Fund crunch
Firm deserts over-bridge project
Tribune News Service

Jalandhar, May 22
The fate of the over-bridge on the "killer" GT Road at the congested PAP intersection seems to be the same as the over-bridge at the Rama Mandi chowk, with the construction work coming to a halt for the past fortnight. The construction company to which the work was allocated by the National Highways Authority of India (NHAI) left the site after fixing the pre-constructed concrete beams on the pillars almost a fortnight ago. The cemented slabs and other materials to be used for the construction of approaches on either side of the over-bridge are lying dumped at the site.

Sources in the department said the construction company had expressed its inability to carry out the construction work with the steep hike in the prices of construction materials. Moreover, the ban imposed on the quarrying of gravel and sand has further pushed up the price of many materials manifold.

The company had laid the pre-constructed beams on the pillar at an over-bridge (under construction) at the Rama Mandi Chowk almost a year ago, but its approaches have not been built till date.

The dispute regarding the transfer of land from the Defence Ministry to the Punjab Government and the removal of high-tension power cables and electricity wires and poles along the highway (from Rama Mandi to PAP Chowk) has further delayed the project.

The concrete pillars holding huge beams at both sites have been proving to be white elephants, serving no purpose, said Surinder Mittal, a resident of the Garha Road area.

The projects being constructed have been proving to be a major bottleneck, leading to much traffic chaos on the GT road. Long queues appear on either side of these sites during peak hours, putting the motorists to a great hardship, said Sanjiv Sharma, a Model Town resident.

Moreover, the city police had to deploy additional traffic police personnel to regulate traffic at these places, hitting the regulation of the general traffic in and around the city.

Arvind Mehta and Kishan Kumar Kakkar provided Rs 1,000 each. Tilak Raj, Pardeep Chautani and Ravinder Singh provided Rs 500 each. Satnam Singh himself put in Rs 2,500.

While Rs 26,100 has been deposited to hospital funds by do-gooders, Rs 76,500 has personally been handed over to Satnam Singh by various people.

"We are thankful for the help provided by the kind people. We have Rs 62,500 with us and Rs 12,500 lying in hospital funds (donated by do-gooders) for her," he said.

"In future, Rekha needs Rs 20,000 for a single day chemotherapy sitting (about six sittings are required). She will be taken for treatment on May 24 or 25th. We will need about Rs 2 lakh for her immediate future treatment to remove the cancer (this money includes medicines and transportation costs). Other than that, about Rs 1 lakh will be needed to provide her with the prosthetic leg to help her walk," he added.

While the second phase of Rekha's treatment will begin within a few days, Satnam Singh said she had been provided a domestic help (hired for Rs 2,500) to tend to her needs and a walker to aid her. Speaking about the help from the government under the CM Punjab Cancer Relief Fund, Satnam Singh says so far that hasn't been possible because Rekha does not have an ID. But we are looking for ways to get one made soon so that more help can be provided to her.

"We are thankful for all the help. Now if we are able to make her ID, the government help of Rs 1.5 lakh will be a big support," Satnam Singh quipped.

Activist writes to commission

Taking note of a report published in The Tribune regarding Rekha - a mother of an eight-year-old girl - whose left leg was amputated due to a cancerous wound on it, a Jalandhar-based activist has written to the Punjab State Human Rights Commission, asking for the financial help to be provided to the said patient.

The application of activist Kulwant Singh Nagra, an activist of NGO CHITRA, mentions that government hospitals are not fully equipped to handle cancer patients and under compelling circumstances, even poor patients have to go to private hospitals for treatment.

"The state is duty bound to protect the lives of these citizens from such deadly diseases under Article 21 of the Constitution," the application adds.

The application finally requests the commission, "to issue necessary directions to the appropriate authority to extend financial help to the patient being in a state of penury (sic)."

The left leg of Rekha who had been working as a domestic servant and side by side tending to her eight-year-old daughter had been amputated. She has no other relatives to look after her.

No FIR lodged in forgery case
Deepkamal Kaur
Tribune News Service

Jalandhar, May 22
Even a week after the Jalandhar Civil Surgeon had raided the premises of an illegally operated clinic in Preet Nagar on the Ladowali road and found forged stamps in his name, no FIR has been registered by the police till date.

During the raid held on Wednesday last, health officials had found glaring violations and had reported the matter to the Deputy Commissioner, citing the recovery of forged stamps in the name of the Civil Surgeon, expired medicines in bulk, a sphygmomanometer, an ECG machine, apparatus such as stethoscopes and a blood sugar testing machine.

Civil Surgeon RL Bassan found that a retired government pharmacist Suresh Sharma had been running a parallel office of the Civil Surgeon from his inconspicuous location. The raiding team also found that Sharma had some tie-up with the applicants at Suwidha Centre.

DC Shruti Singh said it had come to her notice that all applicants at Suwidha Centre requiring a medical check-up were not taking the services of the doctors present at the centre itself and were instead going to Sharma for the generation of all kinds of such reports, further pointing to a bigger involvement in the matter.

Shruti Singh said she had forwarded the report received by her from the Civil Surgeon to the Commissioner Police on Friday last recommending the registration of a case. "I am not aware of its status now," she said.

SHO Nawi Baradari Vijay Kunwar Paul said he had not received any copy of the complaint so far and so no FIR had been lodged.

Commissioner Police Gaurav Yadav did not respond to the calls made to him regarding the matter.

Web portal by young author to help youth on personality types
Aparna Banerji
Tribune News Service

Jalandhar, May 22
“It is never too late to listen to your heart.” It is this mantra, which has driven this young author to reach out to confused youths, most of whom, he says, remind him of his own dilemma while choosing a stream to study in. The author, an event manager and a geek, Abhishek Kothari has started a web portal, called bitly.com, which will be sorting people in six personality types, based on the theory by acclaimed psychologist Dr John Holland.

So those who are in a fix about their future course in life, can register on his website and get to know their own personality type, based on which they can get a peek at the work choices they are most inclined towards and it will also help them determine their careers.

“A student has to register himself/herself at ‘bitly.com/careerexpert’. The registration is free of cost, and once a student is registered, a personality test will be conducted to tell the personality type/hidden talent/interest of the student. On the basis of the report, suitable career opportunities will be told to students,” he said.

Originally belonging to Dehradun, Kothari was pursuing an integrated course in B Tech and MBA at a local university when he penned his first book (three years ago) called "A Feeling Beyond Words".

Having appeared in his MBA final exams already, he witnessed a confusion regarding their upcoming study streams and/or career choices in many teenagers that he knew, which prompted him to start the site.

“I keep interacting with my sister and cousins and when I asked these youngsters, some of whom have passed class 10, plus two and graduation, what they want to do next, they all said they did not know. Seven years ago, I was facing a similar dilemma. But I thought kids had grown smarter. That’s when I thought about the web portal,” Kothari said.

On the website, youngsters will take a test which will determine their particular personality type and the team of bitly.com will then forward their particular (standardised) test results, based on their answers in the personality quiz, via email.

“We are open for both online and offline interactions. Youngsters will have to register before taking a test. Those who need a one-to-one session after that, are welcome. We shall be holding an event to facilitate the request of those who demand an offline session. There is a team of 100 to 150 friends of mine who will be working on the website,” he added.

While he spent a considerable time researching Holland’s theories and taken from various counsellors on the web, the widespread acceptance and recommendation of Holland’s theory by various psychologists led him to zero down on the psychologist’s findings for his own website.

Kothari has been shortlisted as a marketing head for one of the companies and will join his job in a couple of months, but before he goes, he plans to make a two-month foray into providing some personality insights to youngsters.

He and his team will shortly come out with a book of short stories - all of which have been contributed by university students through an on-campus programme.

The book will be called "The Gems of Life".

Under-construction building violates civic body bylaws
Car showroom starts functioning on the ground floor
Deepkamal Kaur
Tribune News Service

Jalandhar, May 22
In a yet another blatant violation of the MC bylaws which the authorities have chosen to overlook, a car showroom has come up on the ground floor of an under-construction four-storeyed building on the GT road here.

While the construction of the upper floors is going on and the basement is yet to be fully developed for parking purposes, the owner has started running his Cosmo Tata agency.

A range of various models of the Tata company have been parked, with staff there managing the front office.

As the showroom was open to visitors, the labourers were working on the third and fourth floors. Water used to set the concrete layers atop was flowing down near the entrance to the showroom.

Putting an under-construction building to use is a contravention of the clause 3.12 (ii) of the municipal corporation bylaws. The bylaws clearly state “No building shall be occupied without obtaining the completion certificate.”

As per the process, an application for permission to occupy is to be submitted to the MC through Form-D with the declaration that the building is complete in all respects and fit to be occupied. The dereliction on part of the owner and the MC authorities indicates little safety concern on their part for the visitors and staff of the showroom.

Even as the bylaws state that the assistant town planner or municipal town planner should visit the construction sites on a weekly basis, the staff, perhaps, has chosen to ignore the violation.

Tirlok Singh, senior town planner, MC, rather seemed unperturbed, “I don’t think it is any major violation. The plans are already passed and getting a completion certificate is a mere formality.”

Asked that a similar recent violation in Mumbai had led to the killing of more than 70 persons, he replied, “I think we need to be more optimistic.”

MC Commissioner Viney Bubani said he would pull up the staff and get the building checked tomorrow. “Opening a showroom in an under-construction building is a clear-cut violation and it has to be stopped,” he said.

Raghav, owner of the showroom, who has his office in the same building, said he did not want to comment.

60 ophthalmologists trained to work on new implant
Tribune News Service

Jalandhar, May 22
Over 60 ophthalmologists from the region attended a live operative session organised to train delegates for using new implant-Kamra Inlay-this afternoon. Two USA-based doctors-Dr Patick Lydon and Dr Stale Gyth-operated on two patients with the assistance of a city-based ophthalmologist Dr JS Thind and his team. The implant was fixed in the eyes of the patients suffering from presbyopia.

In the last one week, doctors have operated upon six patients for the correction of this disorder and have got overwhelming results, claimed Dr Patick Lydon.

Talking to the Tribune, Dr Lydon revealed that over 140 crore patients were suffering from presbyopia (inability to see near objects clearly) worldwide and the number was quite more than the Indian population. There are several treatments to correct presbyopia, but they have some limitations too.

With the introduction of Kamra Inlay-glasses for near vision-hunt for a solution to this problem was finally over, he said.

He said the glass was having only 3.8 mm in diameter, it is smaller than a contact lens and weight less than a grain of salt. The inlay could be implanted quickly, was reversible and its exchange was independent of age-related refractive change and, therefore, required no replacement though life of an individual.

Dr Thind informed that temporary treatment for the problem was the use of spectacles and contact lens, while exchange of nature lens with multi-focal IOL and laser treatment (pressbymax) were two permanent treatments.

The disorder develops after the age of 40 and scores of persons were suffering from the problem in the region, revealed Dr Thind.

After making the collection, they took the boxes to the MC Commissioner and asked him to receive it. They also presented one box to Joint Commissioner Anupam Kler.

The Leader of the Opposition said while on the one hand the MC office was going bankrupt, on the other,it had failed to improve its income by taking action against defaulters of various departments, including those for water supply, house tax, licence fee and building plan, fee etc.

The MC office has four lifts, all of which had gone non-operative.

After the councillors started protest two days ago, three of the four lifts have now become functional. Only one lift remains non-operative owing to some technical snag.
