Dependent parents family: HC
Chandigarh, April 13 “When the law, keeping pace with the development in society, is advancing in this particular direction recognising obligation of the children to maintain their parents, we fail to understand the abrogated steps of the respondents herein showing their obstinacy in not bringing dependent-parents in the definition of family,” a Division Bench ruled. It also directed the Haryana Financial Commissioner and Principal Secretary, along with other respondents, to include parents in the definition of family for the purpose of computing an employee’s family pension. The Bench has also held that the non-inclusion of the dependent-parents in the definition of family was discriminatory and offended the Constitutional Amendment to Rule 14. The directions came on a petition filed by Geeta Devi through her counsel Sandeep Bansal. Geeta Devi’s son Udey Kant, working in an aided and recognised school, died in harness on June 13, 2010. Though she was the only legal heir, Geeta was denied family pension and financial assistance under the schemes formulated by Haryana. This was because Rule 14 of the Haryana Aided Schools (Special Pension and Contributory Provident Fund) Rules, 2001, did not include parents of the deceased as dependent for the purpose of family pension. Taking up the matter, the Bench asserted: “The very concept of family pension proceeds on the rationale that when the employee dies in harness and or after retirement, the family members who were dependent upon him should be accorded family pension. “It is for this reason that definition of family includes dependent sons as well as unmarried/widow daughters. In many rules, brothers below the age of 18, step brothers and sisters are included in the extended definition of family.” Referring to the Punjab Civil Services Rules, applicable to Haryana also, the Bench added that both father and mother are added in the definition of family. |

Hisar, April 13 Among those killed in the accident are Puran Chand (60), a hotel owner from Siwani Mandi, his sons Dinesh (35) and Inderjeet (30) and the latter’s one-year-old daughter Manavi. Inderjeet’s wife Shilpa has been critically injured in the accident. The family was returning from Hardwar after Manvi’s “mundan” when their car collided head on against a dumper. An ambulance rushed to the accident site after receiving information from some passersby and extricated the victims from the mutilated car with the help of villagers. Puran Chand, Dinesh, Inderjeet and Manavi had died by the time the ambulance came to their rescue. Shilpi’s was referred to a private hospital in Hisar, where her condition continues to be serious. Hisar Superintendent of Police B. Satheesh Balan went to the hospital and consoled the wailing relatives of the victims. The police said a case has been registered and efforts were being made to arrest the driver of the dumper. |

Fatehabad, April 13 Villagers belonging to the Dhottarwal gotra have been socially boycotting those belonging to the Gill gotra due to a controversy over a marriage some years ago. Yesterday, Dinesh and Pradeep, sons of Ishwar Singh from the Dhottarwal gotra, were being taken around the village on the back of mares as a part
of a ritual prior to their weddings. While some youths were dancing to the music being played on a vehicle; Sunil, a youth from the Gill gotra, crossed their path while riding a tractor. After an exchange of
hot words, Sunil allegedly hit the vehicle carrying music system of the marriage party with his tractor. Other members of Sunil’s gotra also reached there and a fight ensued and both groups pelted stones at each other. SP Vikas Dhankhar and DSP (Headquarters) Shamsher Singh Dahiya rushed to the village with the police force. Meanwhile, villagers of the Dhottarwal gotra from neighbouring Bithmada village also came to the village, making the situation more volatile. Over 12 persons, including some policemen, sustained injuries in the stone-pelting. The injured have been shifted to the General Hospital at Tohana. The police said the situation is under control. |

Sirsa, April 13 The shopkeeper allegedly tried to rape the girl by taking her inside a cabin on the excuse of giving her cookies. As the girl started crying, people rushed in and found the shopkeeper sexually assaulting the little girl, whose clothes had already been removed by the accused. The onlookers gave the shopkeeper a sound beating and informed the victim’s father about the incident. The angry people took the accused to a nearby police post, where the police registered a case. The police said that a case under Sections 376 and 511 of the IPC and section 3 and 4 of Protection of Children from Sexual Offences (POCSO) Act has been registered against the accused. The police had rounded up the accused and had taken the girl to General Hospital for her medical examination. |
Class X Dalit minor girl kidnapped, raped
Fatehabad, April 13 In a complaint to the police, the victim's mother alleged that her 16-year-old daughter, a student of class X in the village school, was going to the fields with meals for her grandfather, when the accused Buta Singh and his uncle Sukhwinder kidnapped her. The accused allegedly put a blanket on the girl, forced her in a car and took her towards a secluded place in the fields, where Buta Singh allegedly raped her and Sukhwinder stood guard. They showed her a pistol and threatened to eliminate her if she narrated the incident to anyone and dropped her in the village at night and fled. The police said that a case has been registered. |

Sonepat, April 13 The police recovered the girl from Faridabad on April 11. Before handing her over to her family, the police got her medically examined. The police had arrested the accused. He was sent to judicial custody by thecourt today. The girl stated that the accused was staying at Jhinjholi village with his paternal aunt. On April 4, when she was alone in her house; he enticed her to elope with him. After two days, the accused forcibly married her at a temple in Agra and raped her. |
Boyfriend accused of rape after pregnancy
Gurgaon, April 13 The police has registered a case against the accused, Rama Chauhan (25), and the medical test will be conducted on Monday. The police said the victim and the accused are from Bihar. The victim lived in a rented accommodation at the Shakti Park colony here with her family. The accused also lived in the same home as a tenant. The victim claimed that around 2 months ago, the accused took her to a house in the New Colony and raped her. The victim claimed that she stayed quiet expecting that he would eventually marry her. But he fled after she told him that she was two months’ pregnant, she added. |

Kurukshetra, April 13 Confirming this here today, Pehowa DSP Naveen Sehgal said Bhupesh Dhiman, a resident of Raghunath Manas Mandir Colony, Dhand road, told the police that he woke up last night when he heard some noises. When he went in the courtyard, he saw two persons armed with lathis and iron rods. When he approached them, they beat him up. By this time, they had already thrashed five persons, including his father Sant Ram Dhiman and his mother Bimla Devi. Dhiman died on the spot and Bimla succumbed to her injuries at the LNJP hospital. Bhupesh’s wife Amarjeet Kaur, his brother Vivek and his wife Sushila were seriously injured and were referred to the PGI, Chandigarh. Bhupesh told the police that his house was ransacked and jewellery was stolen. |

Kurukshetra, April 13 Sant Kumar (70), a retired superintendent of Kurukshetra University, his wife and other family members were sleeping when the gang broke into the house and attacked them with lathis and iron rods. While the assault proved fatal for the couple, others sustained serious injuries and were rushed to Government Medical College and Hospital in Chandigarh. Family members said the gang members were only wearing vests and underwears. They said the couple was lying dead in a pool of blood while the rest of the family was watching them helplessly when the police arrived. The house was ransacked by the gang members, all of whom seemed to be in their twenties. A family member, Bhupesh, said the gang members were ruthless and did not mind killing people for committing thefts. Nathu Ram, a neighbour, said he came out of his house after he heard some noises and threw a brick on the thieves but the robbers were undeterred and threw the brick back on him and fled. The police is investigating the case. |

Fatehabad, April 13 While the assault proved fatal for Parmeshwari (65), her husband Leelu Ram (75) sustained serious injuries and was rushed to a hospital. DSP (headquarters) Shamsher Singh Dahiya said a case of murder has been registered and efforts were on to nab the culprits. |
Youth killed, body thrown on rail track
Hisar, April 13 The incident came to light when some people noticed a body lying on the railway lines and informed the police. The victim was later identified as Mohan Lal (32), a tractor driver from Rajli village, who lived in a rented accommodation in the Surya Nagar area of Hisar. It appeared that someone had thrown the body on the railway track after killing him so that it could be made out as a suicide or an accident. However, the body was recovered in an intact condition as no train passed from that track before it was found. |
Woman duped into marriage
Hisar, April 13 The 40-year-old victim, a teacher at a private school, has alleged that the accused, Devender, a resident of Rampura Mohalla, had allegedly fraudulently married her on December 9, 2012, for dowry as he had till that time not told her about his marital status. She said Devender then took her to Hardwar and gradually, started harassing her for dowry and revealed that he was already married. The accused is in a two-day police remand. |
Highway abduction case turns out to be elopement
Karnal, April 13 “Special teams of the Karnal police were constituted which cordoned off the entire area and launched a massive manhunt to trace the abducted girl,” said Karnal SP Shashank Anand. The investigating teams made a major headway within hours. The police not only nabbed the girl from Tarauri but also traced the boy and recovered the car used by them. The 25-year-old boy and the girl said they had come to Tarauri on their own and got married at a temple. "I was not kidnapped and went on my own will. I will not go back to my parents,” she said. The police has sent the girl to Nari Niketan and the boy home. |
Skit on water by kids earns wide appreciation
Kaithal, April 13 The team had visited Jaswanti on April 8 and the skit presented by the children won the heart of is director, Majoomdar, and others. Majoomdar decided to get this skit translated in different languages to spread message of water conservation. This skit had become very popular after it was presented by students in November during the DC’s night camp programme in Chandana. As the skit earned wide appreciation, the DC directed that it be played in all night village camps to create an awakening among the masses. The skit was also given a special place during the Republic Day parade held in Kaithal. Manish Chandana acts as Chitargupt, Rahul Chandana as a journalist, Kamal Chandana as god Inder, Sandeep Chandana as a policeman, Anoop chandana as god Vishnu, Ajay Chandana as a common man , Ankit a water thief and Sahil as a political leader. Primary school teachers Ramesh Gill and Sarita prepared the skit. |
