HC directs parties to file objections to govt’s report on traffic system
Srinagar, June 6 The ATR, which was filed in the High Court by Transport Commissioner SC Verma today, is based on a set of directions issued by the High Court on February 4, 2013, read with another order dated May 25, 2013. The court is hearing a PIL by the Kashmir Consumer Welfare Forum, an NGO, which is seeking streamlining of flawed traffic system in Srinagar city, the summer capital of the state. The PIL was listed before a division Bench comprising Chief Justice MM Kumar and Justice Hasnain Massodi. From time to time, the High Court has issued many directions. However, on February 4, the court had issued a set of directions and had asked the government respondents to file a detailed status-cum-ATR to indicate the compliance. Subsequently, these directions came in for discussion during a high-level meeting on April 4, which was chaired by J&K Chief Secretary and attended by the Transport Commissioner among others. While taking the ATR on record in its hearing today, the Bench observed that there the ATR did not tell anything about the important stretch of the Srinagar-Baramulla highway between the Qamarwari and Parimpora bypass section, which has been a constant headache for the daily commuters. The stretch under question has been waiting widening for years, as the government has not been able to take a demolition drive on this particular stretch, so as to remove the encroachments and bottlenecks. This aspect was also highlighted by amicus curiae Jawad Reshi, who said that the authorities concerned should be directed to macadamise the stretch of the square near the HMT crossing on the Parimpora-Narbal stretch of the Srinagar-Baramulla highway. The amicus also submitted that the traffic lights highlighted at Panthachowk were not working, to which the SMC lawyer replied that all the lights installed in the city were functioning normally. Besides, the Srinagar Development Authority (SDA) and Economic Reconstruction Agency (ERA) have filed separate application, seeking permission implementation the project for the construction of multi-storey mechanised car-parking at the old KMD Adda by the ERA. After hearing all the sides, the Bench directed the amicus curiae and other respondents to file objections to the ATR filed by the state government within four weeks, while posting the matter for further consideration in July. The court also directed a Jammu-based advocate Slathia to approach the Bench at Jammu, who had sought indulgence of the court in the matter related to the shifting of the Jammu bus stand, however, he was permitted to file a response to the
ATR. A long wait

Kupwara, June 6 “The hospital lacks services of a radiologist and patients are forced to visit private clinics for the USG test,” said Mohammad Ramzan, a local resident. The hospital caters to the medical needs of about two lakh people from at least 40 villages of the Lolab valley. Patients demanded that a radiologist be posted at the hospital and machine made operational round-the-clock. “I had to wait for about an hour in a long queue at Kupwara hospital to get the USG done. A doctor at Sogam hospital had advised the test,” said Mubeena Begum of Darpora, 16 Kms from Kupwara. Some other patients complained that they were denied the test at Kupwara hospital and forced to for for the same at private laboratories. “I paid Rs 500 for the test at a private diagnostic centre in Kupwara. A doctor at the Kupwara hospital denied the tes, saying that the facility was for the patients of the hospital,” said Javid Ahmad of Devar Lolab. The hospital receives about 150 to 180 patients daily in its out patient department (OPD). The locals said during emergency, their problems are compounded. The Kupwara CMO, Dr Aleem-u-din Ahmad, said a doctor would be deputed to operate the machine for one day in a week. Court rejects bail plea of minor rape accused
Srinagar, June 6 “In the present case, the accused is alleged to have raped a minor girl and going by the nature of offence and severity of the punishment, the accused does not appear to be entitled to the grant of bail. So, it will not be in the public interest to allow the accused to move freely and confront his victim day in and day out. There are sufficient grounds to presume the involvement of accused in the alleged crime, so application is liable to be rejected and is rejected accordingly,” said the CJM in the order
while rejecting the bail application. “To many feminists, rape is less a sexual offence than the act of aggression aimed at degrading and humiliating women. Going by these reasons, the accused does not seem to deserve the concession of bail,” the CJM observed in the order. Ganai was arrested by the J&K police last month on the charges of
abducting and raping a minor girl. A case was later registered on May 16 under Section 363 (abduction) and 376 of the Ranbir Penal Code in the Tarzoo police station against
the accused. In a separate case, the Sopore CJM also rejected the bail application of Khursheed Ahmed Zargar, a resident of Duroo, Sopore, accused of abducting and attempting to rape another minor girl in Sopore town. |

Crackdown on coaching centres mellows down
Srinagar, June 6 The deadline on repeated requests of the Private Coaching Centres’ Association was extended by then Director Muhammad Shafi Rather. However, with change in guard of the DSE, the registration process of the private coaching centres has stopped with several deadlines having been missed. Unregistered coaching centres have sprung up everywhere in the Valley with no regulations on the fee criteria being charged by these institutions. Secretary, School Education, Hirdesh Kumar, who has recently joined the department, said he would look into the matter of
the private coaching centre registration and said the process would be started soon. The private coaching centres were in news particularly after a boy threw acid on the face of a crèche teacher in the Baghat area of uptown Srinagar where a lot of coaching centres are located. The police and district administration had also tightened noose around these institutions for failing to provide security, quality education and infrastructure to students. Private coaching centres, after representations before the authorities, had managed extension in deadlines, but the guidelines are yet to be implemented in letter and spirit. “The fault lies with the careless attitude of the authorities. They took up the matter only for a brief period of time and private coaching centres got away with it. Srinagar, June 6 Organising chairman Dr Mohammad Shakeel said the scientific session will be held on June 12, followed by a live operative workshop from June 13-15. Cabinet Secretary assures support to state
Srinagar, June 6 On the concluding day of the consecutive marathon meetings through video conference, lasting four hours, between the central and state teams, led by the Union Cabinet Secretary and the Jammu and Kashmir Chief Secretary respectively, several pending issues pertaining to various development sectors were discussed and resolved. “While most of the issues were settled during the meetings, substantial progress was achieved in addressing some of the remaining subjects,” an official spokesman in Srinagar said. “It was decided that these issues would be discussed by the concerned Union and state secretaries in the subsequent meetings for their final resolution,” he added. The Cabinet Secretary directed various Union Secretaries to be in touch with the Administrative Secretaries in J&K government for ensuring smooth flow of committed funds to the state. “While extending gratitude to Cabinet Secretary Ajit Kumar Seth and his team for visiting Jammu and Kashmir and sorting out pending issues on fast track basis, State Chief Secretary Mohammad Iqbal Khandey expressed hope that the release of funds by the Union Government for the projects presently under implementation and in the pipeline would be expedited,” the spokesman said. |

ReTs protest, seek inclusion of five-year service
Kupwara, June 6 “Inclusion of five years in services is a genuine demand. Since five years, we are working for a meagre salary of Rs 3,000 but the authorities tend to ignore our services,” said Mohd Amin, a protester. Expressing strong resentment against the delay in the regularisation of services, they said many among them had completed ten years of service but were still awaiting regularisation. “It is a gross injustice. The regularisation of many ReTs is being delayed for unknown reasons. The government cannot ignore the fact that we are paid peanuts for our services,” said Fayaz Ahmad. They said many Education Volunteers (EVs) were converted as ReTs in 2003, while many more were engaged with the assurances that they would be regularised after five years of their services. “Despite a long service period of eight to ten years, they are still forced to make repeated rounds of offices for regularisation. We are not able to meet our family expanses on the meagre salaries paid to us,” said Zahoor Ahmad, another protester. The protesters pacified peacefully at 2 pm. |

Jammu, June 6 Batting first after winning the toss, LCC accumulated 112 runs for the loss of 7 wickets. Akash Ohri was the top scorer with 23 runs off 38 balls with three boundaries while Ritik Gupta hit 20 runs. Paras and Gagan of JCC grabbed two wickets each while Vishwjeet and Rohit took one wicket each. In reply, JCC did the needful in 19.1 overs with 6 wickets intact. (AMK), a literary organisation led by president Aziz Hajini, the Chief Minister said his government was paying due attention to the growth and development of local languages and cultures in the state. The AMK also highlighted the need to create posts of lecturers in Kashmiri language and their placing in schools having urgent need for such placements. Gujjars to go on strike ahead of PM’s visit
Jammu, June 6 President of the mahasabha Eshfaq-Ur-Rehman
Poswal, while briefing the media today, said the activists of the mahasabha would observe a symbolic 24-hour hunger strike at Rajouri to lodge their protest. He added that during the Prime Minister’s earlier visit to the state three years ago, a delegation of the mahasabha had called on him and submitted a charter of demands of Schedule Tribe communities.
Rehman alleged that even after the passage of three years, nothing had been done in this regard, adding that Gujjars and Bakkerwals of the state were continued to lead a miserable life facing neglect from the state government.

4 forest officials suspended for aiding smugglers
Srinagar, June 6 The Conservator, north Kashmir, Mian Javed, said a departmental inquiry had been ordered and it would be conducted by an officer of the rank of District Forest Officer. "We have order a probe and the guilty will be punished," said Javeed, adding that forest officials shall be dealt with sternly. "Two forest watchers and two forest protection watchers of the Boitengo block of the Kandi range of Kamraj division (near Sopore town in north Kashmir) were having connivance with smugglers and these officials had been aiding them from sunset to sunrise in thefts by means of using handcarts up to safe points," said Javed. |

Dodpathri will become an alternate to Gulmarg: Mir
Srinagar, June 6 He said this during a visit to
Dodhpathri. Mir said the government was exploring the varied tourism potential of Dodpathri fully and added that a chair lift would be constructed at the destination soon. He underlined the need for promoting new tourist attractions in the area without harming the sanctity of the destination. He said the destination had great potential of sheep farming, herbal gardening and winter sport
activities. Dodpathri means “valley of milk” in local parlance and it is believed that the area got its name after the cattle grazing there produced milk in large quantities. |
