No check on illegal structures in Doon
Dehradun, May 8 Meanwhile, officials are busy in making a master plan for the area so that they could plan the development of housing and commercial establishment in the SADA area in future. Meanwhile, illegal structures have been raised all over the area and no one is going to dismantle them. Moreover, after 12 years, the master plan is yet to be finalised. Chander Singh Dharamsatu, Secretary, SADA, admitted that the illegal plotting was taking place on the SADA area. He said it was difficult to monitor such construction activities on the vast area. The SADA is already facing the shortage of staff. He said, they would make people understand the consequences of building or buying such illegal structures. However, there are few takers for his advice as builders know that the illegal structures would not be dismantled and be declared legal sooner or later. They are making most of the opportunity. The illegal structures can be spotted in Vikasnagar, Sahaspur, Laltappar, Selaqui, Ranipokhri, Doiwala. Lalatappar, Selaqui and Ranipokhri. As the city is already choked with the construction activities, it is the peripheral area, which can give space for further development and construction of government, semi-government and private structures. However, the peripheral area is being flooded with illegal constructions. The nexus of bureaucrats, politicians and industrialists is also working in tandem to change the land use at many places. Agriculture land has been destroyed to achieve their ulterior motives. Under the Doon Valley Notification of 1989, the draft of the master plan will be prepared first and then will be sent for approval to the Ministry of Environment and Forests. Only then, it can be enforced. But, in absence of a master plan, the notification, too, has been violated. In the past 12 years, the master plan could not be prepared but the change in land use has taken place. In 2006, the Congress made the master plan public. The BJP made changes in it. In 2010, again an exercise was carried out for making changes in the master plan and more than 250 shortcomings were found in it. In 2011, the amended master plan was issued. A lot of hue and cry was raised over it. The hearing for objections was started again. By July 2012, around 700 objections were registered. Despite the hearing, the master plan still in the drafting stage. Dharamsatu said the work on the master plan was in progressing rapidly. |

Dehradun, May 8 Mehra was speaking to mediapersons from Doon Hospital where she had been fasting for the past two days. Police protection has also being given to her as she is apprehending threats from Dobhal. In the earlier inquiry, which has been sent by police to the state government, it was found that the officer had exchanged messages with the girl but nothing was found to substantiate that he physically exploited her. As exchanging such messages with any one violates the service ethics, problems can certainly increase for him in the future. The higher-ups, including Director General of Police, are unhappy with Dobhal’s conduct in the matter. It was also surprising that Mehra who till yesterday was against holding any more inquiry into the matter and had repeatedly said that she had lost faith in the police, today she seemed happy with another inquiry. This inquiry will be carried by CBCID, another wing of the Police Department. She termed it as victory of justice for her. Since the inquiry is being conducted against a police official, she was given security while leaving city for Haldwani. She would also be given security till the matter is resolved. Two days ago she had created a ruckus outside the police headquarters insisting arrest of the officer. She was adamant on meeting the DGP. She turned down all the persuasive efforts by the police officials. She had sat on fast. At night when her condition started deteriorating, she was taken to Doon Hospital. In the day she was taken to Nari Niketan. However, she continued her fast. Seeing her life at risk, she was admitted in Doon Hospital yesterday. The case A Haldwani girl had accused SP, City, Haldwani, Parmender Dobhal, of sexual exploitation. She had been fasting at Doon Hospital for the past two days. Police protection has been given to her as she is apprehending threats from Dobhal. |
Workshop on challenges facing Ganga begins at Rishikesh
Dehradun, May 8 The workshop is a collective initiative of voluntary and charitable organisaitons, Ganga Action Parivar, Parmarth Niketan, Sarva Dharma Sansad ,Green Pilgrimage Network, Clean Ganga Initiative and World Conscious Pact. Inaugurating the workshop Swami Chidanand Saraswati, founder of Ganga Action Parivar and president of Parmarth Niketan, said the nation today faced a crucial human and ecological crisis with ''our over-exploited and over-polluted sacred river Ganga.'' He disclosed that Ganga Action Parivar and Parmarth Niketan had earlier this year spent nearly two months in the Kumbha Mela (Allahabad) raising awareness amongst the masses about thinking and acting in a way that is in line with a cleaner and greener future. "The Kumbh Mela festival, attracting the largest gathering of the world, cannot become a green camp overnight but at least year by year we can implement more and more such green initiatives," Swami Chidanand Saraswati pointed out. Taking part in the deliberations, Vinod Tareji, Coordinator of Ganga River Basin Ecological Management Plan (GRBEMP), executed by the consortium of seven IITs and an esteemed professor from IIT, Kanpur, said the nation today needed a paradigm shift where sewage and toilet waste is no more considered useless but converted into a resource that can ''help us meet our much needed energy demands, thus converting nation's greatest challenge into its greatest strength.'' Former Chairman, Control Pollution Control Board (CPCB) Paritosh Tyagi, described rivers as living entities. He said rivers have their own rights to flow freely and unpolluted. RP Sharma, former Joint Secretary of the Rajiv Gandhi Mission and Chief Executive Officer of Mokshda, stressed on collective efforts. "The states and various stakeholders sharing the river bodies have to come together to address these challenges as the Centre can only be successful if each one owns up and takes their social responsibility to address a challenge which will soon threaten our very existence,'' he said. Former Ms India Earth Niharika Singh, an ardent supporter of the preserve Ganga movement, also participated in the workshop and pledged her commitment to the cause. She said sacred rivers like Ganga are the very lifeblood of mother earth, without which the planet would be like a body without blood or like lungs without fresh oxygen. The two-day workshop brings together some of the most eminent and dedicated experts, scientists and professionals to address critical issues faced in the waste-water solid waste, agriculture, energy and ecological management of the Ganga River Basin (GRB). |
Commissioner issues directions for safe journey of pilgrims

Dehradun, May 8 At Sakhnidhar landslide zone, Commissioner Subardhan directed for the removal of debris and a construction of a check wall to prevent landslide. The Commissioner categorically directed that dynamite should not be used to explode heavy rocks under any circumstances in the landslide-prone areas. At Sirobgarh on the Rishikesh-Kirtinagar road, the Commissioner asked the BRO to ensure 24-hour availability of JCB machine so that no inconvenience was faced by pilgrims because of a sudden landslide. On the Srinagar-Rudraprayag road, the Commissioner asked Dr Neeraj Khairwal, District Magistrate, Rudraprayag, to ensure that all repair works were completed in time. Border Roads Organisation Brig KK Rajdan assured all cooperation with the state and ensured smooth and safe journey for pilgrims. A large number of pilgrims come from all over the country to Uttarakhand for the yatra. |

Dehradun, May 8 Today BJP councillors laid siege around Mukhya Nagar Adhikari (MNA) office, demanding that no new cabin structure would be created in the councillors' room. MNA, besieged from all sides in this matter, said that he would accept the decision which will be taken by all the councillors jointly. BJP councillor Amita Singh said:''No new cabin will be constructed in the councillors room. There are 60 councillors in the DMC who do not have ample space to sit. One room should be allotted only for councillors.'' She said this one room was not cut out for Congress councillors only, as there are councillors from Bahujan Samaj Party as well as Independents along with BJP. Kamli Bhatt said if the Congress councillors wanted one separate place for the Leader of Opposition, they can be given a room somewhere in the complex. Senior Congress councillor Vijender Pal Singh, however, has welcomed the suggestion of a separate place for Leader of Opposition. He said they were happy if they were allotted a separate room for the Leader of Opposition.MNA Ashok Kumar said he did not want to take the side of any party but wanted amicable solution of this problem. He said the councillors could decide among themselves what they wanted. He would do likewise. When Congress councillors yesterday mounted pressure on him for the construction of a cabin, he assured them that a new cabin would be constructed at the same place. On the first day in the DMC board, Congress councillors had held a protest over finding the cabin of Leader of Opposition dismantled. They had threatened to resign and complain to the Chief Minister. MNA Ashok Kumar pacified them saying that he would inquire into the matter. |

Two arrested for bid to snatch chain
Dehradun, May 8 When Ritika, resident of Bhandari Bagh, was going on her scooter on Kalidas Road, one of the two boys on a motor cycle allegedly tried to snatch her gold chain. Ritika managed to save her chain and informed her father MS Bhandari, who informed the police. Senior Superintendent of Police Kewal Khurana constituted a team of Hathibadkala policemen which caught the boys near Kalidas Road. They admitted to the crime. They said they were drunk. When they saw the girl wearing a chain, they thought of snatching it. But, could not do so as the girl managed to push them away. |

Two drug peddlers held
Dehradun, May 8 According to SSP Kewal Khurana, Station House Officer, Sahaspur, Surya Bhushan Negi, got information that two persons were going from Selaqui to Jamanpur and they were having cannabis in a large quantity. On the tip-off given by the informer, the SHO nabbed the accused from Jamanpur, Idgah. Circle Officer, Vikasnagar, also reached there, in whose presence the accused were frisked. Police found 4 kg, 300 gram cannabis from Fakira and 2 kg, 850 gram from Gyaru. They were arrested under NDPS Act. The accused during interrogation revealed that they were going to supply the consignment at many places in Dehradun and Selaqui. They had been supplying drugs at these places in the past as well. They also divulged that their main clients were students studying in various schools and colleges and also employees working in the industrial sector. They used to supply drugs in small quantities. |

Two arrested in rape case
Dehradun, May 8 Officiating DM Sushil Kumar said the victims had gone to attend a jagran on May 2. When they were returning home at 3 am, they were overpowered by the accused. They dragged the girls to the fields and allegedly raped them. The father of one of the victims heard the screams of the girls while on his way back home. He rushed to the spot but by that time, the accused had ran away. They were arrested today from the Koti Kawanu route. They have admitted to the crime. |
