Norms for Recognition
Chandigarh, April 3 Presiding over a meeting with representatives of the Private School Welfare Association here today, Hooda said the schools would have to submit an affidavit stating that the prescribed norms would be fulfilled within one year. The schools completing the mandatory requirements within one year would be given recognition. He made it clear that with this decision, the school that did not fulfil the norms under the Right to Education Act (RTE) would not be closed and continue their admission process so that the students did not suffer. The Chief Minister said the schools which had fulfilled the norms for recognition could either apply online or submit their self-declaration forms in the office of the District Education Officers concerned by April 7. Hooda directed the officers concerned that the schools which had already applied for recognition and fulfilled the prescribed norms under the RTE Act should be give recognition at the earliest, adding that dereliction in this regard would not be tolerated. He mentioned that the government had already reduced the passenger tax applicable to school buses. A notification in this regard would soon be issued by the Transport Department. Vikas Yadav, Director, Secondary Education, apprised the Chief Minister that 2,652 schools had already submitted the required documents with the department for getting recognition out of which 550 schools had been given recognition whereas the cases of remaining schools were with District Education Officers. Education Minister Geeta Bhukkal, Chief Parliamentary Secretary Rao Dan Singh were among those present in the meeting. |
LS poll: BSP names Gurgaon, Faridabad candidates
Chandigarh, April 3 Sources in the party say the candidate for Ambala (reserve) Lok Sabha constituency has also been identified. His name has, however, been withheld as the candidate is a serving class I officer in one of the engineering departments of the state. The BSP has nominated former MLA Zakir Hussain from Gurgaon and Rajinder Sharma from Faridabad. Zakir is a tested horse for the BSP. He was the nearest rival to former Union minister Rao Inderjit Singh in the 2009 Lok Sabha elections. Coming from a political family, Zakir is a son of veteran Meo leader Tyab Hussain. Though he had lost to Inderjit Singh, Zakir led over the Congress candidate in the four Meo-dominated Assembly segments of Sohna, Nuh, Ferozepur Jhirka and Punhana, a part of the Gurgaon Lok Sabha constituency. Zakir’s nomination as the BSP candidate from Gurgaon will affect the Congress calculations, particularly if Inderjit Singh decides to quit the party. The Rao recently launched the Haryana Insaf Morcha, which was being considered as the veteran Ahirwal leader's first step towards his exit from the Congress. In the case of Inderjit Singh’s exit , the Congress could field sitting MLA Altaf Ahmed, scion of another prominent Meo political family. But with Zakir in the field, the Congress may have to depend upon another veteran Ahir leader, Power Minister Capt Ajay Singh Yadav, who represents Rewari in the Haryana Assembly. In that case, his son, Chiranjiv Rao, can contest the Rewari seat. Chiranjiv, who has been the president of the Haryana Youth Congress, is a son-in-law of former Bihar Chief Minister Lalu Yadav. The BSP’s nominee from Faridabad, Rajinder Sharma, was a contender for the party ticket in 2009 also but at the last moment the BSP nominated former cricketer Chetan Sharma. Rajinder belongs to Jind but has been in Faridabad for the past several years. Rajinder later joined hands with former Haryana minister Kirpa Ram Punia, whose brother PL Punia was the principal secretary to Mayawati, before he fell out with her and joined the Congress. PL Punia is now the chairman of the Scheduled Castes and Scheduled Tribes Commission. When Kirpa Ram Punia joined the Congress, Rajinder also followed him. However, after some time he came back to the BSP after spending a few months in Kuldeep Bishnoi’s HJC. The sources say though the BSP has started the process of selecting its candidates, the party has found that the enthusiasm witnessed among activists during 2009 is missing this year. The party is finding it difficult to zero in on appropriate candidates as there are not many takers for the ticket. |
Randeep Surjewala gets Best Legislator Award
Chandigarh, April 3 Sources said barring Arora who proposed the name of INLD MLA Rampal Majra for the award, all other committee members, including BJP’s Krishan Pal Gurjar and BSP’s Akram Khan, expressed faith in the committee’s choice.The Speaker claimed that the proceedings were recorded in Arora's presence and the choice was unanimous. Sources said Surjewala was found to “fit the bill” when it came to measuring up on the parameters of awareness of national and regional issues, fluency of language, presence in the House, contribution within limitation of time, observance of rules procedure, obedience to the Chair, among others. Known for his oratory and handling of ticklish issues, Surjewala, the government’s first line of defence and floor manager in the House, is also well-versed in clever use of language to browbeat the Opposition and bail out the government. The award, carrying Rs 1 lakh in cash, a trophy and a certificate, would be conferred upon Surjewala shortly. The minister said he would give the award money to two meritorious students of the five state universities. Nine nominations — Leader of the Opposition Om Prakash Chautala, Sampat Singh, BB Batra, Ram Pal Majra, Bahadur Singh, Aftab Ahmed, Geeta Bhukkal, Ram Kishan Gujjar and Surjewala-- were received for the award. The Lok Sabha Secretary-General was contacted to know if the award could be given to a minister after Arora objected to this. “He told us that the award has gone to a minister 14 times and this year’s award has been given to the Finance Minister. This settled the matter,” the Speaker said. Arora, however, maintained that members of the ruling party were in a majority and got their way in the selection. |
Seminar explores ideas of Baba Banda Singh Bahadur
Kurukshetra, April 3 Professor Alam emphasised the importance of Dutch and French sources available on Baba Banda Singh Bahadur, which have not yet been explored by historians. Presenting his report, the seminar director and Director, Baba Banda Singh Bahadur Chair, Department of History, Kurukshetra University, Prof Amarjit Singh, highlighted various issues taken up during the deliberations. He said the seminar was a milestone in exploring the ideas and activities of Baba Banda Singh Bahadur which is a significant chapter in the history of Punjab. The seminar examined the authenticity of 18th century Persian and 19th century British historiography as a source material in the present context. Though a lot has already been researched upon as far as Banda military achievements are concerned, certain grey areas have been so far ignored by researchers. His concept of sovereignty of people, secular state, agrarian reforms and socialistic pattern of society were some other associated parts taken up during the seminar and discussed threadbare and it was felt that these areas required further exploration and research. Presiding over the valedictory function of the seminar Prof MK Jain, Registrar, Kurukshetra University, said there was need to give equal respect to all religions and that this seminar was the right step in this direction. |
Commercial activities in residential areas
Karnal, April 3 Several commercial establishments, including hospitals, hotels and about 100 shops were found running in these residential areas. Shopkeepers tried to stop the team from sealing a hospital and a hotel with some of them pulling down the shutters. However, the HUDA team sealed the main gate of the complex where commercial activities were going on. Dhaka said notices had been issued to the shopowners and other commercial establishments stating that any commercial activity in residential areas in HUDA sectors was illegal. |
Villagers block road for school upgradation
Karnal, April 3 Refusing to relent, the protesters said that they would continue the agitation till admissions to class XI started in the school. The villages of Manjura, Budhanpur, Hathlana, Bahlolpur, Bajida, Zarifabad and Kuchpura joined the protest. The commuters were a harried lot and long queues of vehicles were seen on either side of the blockade. The police reached the spot and diverted the traffic through some villages. Tehsildar Hari Om Atri and Station House Officer of Nissing police station Jaspal Singh Dhillon tried to pacify the agitators
who were adamant that the blockade would be lifted only when the admissions began. A villager, Arun Kumar, said the school fulfilled the requisite criteria and alleged that instead of upgrading Manjura School, the school at Chadao village was being upgraded under political pressure. The blockade was finally lifted after the officials convinced them that the admissions would commence on Thursday. |
Sanitary conditions: Two Hisar villages emerge as role models
Hisar, April 3 Ram Niwas distributed Rs 27.25 lakh as award money to 27 village panchayats. He said Bari Brahmana and Sundawas had not only performed exceedingly well in sanitation but also showed the way in community participation in welfare schemes. He announced that grants would be given for making all 'kutcha' houses in Sundawas village 'pacca' under the Priyadarshani Awaas Yojna. A target of providing grants to 2 lakh houses had been set under this scheme in the current year. Ram Niwas said that installation of solid waste plants was the need of the hour today. Eeven in villages, people ought to adopt methods for the management of solid waste through recycling techniques. Under the Total Sanitation Campaign, toilets had been constructed in all government schools and anganwari centres. Villagers were also being motivated to construct toilets in their houses to discourage the practice of open defecation. He admitted that in certain areas, villagers were not ready to construct toilets in their houses due to some preconceived notions. The authorities were trying to change

Wakf Board officials, realtor caught taking bribe
Fatehabad, April 3 Estate officer Mohammad Usman and rent collector Azad Mohammad were allegedly arrested red-handed while they were receiving Rs 60,000 as bribe from a local resident, Raghubir. According to reports, Tohana resident Satpal had a house built on the land of Haryana Wakf Board. He recently sold that house to another resident, Raghubir. Raghubir approached the State Vigilance Bureau with a complaint that officials of the Wakf Board had demanded Rs 1.30 lakh as bribe for transferring the house to his name in the official records. He alleged that he had already paid Rs 70,000 to the officials through a property dealer, Prem Mehta, and now, they were demanding Rs 60,000 more for the work. The State Vigilance Bureau approached the Fatehabad Deputy Commissioner, Dr Saket Kumar, for arresting the accused after laying a trap. The DC deputed a naib tehsildar to accompany the SVB team as a duty magistrate and complainant Raghubir was sent to the Wakf Board officials with currency notes laced with phenolphthalein. The moment Mohammad Usman and Azad Mohammad accepted the bribe money, the sleuths of the SVB pounced on them and allegedly arrested them red-handed. The role of the Haryana Wakf Board at Tohana had come under the scanner in another incident recently, after its officials allowed a shopping complex to come up on their land in gross violation of the change of land use and the municipal building norms. Pursuant to complaints from some local residents to the state government, the DC had ordered an inquiry by the Tohana SDM, Yogesh Mehta. |
11 get life term in 2 murder cases
Sonepat, April 3 Ranbir and his brothers Devender and Jasbir of Raipur village, Madan Lal of the same village and Surender of Narela in Delhi were convicted and sentenced for the murder of Raipur sarpanch Sanjay on April 26, 2009. Sanjay was shot dead when he was returning to his village after a morning walk with his family members in Devi Lal Park in Sector 7, near the village. Panchayat election-related enmity was said to be the reason behind the murder. In other case, six members of two families -- Satish and his brothers Anil and Jagbir and Mahesh and his sons Mayank and Sunny -- were sentenced to life imprisonment for the murder of Parvinder of the same village on August 14, 2009. Parvinder’s father Mahender and other family members were also attacked and injured. An old enmity was stated to be the reason behind the murder. |
HUDA plans new sectors in Bhiwani
Bhiwani, April 3 Bhiwani Deputy Commissioner Ashok Kumar Meena said that besides this, two new sectors on the Kont road are also proposed to be set up in Bhiwani. At present, Bhiwani has only two residential sectors developed by HUDA -- Sectors 13 and 23. In the absence of any new sectors coming up from HUDA, private colonisers have been thriving on the people's need for residential and commercial plots. According to conservative estimates, more than 100 illegal colonies have mushroomed in Bhiwani town in the past some years. "The layout plan of part 2 of Sector 23 has been approved by the Chief Administrator of HUDA," said Meena. He added that HUDA would offer 228 residential plots -- six plots of one kanal each, 40 of 10 marla each, 46 of 8 marla each, 84 of 6 marla each and 52 plots of 4 marla each. Besides, 22.13-acre land would be given to the Haryana Housing Board for the construction of houses for the poor under the Ashiana Scheme. |
23-week premature baby survives
Panipat, April 3 The premature girlchild delivered by Sapna weighed just 600 gms at the time of birth which had now increased to 1.7kg. She is not only able to directly take the feed from the mother breast but also fit to go home, says Dr Girish Arora. Dr Arora said the last documented record of a surviving baby in India was 24 weeks with the longest stay of 75 days in NICU but Sapna’s baby had been in NICU for 110 days and had maximum number of ventilatory supports (13 times). However, her vision /hearing/ reflexes and mental status were normal for her age. Her parents and family were happy that they were going back home with “alive and healthy’ child, he added. |

Bhiwani, April 3 As per the orders issued by Meena in his capacity as the District Magistrate, carrying of any Pokland excavator machines, JCB machine, detonator, compressor, drill machine, tractor-trailer and any kind of explosive material would be banned within 5 km of the hillocks and crushing zones in these areas. After the orders of the Punjab and Haryana High Court, mining of stones is banned in Bhiwani since February 28, 2010. Meena directed the subdivisional magistrates, deputy superintendents of police and station house officers of the police to increase their patrol towards the hillocks and initiate action against those found indulging in illegal mining. The orders issued by the District Magistrate have asked the crusher owners to give their weekly stock record to the SDMs and the DSPs and also to install global positioning systems on their JCBs and dumpers so that the authorities could monitor their movements. |

Prof Sharma said while the appointments had put a hefty burden on the
state exchequer, the growing disenchantment of the masses with the state
government was bound to lead to the ouster of the government. He added
that the party was opposed to the continuous prise hike and supported
the HJC in its agitation throughout the state. State BJYM president
Mukesh Gaur and general secretary Varun Chaudhary also addressed the
convention which was presided over by former state BJP chief Om Prakash

Chandigarh, April 3 Further incarceration of the actor would only aggrevate
the emotional torture that he has suffered, he said. “The whole
country is aware of the impeccable family history of the popular actor
and we are aware of the circumstances that prevailed at the time of the
crime he had been found guilty of. In fact, the court had already
exonerated Dutt for his involvement in any terrorist activity,” the
letter claimed. |

arrived. The police has registered a case at Bawani Khera police
station in Bhiwani. The SHO said the woman had been taken to Bhiwani
for a medical examination and her statement had been recorded before a

Man held for molesting Dalit woman
Rohtak, April 3 The police said the
incident took place on Tuesday night when the victim, aged around 34
years, was alone at her house. The complainant alleged that the
accused, identified as Rajesh Kumar (42) who is a labourer, entered her
house secretly and tried to force himself on her. However, he fled when
the woman raised the alarm and some nieghbours arrived for her help.
The accused was remanded to judicial custody after he was produced in
the court, said a police official. |
Husband held for dowry death
Rewari, April 3 Earlier on a
complaint filed by the deceased’s father, Abhey Singh , the police had
registered a case of dowry death against Dhanesh’s husband, Sanjay,
father-in-law Suraj Bhan, mother-in-law Shakuntala Devi and two others.
A senior police official said the other accused would also be arrested
soon. |
Rally against foeticide reaches Karnal
Karnal, April 3 The rally, which was flagged off by Chief Minister Bhupinder
Singh Hooda from Chandigarh yesterday, would pass through Jind, Julana,
Rohtak, Gohana, Sonepat and Samalkha and conclude at Panipat on April
6. Welcoming the rally at Karnal, Deputy Commissioner Renu S Phuliya
called upon the parents to make their kids self-dependent. She said the
police would render all possible help in training girl students in
schools and colleges in self-defence techniques. |

Sonepat, April 3 The court also imposed a
penalty of Rs 10,000 on the convicts. Satbir Singh of Sardhana village
had lodged a complaint at the Gannaur police station in April, 2010,
alleging that his son, Udai, was shot dead when he objected to stubble
reaping in their fields some persons, including the accused. The accused
were allegedly armed with pistols and other sharp-edged weapons. One
more accused in the case Harjit, who was out on bail, was murdered near
Samalkha recently. A minor accused is being tried in a juvenile court
while two accused were acquitted by the court for want of evidence. |
