Uncle rapes woman in Gujarat

A woman was raped by her own uncle when she had gone to Gujarat for labour in October last year. However, it came to light yesterday when the 18-year-old victim, who was married to a Hisar youth three months back, was diagnosed with 6-months pregnancy.

Woman kills daughter, self
Faridabad, May 8
A woman (25) killed her 7-year-old daughter and subsequently committed suicide in her house in Baselwa Colony last evening. She also tried to strangulate her son and left him thinking him to be dead, before she ended her life. The woman, identified as Suman, was alleged to be a victim of frequent domestic violence and torture by her husband, Ravinder Kumar. The latter, who is a driver with a private firm, was arrested by the police today.

The police has arrested three persons for allegedly sending SMSes containing derogatory remarks and intimidating a woman on her mobile. District police chief Rakesh Kumar Arya said Manoj Verma of Kurukshetra University had lodged a complaint alleging that a person sends derogatory SMSes and intimidates his wife on her mobile. The police arrested Rahul Kumar of Railway Colony, Dheerpur, Mohit and Naresh Kumar of Shiv Colony, Karnal, in this connection.

Boy restored to parents

Uncle rapes woman in Gujarat

A woman was raped by her own uncle when she had gone to Gujarat for labour in October last year. However, it came to light yesterday when the 18-year-old victim, who was married to a Hisar youth three months back, was diagnosed with 6-months pregnancy.

The police has arrested the accused after the victim's family lodged an FIR against him. The victim, whose parents lived in Bajekan village of Sirsa, was married to a youth from Hisar on February 15.

On April 28, the victim, her husband and other family members had gone to Jind for a wedding function where the victim fainted.

When the family consulted a doctor, they were informed that she had six month's pregnancy.

The victim later revealed to her husband that her real uncle Subhash had raped her when she had accompanied his family to Gujarat for picking cotton for labour in October last year.

She alleged that her uncle had threatened her of dire consequences if she narrated the incident to anyone.

The family approached the police and lodged a complaint against Subhash and also his wife for assisting her husband.

The police has arrested the accused.

Man arrested

Hisar: The police has arrested a man for raping a girl on the pretext of marrying her. The accused, Amit of Hisar, was produced in a local court today, which remanded him to 14-day judicial custody.

The victim alleged that she worked with the accused in a catering firm for the past several years. The accused enticed her with the promise of marrying her and developed physical relations with her. She maintained that the accused introduced her to his parents and they married in a temple.

However, Amit married another woman and threatened her of dire consequences, if she tried to create any hurdles in his wedding.

The police registered a case and after getting the girl medically examined, arrested the accused.

Instructor booked

Rewari: Following a complaint filed by Zile Singh, maternal uncle of a Class VIII student at Government High School, Lohana, the police has registered a case of molestation against Anoop Singh, a physical training instructor ( PTI) of the school.

Zile Singh said the PTI, who detained the girl in a room, had been attempting to outrage the girl's modesty for the past several days. The victimised girl made things known to her family yesterday following which a complaint was filed.

HC not to interfere with HCS (Judicial) result

The Punjab and Haryana High Court has refused to interfere with the result of the HCS (judicial branch) preliminary examination conducted in March. It has dismissed more than 60 petitions filed by Gurmehtab Singh and other candidates against Haryana and other respondents.

In their petitions placed before the Bench of Justice Hemant Gupta and Justice Ritu Bahri, the petitioners had contended that the answerkeys of 27 questions were incorrect leading to erroneous result. The aspirants added they had been deprived of the opportunity to appear in the main examination.

As the case came up for hearing, KK Kareer, Registrar (Recruitment), Punjab and Haryana High Court, initially stated that the grievance of the candidates regarding alleged wrong answerkeys would be examined by a committee and the result regenerated.

The result was regenerated on April 22 after three questions, Nos 43, 102 and 111, were deleted whereas the keys of question Nos 1, 56, 98, 101 and 118 were revised.

As a result, 468 candidates became eligible and were permitted to appear in the main examination. The Registrar also stated that the answerkeys of all questions had been re-examined by the committee.

Counsel for the petitioners, on the other hand, contended that the answerkeys of four questions, Nos 10, 16, 18 and 97, were again incorrect. Therefore, the committee should be directed to reconsider the case on the said questions as well.

Taking up the matter, the Bench asserted: "The scope of judicial review in the matter of appointment to public posts is not an untouched matter. The question has been examined by a Division Bench in the case of Khatri Saurabh Satyapal versus Haryana Public Service Commission and another, wherein it has been held that while exercising the power of judicial review under Article 226 of the Constitution, this court is not to act as an appellate examining body to go into the details of determination of key answers. The said question has also been examined by the Supreme Court in a number of judgments?.

"We do not find that the respondents can be directed to reconsider the answerkeys of four questions, particularly when the correctness of all questions has been re-examined by the committee. The writ petitions are accordingly dismissed.”

Notice to Bhukkal

Acting on a petition alleging interference by Haryana Education Minister Geeta Bhukkal in the administrative functioning of the Education Department, the Punjab and Haryana High Court today issued a notice to the minister and senior officials of the department.

The notice was issued after some students of Nehru Memorial Government College, Hansi (Hisar), filed a petition. They have alleged that the transfer orders of a political science professor were not implemented for the past one-and-a half month.

According to the petitioners, the professor was ordered to be transferred in December 2011 from Government Postgraduate College, Hisar to Hansi. But she was not relieved from Hisar following telephonic instructions to the principal of Government College, Hisar, by the minister.

The petitioners further alleged that they were suffering academically because there was no teacher of political science at the college for the past one-and-a half year. The case will now come up on May 15 for further hearing.

Shape up or ship out was the crisp message Congress vice-president Rahul Gandhi today sent out to the Haryana Congress’ “upper crust” comprising MPs and MLAs, indicating that the ticket in the next parliamentary and assembly elections would no longer come with guarantees.

At his maiden meeting with the entire “workforce” of the state unit, including the elected representatives, district and block-level chiefs, Gandhi cautioned the state government against the resentment brewing among workers over being ignored, sources said.

While he appreciated the government’s performance on various fronts, he asked the state leadership to rein in the bureaucracy and ensure that the workers were not only given their due, but also authority and power for strengthening the party further, Congress leaders said.

Buoyed by the party’s win in Karnataka, he spoke of replicating the model of early distribution of party ticket. While evincing keenness on departing from the convention of deciding party ticket at the last moment, Gandhi added that the ticket allocation would not be left in the hands of a “chosen few”, but would be a collective “public” decision.

What seemed nearly a “warning” to non-performers, Gandhi said merely being a “sitting MP/MLA” would no longer be a criterion for ticket allocation in the Congress and performance would be the sole barometer for gauging a candidate’s worthiness.

He also asked the Congress leaders to shun the “VIP culture” of red beacon lights as also poor accessibility and instead go out and mingle with the masses, clearly indicating that the leadership ought to expand the people-to-people contact programme in view of the coming elections.

The sources stated that things were hunky-dory for the better part of the visit with leaders painting a “third-consecutive term picture” for the Hooda-led government and singing paeans of praise for the development works carried out in the Congress rule.

However, the meeting took off on a discordant note when Union minister and Ambala MP Selja, also a prominent Dalit leader, launched a scathing attack on the state government for the spurt in crime against the Dalits, especially women. She was at pains to point out that the grassroot worker had been completely ignored by the government, causing a lot of heartburn.

She persisted in her argument that the party organisation was weakening as a consequence of this indifference.

This prompted Rahul Gandhi to ask the present block presidents whether they enjoyed any powers or were being “heard” in the Congress rule to which they replied in the negative. The sources said in the absence of Gurgaon MP Rao Indrajeet Singh, Gurgaon’s grievances of “unequal development” were pointed out though they lacked bite. Also, a few Congressmen from Hisar and Bawal seconded this opinion while most were unanimous that the “workers interests were a casualty in the Congress regime.

In contrast other once-upon-a-time “detractors” of Hooda, Kiran Choudhry, her MP daughter Shruti Choudhry, Rajya Sabha MP Birender Singh, Capt Ajay Yadav kept quiet during the meeting, indicating that peace had been bought.

Crime Against Women
More cases being filed, but many turn out to be false

After the December 16 Delhi gang-rape case, the police has become more sensitive and serious about cases pertaining to crime against women. More and more FIRs are being registered by the police. But there is also a rise in number of false cases being registered.

Going by the statistics, Karnal is most vulnerable for women leading with 27 rape cases reported till April 6 during the current year, which was three times more than the cases reported (8) last year during the same period. However, it does not reflect a true picture of crime against women.

An analysis of the cases reported in Karnal this year revealed that over 33 per cent cases were either false or the accused were acquitted while 25 per cent cases were of elopement. Out of the 27 cases, five were cancelled, in two cases the accused (father-in-law and brother-in-law) were acquitted while six cases were of elopement.

The situation was no different in other districts also and in Bhiwani 24 cases were registered as compared to six cases last year while in Gurgaon 20 cases were registered as compared to 15 cases last year. The total number of rape cases reported during 96 days in 2013 has also increased by 94 from 152 to 246 this year, implying additional one case per day.

In 2009, a maximum number of rape cases (48) were registered in Karnal followed by Panipat and Kurukshetra with 42 cases each out of the total 601 cases reported in the state. In 2010, out of total 713 reported rape cases in the state, Panipat was at the top with 55 reported rape cases, but Karnal followed closely with 52 cases, followed by Rohtak 51.

In 2011 also, Karnal registered a maximum of 62 rape cases out of total 723 cases registered in the state, followed by Rohtak (57) and Palwal (54). 2012 was no different with Karnal again maintaining the top position accounting for highest number of 63 cases out of total 687 rape cases in the state, followed by Mewat (49) and Faridabad (46).

However, there is another dimension to the issue, in many cases, victims withdraw the complaints or retracts from statement to avoid harassment during the trial. In a latest case of complainant becoming hostile, a man alleged that his wife was gang-raped by a doctor and his friend in a private clinic on the pretext of offering her job by mixing some intoxicant in her drink. A case was registered at the Civil Lines police station, but the woman retracted from the statement.

Not all rape cases are reported and in majority of cases either the victim or their families play safe and strike compromise with intervention of community, moreover, a large number of rape cases are in fact cases of consensual sex but registered due to parental threat or societal pressures, observed social activist Karan Sahu.

However, the data procured by the National Crime Record Bureau (NCRB) and the State Crime Record Bureau do no match. As per the SCRB, 601, 713 and 723 rape cases were reported during 2009, 2010 and 2011 while according to the NCRB 603, 720 and 733 cases were reported in the same duration.

BJP shows black flags to Cong vice-president

BJP activists today showed black flags to the passing cavalcade of Congress vice-president Rahul Gandhi when he arrived for a meeting with the state leadership at the Indradhanush Auditorium in Panchkula.

Led by former MP Rattan Lal Kataria, state unit vice-president Banto Kartaria and Panchkula district chief Vishal Seth, the BJP activists showed black flags to Gandhi to protest against the retaining of Union Ministers Pawan Bansal and Ashwini Kumar in the Cabinet despite serious charges against them.

Earlier, on arrival, Gandhi was received by Chief Minister Bhupinder Singh Hooda along with senior party leaders and Cabinet ministers at the Chandigarh airport from where they drove state straight to the venue of the meeting.

On arrival at the venue Gandhi was given a guard of honour and a reception by the Cabinet ministers. He began with holding meetings of the elected representatives and local leaders of parliamentary seats taking two at a time.

Union Minister Selja got the meeting of her parliamentary seat moved up from the fourth place to the top position since she had to leave for Delhi for a meeting. Rajya Sabha MP Birender Singh arrived late for the meeting.

Sources said while Gandhi held meetings with leaders of all parliamentary seats, taken as pairs, he held the second round of meetings with members of the Zila Parishad and the local bodies before ending his visit with a meeting of the extended PCC in which he gave his perception of the feedback he had received during the day.

While a number of Congress leaders of various constituencies came out disillusioned and termed it a mere political drama on account of paucity of time to put across their point of view, others maintained that the show was managed since a majority of the speakers dwelt on the development in the state during the Congress rule.

Sources said a loud round of applause followed Gandhi’s comment that Haryana was on track as far as development was concerned and that Gujarat's hype was only a marketing gimmick. Though he pointed out the shortcomings that the workers were not getting their due by the government officers, he is learnt to have generalised this criticism by stating that this was a common grievance from other states too.

The state unit chief, Phool Chand Mullana, termed the meeting as successful and said Gandhi was particularly appreciative of the fact that there was complete co-ordination between the working of the government and the party. He chose to downplay Gandhi's observation about taking the workers along, claiming that was something the Chief Minister and the party were striving for.

Honour killing: Teenager strangled in Hisar village

Hisar, May 8
In a shocking case of honour killing, a teenage girl, who had eloped with a boy and was later recovered, was murdered by her parents with the help of her maternal uncles and other relatives at Bass Azamshapur village in Hisar.

Hemant, the father of the victim, 16-year-old Mohini, mother Gayatri, maternal uncle Karam Raj and some relatives allegedly strangulated her to death with her dupatta when she was watching a television programme at 11 pm on May 4 and cremated her in the thick of the night.

The accused wiped off most of the evidence, but due to the timely action by the Hisar police, following a tip-off, the culprits were booked.

After getting information from the Narnaund police station, Hisar Superintendent of Police B Satheesh Balan rushed a forensic team to the village that succeeded in recovering some parts from the ashes of the victim.

Mohini had allegedly eloped with youth Naresh from the nearby Bass village on April 4 and her parents had lodged a case of kidnapping against Naresh and his two friends Maini and Bajrang.

The police arrested the youths on April 14 and recovered Mohini.

In her statement given on April 15, Mohini refused to go with her parents as she apprehended being harassed and so was sent to a Nari Niketan.

Later, she was sent to live with her aunt (bua) at Bapora village in Bhiwani.

On May 4, Mohini's father Hemant, her maternal uncle Karam Raj and some others went to Bapora village and brought the victim to Bass Azamshahpur on the pretext that her presence would be needed for her witness in a court.

On the same night at 11pm, when Mohini was watching a TV programme, her parents and others allegedly strangulated the victim with her "dupatta".

In addition to cremating her the same night, the accused also washed the place with water and burnt the "dupatta".

Satish Kumar, an official of the intelligence branch of the Hisar police at Narnaund police station, came to know of the incident and passed on the information to the SP.

On the SP's directions, a team of forensic experts rushed to the village and collected some evidences and some part from the victim's ashes.

The police will be sending the mortal remains for a DNA test, the police said.

The SP said a case had been registered against Hemant, Gayatri, Karam Raj and three others and investigations in the case had begun.

The SP said the hapless girl's killing was a grave violation of human rights, besides a crime, and the police would not spare anyone found guilty.

Lane driving: Haryana amends rules, but where are the markings?

An amendment to a 2008 notification on lane-driving on the six-laned state and national highways by the Haryana Government has virtually put the cart before the horse as a susbstantial number of state and national highways are apparently bereft of the special lanes earmarked for different kinds of vehicles.

The non-existent lane markings, including those for the two-wheelers, would defeat the purpose of the new rules against the backdrop of the state having one of the highest accidents rates in the country.

With the driving habits of the highway users, especially Haryana Roadway drivers, leaving much to be desired, the more pertinent question would be the enforcement of the new lane system. “While markings on the different lanes on the state and national highways are hardly visible, the record of the Haryana police in enforcing traffic rules is pathetic,” says Ambala-based businessman Avtar Singh, a frequent traveller on the National Highway-1 (Ambala-Delhi).

Principal Secretary of the Transport Department, Hardeep Kumar said now in case of all six-laned national or state highways, light motor vehicles (passenger) would be driven on the right side lane, two- and three-wheelers on the left outermost lane and light (goods), medium and heavy (passengers and goods) vehicles in the central lane.

He said in case of more than six-laned highways, light motor vehicles (passenger) would be driven on the second right lane, two- and three-wheelers on the left outermost lane and light (goods), medium and heavy (passengers and goods) vehicles in the second left lane and the outermost right lane would be left for overtaking.

However, the lack of coordination between the Transport Department and the traffic police has taken its toll on human lives, making the state and national highways virtually “killer roads”. Last year, the state accounted for over 12 deaths and nearly 25 injuries in road accidents daily.

The Bharatiya Kisan Union (BKU), which held a Mahapanchayat at Rukhi village about 10 km from here to seek bonus on wheat and compensation to farmers for losses due to nature's vagaries, was not allowed by the police to take a march towards Rohtak town this afternoon. This resulted in a dharna on the national highway connecting Rohtak with Panipat and disruption of traffic for several hours.

"The BKU had announced to take out a march to reach the residence of the Chief Minister here and submit a memorandum to him on the issue, but the police stopped us from moving towards Rohtak and this resulted in hundreds of farmers squatting on the main road in protest’’, claimed a spokesperson of the BKU.

He said thousands of farmers had been a victim of failure of the state government and the Centre to release the bonus and compensation to the crops suffered by them due to rain and hailstorms.

Police department sources, however, claimed that the BKU wanted to create a ruckus outside the residence of the Chief Minister as they were to lay a siege to his house in support of their demands. This made the police to halt their move by erecting barricades near Brahamanwas village, about five kilometers from here.

However, it resulted in disruption of the movement of traffic on this highway and the police had to divert the traffic on alternative routes for almost three hours. The BKU leader Gurnam Singh claimed that around 1,000 farmers had assembled in the Mahapanchayat to seek a bonus of Rs 300 over the MSP for wheat .

Better streetlighting an antidote to rising crime, Centre to state

Improved streetlighting  can act as an antidote to rising crime, particularly against women, the Centre has told the state government. The advisory by Sudhir Krishna, Secretary of the Ministry of Urban Development, has been issued against the backdrop of recommendations of a committee of Secretaries following the Delhi gang-rape incident on December 16 last year.

“There is need for increased focus on streetlighting in public places. The civic bodies must undertake a review of the existing facilities and strengthen these, wherever required,” the communication stated quoting the committee’s recommendations.

“It is imperative to adopt measures for putting in place energy-efficient and expanded streetlighting system to contain crime against women ,” Krishna’s communication stated seeking an action-taken report in the matter.

The communication asserted that streetlighting not only improved safety conditions for vehicular traffic and pedestrians but also helped in improving the safety and security of citizens, especially women.

Even the recent report of the JS Verma Committee on amendments to criminal law had stated “streetlighting everywhere would provide more safety since dark areas are more prone to facilitate crimes.

In well-lit areas, the police presence becomes more visible leading to prevention in crime.

HUDA takes possession of land despite opposition

The Haryana Urban Development Authority (HUDA) today took possession of land of farmers in five villages in Faridabad inspite of their opposition to the move. The department had completed the acquisiton proceedings about six years back.

The villages are Prahaladpur, Badoli, Mirzapur, Fazupur and Sihi and are located in the trans-canal area of the district where the city is being expanded.

The farmers were opposing any move by HUDA to take possession of the land as they wanted enhanced compensation. They had formed Kissan Sangharsh Samiti to spearhead their agitation.

A large contingent of the HUDA staff and the police led by the Estate Officer of Faridabad today visited Badoli village and set in motion the process to construct a 60 metre-master road to connect six HUDA sectors in the area.

The officials visited the villages yesterday to take possession of the land, but were opposed by the farmers.

Faridabad Deputy Commissioner Balraj Singh asserted that development works could not be held hostage to agitations. “The demand for enhanced compensation now was irrelevant,” he said.

While Shiv Dutt Vashisth, vice-president of the Sangharsh Samiti, claimed that none of the farmers in the five villages took compensation from HUDA, government officials denied his version.

Woman kills daughter, self
Husband held for torture

Faridabad, May 8
A woman (25) killed her 7-year-old daughter and subsequently committed suicide in her house in Baselwa Colony last evening. She also tried to strangulate her son and left him thinking him to be dead, before she ended her life. The woman, identified as Suman, was alleged to be a victim of frequent domestic violence and torture by her husband, Ravinder Kumar. The latter, who is a driver with a private firm, was arrested by the police today.

The accused, who is native of Alwar district in Rajasthan, was residing in a rented accommodation along with his family.

A police spokesperson said the accused would be produced in a court tomorrow.

When the deceased's husband returned home, he found the main door of his house bolted from within. After several calls, his son opened the door. The bodies of his wife and daughter were lying on the bed.

According to the police, the son revealed that his mother first killed his sister and then tried to kill him. He became unconscious on account of asphyxiation. Leaving him for dead, she committed suicide.

The parents of the woman have complained to the police that she was constantly subjected to torture by her husband which drove her to resort to the extreme step.

Meanwhile, the condition of the son, who was admitted to a local hospital, is reported to be stable.

Mobile menace on in Rohtak jail

With no jammer machine and inadequate staff to man the district jail complex at Sunarian village, the inmates are using mobile phones at will and even making ransom calls to people outside. The authorities have failed to check the menace.

"The menace of the use of mobile phones by the jail inmates could be gauged from the fact that a call was recently made from the district jail here to a Karnal trader in which the victim was asked to shell out Rs 50 lakh as ransom or face dire consequences,” police sources said.

While two accused, Sunil and Mahesh, lodged in the jail have been booked, the police has seized seven mobile phones and SIM cards from the inmates during the raids recently. The police had earlier recovered 50 mobile phones from the inmates last year. The total recovery in three different raids conducted this year has gone up to 15, claimed the police officials, who also said a major nexus involving the staff had been working and this was the reason that seizure of such items have become a common development.

Shishpal Singh, district jail superintendent, said certain factors, including the non-availability of a mobile phone jammer machine and acute shortage of staff, had been responsible for the problem. The problem was likely to be resolved shortly as 166 wardens and assistant wardens would join their duty at the jail complex soon.

Cong Karnataka victory not to help it win Assembly poll in Haryana: Abhey

INLD leader Abhey Chautala today asked the Haryana Congress not to be euphoric over the victory in the Karnataka Assembly polls, saying that it would not help win the next Lok Sabha poll or return to power in Haryana.

Addressing a convention of INLD youth wing workers, Chautala said the Congress had won in Karnataka due to intense infighting in the BJP but in Haryana the situation was different and expressed apprehensions that fearing defeat, the government might defer the elections to seven Municipal Corporations in the state.

Demanding the resignation of Railway Minister Pawan Bansal, he said it was imperative for an independent and impartial enquiry into the Railgate.

Commenting on the meeting of AICC vice-president Rahul Gandhi with Haryana Congress leaders, Chautala said he should worry about Haryana which had become a sick state under Congress rule and not only about the Congress.

He said the Congress decision not to contest the MC poll on the party symbol was an indication that it was apprehending its defeat and can even go to the extent of postponing the elections.

He asked the party workers to gear up for the MC poll and ensure the defeat of the scam-ridden Congress in all seven MCs.

Violence-hit Dalits get aid

Deputy Commissioner Chander Shekhar today gave away cheques for Rs 1 lakh each to three Dalits who were injured in an attack on the night of April 13 at Pabnawa village. The compensation was given from the Chief Minister’s Relief Fund.

He also handed over cheques for Rs 1 lakh each to those whose shops were damaged in the incident. Cheques for Rs 79.46 lakh were given to 282 Dalit families whose houses were ransacked and property was damaged in the violence.

The financial assistance was provided in pursuance of announcement made by Haryana minister Randeep Singh Surjewala at Pabnawa recently. A sum of Rs 21,000 each was paid to 80 families hit by violence. A cheque for Rs 51,000 was paid to Kali Ram and Rs 41,000 to Chandgi Ram whose property was damaged in the incident. Rs 38.07 each were given to 282 families for purchase of 10 quintals of wheat.

The trouble arose when a Dalit boy eloped with a girl of the Ror community and later married her. Members of the Ror community got furious and attacked a locality of the Dalits in which some persons were injured and property was damaged.

Three held for derogatory SMSes to woman

The police has arrested three persons for allegedly sending SMSes containing derogatory remarks and intimidating a woman on her mobile. District police chief Rakesh Kumar Arya said Manoj Verma of Kurukshetra University had lodged a complaint alleging that a person sends derogatory SMSes and intimidates his wife on her mobile.

The police arrested Rahul Kumar of Railway Colony, Dheerpur, Mohit and Naresh Kumar of Shiv Colony, Karnal, in this connection.

Rahul and Mohit, students of Kurukshetra University, in connivance with Naresh, who is runs Sai Computer Shoppe in Karnal, got prepared two fake IDs and purchased two Vodaphone SIM cards and sent the SMSes.

Two fake ID proofs, two SIM cards, a mobile , a computer and a printer had been seized from them .

They were produced in the court here today which remanded them in judicial custody.

Tragedy in Sirsa family: Father-son duo die in one day

Tragedy struck a poor family at Ekta Colony when a 60-year-old man and his 23-year-old son died under mysterious circumstances in a span of a few hours today.

Some residents of the colony alleged that the father-son duo had died after consuming illicit liquor; the police said the family had told them that the two died of illness. While the father, Ved Prakash, died in the early hours today, his son, Golu, also died within hours of his death.

The residents alleged the sale of illicit liquor goes on unabated in their locality. They claimed that the father-son duo had died after consuming illicit liquor. SSP Saurabh Singh said he had sent the SHO to the locality immediately after getting the news. The SHO had informed me that the father died of old age while his son was suffering from jaundice, said the SSP.

Campaign to monitor health services

The Health Department has started a campaign to evaluate health services, especially for women.

A spokesman of the department said this campaign for the assessment of health facilities had already been carried out in hospitals of Panipat, Mewat, Bhiwani, Sirsa and Narnaul districts. The campaign aimed at spreading awareness and availability of health services to women and to reduce the infant and maternal mortality rates.

He said the 27 teams comprising state health officers, consultants and external monitors from the PGIMS, Rohtak, visited hospitals. Narnaul was the fifth district where assessment of health facilities had been carried out in the district hospital, one subdivisional hospital, four community health centres, 17 primary health centres, three block primary health centres and selected sub-centres.

Stagnant water in Sirsa homes, offices to invite fine

Allowing mosquitoes to breed in one’s home or other establishments in Sirsa, by letting water to stagnate in the open, could lead to imposition of fine ranging from Rs 500 to Rs 2,000 now.

This was announced after a meeting of the District Level Malaria Working Committee, presided over by Deputy Commissioner (DC) Dr J Ganesan, here yesterday.

Explaining her work plan for the coming summer season, the Deputy Civil Surgeon (vector borne diseases) Sheel Kaushik said high risk areas had already been identified.

“We have identified eight villages where prevalence of malaria has been more vigorous in the past. In these villages, the department will spray insecticide twice a year,” she added.

She said anti-larval spray was being done wherever the department found stagnant water in the towns.

Kaushik said in the current year, the department had taken 37,295 blood samples of those suffering from fever, for testing.Out of these, 48 had been found positive for malaria.

Dr Ganesan said as many as 240 fever treatment depots (FTDs) would be set up in the district for collecting blood samples of patients and providing them treatment.

Dharna continues over release of land

The indefinite dharna being staged by activists of the Gau Raksha Andolan at the mini-secretariat in support of the demand for release of the gau charan land entered third day today.

A large number of people from Sonepat and surrounding villages, including Zila Parishad member Sanjay Badwasni and Municipal Councillor Ravinder Dilawar, reached the dharna site and supported the demands of the activists.

According to a leading activist Ravinder Jatheri, Sant Gopal Dass who has been leading this movement in the state had gone to Chandigarh on the invitation of Chief Minister Bhupinder Singh Hooda to discuss the demand.

He said if the government did not accept the demand, the activists were planning to bring their cattle at the dharna site and it would be the responsibility of the administration to make arrangements for their fodder and water.

New number for power complaints

The state power distribution corporations have made it easy for the consumers to lodge their power supply complaints through BSNL landline number 155333 in the state. This unique short number has been allocated to the discoms for round-the-clock registration of complaints.

A spokesman said while attending the complaints relating to power supply failure would be registered and stored in computer at the call centre.The complaint relating to billing, connection, replacement of meter, expansion of system, etc would be transferred to the Consumer Grievance Redressal System (CGRS) of the UHBVN and the DHBVN by the call centre.
