Jalandhar, May 21 This despite the fact that the case was handed over to a special investigation team (SIT) and the two main accused, Rohit Kumar, alias Sandy, and Sandeep Kumar, were made to undergo the lie detector (polygraphy) test at the Central Forensic Science Laboratory of the CBI in New Delhi. The test had, however, yielded a negative report. The deceased's mother, Manjit Kaur, had initially levelled allegations against a deceased's friend and her family based at Nahlan village at whose place she had gone on November 10, 2009. But later, it were five youths of the locality who were booked in the case, including Pankaj Singh, Rohit Kumar, alias Sandy, Ramesh Kumar, Sandeep Kumar and Jagdish Kumar, under Sections 302 and 376 of the IPC. Currently, evidences are being taken in the the case, titled State vs Pankaj and others, in the court of Harpreet Kaur Randhawa, Additional Sessions Judge. One of the eyewitnesses Bal Kishan brought by the police today deposed before the court, saying he had inadvertently given the statement earlier on July 20, 2012. Bal Kishan’s evidence assumed significance, as he had earlier said that he had been seen three boys in a white car and two on a bike coming near a vacant plot at Green Park Colony in Basti Danishmandan in the night and taking out a girl from the car in an unconscious state and committing the entire crime. He had also given the registration numbers of the white car and a Splendor bike used by the accused, which were recovered later as part of the evidence. Other private witnesses, including mother, maternal uncle Ajit Singh, Sumit, Som Nath, Manjit Singh and Munish Bari, have also not endorsed their previous statements made before the police in their examination held from April 9, 2013, till today. The deceased's mother, who worked as class IV employee at Kidney Hospital here, had alleged that her daughter Sunaina, who was a class IX student of Government Girls School Basti Sheikh, had said that her daughter had gone to her friend’s place on November 10, 2009, but did not return. She and her brother Ajit Singh had then got a complaint registered the next day at Division Number 5 Police Station. Within hours, the police informed them of having found an unidentified, semi-burnt, mauled body which they recognised as that of Sunaina from her necklace, a wrist band, burnt hair and black sandles. It was on November 29, 2011, that the police rounded up the son of a sweetmaker, Rohit Kumar of Danishmandan, in the case. The police used his phone number to nail the other accused. The police had been sleeping on the matter till the Punjab and Haryana High Court summoned the Punjab DGP on the case. A SIT was formed under ADCP (Crime) with seven other members, including ACP (West) RPS Sandhu, the then ACP (Crime) Rajinder Singh Cheema, SHO Division Number 5 Rajinder Kumar, in charge CIA staff Kewal Krishan, incharge CIA rural Angrez Singh, incharge patwari staff Satwinder Singh and SHO Dakha (in Ludhiana) Prem Singh. The police had then produced nine witnesses in the case. The police then even managed to arrest Pankaj, who had long been evading action against him. The police had alerted passport offices and airports to ensure that he did not leave the country, but he had, on July 8, 2012, himself surrendered before the police and then even reportedly confessed to committing the crime. |
Councillors ‘beg for money’ to pay commission to clerk
Kapurthala, May 21 Association president Pradeep Kumar told The Tribune that the 20 odd contractors were to get lakhs of rupees from the MC for various works executed in the past, but MC clerk Manoj Ratti demanded a 30 per cent commission in advance for getting the cheques of payment in the name of EO SK Aggarwal, president advocate Paramjit Singh Pamma and halqa Akali jatehdar Sarabjit Singh Makkar. As we did not have any money to pay the 30 per cent commission in advance, we were left with no option but to beg for money for paying the commission to the clerk for getting cheques of our payment. They begged for money in various areas of Kapurthala for three days from May 17 to 19, he added. Meanwhile, Congress MLA from Kapurthala Rana Gurjit Singh, accompanied by Congress councillors, stated that the unique protest by the contractors established that there was rampant corruption in the Kapurthala MC. Alleging that the commission for the contractors was recently hiked from 25 per cent to 30 per cent for paying the hiked 5 per cent commission to halqa Akali jathedar Sarabjit Singh Makkar, Rana said he had submitted a complaint to SSP Inderbir Singh for lodging an FIR under relevant Sections of the Prevention of Corruption Act. Rana also stated that the Vigilance Bureau should take a suo motu action in this regard and probe the corruption charges in a serious manner to unearth the ongoing scam in the MC. ‘If proved true, I will resign’
Terming the allegations of getting 5 per cent commission from contractors, Kapurthala halqa Akali jathedar and district development committee chairman Sarabjit Singh Makkar said that Rana had levelled these allegations just to divert the attention of Kapurthala residents from the landslide victory of Akali Dal in Punjab, in general, and Kapurthala, in particular. If allegations levelled against me are proved to be true, I will resign from my post otherwise Rana should resign from the membership of the legislative assembly. As far as demanding money by the MC clerk is concerned, those allegations will be checked and if found true, stern action will be taken against him, said SS Makkar, Kapurthala halqa Akali jathedar. |
Consumer forum penalises company managing director
Jalandhar, May 21 Deepak Kanojia, MD of Deep Speedex Express Private Limited, Defence Colony here, appeared before the forum over an execution application filed by Surjit Singh, a Hoshiarpur-based complainant, in whose favour the case had been decided on February 3, 2012. In the orders, the president of the forum had passed orders directing the courier company owner to pay Rs 56,560 to the complainant, failing which he woud be liable to pay interest at the rate of 9 per cent per annum from the date of the order. The complainant was also granted Rs 2,000 in lumpsum on account of litigation expenses and compensation. Kanojia had been evading notices of the forum since April 12, 2012, ever since the complainant had moved an application for the compliance of the orders. A consecutive notice was issued on May 9, 2012, but it came with the reply that the judicial debtor was out of station. After this, the forum issued non-bailable warrants against him on June 21, 2012, through the Commissioner of Police at his residence at Topkhana Bazaar in Jalandhar Cantonment which, too, was not received. The forum again on July 12, 2012, dispatched non-bailable warrants. On July 30 last year, the forum had decided, “Let there be dasti summon through non-bailable warrant.” But this, too, was not collected despite repeated attempts on August 17, September 11, October 26, November 6, February 3 and finally April 30. He was then finally produced on May 10 when he agreed to furnish a personal bond of Rs 20,000, with half payment on that day. The case was adjourned to May 28 for the service of notice of substance of accusation. Case profile
On June 11, 2010, the complainant had moved the forum saying that he had got some readymade garments sent through the Hoshiarpur branch of the company (now shut) on June 13, 2008 for delivery to his relative, Gurmail Singh Paul in the US. “The parcel booked contained five suits, two turbans, one shawl and three kurta pyjamas valuing Rs 56,560,” he said. The company had agreed to charge Rs 2,450 from the complainant for the delivery of the parcel to his relative. A sum of Rs 1,500 was paid and it was settled between the two that the remaining amount would be paid after the confirmation of the delivery. “On inquiry, it transpired that the said parcel was not received in the US. The company staff kept on postponing the matter on one pretext or the other”, the complainant said asking the company to make payment of Rs 56,560 on account of cost of parcel and Rs 1500 for service charges availed but
to no avail. Upon notice, the opposite party appeared and filed a written reply. “It is correct that parcel of the complainant was booked by an employee of the company at Hoshiarpur. The receipt dated June 13, 2008 issued does not bear the signature of the complainant as his signature on the affidavit does not tally with the signature on the receipt”, he said. He had denied the value of the booked articles as Rs 56,560, but his arguments were not accepted by the forum with case going in favour of the complainant. |

Jalandhar, May 21 Prof Lakhbir Singh, president, PAHAL, said more than 80 per cent lives of the accident victims could be saved due to availability of blood on the spot. There is lack of awareness that is why large number of people do not opt voluntary blood donation, till date we are able to motivate only about 20 per cent donors voluntarily as per our requirement for
thalassemia, accidents, surgeries etc. Government bodies at the state and national level need to be serious about voluntary blood donation for rule and regulations as per the
NACO. Professional blood donation is a serious crime. This is also a fact that a large number of young boys and girls are not eligible to donate blood due to poor health standard. Unfortunately, more than 50 per cent of our girls and 30 per cent of boys are anaemic with low haemoglobin in normal conditions; no doubt it is an alarming regarding our health status. Speaking on the occasion, Dr Navneet Kaur said voluntary blood donors were the cornerstone of a safe and adequate supply of blood and blood products. Heatwave takes its toll on city residents
Jalandhar, May 21 Though the scorching heat has hit the normal life hard, the government has not given a thought to close educational institutions, especially primary schools, taking into consideration the health of students. Meanwhile, many parents have adopted various methods to help their kids beat the scorching heat. Sushma Devi, a Gurunanakpura resident, says she has been sending water-bottle filled with juice, jal jeera and other drinks in her son’s school bag. Various rehris selling cane juice, lemon water and sweet water have sprung up on streets and roadsides, providing drinks to the needy. A large number of ice slabs have come up at various places with the temperature rising by the day. Fakir Singh, who sells ice in Kishanpura locality, claims to have been selling 20 to 25 ice slabs daily. Being a hub of NRIs , the city has limited swimming pools for the general public to beat the heat, claimed Vijay Kumar, adding that the government should construct more pools for children, and adults separately. Tej Prakash Singh, an electronics goods dealer, said the sale of his products like ACs and fans had gone up in the past one week. |
Workers’ union holds protest, seeks fulfilment of demands
Jalandhar, May 21 Beating the heat, scores of union members from Jalandhar, Garhshankar, Nawanshahr, Phillaur, Goraya, Phillaur, Shahkoy Nakodar and Kapurthala assembled at the venue and lodged a strong protest to press their pending demands. Union leaders, including Amrik Singh Sekhon, Pushpinder Singh Virdi, Gurbachan Singh,
Balbir Singh and some others, addressed the gathering. The members have been demanding regularisation of par-time and daily wage employees, release of their salaries, recruitment of employees against vacancies. Besides, they also raised some others demands that were not fulfilled by the government as yet. The union has
also warned to intensify their agitation if their demands were not fulfilled shortly. |
Congress dharna on for repairing faulty MC lifts
Jalandhar, May 21 Meanwhile, the Congress, on Tuesday, staged a dharna outside the MC office for the second consecutive day. Majority of the Congress councillors accompanied by the leader of opposition in the MC house, Jagdish Raj Raja, took part in the dharna to put pressure on the MC officials to get the lifts repaired without any further delay. |
