Four Gurgaon officials booked for BPL scam
Gurgaon, April 8 On the basis of complaints filed by the DC office, FIRs have been registered in Kherki Daula, Palam Vihar, Manesar and Sohna police stations. RK Raja, DSSO in Manesar, has been booked for using his influence and allegedly getting his undeserving accomplices included in the BPL list. Similarly, a resident of Sector 23, Palam Vihar, who is a Haryana Ex-Service League officer, has been accused of getting the names of his entire family included in the BPL list. "We have found that some officers have misused their influence to either get their families included in the BPL list or help others reap financial benefits. Investigations are on and the offenders will be punished,” said an official of the DC office. Shiv Kumar, Principal of Senior Secondary School, Khedla, and Mahender Kumar, a teacher there, have been booked for helping Shamin Khan forge documents and misrepresenting facts to get a benefit of Rs 8,340 through the BPL card. The Gurgaon administration had recently detected a major fraud in the preparation of BPL lists, where out of around 45,000 BPL persons, 9,000 were found ineligible. A detailed investigation by the DC office brought to fore that in many cases, district officials had aided ineligible people included in the BPL list. |

Gurgaon, April 8 The issue rocked the college today as students protested against assistant professor Virender Sindhu. He was later arrested. "A case under Sections 354 (assault or criminal force to woman with intent to outrage her modesty), 509 (word, gesture or act intended to insult the modesty of a woman) and 506 (criminal intimidation) of the Indian Penal Code has been registered against the accused who has been arrested," said, Jaiprakash,SHO of the Sector 40 police station. The complaint filed by the victim said the accused lured her to his house on the pretext of a project. The girl suspected foul play and put her phone on the recording mode. "It happened around four months back. He took me to his bedroom where he molested me, promising full marks in the internal assessment of his subject. When I resisted and threatened him, he dropped me at a Metro station. Ever since, I have been complaining to the college management, but it has remained mum," alleged the victim. She showed the mobile audio clip to the college authorities, but to no use. Sindhu then allegedly started threatening her. After bearing all this for almost a month and on getting fresh threats today, she decided to approach the police. The incident has left the college students furious over the management's indifferent attitude and they blocked traffic outside the campus. "Their tall claims of discipline are confined to students. When it comes to teachers, they want to hush things up. What safety do you expect for girls here when teachers turn molesters and the management guards them?There is no sexual harassment cell in the college and the management should be punished for the lapse," said a student representative. |
Gurgaon rape victim gets security
Gurgaon, April 8 Her father was earlier arrested on her complaint. The incident came to light a few days ago when the girl, a resident of Golf Course Road, fainted in her school and eventually confided in her principal that her father had been raping her for the past three years. The girl, with the aid of the principal, complained to the police that her father would take her out of town to rape her. She stated that he planned to take her to Dubai for the purpose. He has been sent in judicial custody. However, sources said the girl was being pressured to take back her complaint. An official said, “The girl is under immense pressure and her safety is our prime goal. She is also in mental trauma and we wish to ensure that she does not take any self-destructive step.” |
Rape victim attempts suicide
Jhajjar, April 8 Sources said the woman had come here from Bahadurgarh this morning for appearing before a court in connection with the rape case. After the court hearing, she reportedly consumed a poisonous substance. She was taken to the local civil hospital which later referred her to the PGIMS, Rohtak. The Bahadurgarh police had booked Neeraj of Chhikkara Colony last year on the victim’s complaint . The case has been pending before the court since then. |

Gang rape, suicide case
Fatehabad, April 8 Deputy Commissioner Saket Kumar handed over cheques for Rs 50,000 each to the two minor sons of the victim. Three youths had overpowered the woman and dragged her to the village chaupal nearby by gagging her. They allegedly raped her there in February this year. The woman narrated the incident to some women members of the families where she worked as domestic help, who in turn told the men. Instead of informing the matter to the police, the villagers kept holding a “trial” at the panchayat level. Later, an accused threatened the victim that he would make her obscene video public if she did not come to chaupal again to “please” them. Fatehabad, April 8 The court has also imposed a fine of Rs 5,000 on him. The verdict on four other accused in the case, who are minors, is under consideration in a juvenile court. The five accused had sodomised a 14-year-old boy in the village’s government school on January 30. |
Steps to rein in Ghaggar pollution as cancer cases up
Fatehabad, April 8 Villagers from over six villages had recently apprised Dr Saket Kumar about the alarming trend during his visit to the Ghaggar near Chandpura. The DC had gone there to review flood-control measures in the area. “The polluted water of the Ghaggar has been affecting our health, crops and subsoil water,” a villager said. The DC said he had asked the Irrigation Department to get water samples of the river tested to find out its biochemical oxygen demand (BOD) and chemical oxygen demand (COD) to check its pollution levels. The DC has also written to the health authorities to conduct a survey of cancer patients in the area. He has also asked the regional officer of the Pollution Control Board to conduct a survey of the entire stretch of the Ghaggar to find out the sources of its pollution. Sources said the influx of hazardous chemicals and other effluents in the Ghaggar has reached alarming proportions, causing great damage to flora and fauna. The pollution of Ghaggar is also causing damage to subsoil water, leading to cancer, skin diseases and other ailments. Against the normal BOD level of 3 mg per litre, the river water was found to have a BOD level of 25 to 30 mg per litre when its samples from Chandpura in Fatehabad and Ottu in Sirsa were last tested. Originating from the Shiwaliks, the river reaches Fatehabad after passing through parts of Himachal Pradesh, Punjab and Haryana. The water brings with it industrial effluents and sewage of the towns falling on its banks. |
Sec 144 imposed on National Highway in Rohtak
Rohtak, April 8 The protests include the siege of the Chief Minister's residence by the Dalit community from Madina village over the alleged failure to nab the culprits of the double murder last week. Officials concerned said the prohibitory orders would remain effective on the main Delhi road dissecting the town from the Hisar bypass to the Delhi bypass near Asthal Bohar here, a stretch of around 7km. It is stated that in view of the inconvenience caused to the residents due to the protests, Section 144 has been imposed on the main road in the town. Such protests cause problems in the movement of ambulances reaching the PGIMS and the academic atmosphere in colleges and the university here, it is added. |
Discoms set to hike power supply by 3 hours daily
Chandigarh, April 8 Devender Singh, Chairman and Managing Director of the UHBVN and the DHBVN, said the power distribution utilities currently had a schedule of supplying power for 20 hours a day in urban areas, 18 hours a day for industries and 12 hours a day for rural domestic use. The nigams had started a special upgradation campaign in January to be completed within six months at a cost of Rs 500 crore. The work had been completed in 2,832 urban localities, HUDA sectors and villages. Devender Singh said under this campaign, the DHBVN and UHBVN would set up about 11,000 additional power distribution transformers to augment capacity of the distribution system. In addition, the nigams would erect 80,000 poles, required length of cables, conductors and GO switches. The teams, raised exclusively for this programme, worked for 25 days a month. The teams were supervised by engineers of the nigams. |

Karnal, April 8 A large number of officers from the judiciary and administration joined the cause along with social organisations and prominent citizens and over 700 participants from 10 states. The people took a pledge to end casteism, communalism, regionalism and other evils and work for unity and emotional integration of the country. The lighting of candles by 3,645 people, led by Justice Nawab Singh of the Punjab and Haryana High Court, in one go at a single venue was mesmerising. Around 50 students of Sainik School, Kunjpura, and 70 NIFFA volunteers were assigned duties for the smooth conduct of the candle-lighting event to give a sparkling touch to the closing ceremony. Justice Nawab Singh conferred the Kalpana Chawla award on noted actress Seema Biswas. Karnal jail superintendent Sher Singh was bestowed the Haryana Gaurav Award for his contribution in converting the jail to a reformatory. As many as 4,851 persons had registered themselves for the candle-lighting, but 3,645 participated in the event. |
CM okays plan to sterilise stray dogs
Chandigarh, April 8 The societies would be headed by commissioners in the case of municipal corporations, deputy commissioners in the case of councils and SDMs in case of committees. They would be supported by representatives of the Public Health Department of the local authority, Animal Welfare Department, district Society for Prevention of Cruelty to Animals (SPCAs) and animal welfare organisations operating within the local authority, a veterinary doctor, the deputy director of the Veterinary Department and the executive officer or secretary of the council or committee as member-secretary. He said the staff of the municipalities or private contractors would catch stray dogs and deport them for sterilisation and immunisation. Dog sterilisation centres would be set up at hospitals run by the Animal Husbandry Department or on the land of the municipality. All expenses to set up infrastructure will be borne by the Local Bodies Department. He said efforts would be made to obtain funds from the Animal Welfare Board of India on the pattern of the Municipal Corporation,

Bypass, ROB under construction cause traffic chaos in Jind
Jind, April 8 Trucks which enter the city to go to Patiala Chowk often try to pass through the narrow lanes of residential colonies, leading to jams and accidents, as they have no information that the main Hansi road has been closed. "Dozens of vehicle drivers approach us for route guidance daily. The authorities have perhaps failed to take measures to tackle with the traffic chaos in such a situation," said Subhash, a shopkeeper near the Devi Lal Chowk here. He said any vehicle which fails to take the proper road may have to travel 30 to 50 km extra. Ravi Kumar , another resident, said the bypass provided along the minor (water passage) to reach the main bus stand in the town was also a cause of inconvenience as the road was kutcha (unmetalled) since it was started about a year back. He said dusts of cloud had become a norm and no relief had come even though the authorities had been approached regarding the matter. Sajjan Kumar, SHO (Traffic), claimed that measures were being taken to ensure the smooth movement of traffic in the city in view of certain roads having been closed. He said besides the presence of the traffic policemen, signals were being put up at various points to guide the vehicles. |

Order to regularise water connections in 62 villages
Chandigarh April 8 These directions have come from Sujoy Majumdar, Director, Department of Drinking Water and Sanitation, Government of India. He has also asked the administration to put taps on all connections so as to ensure uniform supply of drinking water in both rural and urban areas. Majumdar said toilets should be constructed in all houses . He also stressed the need for effective management of solid and liquid waste in the villages. The Central Government has started a project to recharge groundwater in 10 states and 14 blocks in the country having maximum exploitation of groundwater. Kaithal block had also been included from Haryana. Under this project, people would be educated about the methods of recharging groundwater. People were being educated against wastage of water. HUDA had transferred five acres of land to the district administration free of cost where a solid waste management plant will be installed within a year. Besides organic manure, electricity can also be generated from this plant. |

Slaughterhouses to have effluent treatment plants
Chandigarh. April 8 It was decided that the licences of the slaughterhouses should be issued under the Food Safety Act and the offences under the Act should be made cognizable. Officials sources said it was decided that reputed NGOs and members of the state committee should be invited to the meetings of the district-level committees on slaughterhouses. Besides, the DCs concerned were directed to take strict action against the defaulters. It was also decided that the animals should only be transported in specified vehicles and not goods vehicles. |

Land Deals during Hooda Rule
Chandigarh, April 8 In a statement issued here today, state INLD president Ashok Arora and Kalayat MLA Rampal Majra said that the irregularities found in the Robert Vadra-DLF land deal hinted that big land scams had taken place in the state during the Congress regime. They said the Hooda government had forced the farmers to sell their land at cheaper rates by misusing Sections 4 and 6 of the Land Acquisition Act to benefit private builders. The INLD leaders alleged that the CAG report had mentioned that thousands of acres had been released in favour of private builders and the matter should be probed immediately. The land scam in Haryana was bigger than the 2G and coal scams, they alleged. |
Banda Bahadur chetna yatra welcomed
Sonepat, April 8 BJP’s Sonepat MLA Kavita Jain, state vice-president Rajiv Jain and former MLA Devi Dass welcomed the yatra here at Divayank Garden near Kalupur toll barrier. The people participating in the yatra were offered siropas. The yatra passed through Sujan Singh Park, Model Town, Geeta Bhawan Chowk where members of the Sikh and Hindu communities welcomed it. The yatra would reach Riyasi in Jammu on April 10 where Veer Banda Bahadur had founded a dera 300 years ago. The Chetana Yatra is aimed to create awareness among the people about the sacrifices made by the Sikhs under the command of Banda Bhadur, he added. |
Exam supervisor held for taking bribe from students
Rewari, April 8 Gajesh was produced in a court yesterday where he was remanded in a 14-day judicial custody. The police had swung into action after a complaint was filed by an examinee, Surajpal. A case was registered against Gajesh and two other supervisors - Vijay Yadav of Guriani village and Shamsher Yadav of Kosli. While Gajesh was arrested, Vijay and Shamsher are absconding. Over 490 students have been appearing in examinations at the centre from April 4. Sources said the trio had unlawfully collected lakhs of rupees from these examinees for provision of copying material to them during examinations. A senior police official said efforts were on to nab the absconding accused. |
Student commits suicide in HAU
Hisar, April 8 The victim, Komal from Palwal in Haryana, had taken admission to first year of the four-year BSc degree course in the Home Science Department of CCSHAU this year. She was sharing a room in the Gangotri Hostel of the university with another girl. Komal did not go to college today, and her roommate found her hanging from the ceiling when she returned after attending classes in the afternoon. The girls informed the university authorities about the incident and the police was informed. |
Hoax phone call to blow up railway station
Karnal, April 8 Members of the bomb disposal squad and sniffer dogs combed the railway station and the adjoining area but nothing suspicious was detected. The railway police has registered a case against unknown caller. Security has been strengthened at the railway station. |

Rewari, April 8 Suman Devi (29) was strangled allegedly by her in-laws at Gujjar Majri village, near Bawal, on April 6, for her parents’ failure to pay them Rs 5 lakh for buying a plot. On a complaint filed by the deceased’s uncle, Jagmal Singh, the police had booked them. |
Two more arrested in fake currency case
Karnal, April 8 The accused, Rajesh, who was arrested yesterday with fake currency worth Rs 2.30 lakh, was produced in the local court today and remanded to police custody till April 15. Information revealed by Rajesh, an engineering student, during interrogation led to the arrest of the two other accused today. They have been identified as Ankit of Shanti Nagar, Karnal, and Mohan, a resident of
Kurukshetra. They will be produced in the court tomorrow. |
