Three killed, 8 injured in separate accidents
Srinagar, May 25
Three persons were killed and eight others injured in six different road accidents in Kashmir valley, a police spokesperson said here today. One person was killed in the city when he slipped off a passenger bus near Bastgo, Nishat. Ghulam Rasool Ganie, a resident of Danpora, was seriously injured when he fell off from a bus, the police spokesman said. The injured was shifted to SKIMS Hospital where he succumbed to his injuries.

The Jammu and Kashmir High Court has directed the state government to file status report on infrastructure of Food Testing Laboratories (FTLs) in the state. The Division Bench of high court comprising Chief Justice M M Kumar and Justice Husnain Masoodi observed: “The state government is directed to file the status report within four weeks with regard to the manpower, machinery and infrastructure of Food Testing Laboratories in the state.”

This was revealed by the Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar. He said the state government would provide Rs 2.5 crore for the construction of a community hall in the Jamia Masjid locality for the convenience of the public.

Geelani calls for shutdown in Shopian
Srinagar, May 25
Hardline Hurriyat faction chairman of Syed Ali Geelani today said the “killers” of two Shopian women were still roaming free and called for a shutdown in south Kashmir district on May 30 on the fourth death anniversary of the two women. Asiya and her teenaged sister-in-law Nilofar were found dead near a stream in Shopian district on May 30 in 2009. Local residents and separatists had alleged that the two women were raped and killed but an official inquiry report had claimed that the two had drowned. The report was rejected by the family of the two women and by the separatists. Geelani accused the state administration for providinbg “protection” to the “killers” of the two women. — TNS

Panchayat ghar partially gutted in Kupwara
Kupwara, May 25
The panchayat ghar of remote Oudoora Sheeri village, 12 km from Baramulla town, was partially damaged in a fire. With the help of local residents, fire tenders from nearby fire stations brought the fire under control, sources said. The incident took place around 6 pm yesterday. The cause of the fire could not be ascertained, a police official said. Unconfirmed reports, however, said an electric short-circuit might have caused the fire. Residents hailed the timely action by the fire department, which they said saved a major portion of the building from damage. — OC

Transfers not enough in drug scam: Forum
Srinagar, May 25
A joint association of doctors, paramedics and chemists yesterday said transfers of those who were involved in the supply of spurious medicines to government hospitals were not enough to solve the issue. “Transferring the culprits from one high profile post to another is travesty of justice,” the Medical Employees Joint Action Forum (MEJAF) said in a statement. “This is nothing but eyewash to hush up the matter and hoodwink people of the state,” the group said. — TNS

The J&K Amateur Fencing Association will conduct selection trials to select the state team for the forthcoming 5th Fencing Federation Cup, to be held at Punjabi University, Patiala, from June 24 to 26. The trials will be held from May 30 to 31 at MA Stadium at 4 pm. The interested fencers have been directed to report at the venue with their own equipment to participate in the selection trials. Three persons were killed and eight others injured in six different road accidents in Kashmir valley, a police spokesperson said here today. One person was killed in the city when he slipped off a passenger bus near Bastgo, Nishat. In another accident, a car hit and injured a pedestrian identified as Adil Nazir Khan of Begumbagh near Kakapora in south Kashmir’s Pulwama district. Khan was shifted to SKIMS Hospital where he succumbed to his injuries, the spokesman said.

A motorcyclist died when he met with an accident near Kralpora in central Kashmir’s Budgam district. He was identified as Arbaz Ahmad Rather, a resident of Kralpora.

Two tourists were injured when the cab they were travelling in collided with another cab near Gulmarg resort in north Kashmir. The injured tourists have been identified as Hera Bhai Indoka of Madhya Pradesh and Shashia Bellnigam of Uttar Pradesh. Both the injured were shifted to the sub-district hospital at Tangmarg.

In another accident, a motorcycle hit a parked car near Wadoora Payeen near Sopore resulting in injuries to the motorcyclist and driver of the car. Both the injured were shifted to a hospital for treatment.

Four people were injured when they fell off from a truck they were travelling in near Wazabagh in Budgam. All the injured were shifted to a hospital for treatment, the spokesman said.

Hostel admission in Kashmir University is getting tougher with new directions of the management. Hostel aspirants have been asked to produce certificates issued by the Assistant Regional Transport Officer of their respective district declaring the distance from between their home district and the university campus.

The university issued the directives after learning that there were some favoritism going on for admission to hostels and some students getting forged certificates to get through the admission process.

Registrar, Kashmir University, Zaffer Ahmad Reshi has directed the Provost, boys’ hostel, to re-start the admission process and asks the aspirants to produce RTO certificates declaring the distance of their home district from the varsity campus.

“In this way, the 55 vacancies in the hostels for boys will go to the deserving candidates who will produce authentic RTO certificates and reside in far-off places,” said the Registrar.

He said there was a problem for students in getting hostel accommodation as the KU was not a residential campus.

“We are building at least three new hostels on the Zakura campus of the varsity which will solve the problem,” the Registrar said.

The Provost had issued a circular sometime ago that there were 55 vacancies in the two boys’ hostels on KU campus although the aspirants mounted to over 1,000 in number.

As a result, students have to take private accommodations on rent at unaffordable rates to study at KU.

Devotees throng Kupwara shrine for 3-day Urs

Thousands of devotees from different parts of the Valley today thronged the shrine of saint Zatishah Wali (RA) at Shahwali Muqam in Drugmulla village of Kupwara district. The three-day annual Urs began yesterday. Night-long prayers will be (were) held in the shrine and Tabrokat of the saint also put on the display for the devotees.

“For the past several years, I have been visiting the shrine to seek forgiveness and blessings from the Almighty. I have a faith in saint, his teachings and the sacred shrine,” said Shahid Nabi (55), a resident of Uri in Baramulla district.

Religious preachers in their sermons highlighted the religious and social contributions of the saint during his life time. They urged the people to follow the teachings of Prophet Muhammad (SAW) and refrain from evil in all situations.

“The devotees continue to visit the shrine since the morning. Night-long prayers will be held and Tabrokat of the revered saint put on display around 11 pm. For the convenience of the devotees, we have made all necessary arrangements like drinking water and healthcare etc. A group of elders of the village are assisting the shrine committee,” said a member of the shrine committee.

The Urs provides business avenues to many. Local residents erect make-shift shops outside the premises of the shrine. “I did a good business today. Juices and softies are in demand due to the hot weather conditions. The rush of devotees continues to swell and many are expected to pay obeisance at the shrine tomorrow,” said Abdul Majid (36) from Darzipora, Kupwara.

The devotees were seen lined up in long queues near the pond to collect its scared waters. “The sacred waters are effective to cure skin disorders and other diseases. In the summers, the water level in streams and rivers declines considerably but here it constantly increases throughout the year,” said Shabir Ahmad from Bakiakar Handwara.

Deputy CM forms panels to probe illegal appointments
Directs officers to take steps to fill vacant posts of teachers

Deputy Chief Minister Tara Chand reviewed the overall scenario of the Education Department and the pace of progress of various on-going school complexes under the Rashtriya Madhyamik Shiksha Abhiyaan (RMSA) and Sarva Shiksha Abhiyaan (SSA) during a high-level meeting yesterday.

The meeting was attended by Education Secretary Hardesh Kumar, RMSA Director H A Parray, School Education, Kashmir, Director Tariq Ali, SSA Director S C Sahni and the Joint Director, Planning.

The Deputy Chief Minister directed the officers to take immediate steps to fill the vacancies created due to the recent promotion of teachers.

Taking serious note of a complaint regarding illegal appointments in Budgam district, the Deputy Chief Minster ordered an inquiry through Vigilance Organisation to extract the facts.

He constituted two committees for Jammu and Kashmir provinces to probe illegal appointments from 2002 till date. Directors, School Education, will be the chairmen of the committees, while Deputy Director, Planning, Chief Accounts Officer, Principal, DIET, and Planning Officers will be the members of the committees.

Tara Chand also directed the head of the departments to make assessment of other available vacancies and take immediate steps for recruitment against these vacancies. “Zero pendency should be assured so that the department of education functions smoothly and quality of education is upgraded,” he said.

The Deputy Chief Minister directed for issuing a circular to all the Chief Education Offices for recruitment of educated unemployed youth under the ReT scheme near the LoC and RBA category holders and also as general line teachers.

The Secretary, Education, briefed the meeting about the steps taken for bringing improvement in the educational system of the state and also for assuring quality education in government schools.

Governor interacts with civil services aspirants

Governor NN Vohra advised the civil services aspirants at Kashmir University that strategic hard work and a clear and positive approach with suitable guidance would pave a way for their success in the All India Civil Services Examination. The Governor was interacting yesterday with students who have registered themselves for the civil services coaching at the Centre for Career Planning and Counselling, KU.

The Governor said, “Youth of the state have a very high potential if provided appropriate opportunities and called upon them to work hard so that a sizeable number of them could be selected in the civil services and other elite openings at the national level.”

Expressing happiness over the progressive increase every passing year in the number of boys and girls from J&K who are joining the Central services, he said he had great expectations from the youth of the state. He observed that if they worked hard, the state has the potential to be one of the first three states in the country. He advised the students to make the best use of the available opportunities, particularly the very well stocked library of the Kashmir University.

Referring to the need for setting up a residential coaching centre at the Kashmir University, the Governor said the Vice-Chancellor had already taken up this matter and he would discuss it with the Union Human Resource Development Minister during his forthcoming visit to the state.

Referring to the activities of the Centre for Career Planning and Counselling of the Kashmir University, the Governor was happy to be informed that in the past year over 600 students of the university had secured placements in leading corporate houses. He suggested to the Vice-Chancellor to arrange interaction of the boys and girls undergoing coaching at the centre with those who have qualified for the All India Civil Services from the state this year and, besides, arrange lectures on relevant themes by experts, for the benefit of the students.

This was followed by a question-answer session during which the Governor shared his experiences with the students and gave some suggestions to them about how to get through in the competitive examinations. He observed “you are very lucky to have all the opportunities and you have to make the best use of these”.

Talat Ahmad, Vice-Chancellor, KU, thanked the Governor for taking keen interest in the growth of the university.

Govt told to file status report on infrastructure of food testing labs

The Jammu and Kashmir High Court has directed the state government to file status report on infrastructure of Food Testing Laboratories (FTLs) in the state. The Division Bench of high court comprising Chief Justice M M Kumar and Justice Husnain Masoodi observed: “The state government is directed to file the status report within four weeks with regard to the manpower, machinery and infrastructure of Food Testing Laboratories in the state.”

The court directions came in response to a public interest litigation (PIL) seeking implementation of the food safety standards to check food adulteration in the state. The PIL has sought court’s directions to the respondents to implement the Food Safety Standards Act, 2006, and the Food Safety and Standards Rules, 2011.

The litigants have submitted that “non-implementation of the Act and rules by the state government is a grave issue and the matter requires to be dealt with seriously” to check adulteration of food items and eatables.

The high court had earlier expressed surprise after it found that in October and November, 2012, only four samples of food items were taken in Srinagar for testing. “In this factual situation, we are not satisfied with the performance of the food safety authorities,” the Bench had earlier observed.

The high court had directed the state government to provide all the “necessary paraphernalia” for making provisions of the Food Safety and Standards Act, 2006, “effective and visible on the ground”. The PIL argued, “The authority in question in the PIL is not in a position to take any action against the person found guilty under the Act and Rules.”

Director General of Police (DGP) Ashok Prasad today held a ‘durbar’ with policemen asking them to continue restraint even at the “grave provocation” by the elements “inimical to peace”.

The police chief acknowledged the professional hazards in tackling the law and order situations and exhorted the police force to “continue restraint even at the grave provocations by the elements inimical to peace”, an official spokesman said here.

Prasad who was addressing his maiden police ‘durbar’ at the Armed Police Complex here, said, “Goodwill of the people is a valuable and dependable asset to meet the challenges.”

The DGP said the public-friendly image had benefited the force and it would help in isolating the bad elements as the people would help in maintaining peace.

Prasad appreciated the force for keeping high standards of policing and making it accessible to the people round-the-clock for their help, the spokesman added.

The DGP said a spirit of public service must be inculcated in the force in order to strengthen its image among the people.

The durbar was attended by a large number of policemen and officers from the armed and IRP battalions of the Kashmir division, the spokesman said.

Additional Director General of Police (Armed) SM Sahai and Inspector General of Police (Armed) Kashmir Rauf-ul-Hasssan also addressed the policemen.

Inspector General of Police AK Choudhary, AG Mir, Deputy Inspector General of Police Syed Afadul Mujtaba and Sheikh Abdul Hamid were also present on the occasion.

Find alternative of poplar trees: Minister

Minister for Forest, Ecology and Environment Altaf Ahmad has directed officers of the Forest Department to come up with a proposal to replace poplars trees in the Valley as these trees were causing health problems to the people.

“In view of the recent ban imposed by the Deputy Commissioner, Srinagar, on the fresh plantation of poplar trees, the department must work on an alternate plantation to maintain the ecological balance,” Altaf said during a review meeting here yesterday. “It is not only the concern of the government but the entire society is worried about the ill impact of poplar trees on the health and environment and a well thought out strategy will be chalked out to deal with the situation,” he said. “The government will seek the assistance of environmentalists, NGOs and other experts to deal with the issue to keep a permanent check on the menace caused due to poplar trees and alternate plantation,” he said.

He directed the officers to submit a report on the issue within a period of two months on a future course of action.

It was suggested that as a first step, the private nurseries would be asked to stop its plantation followed by pruning of all poplars plants across the Valley. The pruning of poplars planted along the national highways and all other routes had already been started, it was informed.

Sarpanchs meet police to strengthen mutual ties

In a bid to strengthen the police-public relations in Handwara tehsil, the police officials in Handwara held a meeting with sarpanches and sarpanches of the Chogal area in Handwara.

In their address, the police officials urged the participants to maintain peace in their areas. They also sought their cooperation in discharging of multifarious duties in public interest. They assured village representatives that the police will remain in touch with people and try to address their problems.

Superintendent of Police Mohammad Aslam chaired the meeting. Mohammad Akbar Dar, sarpanch Chogal-1, thanked the police for organising the meet and sought necessary assistance for the students leaving the state for further studies and jobs.

“ increasing eve-teasing in the area needs to be curbed,” he said. The SHO, police station Handwara, and in charge, the police post Chogal were directed to launch a special drive against the eve-teasers to curb this menace. Hafizullah Khan sarpanch Chogal-II sought stern action against the drug peddlers. Abdul Kareem Wani, Sarpanch Kulangam, hailed the role of the police for providing assistance in retrieving body of a minor boy from Pohrupeth nallah.

Kultoora sarpanch Ghulam Ahmad Lone said the link roads in Kultoora and adjoining villages need to be macadamised. He was assured that the matter will be taken up with department concerned.

The SP Handwara urged the participants to bring in his notice grievances against the police for immediate redressal.

Jamia Masjid beautification project to start soon

The state government will undertake the beautification project of Srinagar’s historic Jamia Masjid soon. This was revealed by the Minister for Rural Development and Panchayati Raj, Ali Mohammad Sagar. He said the state government would provide Rs 2.5 crore for the construction of a community hall in the Jamia Masjid locality for the convenience of the public .

The minister was accompanied by officers of different departments and executive officers.

He said the government was committed to widen the road from Bohri Kadal to Pandan Nowhatta to ensure better transport mobility in different parts of the old city.

He directed the officers to speed up the process of acquisition of shops and structures at Zaina-Kadal and provide adequate compensation to the people whose properties are acquired. He said the development of area was being taken up on the heritage pattern and in this regard a comprehensive project had already been made and was being executed.

During his visit to different localities, the minister said the government was committed to ensure holistic development of the Srinagar city.

‘Govt should address pay anomaly in police force’

CPI (M) state secretary Mohammad Yousuf Tarigami today asked the state government to address the pay anomaly issue in the police department. Tarigami said the ‘genuine demands’, including the issue of pay anomaly in different ranks, of the state police department should be resolved.

“The issue of pay anomaly pertains to almost 90 per cent of the police force and the government must resolve this long pending issue as it will boost morale of the police in the state,” Tarigami said in a statement.

The CPI (M) leader urged Chief Minister Omar Abdullah to intervene in the matter for its ‘speedy disposal’. “It is regrettable that even after implementation of the sixth Pay Commission recommendations in the state, the issue of pay anomalies continues to persist in the police department as the government did not address it on time,” he said.

“The pay anomaly in the police department has brewed a sense of disillusionment among the police force which needs to be addressed on a priority basis. The government should not leave this issue of utmost importance to the procedural wrangling and the required orders must be issued keeping in view the rising inflation,” Tarigami said.

Maj Gen Khandare appreciated the students for repeatedly excelling in the field of academics. He complimented the teachers and students for bringing out the inaugural issue of school magazine ‘Tassavur’.

He launched the school website www.agsuri.com. He said the initiative would provide a forum for interaction among alumni, and obtaining their feedback and suggestions. It would also assist in further development of the school. He also informed the audience that the Army HQ had sanctioned setting-up of a junior division NCC sub-unit for 50 students.

The cultural programme, including a skit on effect of modern technology and group songs, was greatly appreciated by all.

Moderate separatist chief, Mirwaiz Umar Farooq yesterday dismissed any possibility of unity with mainstream political parties saying they cannot be ”forgiven for what they have done.”

Mirwaiz, who heads the moderate faction of the Hurriyat Conference, said the mainstream parties were “resorting to political opportunism” by talking about unity. The ruling National Conference in recent days had openly talked about a previous alliance between Farooq Abdullah and Mirwaiz Mohammad Farooq, Mirwaiz Umar’s father.

The alliance of 1986 is famously known as “double-Farooq accord.”

Mirwaiz accused the “pro-Indian parties” of having “unleashed oppression on Kashmir and said they cannot be forgiven for “what they have done.” “These parties are involved in political exploitation and bloodshed of Kashmiris,” Mirwaiz said addressing a Friday congregational gathering at the Jamia Masjid in Srinagar’s old city.

Hunger strike of JKLF leader enters Day 2

Srinagar, May 25
A hunger strike by Jammu Kashmir Liberation Front (JKLF) chairman Yasin Malik entered its second day today. “People from different walks of life, including separatists, doctors, traders, lawyers, students and human rights activists, joined him in the hunger strike to express their solidarity and encouragement for the protesters,” a statement added.

Besides JKLF leaders and activists, about 200 persons from affected families also sat on a hunger strike, it added.

Malik yesterday began a 48-hour hunger strike against human rights violations and to press for return of the mortal remains of Parliament attack convict Mohammad Afzal Guru and 1960’s militant commander Muhammad Maqbool Bhat. The hunger strike is expected to end in the afternoon on Sunday, the statement added.

Guru was hanged in Tihar jail on February 9 while Maqbool Bhat was sent to the gallows in the same jail in 1984. Both of them are buried inside the jail premises.

Malik had earlier scheduled to hold the strike at Jantar Mantar, New Delhi, but he was denied permission and barred by the police there to hold the demonstration.

Govt's ouster can only restore credibility of system: Baig

Srinagar, May 25
Peoples Democratic Party (PDP) leader Muzaffar Hussain Baig has said the National Conference-led government is damaging the interests of the state. Addressing a workers meeting of the Zadibal constituency here on Friday, he said its ouster through elections could only restore credibility in governance and efficiency of the system.

“In the past five years, Omar Abdullah has completely exposed himself as a failed politician who led the state from one crisis to another and spent most of his time activating lifelines and making compromises for survival,” said Baig.

Baig said Srinagar being the intellectual and political nerve centre of the state could not remain aloof from the urge for change that is sweeping the state.

“The active participation of Srinagar in the political process for the change will add much desired cutting edge, credibility and prestige to it,” he said. — TNS

300 participate in cross-country run

Srinagar, May 25
As many as 300 students today participated in a cross-country run organised by Syed Mirak Shah (SMS) Memorial High School, Shalimar. PS Harwan Station House Officer Mohammad Ayoub distributed prizes among the winners in four categories, under-15 boys and girls and under-12 boys and girls.

Abid Rashid (U-15 boys) of Isber Nishat, Danish Rashid (U-12 boys) of Shalimar, Munazah Gulzar of Nishat (U-15 girls) and Gousia (U-12 girls) of Shalimar bagged first prizes in their respective categories. Eight other students bagged second and third prizes. The SHO appreciated the efforts of the school in promoting competitiveness among the students. He advised the students to take part in sports for better health as it would help them in overall growth and development.
