relations for the regional development between J&K and Afghanistan. Chinese language to be part of KU curriculum
Srinagar, June 5 “We are contemplating the introduction of Chinese at the institute shortly,” he said. IFL is already teaching German, French and Russian languages to the students. Prof Talat said students studying different languages at IFL had lot of job potential and hoped that the institute was able to create a workforce in the languages taught. Director IFL, KU, Bashir Ahmad congratulated the participants for attending the event and added that the batch of students had created a new tradition at KU by welcoming the new batch of students and bidding farewell to their seniors. He wished luck to the outgoing batch and concluded his speech by thanking the VC for his support and cooperation to let the department tread the path of continued success. Sedatives recovered, three arrested
Srinagar, June 5 Acting on specific information, the police raided a garment shop at the Dooru market here and during search operations they recovered 23 bottles of Rexcop, 12 strips of Proxyvon and 440 gm of charas, a police spokesman said. The three arrested have been identified as Farooq Ahmad Chopan, a resident of Matygund Dooru, Sajad Ahmad Malik, a resident of Batagund Dooru and Ghulam Nabi Khan, a resident of Arabal Dooru, the spokesman said. The trio have been arrested under Sections 8/20 and 21/22 of the Narcotic Drugs and Psychotropic Substances Act. |

Surgical conference begins from today at GMC
Srinagar, June 5 The surgical conference of such repute is being held in GMC after a long gap and would mark a revival of the academic resurgence, the organisers said, adding that the patients of the Valley would benefit from the scientific discussions and the deliberations which would be held during the conference. KU alumni association sponsors scholarships for students
Srinagar, June 5 General Secretary, KUAA, Prof Mushtaq Ahmad Kaw was also present on the occasion. Prof Talat Ahmad, who is also the president of the KUAA, said it was important to help the students and the university was ready to help them in every possible way. He said the University would start residential coaching centre on the campus for which the government of India had assured full assistance. “This centre will provide coaching to the students of the Valley and help them prepare for the civil service exams.” There were fewer employment opportunities in the government sector and students should prepare themselves to work in corporate sector and prove their mantle, he added. “Register yourself and take advantage of various schemes of the university. Be prepared to work outside the state,” Prof Talat Ahmed added. Prof Kaw said the KUAA was making efforts to help the society, especially students on the campus, by providing scholarships and other incentives. He said the KUAA was a non-political association which was registered with the J&K Government since 2002.
