Samana/Nabha, May 13 However, instead of IMFL and other expensive contraband, top favourite during the assembly elections, cheaper variants are being supplied in these elections. Opium, poppy husk and country made liquor are the best bets to attract the villagers, who are now free after the harvest season. With the three available for Rs 100 or less for an individual, the budget suits the candidate's pocket. A visit to villages in Patiala is enough to see opium and poppy husk changing hands. After a hectic morning campaign schedule, evening is the best time to supply such freebies and get "assured" support. While it is tough for the Election Commission staff to reach every nook and corner, the local police is too unable to check such lapses. "Usually no one asks for it (as passing on liquor and contraband is an open secret) and the candidates also do not directly pass it on. It is supplied through near and dear ones to persons who can mobilise support for the party", said a former MLA, who is managing the zila parishad elections in a constituency for his party. "We cannot imagine an election in rural areas without the use of drugs and liquor", he said, adding free liquor parties are hosted with oral invites by candidates. It is not difficult to identify drug addicts in villages. "During the election time, everyone gets his quota as per his liking. The only fact in consideration is the tight finances given the election standards", claimed a candidate's relative in Nabha. "Usually, it is the ruling party candidates who can afford to spend so much as they always have more chances to win", he added. Even the police records suggest that the inflow of drugs has increased with contraband worth over Rs 3 crore seized in and around Patiala during the past fortnight. Three days ago, the Shambhu police recovered two quintals of poppy husk and arrested four persons, while on May 8, 5 kg of poppy husk was seized from a tractor. "We have issued instructions to all SSPs to ensure that drugs are not allowed anywhere and those found guilty should be arrested immediately," claimed Patiala Zone IG Paramjit Singh Gill. Despite claims by the administration and the political parties, allurements for easy votes continue unabated. The only difference in this election is that Congress candidates have tight budgets and more checks to face as compared to their counterparts. Chandigarh, May 13 Bajwa expressed apprehensions of rigging in the poll. The memorandum stated party workers were being threatened to withdraw their nomination or face false cases. Sources said the Governor assured the delegation of taking up the issue with the appropriate authority. Bajwa said Congress workers would not back out from the contest. “The killing of Youth Congress leader Sukhraj Singh at Patti a few days back by Akali goons and firing on Congress MLA Rana Sodhi at Ferozepur is reflective of the reign of terror and the complete breakdown of the law and order situation in Punjab. The state police is either a mute spectator in most of the cases or is hand in glove with the accused,” the memorandum stated. Gurdaspur, May 13 During the last tenure, SAD leader Tarlok Singh Bath was the chairman of the parishad. He claimed without revenue sources, they had nothing much to do. Sewa Singh Sekhwan, area in charge and former minister, said: "The SAD-BJP combine is not taking any chances because the zila parishad is considered as local government body at the district level and whosoever controls it has the power to manage to the affairs of villages. Moreover, Akali vote bank lies in villages". Meanwhile, the apprehensions of Congress leaders that like previous elections, their papers might be rejected on flimsy and trivial grounds have "come true". In the Fatehgarh Churian assembly segment, represented by Congress legislator Tripit Rajinder Singh Bajwa, the party has withdrawn from all the 30 panchayat samiti and four zila parishad seats. There were reports of nomination papers being wrongfully rejected at other places too, but an inquiry by Deputy Commissioner Abhinav Trikha rejected the charges. Dera Baba Nanak MLA Sukhjinder Randhawa and Batala legislator Ashwani Sekhri, both of the Congress, alleged officials were under pressure from senior SAD leaders. The Deputy Commissioner said: "My officials have verified every complaint made by the Congress. All rejected nominations will stand legal scrutiny. I cannot allow any violation of the rules. No SAD-BJP leader has pressured any of my officials". Despite the fact that the campaigning has been a low key affair, the BJP is not leaving anything to chance. The party has deputed Swaran Salaria to campaign in the district. Former Union Minister Vinod Khanna is also campaigning for the party candidates. "After getting the mutations done, we gave the shops on rent. But, the proceeds were not enough to pay salaries to teachers of primary schools falling under our jurisdiction. Services of 38 absentee teachers terminated
Chandigarh, May 13 Sources said more than 500 teachers were in line to be fired from their job on the same account very soon. The issue of long absence from duty by a "disturbingly high" number of teachers, without any official reasons, had come up for review more than six months back. The education department initiated action following the directions of Education Minister Sikander Singh Maluka. The recruitment of teachers will start from the first week of June. No recruitment was possible till these erring teachers were removed from the department registers. A sizable number of schools, particularly in the remote rural belts, have suffered for many years as no replacements for teachers were provided. The order read that 38 teachers had been issued a notice on April 4 giving them a 30-day deadline to explain their absence from duty without any information to the department. As none of the teachers responded, the department terminated their services. These teachers were posted in Barnala, Bathinda, Ferozepur, Gurdaspur, Hoshiarpur, Moga, Jalandhar, Muktsar, Tarn Taran and Pathankot districts. One of the teachers on the list had not returned on her duty since October 2005. Sources said out of these 38 teachers, 20 were either science or mathematics teachers. A majority of them were posted in rural schools, where not even temporary replacements are available easily. They said certain subjects in these schools were being managed without any classroom teaching. Science subjects in a large number of senior secondary schools are already witnessing a shortage of teachers. In one school in Tajpura in Ropar district, for example, there is only one biology teacher for the entire science group. In the school at Dalla, 15 students took admissions but the there are no physics or chemistry teachers. |

7 Sarna men decide to form new group
New Delhi, May 13 They made the announcement in the presence of Delhi Sikh Gurdwara Management Committee (DSGMC) chief Manjit Singh (GK), general secretary Manjinder Singh Sirsa and vice-president Tanwant Singh at the DSGMC office today. Jitender Singh Sahni, who represents the Lajpat Nagar ward, led the members. He said the members held a meeting with Sarna a few days back, asking him to issue a statement that he stood by all Akal Takht edicts. But the latter refused to do so and insisted on following the 2003 Nanakshahi calendar. Sahni was accompanied by Prabhjit Singh Jiti (Paharganj), Amarjit Singh Pinki (Chandni Chowk), Tejinderpal Singh Goppa (Subhash Nagar), Dalbir Singh (Vivek Vihar), Bhupinder Singh Sabharwal and Harpal Singh Kochar (Rajouri Garden). As the DSGMC president was presenting a “siropa” to each one of them, Prabhjit Singh, Tejinderpal Singh Goppa and Harpal Singh left the room. Sarna had eight members in the gurdwara committee. The eighth member, Kuldeep Singh (Karol Bagh), said he was still with Sarna. Sarna claimed that except for Sahni, the rest were with him. "They met the DSGMC president for funds for undertaking works in their wards. They complained that since the new gurdwara committee was formed, no funds have been sanctioned to the opposition members," Sarna claimed. He warned the SAD-ruled DSGMC not to play petty politics. |

Faridkot, May 13 In the Golewala seat, the presence of Congress candidate Sukhdev Singh Brar is inconsequential as he is supporting SAD candidate Labh Singh. But BJP's Bohar Singh is making the going tough for the Akali candidate. in the Arianwala seat, BJP's Ram Singh has upset the SAD applecart. The nomination papers of the BJP nominee for the Ghugiana seat were cancelled during scrutiny. District BJP chief Parveen Gupta said the party would prove that it had as much a support base in rural areas as in the cities. Senior BJP leaders, including DP Chandan, is camping in Faridkot, campaigning for the party candidates. The BJP has fielded its candidates in three seats of the Kotkapura block. For the Romana Ajit Singh seat, BJP's Kaur Singh has been elected unopposed. Kuldeep Kaur is the party candididate for the Jeonwala seat. "In the Kotkapura block, the Akali rank and file is lending us full support unlike Faridkot," claimed Gupta. Interestingly, in Golewala, Sukhdev Brar of the Congress had agreed to withdraw his nomination papers in favour of SAD candidate Labh Singh as the latter faced a tough competition from the BJP candidate. But realising that this would benefit the BJP, the Congress and Akalis rescinded the decision. Bathinda: The ruling SAD-BJP coalition is faced with the problem of candidates of the two parties pitted against each other in certain zones in the SAD stronghold Malwa region. State BJP president Kamal Sharma admitted there was a problem in reaching an understanding with the SAD for several seats in Muktsar district. However, there are reports of candidates of both the parties locked in contest in Fazilka, Faridkot and Ferozepur districts. Police forms search teams; fingerprint experts called

Kapurthala Senior Superintendent of Police (SSP) Inderbir Singh said police teams had been constituted to nab the attackers. Raids were being conducted on possible hideouts. Fingerprint experts and the dog squad had been pressed into service. Inderbir Singh said an alert had been sounded in the neighbouring districts. "Besides circumstantial evidence, we have gathered clues from the crime scene and hope to arrest the assailants soon," he said. It seemed the crime was the handiwork of a professional gang of robbers, the SSP said. Sources said the police was working on various theories. "We are minutely studying the modus operandi of the attackers.The Pardi gang, which mainly operates in Madhya Pradesh, could be behind the attack," said a senior police official. It is learnt that the police is ascertaining if the Bangla gang was behind the incident.The police said prior to the attack at Mothanwala, four migrants labourers were deprived of cash in Chak Kotla village of Sultanpur Lodhi.

Dhamana (Ropar), May 13 Interacting with the media, he said he would move the higher courts against the Ambala court's decision and that he had full faith in the judicial system. "I have equal respect for all religions and will come out clean in the end," he claimed. “Me, my son and others have had to pay the price for the misdeeds of some mischievous persons,” he said. He said his son Satnam Singh, who had been acquitted by the court, was in Class IX when he was arrested. "His future was destroyed. He was a promising student," claimed the Baba. Tarn Taran, May 13 The protesters demanded immediate removal of Deputy Inspector-General (Border range) Paramraj Singh Umranangal for issuing a statement that key suspect Sarwan Singh was not present at the crime scene. Addressing the protesters, Chaudhary said: " By eliminating strong Congress contestants in the Panchayat Samiti and Zila Parishad elections, the Badals are killing these democratic institutions." He warned that if Umranangal was not transferred forthwith, the Youth Congress would move the Punjab and Haryana High Court. Martyrdom of Banda Bahadur
Fatehgarh Sahib, May 13 Shiromani Gurdwara Prabandhak Committee (SGPC) president Avtar Singh Makkar said today a procession would start from Nanded Sahib in Maharashtra and culminate here after passing through the towns, which the Sikh General had conquered after fighting the Mughal rulers. Makkar said no kar sewa would be held during the renovation of Jahaji Haveli of Dewan Todar Mal. Makkar said the SGPC had hired the services of an architect for the restoration of the historic building, the construction of the boundary wall and the landscaping of the area around Jahaji Haveli. SGPC chief said the construction work of the Baba Banda Singh Bahadur museum was on. Executive Engineer Manpreet Singh, Parmjit Singh and other members of the SGPC were among those present in the meeting. Banda Bahadur was sent by Guru Gobind Singh to Punjab to punish the cruel rulers of the time. Soon, Sikh forces, under the leadership of Banda Bahadur, killed many tyrants, including Nazab Wazir Khan, who was responsible for mercilessly killing the two younger sons of Guru Gobind Singh. |

PRTC to modernise all 10 depots
Patiala, May 13 The total cost of the project is about Rs 32 crore and CRTA will bear half of the expenses. A team of the Central Institute of Road Transport (CIRT), Pune, visited Punjab in February to overlook the functioning of PRTC. After examining the working of all the depots in Punjab, the CIRT team submitted their report to the Ministry of Surface Transport so that the ministry could provide PRTC funds to modernise itself. PRTC Managing Director DPS Kharbanda said the depots would be computerised, which would streamline the working of the organisation, including paying salaries, pensions and gratuity. “The Global Positioning System (GPS) that will be installed in all our buses will help us monitor the routes of the buses. We will know the exact position of a bus and the number of trips it has made on the click of a mouse. This will help us in curtailing our expenditure by 15 to 20 per cent. Since the revenue is fixed, cutting on our expenses will help in improving the finances of the organisation,” said Kharbanda. The implementing authority - CIRT will begin the work in June. |

MoU for medical concessions to NRIs
Ludhiana, May 13 "Private hospitals are being approached by the state health department for signing a memorandum of understanding (MoU) with the state government. Once a hospital signs the MoU, it would be impanelled to provide subsidised treatment to NRIs. The hospitals have been asked to provide 10 to 15 per cent concession to NRIs for any kind of treatment. NRIs will be issued a privilege card for availing the facility," said a source. Health treatments are very costly in foreign countries and the waiting list of patients is too long. Therefore, a majority of the NRIs prefer to get their treatment in India. The Medical Superintendent, Christian Medical College and Hospital, Ludhiana, said, "I got verbal instructions about this from a health officer today. We have been instructed to sign an MoU for giving 10 per cent discount to NRI patients." A senior doctor of another private hospital said, "It is ironical that NRIs, who can easily afford any treatment, will be given discounts. Instead, extra money should be shelled out from them and discounts should be given to poor and needy patients." Ropar science groups to be disbanded
Ropar, May 13 The buildings constructed at a cost of several crore rupees for these groups will now become useless. The funds for the development of the infrastructure were provided by NABARD. Ever since these groups were formed in 2010-11, the state government has failed to fill the posts of science teachers in these schools. Of the 48 posts in physics, chemistry and biology lying vacant in 21 such schools in Ropar district, 15 have been lying vacant since the beginning. The district education authorities have now recommended the closure of a science group at Tajpura, said sources. At Tajpura village school, since just one teacher of biology was posted for the science group, only one student enrolled. At Nupur Bedi, 60 students of classes XI and XII were enrolled in the science group but no physics teacher was posted. No physics and chemistry teachers were posted at Dalla village school near Chamkaur Sahib where 15 students had enrolled in the science group. Ropar Government Teachers Union general secretary Dharminder Bhangoo said the government should post teachers in these schools otherwise these students would rush to other areas to study science. Ropar District Education Officer refused to comment on the issue. Improving teacher-student ratio an uphill task
Patiala, May 13 The teacher-student ratio in rural schools did not change even after the rationalisation drive carried out last year. The number of students in government schools is increasing each year and many of the teachers are serving on demand posts in the cities thereby adding to the woes of rural schools. There are more than 400 vacant posts of master cadre teachers and 50 of lecturers in Patiala district alone and most of these vacancies are in the rural belt of Samana and Patran. Punjab Education Minister Sikander Singh Maluka said in this drive, 2,000 to 2,500 teachers would be transferred. He said there were over 10,000 vacant posts of teachers throughout the state. Maluka said though the department had recruited 5,100 teachers, the court had put a stay on the recruitment, delaying the process by over a month.

School students forced to attend classes in open
Fatehgarh Sahib, May 13 Sources said teachers had to take five classes in the verandah due to paucity of rooms in the school complex. They said the main reason for this was shifting primary school students to this school. The sources said the District Institute of Education and Training (DIET) was being run from the primary school now. Moreover, the district administration have booked two rooms in the school for Zila Parishad and Block Samiliti elections to be held on May 19, leaving little room for students. Notably, the District Institute of Education and Training is being run from the primary school as the contractor is yet to receive the final payment for the DIET building, the construction of which was over about two years ago. School principal Harnek Singh said he had brought the matter to the notice of the higher authorities. He said about 750 students were enrolled in the school and 135 students of the primary school had been shifted to the school. Recently, Chief Minister Parkash Singh Badal had issued a grant of Rs 2.50 lakh to the school but the principal said it was not possible to construct more rooms in the school complex with this amount. District Education Officer Harvel Singh said the school had sufficient rooms and the school authorities had never asked for construction of additional rooms. He said he had asked the principal to submit a written reply on why the classes were held in the open. |

Chandigarh, May 13 The deadline by the Division Bench of Justice Surya Kant and Justice Naresh Kumar Sanghi came on a petition by Harkiran Singh. Belonging to the reserved category, Harkiran scored 44.44 per cent marks after appearing in the main competitive examination for the PCS (Executive). He failed to secure the minimum qualifying marks of 45 per cent and moved the High Court, questioning the vires of Rules 7 and 8 of the Punjab Civil Services (Executive) Third Amendment Rules, 2008. As per the rules, identical “qualifying marks” have been prescribed for the general category and SC candidates. During the course of hearing, the petitioner referred to the Supreme Court judgement in the Ram Bhagat versus State of Haryana case on “the differentiation of standards for general category candidates vis-à-vis reserved category candidates in competitive examinations”. Taking up the matter, the Bench asserted: “We are of the considered view that the statutory rules can be struck down by a writ court essentially on two counts, when such a rule has been enacted by the authority incompetent to frame those rules or if it violates any Constitutional or legal rights. “The prescription of minimum qualifying marks is a matter of policy and the exercise to determine such qualifying marks predominantly falls within the domain of the authority making the rules. Be that as it may, if the existing rules are causing any hardship to the reserved category candidates or by virtue thereof, if sufficient number of candidates of reserved category are not likely to qualify the examination which would indirectly defeat the very purpose of reservation, the competent authority can consider the desirability to carry out necessary changes/relaxation in the rules, if so required. “Without expressing any views on merit, we dispose of this writ petition with a direction to the respondents to treat this writ petition as a representation on behalf of the petitioner and other similarly placed candidates and take an appropriate decision in accordance with law. |
