Tawi’s plight: Dumping of sewage goes on
Jammu, April 20 Also known as Surya Putri, the Tawi has great religious significance for the people across the region but the authorities’ failure to complete the Sewerage Treatment Plant (STP) near Jammu is resulting in its gradual decay. The river, with untreated liquid waste pouring directly into it and untreated solid waste being dumped on its banks, has turned into a waste dump. The consistent dumping has increased the levels of biochemical oxygen above permissible limits and deteriorated the quality of water in the river. At several places, the dumping of garbage has reached such alarming level that even six filtration plants at Sitli I, II, III and IV and Boria I and II are facing shortage of water that can be processed. Brig Uttam Singh (retd), a social worker, said, “The government needs to take steps to stop the flow of untreated water as it has destroyed the river body. A serious approach is needed.” The pollution control board had recently said the biological oxygen demand (BOD) level in the river was nearly 24 times of the permissible limit. An increasing BOD destroys the aquatic life and leads to the spread of water-borne diseases, and at times pestilences. About 18 big nullahs and numerous small tributaries that flow into the Tawi also add to the pollution level in the river. Despite a ban imposed by the High Court, the Jammu Municipal Corporation (JMC) and the State Pollution Control Board have failed to protect the river from becoming a dumping yard. A decaying river

PDD has no disaster management plan for Jammu, Srinagar
Jammu, April 20 An audit by the Comptroller and Auditor General (CAG) reveals that no disaster management setup existed in J&K for immediate restoration of transmission system in the event of any major electricity failure. Out of 54 grid sub-stations, generator backup is available in only 37 sub-stations. The basic aim of disaster management is mitigating the impact of a major power breakdown on the system and restoring it in the shortest possible time. As per the recommendations of Committee for Updating the Best Practices in Transmission System, disaster management system should be set up by all power utilities for immediate restoration of transmission system in the event of major power failure. “The disaster management is carried out by deploying emergency restoration system (ERS), diesel generating (DG) sets and skilled and specialised manpower. The DG sets and synchroscopes, the devise that indicate the degree to which two system generators or power networks are synchronised with each other, were provided in five sub-stations of which one was non-functional. It has been revealed in the CAG report that Chief Engineer (system and & operations) Jammu & Kashmir has admitted that the disaster management cell had not been set up due to paucity of funds and that no emergency restoration system was available with the department. For the development of transmission infrastructure facilities in the state, funds allotted to the state by the Central government under the Reconstruction Plan has remained underutilised. The report says the funds to extent of Rs 2,297 crore were available during 2007-12 but only Rs 1,243 crore were utilised. The underutilisation of funds adversely affected the completion of transmission works both under the PMRP and T&D state plan and resulted in denial of intended benefits to the people of the state. Despite two major Centrally-sponsored schemes being implemented in urban centres of the state, power is still being supplied in the city through worn-out wires which is not only putting the lives of citizens at risk but also contributing to higher transmission and distribution (T&D) losses. Despite receiving crores of rupees under the Accelerated Power Development Reforms Programme (APDRP) and R-APRDRP in the past six years, most of the electricity wires in the city are still unchanged. |

Sidhra Golf Course to be ready by Sept this year
Jammu, April 20 Soujanya Sharma, Director Tourism, Jammu, said, “After the completion of the first phase comprising nine holes, work on nine back holes, club house and ancillary work is in full swing. We are hopeful that all the work will be complete well on time.” “It will take around two to three months to complete the entire work and hopefully the course will get ready by September this year,” the Director Tourism said. “It is very difficult to say whether the available amount is sufficient to build the course. At the same time, an amount to the tune of Rs 37.39 crore has already been sanctioned to build the course and in case if any need of additional amount arises, the department will definitely try to arrange it without any delay”, Sharma added. Sources said the work on the golf course was started in 2007 and the administrative approval was accorded at a cost of Rs 37.39 crore of which Rs 29.27 crore has been spent so far. The 18-hole golf course was earlier expected to be completed by the end of financial year 2011-12 but it got delayed due to some unknown reasons. In order to manage the affairs of all the golf courses in the state, Chief Minister Omar Abdullah had announced to constite the Golf Management Authority while chairing the first governing body meeting of the Jammu Tawi Golf Course (JTGC) last year. The motive behind it was to rope in national and international golfers to give boost to tourism-related activities in the state. The meeting was attended by non-official members of the governing body which comprised SS Bloeria, SS Wazir, Najam-us-Saqib, AM Watali and Amrik Singh wherein matters relating to the formation of rules and regulations of the golf course were also discussed in detail. |

Man held for poisoning woman sarpanch’s water tank
Rajouri, April 20 A senior police officer said the accused, Mohammed Asgar, a lecturer at Government Higher Secondary School, Chingus, allegedly attempted to kill the woman sarpanch Nasim Aktar by putting poison in her water tank a few months ago. Aktar said Mohammed Asgar lived near her residence and they had a dispute over water connection. She alleged that the accused tried to snap her water connection many times. The accused, she said, did not even allow her to build a water tank. She further said the accused put poison in her water tank on January 12 this year. “I have submitted a written complaint against him instead of an FIR. We even tried to sort out the issue personally but in vain,” she said. The sarpanch said the Public Health Engineering Department lodged an FIR against the accused at the local Thanamandi police station. Sub-District Police Officer, Thanamandi, Mujeeb Rehman said they had arrested the accused after the PHE lodged an FIR against him. |

Patwaris persist on demands, stir enters 13th day
Jammu, April 20 The patwaris are demanding, among other things, removal of pay anomalies and recruitment of more revenue officials in the department. “We are aware about the problems faced by the masses. We have been forced to strike due to the government's failure to respond to our demands," a spokesman of the association said. The association members also staged a similar protest at other district headquarters across the state. The protesters expressed resentment over the alleged non-seriousness of former Revenue & Relief Minister Raman Bhalla in fulfilling the commitment made by him in April last year wherein he had agreed upon all the demands of the association. The agitating revenue employees urged the government to provide justice to the patwari/girdawar community. |

Govt ensured empowerment of panchayati raj institutions: Sagar
Rajouri, April 20 Sagar was addressing a gathering of panches and sarpanches of the Rajouri district at Sunderbani here today, during a one-day interaction organised by the Rural Development Department, to oversee the status of implementation of devolution of
powers to the panchayati raj institutions. He said the empowerment of the institutions was a befitting reply to the forces that had earlier raised doubt about the same and were now in a state of frustration and were resorting to lies and misleading people. Sagar said holding the panchayati elections and putting in place the panchayati raj institutions, besides ensuring their proper empowerment, was one of the landmarks of the government and would serve as a watershed in the history of the state. By empowering the institutions, they had become a part of the governance and the state government had also ensured that the power trickled down to the grassroot levels, which form the basis of a democratic set up and participatory role of the people is also ensured, he added. Referring to the demands of the panches and sarpanches, he assured early redressal. Asking the officers to involve panches and sarpanches in developmental programmes, Sagar said the orders had already been passed for empowering them with the 14 vital departments and the government would not hesitate to take action against those flouting the directives. Air Warriors, families enjoy bicycle rally
Jammu, April 20 The rally was led by AOC, along with Group Captain S Ghuratia, Chief Engineering Officer, Group Captain S Pati, Chief Administrative Officer and Group Captain Sridhar, Chief Operational Officer of the station. A large number of Air Warriors and their families, including children, participated enthusiastically in the rally. The starting and finishing point of the rally was polo ground of the Air force Station. The route covered almost all the main places, including Peer Baba, Chatha, Gadigarh, Rani Bagh, Airport Road and Satwari, before returning back on the same route. The distance was covered by all the participants in less than one hour. Addressing the participants and the spectators after the culmination of the rally, the AOC
congratulated the participants on the occasion and exhorted them to take part in more such adventure activities. He also motivated
the Warriors to be devoted to their duty towards the nation. He stressed upon the importance of

Jammu, April 20 In the inline event, Jaipreet Singh, Jaskaran and Eklavya secured the first, second and the third position in 8 to 10 years boys’ category whereas, Sanch and Disha claimed the gold and the silver medals in the girls’ category. In 10 to 12 years boys’ category, Vansh Rajput, Parth and Jaideep clinched the gold, silver and bronze medals respectively, whereas in the girls’ category, Ananya and Divya emerged winners. Similarly, in 12 to 14 years boys’ category, Ayush and Ankit emerged winners. In girls’ category, Somya and Ria claimed the top ranks. In 6 to 8 years boys’ category, Yuvraj, Eklavya and Lavish secured the gold, silver and the bronze medals respectively while in the girls’ category, Arshita, Aafreen and Nandita emerged winners by fetching the gold, silver and the bronze medal respectively. Jammu, April 20 In 100 mt sprint, Constable Shabir of IRP 17 Battalion bagged the top honours while Constable Mohan Lal of IRP 19 Battalion and Constable Raj Choudhary of IRP 18 Battalion had to settle for the second and third position respectively. Director General of Police (DGP) Ashok Prasad was the chief guest on the occasion and gave away the winner and runner-up trophies to the athletes. In his address, Prasad congratulated the athletes for their performance in the six-day sporting event. Other senior police officers were also present in the valedictory function. Earlier, IRP 17 Battalion got the better of IRP 19 Battalion by 2-1 goals in the final to clinch the football title. Vikram Dogra and Zahoor Ahmad scored goals for the victorious team while from IRP 19 Battalion Masroor Ahmad scored the lone goal. In basketball final, IRP 3rd Battalion crushed IRP 19 Battalion to lift the title trophy in men’s section. In handball (men) final, IRP 17 Battalion had the last laugh against IRP 19 Battalion by a narrow margin of 21-20 goals to claim the title. In hockey final, IRP 19 Battalion registered a 2-0 goal win over IRP 4th Battalion and bagged the top honours. In kabaddi (women’s) final, IRP 15 Battalion drubbed IRP 17 Battalion by 20-15 points and emerged victorious. In lawn tennis, Sanjay Kotwal and Sanjay Parihar will lock horns in the summit showdown. Jammu, April 20 In sub-junior girls’ section, eight girls topped the semifinals stage. These included Shilpa Charak, Anshu Pandita, Nitya Sharma, Anisha Koshal, Bhavika, Vibhuti, Riya Khajuria, Sanjogita Saini and Vaibhavi Sharma. In mini girls’ category, Asma Gul, Kristina Gurang, Amisha, Nikita Sharma, Gunjan Koul, Riya Sharma and Jhanvi Singh secured berth in the final, while in girls’ section, the climbers included Pallavi Sharma, Divyanshi Abrol, Vaishali Mishra, Muskan Abrol, Rashi Gupta, Muskan Khajuria and Amrinder. Yuva Adhikar Yatra reaches Ramban
Jammu, April 20 Addressing a youth rally at Ramban, BJYM state president Ravinder Raina lambasted the coalition government for ignoring the victims of terrorism of the Jammu region. He said the families of all those who had fought against Pakistan-sponsored terrorism and had laid down their lives were at the edge of starvation and those who were involved in terrorism and bloodshed were being felicitated by the coalition government. “Successive governments are responsible for the backwardness of districts like Doda, Kishtwar, Ramban, Reasi, Rajouri and Poonch. The rampant corruption by state ministers has destroyed the future of the young generation and the sufferings of the common man have no solution”, Raina said. He added that the needy and deserving people were not getting benefits of the poverty alleviation schemes like MNREGA and IAY as these schemes were implemented only on papers. He demanded priority to the locals in the new hydro-electric projects and other development activities going on in the belt. He said “Instead of appointing locals for small petty jobs, the agencies engaged in executing the hydro-electric projects must open training centres here to train the local unemployed youth so as to engage them on technical and skilled jobs”. Employment opportunities for locals must be created while constructing hydro-electric projects in the belt, he added. |

Poonch, April 20 ADDC in his address appreciated the service of the trust which it renders to rehabilitate physically challenged persons to lead respectable life. The trust provides artificial limbs to handicapped persons at one hand and imparts professional training on the other free of cost. Even 17 passengers of cross border were also benefited from the centre while reaching in Poonch. Training in bee keeping, mushroom cultivation and floriculture are being imparted to set up their own income generating units. Jasbir Singh, chairman of the trust gave a resume of activities which it rendered during past 24 years. He said 3415 victims of mine blasts, cross border firing of motor shells, felling from trees/mountains etc besides 17 PoK nationals were provided artificial limbs, 1294 cataract operations were conducted in different areas of the state, 324 hearing aids, 127 tricycles ,95 wheel chairs were provided to handicapped persons free of cost besides repairing of artificial limbs, 70 marriages of orphans, militancy victims and hapless were performed, 163 sewing machines and 1400 crutches were provided to the deserving. Chief Agricultural fficer RK Wangnoo, chairman of charitable trust, retd principal S Jagbir Singh, advocate Sanjay Raina, other members of civil society including S Tara Singh, S Harnam Singh, Bashir Ahmed Mir, and beneficiaries of the trust were among others present. |

One killed, 15 hurt as vehicle overturns
Jammu, April, 20 The deceased has been identified as Muhammad Irshad, a resident of Daradullia. The ill-fated passenger vehicle, bearing registration number JK12-1051, was on its way from Poonch to Mendhar. The driver lost his control over the vehicle near village Pallian due to which it turned turtle. The three who suffered critical injuries have been shifted to the Government Medical College and Hospital (GMCH), Jammu, for treatment. The critically injured have been identified as Mohd Aslam, Shakeel and Maqsood Ahmed, all residents of Daradullina. Reports said soon after receiving the information about the accident, the police rushed to the spot and started a rescue operation. The occupants of the vehicle were taken to the Sub-District Hospital, Mendhar. |

Rajouri, April 20 A total of 61 unemployed youth attended the programme with keen interest and enthusiasm to obtain knowledge and learn the skills of gadget repairing. During the closing ceremony of the camp today, a certificate from MSME DI, Jammu, was awarded to the trainees. Representatives from the SBI Rural Self-Employment Training Institute and Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) gave a brief about the financing facilities that could be extended for the self-employment to these boys, based on this

Jammu, April 20 The branch was inaugurated by MLA Surjit Singh Slathia in the presence of senior officials of the bank Ajit Kumar Jain, Deputy General Manager (B&O) Jammu and Kashmir and Chand Tiku, Regional Manager (RBO),and other dignitaries. Salathia while appreciating the role of SBI in the economic development of the state, expressed the hope that the branch at Swankha will become a vehicle for economic growth in the area. |

PTS Kathua enter TPL final
Jammu, April 20 Batting first after winning the toss, RCC accumulated 107 runs in 20 overs for the loss of nine wickets. Amit was the top scorer with 22 runs. For PTS Kathua, Aditya Partap and Ashwani pocketed three wickets each. In reply, PTS Kathua overhauled the target in just 16.1 overs losing eight wickets in the process. Aditya Partap scored 19 runs.
