PCB to auction 400 tonne polythene
Jammu, April 30 Few months back, the state government had asked the Pollution Control Board (PCB) and Municipal Corporations to establish a new task force to enforce the law and find ways to dispose the
material dumped in godowns. The committee met in February. Sources said over past four years, the JMC and the PCB, the two prime agencies enforcing the polythene ban, have remained at loggerheads over the disposal of
the stock as quintals of the material was rotting in godowns. The state government as per SRO-182 (ban on carrying polythene bags) under the Non-Biodegradable Material (Management, Handling, and Disposal) Act 2007 in 2009 and in pursuance of its SRO 122 issued later, delegated powers to different authorities to punish the offenders. The ban was imposed on 16 items of non-biodegradable material, including polythene, poly bags, nylon etc. Earlier, the board had identified eight kanals of land at Samba to convert it into a "landfill" but the project could not take shape due opposition from local residents, who feared that it would be detrimental for the environment. As per the data, the Srinagar Municipal Corporation (SMC) leads the list with the authorities having seized 2,040 quintal of polythene bags. Jammu is at the second spot as 136 quintals of polythene was seized from there. Nearly 167.64 quintals of polythene was seized in Jammu, 104.20 quintals in Kashmir and 842.86 quintals was seized by the PCB. PCB chairman Arun Tikku said the committee had recommended that only those industrial units which were engaged in the production of plastic
pipes and other materials should be allowed to bid for the material. “No unit which is engaged in production of packaging material will be allowed to take part in the auction. This is one reason we have to delay the
disposal of polythene," Tikku said. He said polythene had emerged as a major health hazard in the state over recent years with tones of synthetic material chocking drains and other water bodies. The civic authorities are launching anti-polythene drives on a routine basis in Jammu and the seized material is being stored at various places, he said. money out of waste Only those industrial units which are engaged in the production of plastic pipes and other materials will be allowed to bid for the material. No unit which is engaged in production of packaging material will be allowed to take part in the auction. This is one reason we had to delay the disposal of
