Mandi/Kullu, June 5 Ram Lal alleged at a press conference in Mandi that Anurag turned the cricket body, which was earlier registered as a cooperative society, into a private company and nobody knew who were its trustees or members. Anurag got the land for a hotel in Dharamsala violating Section 118 only because he was Dhumal’s son. The BJP had done nothing for people for the last five years, whereas Virbhadra Singh had started the skill development allowance scheme for the unemployed youth and students got free travel facility in HRTC buses, he claimed. He said the Congress sought votes on development, whereas the BJP was rejected by the voters in the 2012 Assembly elections. On the other hand, Randhir and Rajiv said the Virbhadra government had not fulfilled its promises made to the voters during the last Assembly poll. Instead of giving unemployed allowance to the unemployed youth, the government gave skill development allowance and no new scales were released to the state employees, they claimed. They claimed that the UPA government would face a defeat in the 2014 elections. Party candidate Jai Ram Thakur was a strong candidate as he belonged to the common masses whereas the Congress candidate could not deliver when she was the MP from 2004-09. State party president Sukhvinder Singh and Congress state in charge Choudhary Birender Singh told a press conference in Kullu that they had sought a probe in the five-star hotel and cricket stadiums of the HP Cricket Association. |
CM targets Dhumal over degree colleges
Mandi/Kullu, June 5 Addressing a party campaign in the reserved Nachan constituency, Virbhadra Singh said Dhumal had opened degree colleges in Ladbharol, Rewalsar, Nieri and Nankheri keeping votes in mind. He did not allocate budget and allot buildings for the colleges, he claimed. The Congress government had opened a degree college with proper budget allocation, he added. Virbhadra Singh further said former Chief Minister PK Dhumal misused power to decimate his political adversaries by tapping
their personal phones. Even the common man was not spared. He assured the voters that the government would not spare the wrong doers as the vigilance probe was on. The Congress always believed in development. "Our main focus is development of all sections and region as the people of the state has brought the Congress back to power, rejecting the BJP’s mission repeat", he added. He said Pratibha Singh and he himself nursed the entire Mandi constituency and would continue to do so in the near future. On the other hand, BJP candidate Jai Ram Thakur addressed meetings in Banjar and Seraj and accused the Congress of discriminating against the Seraj as he had represented Seraj for the fourth time in a row. People of Seraj were with him as Pratibha Singh did not nurse all 17 Assembly segments well when she was an MP from Mandi from 2004-09, he alleged. |
Mankotia turns active after six months
Dharamsala, June 5 Talking to The Tribune here today, Mankotia said before the next parliamentary elections, he would champion the cause of ex-servicemen in the country. He is also the president of the Indian Ex-servicemen League, Himachal Pradesh. He said a state-level meeting of the league would be organised at Dharamsala next month. A meeting of the All-India Ex-servicemen League was held in New Delhi recently in which it was decided that about 60 lakh ex-servicemen in the country would lay a stress on their demand of the one-rank one-pension scheme before the next parliamentary elections. The ex-servicemen would also ask political parties to give them adequate representation in the allocation of party ticket. When asked if he was keen at contesting the parliamentary elections, Mankotia said he was not averse to the idea if given a chance. He said as the head of the league, he had written to the President of India to set up a defence establishment in Himachal. Himachal has the highest number of gallantry award winners, including four Param Vir Chakra’s and thousands of other awards of bravery. First Param Vir Chakra award winner Major Som Nath Sharma also belonged to Dharamsala, he said. Mankotia, who had carried out a tirade against Virbhadra Singh after being dropped as minister in the Congress government in 2003-07, mended fences with him, just before the Assembly elections. He joined the Congress. However, Mankotia lost the Assembly election from Shahpur to the BJP candidate Sarveen Chaudhary. With the parliamentary elections around the corner, Mankotia again seems to be playing his cards. |
Cement plants major polluters in state
Solan, June 5 The GHG emissions are measured in terms of emissions of various gases like carbon dioxide, methane and nitrous oxide. With four more projects in the pipeline, including those at Sundernagar and Al Sindi in Mandi district, at Broh-Shind in Chamba district and at Chopal an additional 7.27 million tonnes of cement would be produced once they are commissioned. According to this inventory cement plants produced 5,170.30 gigagrams of carbon dioxide, while the energy usage by industrial, commercial and institutional categories contributed 3183.27 gigagrams to the GHG. As per this report, residential use of energy was merely 911.525 gigagrams, while the agriculture
sector contributed a low 15.66 gigagrams. Various modes of transportation, including roads, railways and aviation, also contributed little to carbon dioxide with barely 655.14, 0.0012 and 0.0011 gigagrams being their respective contributions. Interestingly, various forestry related endeavours contributed a mere 2,987.38 gigagrams and this meant the gap between various commercial and industrial activities and the ability of forests to act as a sink, which could offset the negative effect of these gases that was widening. Secretary Environment SS Negi said the state had chalked out a climate change policy and it had received a loan of $ 100 (US) from the World Bank to promote inclusive green growth in September last year. The state was now binging about various changes in the existing policies so as to adapt and mitigate the effects of climate change by bringing in better policies and practices for sustainable development, empowering local communities to conserve their watersheds, promote cleaning methods of industrial production and promote environmentally sustainable policies. Apart from this, the state had also displayed its climate change policy and funds had been sought from the central government to implement this policy. |
Satellite Monitoring of Green Wealth
Shimla, June 5 The NRSC will provide technical guidance and training to the manpower deployed at the Green India Mission Lab here to take full advantage of Bhuvan, a geo-information portal of the Indian Space Research Organisation (ISRO). A Himachal portal will be launched soon under the Bhuvan platform through which all required information regarding the state could be accessed. A team of officials will go to Hyderabad shortly to finalise arrangement with the NRSC after which four technical functionaries of the GIM Lab will be sent for training. The NRSC will provide computer applications and also send its experts to provide guidance and training for making use of these softwares. Principal Chief Conservator of Forests RK Gupta said the forest wealth would be monitored in collaboration with the Forest Survey of India and the Survey of India. An inventory of the growing stock would be prepared which would provide exact data about different species on both private and government land. Such data would be useful in the case of species like khair which grows on forest land. It would also enable to assess the survival rate in new plantation and check illegal mining and felling of trees. Further, the existing water bodies would also be mapped so that appropriate strategy could be formulated to sustain and preserve them. The remote sensing data would especially be useful for selecting the sites for development of water ponds in the forest areas. A major use of the remote sensing technology would be in land use planning. The availability of authentic data and theme-based satellite imageries would enable the authorities to take prompt decisions. Another initiative would be regarding checking forest fires and effort would be to develop a fire alert system. |
HP seeks Central aid to strengthen security setup
Shimla, June 5 Speaking at a conference of Chief Ministers on internal security in New Delhi today, Health and Family Welfare Minister Kaul Singh Thakur pleaded for improving the infrastructure to provide connectivity in the border areas and sought funds for development of the snow-bound areas which remained cut-off from the rest of the world during winter. He requested the Centre to enhance financial allocations under the Border Area Development Programme and demanded subsidised helicopter services to the border districts. He also sought a broad-gauge railway line to connect Leh through Himachal to speed up the movement of men and material to Ladakh. He asked for 100 per cent funding to the state for the acquisition of high mountain gear and disaster management equipment. He demanded a battalion of the National Disaster Response Force and offered to provide land for the same.He requested the Centre to treat Himachal as an "A" category state like Jammu & Kashmir and the North-East states. He urged the Centre to reconsider the decision to withdraw the four companies of the ITBP from the border areas along with J& K as recent intelligence has called for the border to be placed on high alert. |

KANGRA: An upsurge was witnessed in the number of visitors at private nurseries for buying saplings and plants of different varieties on the occasion of World Environment Day. The theme of the day this year was "Think, Eat and Save". The aim was to discourage the wastage of food and promote the food loss campaign. Dr Anil Chauhan, Principal, DRPGMC, Tanda, said with the promotion of this theme environment lovers would persuade people to think before eating, hence contributing to saving the environment. He said as per the UN Food and Agriculture Organisation (FAO), every year around 1.3 billion tonnes of food was wasted across the world. If this food could be saved, it could serve the whole of sub-Saharan Africa, he added. Swaran Lata, Headmistress, Government High School, Nandhar, led an environmental rally at Nandhar village, and said there was an urgent need to create awareness among people about food wastage in the world. CHAMBA: World Environment Day was celebrated at the Government Senior Secondary School at outlying Sahoo village in Chamba district today. A rally of the eco-club and NSS students was held. The procession was flagged off by Chief Conservator of Forests ARM Reddy and a few saplings of deodar were planted on the school premises. Dr Lakshmisha, DFO, Churah, was present. Founder of the Chetna Kendra Rattan Chand also addressed the students. Addressing the gathering, Reddy appealed to the gathering to dispose of non-biodegradable packing material of chips, kurkure, biscuits, bread, milk, disposable glasses in a scientific manner and also protect forests from fire. The Eco-club and NSS of the school would be assigned a chunk of forests prone to fire and be asked to protect these by cleaning pine needles. They would be provided with grant-in-aid in turn, Reddy added. The NSS had also taken the responsibility of raising a plantation near the school on one hectare land and all the material and technical support would be rendered by the Forest Department. Ropar, June 5 Lakhs of Sikh pilgrims visit the shrine known for hosting the marriage ceremony of Guru Gobind Singh. It is situated in Bilaspur district of Himachal Pradesh, 12 km away from Anandpur Sahib. The proposal to set up the entry tax booth was mooted during the previous BJP government. However, it was dropped after Sikh leaders and Naina Devi constituency MLA Randheer Singh objected. Takht Keshgarh Sahib Jathedar Giani Tarlochan Singh has demanded the abolition of the entry tax on this road. SAD spokesman and Ropar MLA Daljeet Singh Cheema termed it an anti-Sikh policy of the HP government. |
Hunt on to nab US woman rape accused
Manali, June 5 In her statement to the police, the victim disclosed many details about the culprits. The 30-year-old woman was gangraped when she took a lift in a truck yesterday. According to the police, based on the details given by the victim, the officials combed the entire area between Manali and Palchan and obtained some clues. Meanwhile, another medical examination of the victim was carried out at the Community Health Centre, Manali, today. PL Thakur, Inspector General of Police, Mandi zone, said a massive search operation had been launched to nab the culprits and trace the vehicle in which the rape was committed. "We are working day and night in this case. The three accused will be behind the bars soon," he said. Kullu Superintendent of Police VK Dhawan said efforts were being made for their early arrest. "We don't want other tourists to feel insecure in Himachal. We are trying our best so that this incident will not have any impact on the tourism industry. |
Undertrial escapes, 2 cops suspended
Bilaspur, June 5 Reports said the Superintendent of Police had suspended constables Ramesh Chander and Rajender Kumar for dereliction of duty. It was not clear where and how the undertrial managed to escape. It was only yesterday that two police contables were suspended here as an undertrial had escaped from their custody at Majhasu. Kumar Bahadur, a Nepali, was being taken to Kullu court as he was caught under the NDPS Act earlier there and shifted to Bilaspur jail only a few days ago. |
Umang seeks facilities for visually impaired
Shimla, June 5 Ajai Srivastava, Chairman of the foundation, said 12 blind students admitted to the school more than a month ago had no study material as they had not been provided Braille books, audio books, audio players, Braillers and computers with talking software. There was also no special educator for such students and they could not choose music or yoga as there was no provision of study of these subjects. In a letter to Chief Secretary Sudripta Roy, he said merely declaring an "inclusive school" was meaningless when no facility had been provided to the students. Most of the students belonged to poor families and could not afford to buy computers and other educational equipment. |

Kangra June 5 Dr Kansal said he had received a call from Dr Chetaniya Koduria, an activist of PETA, from Mumbai this morning regarding the issue which he rebutted. Immediately afterwards, he received a call from Maneka Gandhi expressing concern. Dr Kansal said he told Maneka Gandhi that for the past two years after the PG classes started, there had been no killing of the animals in the college.

Shimla, June 5 As per a notification early this week by the Registrar General of the court, the work of civil and sessions division, Shimla and Kinnaur, has been assigned to Justice Surinder Singh Thakur, whereas the administrative and executive work of Kangra and Chamba division has been assigned to Justice Sanjay Karol. Justice Kuldip Singh will look after Mandi and Kullu. The charge of Una and Hamirpur has been given to Justice Rajiv Sharma. The work of Sirmaur and Solan division has been assigned to Justice VK Sharma. Justice Dharam Chand Chaudhary has been given the charge of Bilaspur district.

Solan, June 5 The fire started from the engine and soon engulfed the entire bus. A fire tender from Nalagarh was rushed to the spot to douse the flames. The bus which belonged to the Nalagarh depot suffered losses of about Rs 12 lakh. Nalagarh RMO RK Jaryal also visited the spot.

Woman commits suicide
Kangra, June 5 The police said the victim, identified as Vikrama Devi (45), was working as an anganwari worker. She had left her home this morning at 10 am for the centre, but at 12 pm she looked indisposed and was rushed to the DRPGMC, Tanda, where she died. Her husband told the police that the victim was under mental depression. The police has sent the body for post-mortem and started investigation under Section 174, CrPC.

Bilaspur, June 5 Reports said Dass had got some construction done on the second storey and was sprinkling water on it when he slipped and fell down. He was first rushed to nearby Ghumarwin Civil Hospital and then to the Regional Hospital here, but was declared brought dead by doctors.
