Dalit minor raped in Bhiwani
Bhiwani, April 7
A Dalit minor girl (15) was raped by a man at Badrai village in Bhiwani. The girl had gone out of her house to answer the call of nature on the April 3 night, when Zile Singh (31) allegedly gagged her and took her away to some secluded place in his car. The accused raped the girl there and then left the victim in the village next morning. The hapless girl narrated the incident to her family, who decided to approach the police.

"The Haryana Police is very sensitive towards crime against women and have taken a slew of measures to instill confidence among women about their safety and provide quick help in case of need," Director General of Police SN Vashisht said.

The police today arrested a final year BTech student of Skite Engineering College, Kurukshetra, near the railway station and recovered fake currency notes worth Rs 2.30 lakh from him. However, his accomplice is still at large and a massive manhunt has been launched to nab him. The accused, Rajesh (22), along with another youth came to Shyam Jewellers in the Sarafa Bazar on a motorcycle on Friday and told an artisan Sunny that they wanted to purchase 10-gm gold. Sunny told them that it would cost Rs 30,000 and they immediately gave 30 notes of Rs 1,000 denomination.

Judge interacts with prisoners in Kaithal

Justice MS Sullar of the Punjab and Haryana High Court, Administrative Judge of the Sessions Division, Kaithal, inspected the Kaithal Jail. He interacted with prisoners under trial and convicts and received their representations. A special Lok Adalat was organised in the District Jail and 15 prisoners under trial were set free after reviewing their cases on the spot. All of them took an oath not to indulge in any illegal activity in future. The judge directed the Jail and District Legal Services Authority to extend all possible help to children of women prisoners living in jail with their mothers. — OC

15.10 lakh children given polio drops
Chandigarh, April 7
As many as 15.10 lakh children below five years were administered polio drops in 13 districts of Haryana today, the first day of three-day sub-national immunisation round of pulse polio drive. A spokesman of the Health Department said that these districts included Ambala, Faridabad, Gurgaon, Jhajjar, Karnal, Kurukshetra, Mewat, Palwal, Panchkula, Panipat, Rohtak, Sonipat and Yamuna Nagar. A total of 26 lakh children are targeted to be covered during this campaign in the state. The campaign would continue for another two days. — TNS

Toddler kidnapped
Rewari, April 7
A one-and-half-year-old boy Gaurav was reportedly kidnapped by a person when he was playing with other children at Kalrawas village, near Bawal, last evening. After a long search by his family remained futile, the infant’s father, Rajender Kumar, filed a complaint with the Bawal police following which they registered a case of abduction. — OC

Scooterist killed in road accident

Jagmer Singh, a resident of Dhanaura (Ambala). was killed when his scooter was hit by a car near Masana village on the GT road, 8 km from here, yesterday. Regional bias in development may have haunted the Congress government in Haryana soon after the party assumed power in the state in 2005 but the battle has now boiled down to a virtual tug-of-war between MPs and legislators.

While “some” MPs have been crying hoarse about the imbalance in development under Chief Minister Bhupinder Singh Hooda's rule, the legislators of their areas vouch for the “unprecedented” development under Hooda’s leadership.

They are leaving no stone unturned to show that the MPs’ claims are “mere rhetoric” and hold no water. However, the MPs, essentially known Hooda baiters, are convinced that development has only come in certain pockets of Hooda loyalists while the rest of the state has been ignored.

In Ambala, where a proposed Industrial Model Township project had to be shelved on account of “protests instigated by vested interests”, Union minister and Ambala MP, Selja, the most vociferous of Hooda critics, has minced no words at public functions to air her grievances. She has claimed that her parliamentary seat has been ignored and not hidden her “discomfort” over the acquisition of fertile land for setting up projects. Sadhaura MLA Rajpal Bhukri, too, has raised the issue of lack of development in his constituency while most other MLAs assert that this is “false propaganda”.

“Drinking water and lack of sewerage were the two main problems in Ambala. The government has invested hundreds of crores in laying sewerage and ensuring that drinking water supply reaches every home. The IMT had come to Ambala along with Rohtak. We are nowhere while the IMT in Rohtak is on track,” explains Ambala City MLA Venod Sharma and Chief Parliamentary Secretary Ram Krishan Gujjar of Naraingarh could not agree more.

Similarly, Gurgaon MP Rao Inderjit Singh is waging a lonely battle against unbalanced development his constituency and has further been “isolated” following the setting up of the Haryana Insaaf Manch. He has been emphasising that development is elusive in his constituency.

Here, too, this has failed to unite the MLAs who claim that developmenty is very evident. “I handle the Department of Panchayats and Development. Let one MP say that the face of villages has not undergone a sea change since the Congress came to power and I will take him around. Making such statements is all to gain ‘popularity’,” he says as does Nuh MLA Aftab Ahmed, who insists that backward Mewat is also in the “fast-forward mode”.

Rajya Sabha MP Ishwar Singh recently held a rally in Gulha to underline the lack of development and Birender Singh, too, has raised the issue from time to time. In Faridabad or Karnal, the MLAs are quick to count the projects that have turned around their constituencies.

Sources in the government said when most MLAs were satisfied with the development in their respective constituencies, the MPs’ claims were no cause for worry.

Woman shooed away by docs delivers on road

A woman delivered a baby outside the General Hospital, Fatehabad, after the authorities refused to perform her delivery. The woman, who belonged to a poor family from Bodiwali village in Fatehabad, was brought to the General Hospital for delivery. Ironically, the doctors, who were 'busy' in a mega health camp organised by Sirsa MP Ashok Tanwar's efforts, did not have time to see this woman.

While the woman was crying in labour pain, the doctors told her family to take her to Agroha or Hisar as they did not have the facilities to assist a delivery.

This happened at a time when, as per the authorities's claims, scores of specialists from Hisar, Delhi, Chandigarh and Panchkula were here to examine patients in the mega camp.

The hapless family brought the woman out of the hospital and her husband rushed to fetch a rickshaw.

However, the woman started delivering her baby while she was still within the four walls of the hospital complex but outside the hospital building. She took the support of a scooter parked in the hospital and delivered her baby on the road.

Civil Surgeon Suraj Bhan Kamboj said the hospital had to refer the woman as it did not have any gynaecologist today.

Dalit minor raped in Bhiwani

A Dalit minor girl (15) was raped by a man at Badrai village in Bhiwani. The girl had gone out of her house to answer the call of nature on the April 3 night, when Zile Singh (31) allegedly gagged her and took her away to some secluded place in his car. The accused raped the girl there and then left the victim in the village next morning. The hapless girl narrated the incident to her family, who decided to approach the police.

However, the village panchayat intervened and pressurised the family to settle the matter. A panchayat of elders was called where the accused was made to apologise for his act and the victim’s father was told to forgive the accused and forget the episode.

However, the persecution of the family continued and finally, they approached the police with a complaint today. Ramesh Kumar Alawadhi, SHO of the Badhra police station in Bhiwani, said the accused had been booked and arrested. He said the police acted swiftly after getting the complaint and recorded the girl’s statement in the presence of a woman advocate. The girl’s medical examination had confirmed rape.

Former Army Chief General VK Singh today exhorted students to direct their endeavours in making India the best country in the world. Delivering his convocation address at the 2nd convocation of the Jan Nayak Chaudhary Devi Lal College of Education here today, VK Singh said education doesn’t mean just getting degrees. It should take youths to a pedestal higher than where they stood as students. “Please ensure that whatever you do in your lives, national interest should always remain supreme in your minds,” the former Army Chief told young graduates of the college.

As many as 187 graduates and postgraduates from the college received their degrees from General VK Singh. Dr Shamim Sharma, Managing Director of JCD Vidyapeeth, Digvijay Singh Chautala, a trustee, and Jai Parkash, principal of the college, were present on the ocassion.

Earlier, addressing a Chhatra Sabha at the Vidyapeeth, General VK Singh lamented that over 30 crore youths in India were jobless today. He said Rs 50,000 crore was going to foreign countries through the youths going abroad for their studies, but if this money was used here, it could help setting up several IIMs and IITs in the country.

Social activist Anna Hazare, who was also to address students, failed to keep the date resulting in a great disappointment among hundreds of students. The college authorities informed that Anna could not attend the meetings because of his ill health.

However, the manner Anna Hazare continued with his Jantantra Yatra as usual in the later part of the day, it gave rise to speculations that he avoided visiting the institute owned by INLD MLA Abhey Singh Chautala in view of his conviction in the JBT recruitment scam.

NIPEF opposes privatisation of power sector

The Northern India Power Engineers Federation (NIPEF) has come out strongly against the proposed franchisee model of privatisation in the power sector and re-employment of superannuated engineers in Haryana Discoms.

At its executive committee meeting here today attended by all state constituents of the northern region, the NIPEF held that the move for privatisation of power distribution throughout the country had been opposed by power engineers. The conditional bailout financial package announced by the Centre was a clear move in this direction.

Padamjit Singh and Shailendra Dubey, chairman and secretary-general, respectively, of the All-India Power Engineers Association, said the states opting for relief under the financial restructuring plan would have to introduce privatisation of power distribution either through the public-private partnership or the franchisee mode.

Bhupinder Singh, secretary-general of the NIPEF, said that better operational results could be achieved through departmental execution as demonstrated in Punjab.

In the first instance, the AT& C losses were brought down to 12-13 per cent in Patiala city. Punjab has been successful in implementing the pillar box scheme for reduction of losses and improvement in quality of supply to rural consumers.

The Haryana Discoms had decided to follow the Punjab pattern for reduction in losses. Other states could also follow the Punjab pattern.

The NIPEF demanded that the power sector should be professionalised for the selection of directors and CMDs in all states on the pattern for central power sector undertakings being practised in Punjab. This initiative has yielded good results in Punjab.

R S Dahiya, chairman of the NIPEF, said that the executive committee had condemned the policy of granting extension beyond superannuation to certain engineers in Haryana. This policy had created parallel power structures with vested interests and no accountability in the administrative hierarchy, which was proving detrimental to the power sector in the state.

The NIPEF demanded that all such engineers who were on extension after superannuation should be removed so that their jobs were performed by cadre engineers.

Last year, the UHBVN had granted extension to a Chief Engineer (Transmission) of the BBMB against all norms.

The BBMB’s move to create its own cadrein violation of the Punjab Reorganisation Act, 1966, was also condemned by the engineers' body.

Rao Inderjit charges CM with bias against south Haryana

Rao Inderjit Singh, Congress MP from Gurgaon and a known detractor of Chief Minister Bhupinder Singh Hooda, today reiterated his charge of discrimination with South Haryana in development. The Rao said a major political move could take place in the state within six months.

Talking to mediapersons during his visit to the the Chief Minister's home district for the first time in the past few years today, he not only lambasted Hooda for his alleged ‘lopsided ‘ development policy but also took a ‘jibe’ at certain senior leaders of the party. he said the state Congress had been on a weak track due to wrong persons at wrong posts.

Rao Inderjit had come to attend a kabaddi tournament at Bahu Akbarpur village of Meham subdivision on Sunday on the invitation of Shamsher Singh Kharkara, who had contested the last assembly election from Meham as an Independent candidate.

Rao said while south Haryana districts, including Gurgaon and Faridabad, had been contributing more than two-thirds of the state's total revenue the development there had been shaky and inadequate. While the Rao had been taking up the issue at every possible forum, he formed the’ Haryana Insaf Manch’ to seekbalanced development across the state.

Charging Hooda with of 'privatising' the party, he said the politics of personal and vested interests had taken a centrestage at the cost of the interests of the party and its workers. Without naming anyone, he said a leader was given the reins of the party despite the fact he had lost in the assembly poll and another donned an important post six months after he was expelled from the party on charges of indiscipline.

Asked about his next political move, Rao Inderjit said while the Haryana Insaf Manch was a non- political organisation, he could take an important decision within a few months after consulting supporters.

Police sensitive towards crime against women: DGP

"The Haryana Police is very sensitive towards crime against women and have taken a slew of measures to instill confidence among women about their safety and provide quick help in case of need," Director General of Police SN Vashisht said.

“An anti-obscene call cell set up under a pilot project at Gurgaon to register and entertain complaints of eve-teasing, molestation, obscene calls and other crime against women has evoked a good response and on an average more than 24 complaints are being received daily in the control room," he said.

“A lady constable and one Inspector are available round-the-clock in the control room where the complainants can lodge the report or dial the helpline number 100 or 1091 and even SMS the complaint," he said.

The police will immediately trace the callers in case of obscene calls, warn them and keep track of calls for 24 hours. In case the caller did not stop, the police will take immediate action and monitor the case for one week till the problem is over, the DGP said.

Four to 10 complaints are received daily on helpline no. 100 and 20 to 25 on 1091 in Gurgaon. In case of other crimes against women also, similar action is being taken and presence of a lady constable gives a sense of security to the complainant and her name is not disclosed if she wants. The complaints through the helpline has been very useful as a large number of women victims do not come forward to lodge their complaint and are shy of visiting police station or policemen coming to their workplace.

Gurgaon Commissioner Alok Mittal said another helpline no. 9999999953 had been provided for general public to enable the complainants to know the status of their complaint and progress of investigation by dialing 1091.

When Sunny checked the notes he found that the notes were fake and told the youth about it. The youth panicked and fled from the shop leaving the fake notes behind. After the matter was reported to the police, Karnal SP Shashank Anand deputed SI Varinder Singh, in charge of the CIA-I, to handle the case and the team arrested Rajesh near the railway station today.

On interrogation, Rajesh reportedly confessed to the crime and told the police that two months ago he procured fake currency worth Rs 4.30 lakh. The police raided his house and recovered fake currency worth Rs 2 lakh, which included 30 notes of Rs 1,000 denomination and 300 notes of Rs 500 denomination.

The police is investigating the case to find out the source of the fake currency notes and the area of operation of the gang. The police suspects that it could be a big racket and expects more disclosures.

Land Encroachment
Residents seek Congress leaders' intervention

Faced with the possibility of eviction, dwellers of slums on a land belonging to the Indian Railways at the Gaekward Colony today made a last ditch effort to seek intervention of the local Congress leaders on their behalf.

The possibility of the eviction of the encroachers has increased following yesterday’s demolitions of about 500 jhuggis at the Azad Nagar by the Railway Department with the help of the local administration and the police.

The department wants to reclaim its land to lay a railway line connecting Mumbai and Delhi.

Faridabad Deputy Commissioner Balraj Singh said the district administration would provide requisite police force if asked by the department to clear the encroachments.

"A project of the Centre cannot be abandoned because of encroachments on the public land," he added.

However, the Railways and the local government authorities said the department had issued several notices to the encroachers in the past more than one year to vacate the land.

Tight security in place for Pranab's visit to Kurukshetra

Elaborate security arrangements have been made for President Pranab Murkhjee's one-day visit to Kurukshetra on April 9.

The President would be the chief guest at the convocation of the National Institute of Technology (NIT), celebrating its golden jubilee, and attend a seminar, Darohar, at Kurukshetra University.

Security personnel have been deployed in strength on the entire route from the helipad to the city and the venues of the functions to be attended by the President, said Kurukshetra Deputy Commissioner Mandeep Singh Brar.

As many as 1,001 graduates would be conferred degrees at the10th convocation of the National Institute of Technology (NIT), Kurukshetra, coinciding with its golden jubilee.

Apart from the President, Governor Jagannath Pahadia and Chief Minister Bhupinder Singh Hooda will be present as the guests of honour while Dr Sivathanu Pillai, Chairman, Board of Governors, NIT Kurukshetra, will preside over the function

Husband, in-laws booked for dowry death

Following a complaint filed by Jagmal Singh, uncle of deceased Suman Devi (29), the Bawal police has registered a case of murder, cruel treatment and criminal conspiracy against Suman’s husband Ram Kanwar, elder brother-in-law Raju, younger brother-in-law Mahender, all three residents of Gujjar Majri village, near Bawal, and one more person.

Jagmal alleged that his niece Suman, who got married to Ram Kanwar about 17 years ago, was tortured and then strangled by her in-laws in the early hours yesterday for their inability to pay them Rs 5 lakh they had sought recently to buy a plot. Suman’s post-mortem examination at the Community Health Centre, Bawal, confirmed that she had been strangled. Suman is survived by two sons.

A senior police official said efforts were on to apprehend the accused.

Over 2,500 patients examined

Over 2,500 patients visited a “mega health camp” organised here today with Sirsa MP Ashok Tanwar's efforts.

Experts from various fields of medicine and surgery from places like Hisar, Chandigarh, Panchkula and Delhi examined patients and prescribed treatment.

The MP said the central government had proposed to spend Rs 4,724 crore on medical education, training and research. Under a national health programme, provision of Rs 150 crore had been made for elderly persons.

As many as 38 social organisations from Fatehabad contributed in the success of the health camp.

Jats threaten to lay siege to Delhi

Rohtak, April 7
The Akhil Bhartiya Jat Aarakshan Samiti, which is spearheading the Jat quota movement in Haryana, today threatened to lay siege to Delhi in July if their demand for reservation in government jobs under the OBC category is not met.

The samiti said they were promised the reservation under the OBC category by the Centre last year, however, nothing had happened on that front.

The decision was taken at a meeting of the Executive Committee of the samiti presided by a Jat leader Charan Singh at the Chhotu Ram Dharamshala today. The samiti decided to 'gherao' the residence of UPA chairperson Sonia Gandhi, Prime Minister Manmohan Singh and other leaders, if their demand is not met.

The samiti representatives at the meeting said no action had been taken on their demand despite assurance made by the Centre a long time ago. — PTI
