Gurgaon, April 17 The victim took a U-turn and turned the heat on her school principal who was believed to be her greatest aide, claiming that she had taken her statement out of context which had led to all the hue and cry. The victim had, a few days ago, filed an FIR against her father for raping her for the past three years during frequent outstation trips. Though her complaint was signed by not only her mother but also the principal of her posh Sushant Lok school, she said she had told her principal that her father had slapped her, but she 'misunderstood' and filed a case of rape. The victim had fainted in the school and allegedly confided in her principal about the alleged rapes, following which she took her to the police in April 5. Her father, Anil Kumar, was arrested the same day. His bail plea has been deferred to April 22. The police, however, said the statement would not have much affect on the case as a 40-page charge sheet had been filed which was supported by 'concrete' evidence comprising supporting statements of her mother, principal and an official of the Women Welfare Department along with that of the victim. Interestingly, while only the school principal has been highlighted as the key witness, the police has pegged its investigations on around 16 witnesses. "We have filed a charge sheet of 40 pages and there are 16 witnesses in support of her claims. The charge sheet and eventual trial shall be determining the fate of case," said the investigation in charge and SHO of Sushant Lok, Guarav Phogat. The victim, who was recently promoted to Class XII, had stopped going to school. Sources say that though it is an academically crucial year for the girl, she has abstained from school, fearing being identified by classmates . "She had never thought she would attract so much attention. Certain sections of the media identified the school and the security deployment at home which led to making her identification public. She had fainted in class and was absent for a few days. She now suspects that this absence may have been the reason of her identification. She is in trauma. Please leave her alone," said one schoolteacher. |
Haryana blacklists ICICI Prudential for 3 years
Chandigarh, April 17 Stating this here today, a spokesman of the Finance Department said that ICICI Prudential Life Insurance Company Limited needed to be blacklisted. He said the noticee could, however, opt to pay compounding fee in lieu of the entire or a part of the blacklisting period within one month of the date of this order by paying penal interest at a rate of 1 per cent for every six months or part thereof of the blacklisting period proposed to be compounded by making a request to the government in this regard. He said such enhanced rate of interest would be payable on the amount advanced to the noticee for the period from date of receipt of advance till the date of repayment of advance and interest at SBI base rate to the department. An expression of interest was issued in February 2011 inviting bids from insurance companies and banks for providing services for disbursement of annuity to the land owners under the R and R policy. The decision was taken on July 25 and August 11, 2011 by the government for making payment of annuity under the R and R policy by allocation of work amongst the selected insurance companies and letter of intent was issued to noticee vide letter dated September 6, 2011. In furtherance of the agreed and accepted condition of the letter of intent, the government, in January, forwarded the SLA duly approved by it and called upon the noticee to sign the same with its concerned departments. However, despite repeated reminders for execution of the SLA, the noticee failed to execute the same inter-alia again for the same frivolous reasons of non-deletion of the clause relating to the collection and validation of data. These objections of the noticee were never accepted by the government. Therefore, the government after much deliberations withdrew and cancelled the bid awarded to the noticee in terms of order dated September 6, 2011. He said on November 22, 2012, the noticee was called upon to show-cause as to why stringent actions, including but not limited to debarring ICICI Prudential Life Insurance Company Limited from doing any further business with the Haryana government or any other department, be taken for delaying the entire process of distribution of annuity to the land owners and such other action available with the government under applicable law be initiated. The government received the reply from the noticee on December 21, 2012. In its reply, the noticee denied any wrongful act or failure on its part. Personal hearing was also given to the bidder on January 31, 2013, but the reply given by the noticee was totally unsatisfactory and did not carry any merit. |

This was stated by secretary to the state Governor Mahender Kumar, while addressing the valedictory function of the three-day 21st state-level ambulance competitions organised at Punjabi Dharamshala here today. Mahender Kumar said, “The SJA is a humanitarian organisation which serves the patients and the injured during war and peace.” He said the SJA state branch provided first-aid training to 98,339 persons during 2012-2013. The SJA was constituted on July 10, 1877, and after 10 years in June 1887, the SJA Brigade was established, he said. State secretary of the SJA Gyan Prakash Taneja said as many as 402 competitors, comprising 67 teams, drawn from 16 districts participated in the competitions. A colourful cultural programme was presented by students of various local schools. Kumar gave away prizes to the participants of various competitions. |

Disabled take out march
Karnal, April 17 The demands of disabled persons included filling up of the vacant seats in the government departments reserved for disabled, increase in pension to Rs 2,000 per month, inclusion of handicaps in the BPL list, all facilities to disabled persons with more than 40 per cent disability, removal of age limit for job and disable pension, free bus travel facility, interest free loan up to Rs 5 lakh without any guarantee for self-employment ventures. Addressing the protesters, Vijay Kamboj said as per the United Nations (UN) guidelines of 2008, every member country had to frame a disability Act as per the prevailing circumstances in their respective countries but even after five years, the bill has not been passed by Parliament. The disabled persons had staged a dharna in front of the Mini-Secretariat to press their demands from April 16 to May 10 last year and the administration had given an assurance that their demands would be accepted, but nothing has been done so far. |
Two shishu palan kendras inaugurated
Kaithal, April 17 She inaugurated two shishu palan kendras (SPK) at a multi-speciality hospital and Sanatan Dharam Mandir here yesterday. She said these centres had been set up to for newborns and destitute children who were left unprotected. She said a child protection society had been set up in the district by Women and Child Development Department with the aim to check child abuse and provide them with proper protection so that their rights were not infringed upon. District programme officer Sarita Kumari said if any mother could not keep her newborn with her due to social reasons, she should leave the child in the SPKs for his safety and proper care. She said there was a provision to keep cradles in every primary health centre. District child protection officer Nidhi Vasnay said a medical team, comprising a doctor and an ANM, were constituted to provide immediate medical help to such children. If such children were found healthy, they were sent to the Child Welfare Department in Panchkula from where they could be put for adoption. District child welfare officer Anil Malik and members the Bal Kalyan Samiti and Juvenile Justice Board were among those present on the occasion. |

Industrial effluents from Himachal threaten Markanda river
Yamunanagar/Ambala, April 17
With a number of multinational companies setting up units there, huge quantities of effluents are being released into the Markanda, which have completely destroyed the biotic life in the river. Anciently known as the Aruna river, the Markanda has its source near Kala Amb. After leaving Himachal Pradesh, the river enters Haryana. However, with the setting up of an industrial cluster in the Kala Amb area of Himachal Pradesh, huge quantities of untreated industrial waste are being released into the river, has not only hurting the religious sentiments of the locals, but has also killed the biotic life in the river. Sources in the pollution control board say that the bio-chemical oxygen demand (BOD) value of the river ranges from 106 to 385 milligram per litre as against the permissible limit of 3mg per litre. The State Pollution Control Board says that the state had taken up the matter with the central pollution control board authorities, requesting them to issue directions to Himachal Pradesh to set up water treatment plant so that the effluents were treated before these are let into the river. But, so far the pleas have failed to yield any positive results, say the sources. The sources said that the state government has also written to the Himachal Pradesh Pollution Control Board several times, requesting it to initiate measures to check the pollution, but to no avail. Meanwhile, a group of locals has approached the state, union and the Himachal governments to install a common water treatment plant to save the river from getting ruined by pollution. Bal Krishan Goel, who is spearheading the movement to save the Markanda, said they had also approached the local legislator and Member of Parliament Kumari Selja, pleading the case of the dying river. He said that they had formed a samiti which would fight for the cause. |

Bansi Lal’s daughter appointed EIA body chairperson

Siwach's appointment has been cleared by the Union Ministry of Environment and Forests. She will hold office till March 22, 2015, for the remainder of Shoekand’s term. Sheokand was appointed the SEIAA Chairman for three years on March 22, 2012. The SEIAA acts as the green watchdog for the “construction of new projects or activities or the expansion or modernisation of existing projects or activities”. The authority consist of a chairman, a member and a member-secretary and is assisted by a State Expert Appraisal Committee (SEAC), also constituted by the Union Government. After her retirement, Siwach had reportedly lobbied for the post of State Information Commissioner (SIC). However, certain sections in the Hooda Government had allegedly sabotaged her chances. Siwach was recently in the news for penning a book- “Bansi Lal, Life and Times-An Illustrated Chronicle”- along with historian Raghuvendra Tanwar. At the launch of the book, Governor Jagannath Pahadia and Chief Minister Bhupinder Singh Hooda dwelt on some of the little known facts about Bansi Lal, widely acclaimed as an architect of modern Haryana. Siwach reportedly does not get along well with Kiran Choudhry, Haryana’s Public Health Engineering and Excise and Taxation Minister and Bansi Lal’s daughter-in-law. |

The accused confessed having developed illicit relations with Joginder and wanted to eliminate Satyavati to pave the way for her marriage with Joginder. Manju gained entry into the house yesterday pretending to be a friend of Satyavati's daughter, Yogita. After inflicting serious injuries on Satyavati, she managed to escape on her Scooty. |

Man gets 8-yr jail for rape
Faridabad, April 17 Subsequently, he took her to Madhya Pradesh, his native state, and then to Rajasthan. He used to rape her in his captivity for more than four months. The victim was rescued by a team of the local police from a brick-kiln in Rajasthan after she hoodwinked her captor and informed her mother about it. The FIR was registered on October 28. The victim was abducted on June 25 last year. Her family had no clue about her till she called her mother. The convict ran a dairy shop in SGM Nagar, near victim’s house. |
Youth arrested for eve-teasing in train
Hisar, April 17 The victim alleged in her complaint that the youth boarded the train at Uklana and stood close to her in the train. During the journey, he allegedly started making obscene gestures towards her. The girl, later, told her two brothers, who were also traveling in the same train. The girl’s brothers gave the youth a beating before handing him over to the GRP at Hisar railway station. |
MDU girl hosteler commits suicide
Rohtak, April 17 According to officials concerned, the victim, identified as Anu (22), was a student of the second year of MA economics of the university and had been residing in room number 65 of the Ganga hostel. She, according to fellow hostelers, committed suicide by hanging herself from the ceiling fan in her room at around 6 pm when she was alone. The incident came to light when one of her friends came to her room and found her hanging from the fan. The police shifted the body to hospital for postmortem. Forensic experts also collected the samples from the spot. The kin of the deceased, who hailed from Jind district, reached the spot before her body was removed from the room. No suicide note has reportedly been found so far. The VC of the university, Dr RP Hooda, was among those who reached the hostel after the incident, said that while the cause. |
Neighbour rapes woman in Jind
Jind, April 17 According to the complaint lodged with the police, the victim (29), who is a mother of four, was asleep when the accused, identified as Santraj, a neighbour, forced his entry into her house when her husband was away. When she opened the door, Santraj allegedly overpowered her and committed the crime before she could raise the alarm. The victim told the police that the accused threatened her of dire consequences if she disclosed the matter to anyone. Her mother-in-law and sister-in-law residing in the adjacent building rushed to her help but the accused managed to flee the spot. A case under Section 376 of the IPC has been registered in this regard. |

Four killed in road accidents
Karnal, April 17 The injured was rushed to the local civil hospital. Both drivers are in police custody. Jhajjar: An elderly woman, Sharbati Devi, was killed while a man sustained injuries when their motorbike was hit by a truck near Guda village on the Jhajjar-Rohtak here on Wednesday. Sharbati Devi reportedly died on the spot . The police sent the body to the civil hospital for a postmortem examination. Rewari:Two workers were killed while another was injured in road accidents here yesterday. Banna (22) was killed while his colleague, Sharwan, both residents of the Jodhpur area in Rajasthan, sustained injuries when their motorcycle was hit by a dumper at Kasaula Chowk here last evening. While they were going from Dharuhera to Bawal, the dumper was on its way to Jaipur. In the second incident , Swayamber Prasad (38) of Chamoli district in Uttarakhand, was fatally hit by a truck at a bus stop in Dharuhera. The victim was waiting for a bus for his company yesterday. Subsequently the police, which registered cases of causing death by negligence, arrested the dumper driver as well as the truck driver. |
Criminal arrested
Sonepat, April 17 Gohana DSP Yash Pal Khatana said Baljit, along with his brother, Kuldeep, father Ram Kumar and mother Santra, allegedly attacked Dalip Singh and his sons when they were going to fields on July 29, 2007. In the incident, Dalip Singh was killed. The court sentenced Baljit and Kuldeep to life imprisonment in the Dalip Singh murder case. Baljit was released on a six-week parole on October 17, 2011, but he did not return to jail after the expiry of the parole period. Besides committing crimes like loot of vehicles at pistol point and forming his own gang, Baljit is also accused of shooting dead Naresh of Harshana Malcha village on January 22, 2012. —OC |
Woman ASI suspended for highhandedness
Sirsa, April 17 The SSP has also ordered an inquiry into the incident in which a young couple talking to each other in Town Park became a victim of highhandedness of the city police in Sirsa. A report on the incident was published in The Tribune on Tuesday. The report said a police party from the Sirsa police station ‘caught’ a young couple sitting in Town Park of the town. First, the police quizzed them about the ‘motive’ of their sitting together in the park and then took them to the police station. The young girl and boy kept pleading that they were engaged and their wedding had been fixed for next month, but their requests did not move the police. The police humiliated them first in the park, where a large number of passersby gathered and then by taking them to the police station. The Tribune had also highlighted how the Sirsa police had allegedly ‘picked’ young boys and girls from near their schools and colleges and then ‘left’ them after extracting money in the recent past. A teacher of Chaudhary Devi Lal University had also decried the action in the name of moral policing. Sources in the Sirsa police said top officials of the police took notice of the news item and issued directions for a stern action against the errant cops. |
2 stabbed to death
Rohtak, April 17 Police sources said the incident took place around 8.30 pm last night when two persons, identified as Sumit and Monu, in their mid-twenties, were walking down to a place near Mata Darwaza when an unidentified number of persons intercepted them and assaulted them with sharp-edged weapons. While Monu, alias Ramesh, hailing from Kharkhoda village of Sonepat district, died on the spot, his friend Sumit succumbed to his injuries on way to the hospital. Sumit tried to flee after he was attacked but he was overpowered and was stabbed several times all over the body. He was rushed to the hospital by a police vehicle which found him lying on the road but he succumbed to his injuries before he was attended to by the doctors, it is revealed. The incident appears to be a case of revenge killing as Sumit was a oroclaimed offender and was wanted in a case of attempt to murder, claim the police. |
