Transport Dept instructions a bane for vehicle owners

DGSE tells DEOs to submit report on schools fit for merger

At the end of March, instructions from the education department, ordering the merger of about 650 schools across the state, had seen statewide protests, including fierce opposition to the move in the district.

While the issue had previously died down after the state government withdrew the move, the Director-General, School Education (DGSE), in fresh instructions issued to the DEOs, has asked them to submit reports regarding schools which should be merged in their respective districts (depending on whether they have less than 10 to 15 students or more than one school running in a radius of 1 km).

While 71 schools in the district were supposed to get merged as per instructions issued earlier, the decision to merge four of these was withdrawn after protests - merger of Government Primary Schools Sabowal (with Lohar Nangal), Buta Mandi (with Buta Pind), Bilga (boys with girls’ school) as well as Garha (boys with girls’ school) had been cancelled.

The District Education Officer (Primary) has deputed block education officers to review the conditions of the rest of the schools and submit a report regarding this by Monday.

Talking to The Tribune, District Education Officer (Primary) Kuldeep Sharma said, “As many as 71 schools in the district were supposed to be merged earlier, but the merger of four was cancelled after it was found that the merger would be detrimental to these schools. The new instructions from the DGSE, however, have given us a free hand and only schools which actually need to be merged will be considered. Any school whose merger is being opposed or which might cause inconvenience to students or villager, will not be included for the merger. We have instructed BEOs to hold talks with panchayats and schools on the issue.”

The DEO added that the DEOs were also free to include or exclude any more schools from the merger list based on their needs.

Speaking on the limitations regarding schools included in the merger list, the DEO said, “As many as 70 per cent schools on the list are those which fall under the Panchayati Raj Institutions (PRIs), so we can’t directly initiate action in these, but would need the cooperation of the BDOs.”

While the move is bound to create many surplus posts as well (as merger of Urban Local Bodies and PRI schools, insiders say, is bound to create surplus posts of teachers who can’t be accommodated elsewhere), teachers’ bodies largely view the fresh instructions with scepticism.

Many even say that the merger is just yet another way to ensure that the government might not have to recruit anymore teachers, a long-pending demand across government schools, which remains unaddressed.

Karnail Singh Sandhu of the Government Teachers Union says, “While earlier more teachers would have been needed, the merger move will create surplus posts, which would only hit education harder. On May 16, our union will be meeting the DGSE on the issue. Our main demands would be a proper review or suspension of the school merger and rationalisation policies.”

“However, if the government fails to respond this time too, we will be gheraoing the offices of the DGSE and DPI on May 23.”

The Government Teachers Union will also be discussing issues like the student-teacher ratio, promotions and seniority lists.

Most BA students get roll no; some to get it before exam today

While students of Sports College here had undergone a lot of inconvenience on Saturday due to the absence of the clerk who was supposed to issue them their roll numbers, the matter was sorted out today when a majority of the remaining students received their roll numbers.

While only about 60 to 70 BA (I) students got their roll numbers on Saturday, the rest of the students got their roll numbers on Sunday and Monday.

Even as sources said that some of the students had still been denied their roll numbers (because they were protesting), the college authorities denied such allegations.

College vice-principal Paramjit Jassal said, "The chaos was caused due to the delay in the issuance of roll numbers. A couple of pages of students' lists had probably been missed by the clerk, so the issuance of these students' roll numbers got delayed. That is why, on Saturday, the clerk had gone to personally get the roll numbers from the university."

"Only a few students have now been left and we have their roll number slips ready with us. Their roll numbers will be issued immediately before the exam tomorrow. The remaining students have all been issued their roll numbers. I was present all day at the college to ensure that today. So the problem is sorted," she added.

About 450 students of BA (I) will appear for their English examination tomorrow.

ASI suspended for threatening photojournalist with pistol

The conduct of the Punjab Police came under scanner once again, as an ASI posted at the Division Number 4 police station here allegedly threatened and aimed his revolver at a photojournalist of a vernacular daily who had reportedly gone there to cover an event.

ASI Kirpal Singh also chased photojournalist Gagan and other mediapersons with the loaded weapon in his hand as the reporters had to run helter skelter and even scale the walls of the police station to take cover. A video camera, which reportedly carried the footage of the spot, was said to have been confiscated by the police.

Taking action on his conduct, the Police Commissioner ordered his immediate suspension, sent him to Police Lines and ordered booking him under Sections 323 (punishment for voluntarity causing hurt), 336 (act of endangering life and personal safety of others), 382 (theft after preparation made for causing death, hurt or restraint in order to the committing of the theft) and 506 (punishment for criminal intimidation) of the IPC.

The reporters had reportedly gone to the police station around 2:30 pm today as they had learnt about the rounding up of a boy and a girl in connection with a matrimonial dispute from the Nakodar Chowk area.

The crime reporter of a Hindi daily Sandeep Sahi, said he, his photojournalist and two reporters of a local channel had barely asked the ASI regarding details of the story when he got infuriated, punched two blows on Gagan and even took out his revolver, aiming at his neck.

The reporters then immediately called other mediapersons, who then staged a dharna in front of the police station, demanding immediate action against the ASI.

ADCP (Headquarters) Navjot Mahal confirmed the lodging of case and suspension of the ASI. Asked about the camera, he denied reports regarding its confiscation. On holding an inquiry into the matter, he said it would be done by some official.

Over 2,000 AIDS patients at risk
 Only one medical officer at ART centre

In a blatant violation of the NACO guidelines, the ART centre at the local Civil Hospital is putting lives of thousands of AIDS patients at grievous risk with the employment of only one doctor to attend to their needs.

The ART centre has about 2,200 on-medicine patients taking treatment, but only one Medical Officer (MO) is posted there. It also has a glaring total of 6,400 patients registered to it since 2006 (when the centre was established).

The centre, one of the busiest in the state, gets about 200 patients per day, sometimes more.

The NACO guidelines say there should be at least two MOs and one Senior Medical Officer (SMO) to run an ART centre with more than 2,000 patients.

While the limit of 2000 on-medicine patients was crossed four to six months ago, appraisals about the centre sent to the PSACS did not get any response from the state body, despite the situation at the centre being sensitive.

The former SMO of the centre resigned on a month’s notice on February 16, but the civil hospital or the Punjab State AIDS Control Authority (PSACS) have not advertised for the SMO’s post so far, despite the fact that the post has been empty since March.

Meanwhile, a second Medical Officer, too, hasn’t been appointed even as interviews were conducted for the post on March 19 and 20.

The ART centre has only three counsellors in place of one and no institutional nurse (civil hospital staff nurses in various wards chip in for the post).

Medical Officer, ART centre, Dr Baldev Singh, confirmed reports saying, “We have been facing some problems, since the patients on the ART increased to 2,000. A sensitive disease, AIDS needs special care and appointment of more doctors by the PSACS will greatly ease the burden.”

Dr Bhagmal, Medical Superintendent, Civil Hospital, Jalandhar, said, “I have just joined the post of the medical superintendent and don’t know much about the issue. We will look into the matter.”

Dr KS Bawa, nodal officer, ART centre, Jalandhar, said, “We had conducted interviews last month, but there haven’t been any appointments yet. It will be done soon.”

Raj Kamal Chaudhari, state Project Director, PSACS, said, “I will check up on the issue and requisite number of doctors will be instituted.”

Notably, Jalandhar and Amritsar were the first two districts to get the ART centres in Punjab.

She's the ugly duckling who's been turned into the unbeatable fighter with months of rigorous Road-ing. Jalandhar girl Ramandeep Kaur Dhillon has become the first Jalandhar babe to make it to the grand finale of the season 10 of the hit MTV series Roadies and her story is quite a lesson for those who refuse to try, weighed down by the curse of being a small towner.

From a confused teenager to a victorious "Jatti" (as she was referred to, by her doting friends and seniors at Roadies), Dhillon has come a long way and though she was a much hated contestant, she believes it is her refusal to play it dirty that won her accolades and fans.

Born and brought up in Jalandhar, Dhillon moved to Delhi in 2011 to pursue her BTech degree and it was during her course that she ended up interviewing for the Roadies on the suggestion of a friend.

"I just wanted to audition just for the heck of it. I had never imagined I would end up being shortlisted. In fact, my interview with Raghu and Rannvijay Sir was so boring and mundane, that I kept thinking Why aren't they screaming or yelling at me?"

"I even tried to make them do that, but they wouldn't. And I thought they didn't even scream, I'm never gonna make it," she laughs.

Her failure to make it to the IIT had her feeling low and she auditioned at a time when she believed her parents hated her. From the ugly, confused, loser that she thought herself to be during the auditions, "Roadies" have transformed her into a girl who's gawked at by guys and hounded for autographs.

"I used to hate myself, I was full of negativity and thought I was a dead soul. I misunderstood my parents and thought they hated me as well, but the support they offered me during Roadies, has made me fall in love with them," she says.

Her worried parents had thought she was being fooled by a hoax call when she told them she had made it to "Roadies". Her worried parents tagged along, fighting an impulse to tell her she had been fooled and believed that it was all for real when they went to drop her at the Delhi airport.

Of the about 60,000 people who auditioned for "Roadies" across the country, Raman made it to the top 16 (eight of whom were veterans) and from these 16, she made it to the top two.

What has surprised her parents most is the fighter they saw in their little girl (who topped all through school) during "Roadies".

She did 157 crunches "on a bed of nails" in 5 minutes and won against a dude who managed 118, gulped the hottest, bitterest chillies in the world, sat on fire (Shaolin task), won 26 against 4 in a martial arts challenge, and fought away her fear of water in a final task.

DEO to follow EC directions
 This is after complaint regarding BJP’s running office from a temple

Deputy Commissioner-cum-District Election Officer (DEO) Shruti Singh will soon act in accordance with the directions of the Election Commission of India (ECI) directions regarding the complaint filed by local Congress leader Sanjay Sehgal against the BJP for running its local office from a temple premises.

Shruti Singh said she had come to know about the ECI directions from the news, published on Monday itself.

DC-cum-DEO said, “I will see the ECI directions on Tuesday when the office will reopen and definitely start following the ECI directions.”

Meanwhile, taking a strict note of acting district BJP president Subash Sood’s statement that the BJP office had been run from the same premises for several decades and no one lodged any complaint in this regard, the complainant Sanjay Sehgal questioned, “If a wrong thing had been done for decades, will it become a right?”

Sehgal further stated, “The BJP acting district president Subash Sood is also a senior advocate and he should not issue any baseless and illogical statement on the issue.”

Earlier, the ECI directed DC-cum-DEO Shruti Singh to take necessary action as per law on the basis of her inquiry report on the complaint of Congress leader Sanjay Sehgal against BJP for running its local office from a temple premises.

In the one-page letter sent to DC cum DEO on behalf of Punjab Chief Electoral Officer, state electoral officer Harpal Singh stated, “I am directed to forward herewith a copy of letter number 39/PB/2013/NS-I dated 9th May 2013 of the ECI along with enclosures for taking necessary action as per law on the basis of your enquiry in pursuance of the Commission’s attached instruction.”

The Punjab EO also forwarded a copy of the letter to complainant Sanjay Sehgal, advisory member, grievances and RTI Cell, Punjab Pradesh Congress Committee.

Earlier, in his letter sent to Punjab CEO, ECI Under Secretary Kumar Rajeev stated, “I am directed to refer to your letter regarding complaint about violation to run a political office in a religious place. In this connection, your attention is invited to the Commission’s instructions contained in its letter number 3/1/2012/SDR dated July 27, 2012 and to request you to ask the Jalandhar DEO to take the necessary action as per law.”

According to sources, following BJP leader Manit Malhotra moving a petition in the Punjab and Haryana High Court regarding the alleged unauthorised construction of shops on the local Congress Bhawan premises, Congress leader Sanjay Sehgal filed the complaint with the ECI for taking appropriate action against the BJP for running its local office from a temple premises.

In his online complaint to Chief Election Commissioner VS Sampath and Punjab CEO, Sehgal, said, "The BJP is running its district office in Jalandhar in Sheetla Mandir complex, a religious place and is in complete violation of the guidelines of the Election Commission of India."

The protesters also raised slogans against the railway department for its inaction.

Demanding free and fair probe, the URMU representative Ramesh Bhalla condemned the office-bearers of his rival Northern Railway Men’s Union (NRMU) for putting pressure on railway authorities by stopping trains for one hour in Ferozepur division on April 30 on the call of “rail roko”.

Excessive use of laptops and wearing tight jeans may cause infertility among males. This was stated by Dr Kumud Pasricha, a city gynaecologist, at a workshop on male infertility here yesterday.

Dr Kumud said, “Laptops, when kept on thighs for hours, can cause infertility among males. This is due to the heat caused by the laptop. Similarly, heat is caused when one wears tight jeans. It is one of the main reasons for infertility in male. Besides, tense lifestyle and late marriage are also among the reasons that cause the problem. All these factors can reduce sperm counts.”

Stating that male infertility was already on the rise, she advised youngsters to avoid keeping laptops on thighs and wearing tight jeans.

Stress management

In order to brief the faculty about the havoc of stress and familiarise them with the tips to keep stress at arm’s length, CT Institute of Engineering, Management and Technology organised a day-long workshop on stress management at the seminar hall of the institutions at Shahpur. Transport Dept instructions a bane for vehicle owners

Thousands of vehicle owners are facing harassment due to the recent instructions issued by the Transport Department, Punjab. They are being forced to approach district transport officers for allied works of old registered vehicles, which could not be transferred at sub-division levels.

This is so because the powers of transfer of the registration certificate of any old vehicle on the name of a new buyer, earlier given to all sub-divisional magistrates have been withdrawn. Phagwara SDM Pritpaul Singh confirmed the development and said a circular sent by Secretary, Transport, Mandeep Singh to all deputy commissioners, district transport officers, SDMs and even to the State Transport Commissioner, was received by Phagwara office on January 28, clarifying that neither any SDM could register any new non-commercial vehicle nor he or she was empowered to transfer any sold or purchased old vehicle.

He said now the SDMs were empowered only to issue driving licences of non-commercial vehicles. All SDMs had also been instructed to immediately transfer the entire records of the registered vehicles to the DTO offices concerned for the early preparation of computerised data of the record.

Though such instructions were sent on December 21 last year, the transport record of the Phagwara sub-division could only be sent to the Kapurthala DTO office on April 30, more than four months after the instructions of Secretary Transport, Punjab. Chief Parliamentary Secretary Som Parkash said he would try to solve the problem of the people and talk to Chief Minister Parkash Singh Badal.

Meanwhile after this decision of the transport department, the business of several agents involved in this malpractice has flourished, as a few people want to waste a full day and huge amount for these small works. People prefer these agents and pay up to Rs 1,500/- for the transfer of vehicle.

Poppy husk seized, kingpin of gang arrested

The Rural Police today arrested the kingpin of a gang, which was involved in large-scale trading of poppy husk.

While the police had arrested the driver and conductor of a truck ferrying 21 quintals (60 sacks) of poppy husk four days ago, the owner of the truck and a proclaimed offender (PO), Sukha Singh, alias Gurmej Singh, alias Lakha, of Mehatpur was arrested today. The accused had a godown at his make-shift house at Guru Amar Dass Nagar in the city from where the police recovered three sacks of poppy husk today.

Two sacks were also reportedly found in his Indigo car PB-08-BM-5300.

Sukha has been booked under Sections 15, 61 and 85 of the NDPS Act. He already had been declared a PO in three separate cases of the NDPS Act at Nakodar, Moga and Ferozepur.

Kartarpur DSP Jasbir Singh Rai said Sukha had five brothers, who were also into poppy husk trading and had various cases registered against them at different police stations. He said his two brothers Balbir Singh and Lakhbir Singh,also,were POs. SHO Inderjit Singh and SI Shiv Kumar, in charge of the special detective staff, said four trucks and a Scorpio, bearing number PB-04-K-9007, had also been confiscated.

On May 9, the police also seized a truck, bearing registration number PB-07-S-4341, parked at a secluded place in Naugaja village. Its driver and conductor, Gurmail Singh of Lalian village and Joginder Singh of Naugaja village, were apprehended. A case under Sections 15, 25, 61 and 85 of the NDPS Act had been registered at the Kartarpur police station. Poppy husk had been brought from Kishangarh in Rajasthan stashed under other goods meant for transportation and was to be delivered at Shankar village near Nakodar.
