Minor hit by speeding train, dies at Rawalpora
Srinagar, June 2 Eyewitnesses said Aman, a Class V student, was walking on the sidetracks when he was hit by the train. They said the train driver after spotting the boy near the tracks had blown the horn, but the boy did not pay any heed. The eyewitnesses said the GRP Police, which was manning the stretch, also blew the whistle but the boy did not hear the warning calls probably as he was wearing earphones. “As the train reached near him, the boy tried to jump over but by then it was too late. In a fraction of second, he was hit and thrown off the track. When we reached the spot, he had died with blood oozing out from his ears,” a local resident said. Terming the incident as unfortunate, the Chief Area Manager, Budgam, Northern Railways, AK Sharma, said the boy was hit while walking on the sidetracks. “He was walking on the sidetracks and did not pay any heed to the warning sirens by the train driver and the GRP personnel,” Sharma said. Confirming that the
boy died on the spot, a police spokesman said the police has initiated inquest proceedings under Section 174 of the CrPC in this regard. Locals said this is the third such train accident along the stretch in the Rawalpora area. “Until people take
safety precautions seriously while walking close to the tracks, such incidents cannot be stopped,” Sharma said. Many local residents also endorsed the view of Sharma, saying that people do not pay heed to the safety precautions while walking close to the tracks. |

Govt to upgrade 2 food testing labs
Srinagar, June 2 The government is also planning to equip other districts with mobile food testing labs. On April 7, the state health authorities in their compliance report to the Jammu and Kashmir High Court had stated that they have acquired a project report on mobile food testing laboratories from the Gujarat Government and are actively considering setting up the same in the state to check adulteration of milk and milk products. The government has decided to set up mobile food testing laboratories in all districts besides upgrading the existing food testing laboratories in Jammu and Srinagar cities to check food adulteration. The decision in this regard was taken during a high-level meeting of health officials here in Srinagar on Friday chaired by Minister of State for Health Shabir Ahmad Khan. During the meeting, it was decided that food testing labs in Srinagar and Jammu cities would be upgraded to national-level standards at a cost of Rs 10 crore. Khan informed the meeting that the government has already decided to create 36 posts of different categories to provide the required staff in the Drugs and Food Control Organisation (DFCO), which is tasked with implementing food and safety standards in the state. Directing the authorities concerned to intensify efforts to check the food adulteration in the markets, Khan said market checking squads of the DFCO have been asked to impose heavy penalties on the persons indulging in food adulteration with directions that their licences should be cancelled without any
discrimination. Concerned over the increased adulteration in food items, the high court had earlier ordered continuous testing of milk being sold in the market and directed the authorities concerned (DFCO market checking squads) to take samples of eatables from markets and factories in all districts of the state on a weekly basis for testing and initiate action against the defaulters. Handwara villagers protest against shortage of drinking water
Handwara, June 2 The villagers said in the absence of drinking water, they were forced to fetch contaminated water for Pohru nullah for a month. “The department has failed to ensure water supply to the villages for a month. The consumption of contaminated water has led to the outbreak of water-borne diseases like cholera and gastroenteritis,” said Mohd Shafi, a resident of Hanjishot village. The protesters beat the empty pitchers and sat on the road. They did not allow any traffic movement on both sides of the road. “For a month, I have been forced to carry water in buckets from Pohru nullah through a hand cart before leaving for duty in morning. Despite repeated requests, the PHE division concerned did not bother to address our problems. We will be forced to intensify protests if the water supply is not restored,” said Mohd Arshad from Pohrupeth. The protesters belonging to villages, including Maidan Chogal, Younus Wahipora, Sakipora, Ujru, Chogal and Hanjishot, demanded that water tankers be provided to the villagers for the time being. Another protester Sara Begum said, “We are forced to collect contaminated water from a nearby nullah which has led to the outbreak of gastroenteritis. The water division should press water tankers into service till the supply is restored.” The villagers threatened to intensify protests if the PHE division concerned did not restore the water supply to the villages in next few days. “We will be forced to take to the streets in protest against the department if the supply was not restored at the earliest. The state government is making tall claims to provide basic facilities like water and healthcare at the doorsteps of people but we are dying for a drop of water,” said Mohd Amin. The protesters were pacified after some officials visited the spot and assured them that their problems would be addressed at the earliest. A senior PHE official said, “The department is working to complete the construction on a water supply scheme and supply to the villages would be ensured in next few weeks.” |

Book on Kashmir’s history released
Srinagar, June 2 ‘Flashback - Kashmir’ has been described by its reviewers as one of its kind book which covers some unwritten chapters in Kashmir’s history, particularly the role of women before 1947 and the struggle of peasants against the rule of the Maharaja. The book aims at connecting with the youth of the Valley by focusing on testimonies and accounts of the youth who were part of Kashmir’s various movements from time to time. Zaheerudin described the book as an important leap in Kashmir’s history which throws light on various events which shaped aspirations of the people. “I have tried to touch every aspect pertaining to all ethnic communities that lived in the Valley and are living currently. The important perspectives which my book will highlight are the Chattisinghpora massacre, human rights violations, political and armed resistance prior to 1987 and the famous Indira-Abdullah accord,” he said. A group of youth who read the book said ‘Flashback - Kashmir’ touches all pertinent points which lead to comprehensive understanding of Kashmir’s history and fill the voids which were found initially. The veterans expect the book to set an example for the future history and research work which will be carried out at various universities in the state. “A large part of the history we know has been distorted and this is dangerous. I hope this book rectifies such errors as one cannot afford to have distorted history,” said Dr Altaf, an academician. Hameeda Nayeem, Chairperson, J&K Civil Society, said she is expecting the book to narrate the incidents which happened over the past two years of turmoil and are yet to be recorded in the history. “I am yet to see a comprehensive work on the various events which shaped the turmoil in Kashmir since 1987. This book is expected to tell its readers about those significant developments,” Nayeem said. |

Cong to emerge largest party in next polls, says Soz

Doctors’ body demand blanket ban on private practice by GMC faculty
Srinagar, June 2 The DAK has also rejected the decision taken by the Cabinet on Friday, under which the ban on private practice by faculty in government medical and dental colleges and associated hospitals of the state has been put on hold for three months. The decision was taken as the government wants to put in place the
infrastructure for successfully running evening clinics in the government-run hospitals. “The government, instead of giving incentives to faculty in the form of non-practice allowance
(NPA) so that they stay for full time in government sector, is legalising illegal private practice inside government institutions by setting up evening clinics,” the DAK stated in a statement. Setting up paid evening clinics at government-run hospitals will add to the suffering of common people, it said, adding that people are already suffering in government hospitals in the form of delays in procedures and surgery dates. “The DAK has been demanding blanket ban on private practice by faculty members in tertiary care hospitals as it is the root cause of deterioration of standards of education in our medical colleges. Round-the-clock presence of faculty in tertiary care hospitals that ensures quality and efficient patient care,” the DAK said. The blanket ban on private practice will improve patient care, teaching and research in medical colleges of the state, it added. |

Cultural academy fails to help historians, says activist
Srinagar, June 2 “One of the reasons why we find a lot of our history written by non-natives is the non-availability of resources for the historians and non-cooperation of the state government departments, especially the cultural academy,” Shiekh Showkat, who teaches at the University of Kashmir said. He spoke on the occasion of a book release of Flash Back Kashmir at Srinagar today. He also took a dig at the Kashmir University’s criteria of only allowing “limited topics” as a matter of subject of many researches which is unlike the Universities in Delhi and south India. “Its difficult to understand why KU is being selective in terms of letting their students chose from limited topic, especially when it comes to political milieu of Kashmir. Students of other universities are actively doing research on politics and human rights situation of Kashmir. Unfortunately, our students have not been allowed to do that,” he asserted. |

Parent manhandles woman schoolteacher, case filed
Srinagar, June 2 The alleged manhandling of the school lecturer took place on Saturday and a formal compliant in the case was registered at the Kothibagh police station. “On Friday, a student of Kotibagh Higher Secondary School was reprimanded by the school lecturer for not being able to show her practical note book. Next day, her father harassed the teacher and used foul language in the school,” said the school authorities. Meanwhile, the Teachers Forum, the Lecturers Forum and the Employees Joint Action Committee have strongly condemned the incident. “Stern action should be taken against the accused and a high-level probe should be held to look into the incident,” said a spokesman for the Teachers Forum. |

Woman dies, teenager hurt in mishaps
Srinagar, June 2 The woman identified as Jana, a resident of Barwala village of central Kashmir’s Ganderbal district, was hit and injured by a vehicle at the nearby Kichpora area on May 31. The woman succumbed to her injuries at SKIMS hospital in the city here, the police spokesman said. A teenage girl was injured in Kupwara district when she was hit by a passenger bus. The 16-year-old Gulshana Akhter, a resident of Batpora village near Handwara town and a student of Government School Batpora, was hit by the bus at Chadoora market near the power grid station, the spokesman said. The girl had been shifted to a local hospital for treatment while the police had registered a case, the spokesman said. |

15-year-old girl sets
herself ablaze
Srinagar, June 2 The spokesman said the girl tried to commit suicide by setting herself ablaze at her home. The girl, who suffered burn injuries, was shifted to the SMHS hospital in the city here she is being treated, the spokesman said. There has been an alarming increase in the suicides and attempts to commit suicide in Kashmir region in the past few years. Experts are blaming
