Chaos prevails in Mubarak Mandi, adjoining areas
Jammu, April 26 All roads leading to the complex have been facing worst traffic jams these days. Local residents are finding it hard to park their vehicles due to the non-availability of parking lots in the area. The parking in Mubarak Mandi Complex - the royal residence of erstwhile Dogra rulers in Jammu and Kashmir - was banned after Baisakhi as the authorities decided to restart the stalled renovation work. “The situation has become chaotic in Mubarak Mandi and its adjoining areas as there is no space for parking of vehicles. People park their vehicles haphazardly on both sides of the roads leading to Complex - be it from Panjthirthi or Chowk Chobutra - resulting in frequent traffic jams in the area,” said Shashi Pal Sharma, a local resident. He said the authorities tactfully removed permanent parking of vehicles from the complex in the name of Baisakhi celebrations. It was a good decision but at least local residents should be allowed to park their cars at a ‘specified’ place in the complex, he added. “Earlier, this place had
become a permanent parking place for the people from other parts of the city. At times, heavy vehicles such as minibuses used to remain stationed there for days together. We are not opposed to the decision but local residents are left with no space to park their cars. The authorities should look into the issue considerably so that local residents don’t suffer,” said Amit Kumar, another resident. He lashed out at the authorities for sluggish renovation work, saying, “It is irony that only a small portion of the complex - Army headquarters and Foreign Department of the erstwhile Dogra rulers - has been renovated in the past four years, while the remaining structure is still in a shambles.” Soujanya Sharma, Executive Director, MMJHS, said he had received a representation from local residents to park their vehicles in the complex. “We asked them to prepare a list of local residents who owned cars. They failed to finalise the list following a dispute over the inclusion of names of non-locals (residents other than Mubarak Mandi, Pacci Dhaki and Neri Gali areas). Once they finalise the list, we may consider their request,” Sharma said. He said the 13th Finance Commission had sanctioned around Rs 50 crore for the renovation of the complex. “These funds are to be spent in three years. Given the slow pace of work, we will be able to spend just Rs 4 crore during the period. For this reason, we have engaged various executing agencies to expedite the renovation work. We decided to remove the parking slots from the complex as it would create hurdle in carrying out the renovation work.” Sharma said he had also written to the Chief Town Planner for the construction of a four-tier parking complex near Gadhadari temple so that local residents could park their vehicles there. Mubarak Mandi Complex is spread over 14 acres of prime land in the heart of the city. The renovation work undertaken by the Archeological Survey of India (ASI) was started in 2008 but it was later stopped due to paucity of funds. Historical facts

Protests over Chinese incursion in Ladakh
Jammu, April 26 While the Bharatiya Janata Party (BJP) called for boycott of import of all China-made goods in India, the Jammu and Kashmir National Panthers Party (JKNPP) said they would oppose the visit of Chinese Prime Minister to India till the neighbouring country withdrew its troops from Ladakh region. In a press statement issued here, the BJP state vice-president Vibodh Gupta termed the Congress-led UPA government as weak to tackle the China intrusion in Ladakh area and pressed upon it to boycott import of all China goods in India. He also termed China intrusion as ‘serious threat for national security’ and expressed anguish over the response of Congress-led UPA government. “The UPA government is managing flag meet with China which is not a proper response of the intrusion. The red forces have occupied 10 km area inside MacMohan line, which is a violation of the international boundary agreement,” Gupta said. Demanding strong response, he said when China’s economy was dependent on India why the Government was not thinking on the lines to boycott all China goods so as to make it financially weak. “There is a need of financial slap on China and GoI must boycott all China goods at the earliest”, he said adding that if India did not respond strongly, the threat would engulf whole of India. Dozens of the JKNPP activists, led by their state president Balwant Singh Mankotia, held a strong demonstration outside Press Club Jammu and burnt the Chinese flag in protest against the recent incursion in Ladakh region. They raised slogans against the Chinese government and urged the Government of India to take strong action against the country. “It is a serious threat and it needs an appropriate and strict action from the Government of India. India should not tolerate such intrusion and the Panthers Party would oppose any visit of Chinese Prime Minister to India if China did not withdraw its troops from the Ladakh region,” Mankotia said. Similarly, the activists of Dogra Front and Shiv Sena, under the leadership of president Ashok Gupta, took out a procession in the city against the encamping of Chinese military several kilometers inside the Indian territory and burnt the flag of China. Gupta said the intrusion by Chinese troops in Ladakh was serious and alleged that the government was not handling the issue properly. He said the matter could not be dealt with through flag meetings but requires handling at the level of the Prime Minister and his Cabinet ministers. He said it was a matter of strategic importance and India should ensure that the status quo is maintained. |

Jammu, April 26 At present, the procurement of wheat and paddy is not covered by the department under mandi system and it has been limited to surplus produce. However, the procurement during the past two years has been made by establishing temporary lifting centres. There is also a proposal to establish a separate fruit and
vegetable terminal market at Narwal. Officials said farmers are on the mercy of
middlemen, millers and businessmen who give minimum price to them in the absence of coordination between government agencies. The Food
Corporation of India (FCI) has failed to create a procurement mechanism due to which cultivators are exploited by the millers. Farmers rue lack of support from the government and they have to sell their produce to millers at throwaway prices. The southern area of state starting from RS Pura to Hiranagar is considered a rice bowl of the state and thousands of hectares is under paddy cultivation. Confirming the project, Director, Agriculture, Ajay Khajuria said, “It’s a priority project and the state will approach the Centre for funds once the land is identified. At the moment temporary centres are opened at Bishnah, Arnia, RS Pura, Gajansoo, Khour and Jourian, Ramgarh, Vijaypur and Kathua.” On the nexus between millers and some businessman, Khajuria said efforts were on to streamline the procurement system. "This year the government has fixed a price of Rs 1,300 per quintal of wheat", he said. In the Jammu region, around 1,09,000 hectares is under paddy cultivation and production is around 20,00,000 quintals. Three types of rice namely super fine, medium and course varieties are generally grown in the region and thousands of families are dependent on farming for their survival. Constable chargesheeted for duping youths
Jammu, April 26 An official spokesperson said a complaint addressed to Financial Commissioner, Home, J&K, was received at the Crime Branch, alleging that one Kuldeep Kumar had committed a fraud with the complainants, namely Davinder Singh of Chak Jaffer in Jammu and others with a promise to get them job as drivers either in the Police Department or Health Department on the payment of Rs 1 lakh each. The complainant along with others paid the money to the accused along with their certificates and driver’s licences but they neither got a job nor their money was returned. The matter was also verified by the GRP authorities, Jammu, and the said
allegations were substantiated against the accused. It was established that the complainants had paid Rs 4.10 lakh to Kuldeep Kumar for arranging jobs in different departments but none of them got a job. During the course of investigation, statements of prosecution witnesses were recorded and
after fulfilling other legal formalities, the accused was challaned in the court of Chief Judicial Magistrate, Jammu. |

DYSS unveils annual calendar of activities
Jammu, April 26 He was addressing the media along with Naveen Aggarwal, Director General, Youth Services and Sports, during the unveiling of the Annual Calendar of Activities of the Department of Youth Services and Sports (DYSS) here. “There is no dearth of talent in the state but we have not been able to utilise it in a constructive manner”, said Taj. He also admitted that proper execution of the sports policy in letter and spirit was the need of the hour to bring a revolution in the sports scenario in the state. “The proposed sports policy aims to plug all the loopholes which are the biggest stumbling block in the path to upgrade the sports facilities for our budding sportspersons, particularly those from the rural areas,” Taj said. “I have issued instructions to all the concerned officers to look into every aspect to promote sports at block level”, he added. Earlier, Aggarwal unveiled the yearly calendar of activities of the DYSS and said the department had issued instructions wherein it was mandatory for all the High Schools and Higher Secondary Schools to construct at least three playfields for the maximum benefit of their students. He also expressed satisfaction over the performance of 849-member state contingent at the recently concluded 58th edition of National School Games, organised by the School Games Federation of India (SGFI) in multi-disciplines at various venues across the country, saying that a total of 53 medals, including nine gold, 17 silver and 27 bronze medals were won by the sportspersons. “Though the calendar of competitions is yet to be announced by the SGFI for the next edition of the games, I am likely to attend the crucial meeting soon wherein I would appeal to the SGFI to allot at least two disciplines to J&K, in a bid to provide the much-needed exposure to our promising sportspersons”, Aggarwal said. He said Rs 15,36,750 was awarded as sports scholarships during the year 2012-13 to the student players who had bagged medals in the National School Games. He added that the project for construction of Rifle Shooting Range and Open Playfield at Nagrota was started on a piece of land measuring 70 kanals by the department through the JKPCC Ltd in the year 2008-09 at an estimated cosxt of Rs 649 lakh, against which an amount of Rs 210 lakh had been advanced to the executing agency ending March 2013. He said the department had also procured 300 kanals of land and started construction of new building of Government College of Physical Education at Gadoora, Ganderbal (Kashmir), at an estimated cost of Rs 3,039 lakh, against which an amount of Rs 1,350 lakh was given in advance to the JKPCC for construction of Administrative Block and Boys Hostel Building in the first phase. |

Minister urges civil society to conserve natural resources
Jammu, April 26 Speaking at the Annual General Body Meeting (AGM) of the Central Government Pensioners’ Welfare Association (CGPWA), held at Police Officers’ Mess here today, he said the government had already decided to protect all the traditional sources of water like ponds, bowalies, nullahs for domestic use, whereas check dams would be constructed at kandi areas of the state to raise water table. He said the government would launch a massive awareness campaign for conservation, sanitation and judicious use of water through different mediums. He sought support of the entire society to save this precious resource to meet the ever-growing need. Maintaining that water was the fundamental need of every human being, Sham said the government would make every possible effort to provide safe drinking water to all uncovered areas. He said the Central Government had been providing sufficient funds for the essential sectors, including PHE and a well-thought strategy would be devised to make the optimum use of resources to create sustainable water resources in all three regions of the state. The government would introduce social audit for each work and scheme to bring transparency in the functioning of the department. The functioning of the entire department would be fine-tuned to improve the work culture and to make every one accountable so that people could get better services, Sham added. In his welcome address, President of the CGPWA, SS Wazir, informed the gathering about the initiatives which the Association had taken for the welfare of the members and for the civil society. He said the association’s mandate was to make efforts to bring reforms in the society and work for the development of the mankind in every form. VP Sharma, patron of CGPWA and a noted geologist and environmentalist, gave an illuminating and well illustrated power point presentation on the topic “Geo-environmental Status of J&K State and its impact on the civil society”. |

New Rajouri DC inspects development works
Rajouri, April 26 He visited various locations, including Tourist Reception Centre, Shahdara Sharief and advised the accompanying Executive Engineer, PWD, to take up the construction of foot bridge costing Rs 17 lakh and a stretch of 5 km road worth Rs 5 crore, at the earliest so that the journey of the devotees from Poonch district could be lessened. He assured the officers that he would take up the matter with the Auqaf authorities regarding the land to be involved in the said construction. Later on, he also visited the Eco Tourism Society Dera Ki Gali and inspected their feasibility to accommodate the tourists and paid a surprise visit to the Tehsil, community development, ZEO Office, Thanna Mandi and advised the officers to work hard to mitigate the problems of the general public. Bank starts investigation into fake note case
Jammu, April 26 As per the statement issued by the bank, after the news appeared in April 25 issue of Jammu Tribune, the bank started investigations and also contacted the person who had withdrawn the money from the ATM. “We have investigated the issue and contacted the person Dharmesh Gupta. The issue was also taken up with replenishing agency engaged by the bank for filling up cash in ATM's in the city”, said the press release. On April 24, Dharmesh Gupta, who runs a mobile repair shop, had withdrawn Rs 20,000 from the ATM of the bank at Shastri Nagar. However he found Rs 500 note as fake and approached the bank. |

Maharaja Hari Singh remembered
Jammu, April 26 A melodious bhajan and mantras were presented by students of Class X and XI after the hawan. The principal said the land for the school was donated by Maharaja, who was the biggest donor of his times for orphans and for the cause of education. He said the school is not a money-minting hub. The fee paid by the students is utilised to provide education to 250 students who have been adopted by the school. Captain Dewan Singh called him the most glorious rulers of his time. He remembered him with a heavy heart and recalled incidents from his lifetime which inspired the students and staff members. The ceremony ended with the chanting of mantras. |

Youth ends life at Rajouri
Rajouri, April 26 He was shifted to district hospital at Rajouri by family members but he died in the hospital later. The police handed over his body to family members for the last rites. In another incident in the district, a youth Parveez, resident of Kotranka, consumed poison. His family members took him to district hospital, Rajouri and he is now undergoing treatment.
