New Delhi, March 26 The latest issue of tension between the two is the alleged lack of interest exhibited by the Haryana government in the amendments being debated to strengthen the Scheduled Castes and Scheduled Tribes Prevention of Atrocities Act, 1989. Although the Social Justice Ministry had written letters to all chief ministers, asking them to depute ministers concerned for a meeting held recently in the Capital to discuss the amendments, Haryana was conspicuous by its absence at the meeting. Ticking off CM Hooda on the matter, Selja has now shot off a letter (copy is with The Tribune) to him, saying, “We held the meeting on amendments to the SC and ST POA Act on February 20, 2013. I had requested you and all the other CMs to send concerned Ministers in the meeting to deliberate. The Government of Haryana deputed only junior officers to attend the meeting. Even these officers did not participate in the meeting. Despite each state being given time to express their views and finally during the open house, no body from Haryana spoke. It seems these officers left the meeting after marking their attendance.” Social Justice Minister went on to further slam Hooda for being unable to take the proposed amendments seriously. In her letter, she added, “This reflects very poorly on the image of the Congress-ruled Haryana and shows the lack of its commitment towards the underprivileged and weaker sections of society.” Social Justice Ministry has been maintaining a record of Dalit atrocities in order to push for amendments to the 1989 law. Haryana’s record on this front is very poor, with the state reporting an almost 30 per cent rise in atrocities on Dalits since 2010. Last year, the nation was shocked by a series of rapes, mostly of Dalit girls, in the state. That apart, the animosity between Sejla and Hooda has been bothering the Haryana Congress unit for a long time now. Recently, UPA chairperson Sonia Gandhi had called both of them for a meeting to resolve the differences. |
Lobbying for post of CM’s Principal Secy
Chandigarh, March 26 The names of four senior bureaucrats are doing the rounds for the coveted post with senior IAS officer and additional secretary with the Union Government Ashok Lavasa’s name not among the top contenders for the time being. The
four contenders for the post now include Additional Chief Secretary KK Jalan, Prinicipal Secretary(Industries) YS Malik, Principal Secretary, Department of Town and Country Planning SS Dhillon and Additional Prinicipal Secretary to the Chief Minister KK Khandelwal. While Jalan is a 1982 batch IAS officer, Malik is an officer of the 1983 batch.Dhillon is 1984 batch IAS officer and Khandelwal from the 1985 batch . Currently the Principal Secretary of the Department of Town and Country Planning, which has been in the eye of the storm for questionable land deals of Congress President Sonia Gandhi’s son-in-law Robert Vadra, Dhillon has been a former Director-General of the department. On the other hand, Malik had been the Principal Secretary of the Department of Industries and is considered close to the Chief Minister. KK Khandelwal has been in the CMO for over six years and considered to have ‘managed’ the office well and had survived many a reshuffle. With elections to the Lok Sabha and the State Assembly next year, the Hooda Government, which got bad publicity against the backdrop of Vadra-DLF land deals, would zero in on an officer, who could ward off adverse publicity against the government. Khandelwal had been handling the Public Relations Department for all these years. The Hooda Government is known to rely more
on other factors than seniority while making high-level appointments. In fact, the proximity to the ruling dispensation rather seniority played an important role in the appointment of the Chief Secretary
and the DGP. And the proximity to the ruling dispensation rather than seniority could not be ruled out this time as well. Sources said the name of the Principal Secretary would be announced after the Cabinet meeting on March 29. The decision to ‘rehabilitate’ outgoing Principal Secretary Chattar Singh on some important post is likely to be announced the same day, sources added. Reshuffle in the offing
A reshuffle is in the offing for the state bureaucracy by month-end .While a few ‘non-performing’ officers could be eased out, certain important departments, which are currently being handled by officers as additional charges, could be entrusted to officers independently. |
INLD protests as CD shows Cong ex-minister with woman
Sirsa, March 26 Krishna Fogat, district president of the women wing of the INLD, led a procession from Janata Bhawan to Subhash Chowk, where the protesters torched an effigy of the leader. Fogat alleged that the Congress leader has been sexually exploiting women by promising them government jobs and demanded his immediate arrest and a high-level probe into his conduct. She alleged that incidents of exploitation of women had witnessed an unusual increase during the Congress regime and in many cases, ruling party politicians have been found involved. “On the one hand, the UPA government was enacting tougher laws for protection of women, on the other, its own leaders were involved in their sexual exploitation,” alleged Promila Sharma, senior vice-president of the state unit of the INLD women wing. Hisar: Sheela Bhayan, state president of the INLD, and Saroj Mor, MLA from Narnaund, led a demonstration by women activists here. The party activists burnt an effigy of the Congress leader, allegedly shown in a video and demanded his arrest. “How can leaders who exploit women due to their position provide security and safety to the weaker sex in the state?” the INLD women activists asked. Fatehabad: In Fatehabad, Saroj Sihag, state vice-president of the women wing of the INLD, led a demonstration against the Congress leader's conduct Swatantar Bala Chaudhary, a former MLA presided over the protests in which slogans were raised against the Congress leader and his effigy was set on fire. Women activists took out a protest march from Jat Dharamshala to Laal Batti Chowk, where they burnt the Cong leader's effigy Similar protests were reported from various district headquarters. Faridabad: A large number of INLD activists today burnt an effigy of the Congress leader in the wake of circulation of an alleged CD relating to him. The activists assembled outside the office of Faridabad Deputy Commissioner Balraj Singh and raised slogans against him and the Congress government. Later, they burnt the effigy. The agitaiton was organised by the women's wing of the INLD and led by Shashi Bala, president of the wing. |

Chandigarh, March 26 The “grievances” of the employees include withdrawal of notices and charge-sheets against the employees, roll back of transfers and a reversion to the earlier practice of selling seeds through marketing societies and the Seed Village Scheme. “The Managing Director has agreed to hold a meeting on March 29. However, like previous meetings, we are not hopeful of any positive outcome. We have decided to hold a token protest outside our office. We will then go on to submit our resignations to Chief Minister Bhupinder Singh Hooda since it has become impossible to work,” Desraj Bhatia, secretary of the union, alleged. Maintaining that the Corporation would be in the red because of the huge losses caused by unsold seeds, the union members said the corporation had suffered a loss of Rs 22 crore due to the unsold seed stock of 87,000 quintals. “As much as 10 per cent seed will fail the test till the next sale which will add to the total loss. Besides, an additional Rs 3 crore will be lost as interest. Our main grievance is that no thought was given to the piling stocks of seeds. In stead, all energy was channelised into transferring employees, issuing notices and chargesheets,” Bhataia claimed. Ashok Khemka said he had held two meetings with the union in the past in the presence of the Sarv Karamchari Sangh and they had sorted out matters amicably. “We are meeting the union again on March 29 and everything will be resolved,” he said. He said the transfers were a part of the staff rationalisation exercise because of which he managed to do away with 30 daily wagers, saving Rs 2 crore to the corporation. “As far as the charge-sheets go , it is a quasi-judicial procedure and I am open to scrutiny if I have wrongly issued these. The two chargesheets were issued for stealing of wheat. Let the union tell me if I am wrong,” he explained. Khemka said that the employees as also the Seed Growers Union were against him because he had broken the nexus between them. “The seed production officers had been at a particular station for 12 years or more. I moved them out because I realised that a nexus had developed wherein wheat grain was being sold off as seed and the 30 per cent cost difference was being pocketed by them,” he claimed. On the issue of not selling wheat seed through marketing societies, he said it was a government decision and not his, as was being perceived. With the employees not ready to accept anything less that the acceptance of their demands in toto and Khemka having his own justification , a showdown seems imminent. board

HC shuffles 8 district judges in Haryana
Sirsa, March 26 Jain has been appointed the District and Sessions Judge at Sirsa now. Ram Niwas Bharti, Additonal District and Sessions Judge, Jind, has been transferred to Faridabad in a similar capacity. Kanchan Mahi, Additional District and Sessions Judge, Panchkula, has been shifted to Jind after withdrawal of a post, where she was at present working. Sushil Kumar, Additional District and Sessions Judge, Palwal, has been transferred as such to Narnaul against Rajnish Bansal, who will join as Additional District and Sessions Judge, Jagadhri. Ved Parkash, Additonal District and Sessions Judge, Chandigarh, after his recall from deputation, has been posted as such
at Palwal in a similar capacity. |

was with National Highway Authority of India (NHAI) and as the roads were to be four-laned, the authority had decided not to repair these and instead go ahead with the four-laning project. However, now the NHAI had prepared a project to get them repaired. It was learnt that, after
the publishing of the news in The Tribune, last month, a local delegation along with the
Member of Parliament Kumari Selja had met Union Transport Minister C P Joshi, who asked the NHAI to review the situation and take corrective measures. A high-level team of the NHAI then visited the area and submitted a report claiming that Rs 25 crore should be sanctioned to repair NH73. The statement also claimed Rs 9 crore had been sanctioned for the upkeep of the Yamunanagar-Kurukshetra road and the work on this road would be completed next month. |

Dera volunteers clean up

Kaithal , March 26 The volunteers swung into action soon after the guru launched the campaign by sweeping road in the Pehowa chowk area at about 8.30 this morning. The volunteers, aged seven to 80 years, not only cleaned roads, residential localities, office premises and slums, removing bushes, wild grass, garbage, polythene, paper and heaps of dry leaves. The zealous volunteers even removed stinking
silt from the overflowing nullahs and drains which have remained out of reach of municipal employees for many years. Tonnes of garbage
was collected but the municipal council authorities were unable to lift it. Sant Ram Rahim in
his address said that by their acts and deeds his followers wanted to create an awakening among the people about
the importance of cleanliness which was necessary to check diseases. |

It would also help keep checks and balances in the development works in the Panchayti Raj system. The software would serve the purpose of fixing time-bound responsibility and accountability and the action taken online as it would show day-to-day data status concerned to a gram panchayat, block, district and assembly constituency. |

Class XII girl raped by brother, molested by Principal
Gurgaon, March 26 The girl went to the police today and said that though her brother was away for the past one year, she feared her turmoil would restart once he returned. "I had been dying to report it, but couldn't muster strength," the victim reportedly told the police. Though the police has arrested Jai Prakash, Vijay is still to be caught. “We are investigating
the girl's charges,” said an investigating officer. Hisar: A Dalit woman who had gone to fields to cut fodder in Data village of Hisar was raped by a villager yesterday. The police has arrested Sandeep after booking him for rape. The accused was produced in the court today, where
he was sent in judicial custody. The woman alleged that Sandeep overpowered her and raped her in the fields. He escaped when she raised the alarm and people came to save her. The woman’s medical examination confirmed her rape. |
Three of family killed in mishap
Jhajjar, March 26 The accident took place when Hardeep along with his family members was returning to his native village from Jhajjar in a car. As they reached near Silani village, the car collided with a moving trailer coming from the opposite direction. The car got entangled in the trailer. While Priyanka and Yaatin reportedly died on the spot, Hardeep suffered serious injuries. The police extracted the bodies from the car with the help of two JCB machines. Hardeep was immediately taken to a hospital where doctors declared him brought dead. The trailer driver managed to flee the spot, leaving the vehicle. The bodies were handed over to their kin after a postmortem examination here. The trailer driver has been booked. |

Women harassed on bus; driver, bus owner's son held
Fatehabad, March 26 One of the girls, who lodged a complaint with the police, alleged that the bus owner’s son Surender and his friend Satpal, alias Sattu, started harassing them by making unsavoury remarks on board the bus plying between Fatehabad and Tohana. When she objected to their behaviour, other passengers sitting in the bus also came to the women’s support. The passengers asked the driver to take the bus to Kulan police post. However, the driver stopped the bus on Kulan bus stand and escaped, leaving the passengers stranded. The girls approached the police with other passengers and lodged a complaint. The police has registered a case against Surender, Satpal and bus driver Kulwant and arrested the first two. |
