HC dismisses PIL against PTU
Jalandhar, February 28 The PIL had been filed by Dr RD Anand, professor of chemistry, fellow, syndic and dean at Panjab University, Chandigarh, terming direct admission to the second semester as a “mockery of the education system and a worst kind of academic planning”. He had alleged that the university had taken the decision bowing under the pressure of the affiliated colleges where seats had been lying vacant. He had also contended that the university could not conduct admission after the schedule fixed by the All India Council of Technical Education (AICTE). “The entire exercise of starting with the second semester first and completing the first semester after the second and fourth semesters amounts to an anti-clockwise move and is not permissible,” he had written. While deciding on the matter, Chief Justice AK Sikri and Judge Rakesh Kumar Jain said, “We have to keep in mind that the seats which have been filled had been lying vacant with the colleges and the attempt of the university is that the available infrastructure be utilised in the process, unfilled seats do not lapse and the students who have been given admission become beneficiary in the process. But we also need to keep in mind that the quality of education is not put on the backburner.” Defining the role of the AICTE, it said, “When it comes to universities, the power of the AICTE is confined to ascertaining the financial needs and standards of teaching, examination and research. It is not intended to be an authority superior to or for controlling the universities. The role of AICTE is advisory." "By admitting students directly in the second semester, it does not become a case of late admission. The studies of the students are not going to be affected for the simple reason that they will take full semester through separate classes.” The court is also of the view that the practice of admission twice a year in the spring session and winter session was prevalent in foreign countries as well as the IITs. Passing its verdict, the court has said, “We are of the opinion that the bold move of the university may advance the cause of education and does not appear to be regressive. It needs to be given a trial. The matter has been obviously deliberated upon by the university after discussing the pros and cons. When it found that it is not contrary to any law and is laudable, the courts have to be reluctant to substitute their own views as to what is wise, prudent and proper in relation to academic matters. Going by the consideration, we do not find any merit in petition and dismiss it.” |
Man arrested for failing to pay maintenance to wife

Jalandhar, February 28 District rural police arrested Kamaludeen, alias Kaalu, of Nurmahal on condition warrant of arrest issued against him by a Jalandhar court. Issuing conditional warrant of arrest, Judicial Magistrate Ist Class (NMIC) Munish Garg directed Jalandhar rural SSP in his one-page order to recover a sum of Rs 1,65,000 from Kamaludeen as maintenance allowance payable to his wife Fatima, aka Khambo. The JMIC further stated in his order on Wednesday, “If Kamaludeen does not pay the maintenance allowance at the spot, you are authorised to arrest him and produce him before the court on or before March 2.” Acting on the direction of the court, the Nurmahal police arrested Kamaludeen on Thursday evening as he had failed to pay the maintenance allowance.Confirming this, Nurmahal SHO Kewal Singh said, “As per the court’s direction, Kamaludeen will be produced before the court on Friday.” Earlier, the JMIC issued Kamaludeen’s conditional warrant of arrest on the application filed by advocates Pramod Kashyap and Paramjit Kashyap for the execution of its earlier order of paying monthly maintenance of Rs 10,000 per month to Fatima. Fatima filed an application under Section 12 of Protection of Women from of Domestic Violence Act, 2005, against her husband through advocates Pramod and Paramjit Kashyap a few years ago. The applicant Fatima alleged in her complaint that she, along with their three children, had been expelled by her husband from his house. Fatima alongwith her three children is currently living at her father’s house in Jalandhar city. The court directed Kamaludeen to pay Rs 10,000 per month as maintenance to his wife for herself and for their minor daughter, but he did not pay even a single paisa. Subsequently she moved the application for the execution of the court order. The court issued his conditional warrant of arrest on this application. |
Industrialists, salaried class disappointed with Union Budget
Jalandhar, February 28 Terming the Budget as anti-industry, especially for Punjab, state Vyapar Sena president Ravindra Dhir said the industrialists were disappointed a lot for not getting relief from the Budget. Blaming MPs from Punjab, especially those belonging to the ruling Congress party for this, Ravindra Dhir said they had fully failed to present the case of Punjab to the Central Government and Finance Minister P Chidambaram. Ravindra Dhir said the Punjab industry was expecting a special package from the Centre, as it was still struggling to come out of the slump it suffered during the black days of militancy. On the contrary, the Punjab industries suffered a setback, as the Centre had announced a special package to the industry of neighbouring states, including those set up in Himachal Pradesh. Echoing his strong reaction over the presentation of Budget, Vyapar Sena general secretary Vipin Prinja and its state executive member Lalit Sahni said the Union Finance Minister had fully ignored the small-scale and cottage industries, as no relief had been provided to them. Meanwhile, the salaried class also expressed its dismay over not increasing the income tax concession slab from the existing Rs 2 lakh. The Punjab and Chandigarh College Teachers Union area secretary Dr Tejinder Virli alleged the Budget was as nothing short of a "fraud" with the salaried class. Former Punjab minister Manoranjan Kalia termed it as directionless and inflationary. He said due to inflation, the value of money had declined and the Union Minister had not proposed any hike in the minimum income tax slab. He termed the Budget as non-visionary because it was mum on how to increase the GDP. |
DC raids Civil Hospital
Jalandhar, February 28 During her surprise visit to the hospital, the DC first took stock of the hospital’s emergency ward and talked to patients there, checking whether they were satisfied with the facilities and treatment at the hospital. Following this, she visited the maternity ward of the hospital and reviewed the ongoing work of the renovation of the ward, regarding which she ordered the Civil Surgeon to produce the aforementioned report by March 5. Follwing this, she visited the Jan Aushadhi store of the hospital where a pharmacist and a clerk were found to be on duty. After examining the records, it was found that some records of the stocks of medicines were not being kept properly. She then ordered Secretary, Red Cross Society, Jalandhar, to initiate action against Jan Aushadhi clerk Sanjeev Kumar. Notably, both the state of the maternity ward and the record issues of the Jan Aushadhi store, are issues which have hounded the Civil Hospital in the past too. While the Civil Hopistal has had to face music for the bad state of the maternity ward, not much has changed in the ward even after the new one has started functioning. — TNS |
Villagers protest police ‘high-handedness’

Jalandhar, February 28 Up in arms against police personnel of the Lambra police station, villagers belonging to the Gujjar community reached the SSP’s office and lodged a strong protest against the policemen for allegedly framing a complainant in a rape case at the behest of the accused. The victim, Bashir Mohammad, alleged that he had lodged a complaint regarding his daughter’s rape by four youths of the village last year. The then station house officer, instead of taking action against the accused, implicated him in a fake rape case, at the behest of his daughter’s rapists, he alleged. Bashir also alleged that the policemen even took Rs 1.40 lakh from him for settling the case when he was bailed out by a court after four months. The protesters alleged that the policemen at the police station thrashed him when he demanded the money as the promised job was not done. The Gujjar community also warned to hold a protest outside the house of Principal Secretary, Punjab, at Chandigarh if the police failed to take action against the erring policemen. The SP(D) Rajinder Singh later pacified the protesters by ensuring investigation in the case. |
Advocate alleges misbehaviour by traffic policeman
Jalandhar, February 28 Talking to The Tribune, Amandeep alleged, “I and my brother Pritpal were going to the Guru Nanak Dev University regional campus at Laddhewali on my brother’s motorcycle when we were stopped by a traffic policeman. We were asked for our vehicle documents, all of which we showed. We were issued a challan for causing pollution, for which we did not protest as we were wrong on that count.” “I told the ASI that I was an advocate. But he said there was no dearth of advocates walking around. When he was using foul language with me, I tried to record his voice on my mobile phone. At this, he took my mobile and kept it in his pocket. Later, he took the phone and hurled it on the ground ,” she alleged. Amandeep also alleged that the registration copy of the motorcycle, which the cop had taken during the incident yesterday, is still with Amrik Singh. ASI Amrik Singh denied any such incident, saying he did not challan any woman on Wednesday evening nor was he deputed at Laddhewali at the given time last evening. However, Amandeep stuck to her allegations that ASI Amrik Singh (belt number 979) was the one who challaned her and the challan details would also reveal it. ADCP Naresh Dogra said, “We have received a complaint in this regard and we will probe the matter.” |
National Science Day celebrated
Kapurthala, February 28 Indian Institute of Science Education and Research (IISER), Mohali, director, Dr N Sathyamurthy while addressing a gathering at Pushpa Gujral Science City (PGSC) said, "As a child, we generally start learning about things around us. It is the same curiosity which has brought immeasurable progress in science and technology." PGSC director General Dr RS Khandpur said India had strengthened its agricultural base in the last few decades. All the factors like high-yielding varieties of seeds, fertilizers, chemicals and mechanisation in agriculture had led to the Green Revolution. On this occasion, slogan-writing caption-context and debate competitions were organised by the PGSC. |
Students present ‘Mini India’
Jalandhar, February 28 The two-day event, under the theme “Khel India”, is being celebrated in two parts—Cultural Showcase and One India Expo. One India commenced with a huge colourful cultural procession starting from one corner of the campus to reach to another. During the procession, thousands of students, representing their respective states, danced to local tunes. Students of different states had also set up stalls, showcasing different states for their main sports contributions. Other highlights of the inaugural day remained folk dances of India, display of sports icons, twilight games of India, theatrical representations and melodious music show. LPU Chancellor Ashok Mittal said the celebration helped in preserving the true spirit of cultural diversity, harmony, togetherness, energy and patriotic enthusiasm. Mentioning about the theme of the year, he said, “In order to celebrate the achievements in the London Olympics-2012, which have made the country proud by ensuring the biggest-ever haul of medals, the theme this year is 'sports'." LPU is also celebrating victory of Indian heroes—Sushil Kumar, MC Mary Kom, Saina Nehwal, Vijay Kumar, Yogeshwar Dutt, Gagan Narang and others. The stalls, depicting each state, had been colourfully decorated exhibiting states peculiarities, particularly in games and athletics. Also separate kiosks were put on view the ornaments, dresses and the food-items. The Manipur stall exhibited its main sports activity Polo with its indigenous games Mukna (just like wrestling) and yubilakpi (Manipuri rugby). Cycling and boat racing were the other activities displayed with the help of charts, models and sculpting while the Nagaland stall was displayed as land of festivals, focusing mainly on tae-kwon-do. |
Philately exhibition fails to draw response
Jalandhar, February 28 There were just a dozen display boards set up in a small hall with about a few hundred stamps on display. Few topics on which the stamp collections were put on display included flowers, horses, reptiles, aviation, boats and ships, dentistry, and stamps of Bhutan and Japan. Few aerograms and postcards were also a part of the exhibition. Only a few school and college students made it to the inaugural event as most principals had reportedly declined to come either saying that examination had already started or that preparatory holidays were going on. Just three stamp dealers made it to the event in contrast to previous years when vendors from across the region, including New Delhi have been coming here for philately sale and exchange amongst them. The stamp dealers said since a philately exhibition had just concluded in Mumbai yesterday, the dealers from the region were yet to return. A good part was that the Department of Posts was distributing free booklets and brochures for promoting stamp collections. A few interested visitors were seen buying last year stamps from a counter set up by the department. Some Army officials also made it to the event. Gurbachan Singh Chawla of the Philately Club said he was expecting better participation tomorrow. Gopal Singh, deputy director, Accounts Postal, Kapurthala, was the chief guest on the occasion. Ranju Prasad, Post Master General, will be the chief guest at the closing ceremony tomorrow. |

Jalandhar, February 28 National media fest The PG Department of Journalism and Mass Communication of the local Doaba College, Jalandhar, and contact events (sponsors) organised the National Media Fest Communis-2O13 in the open air theatre of the college. In the morning session, Dr Om Gauri Dutt - Deputy Station Director, Doordarshan Kendra, Monika, and MLA Pargat Singh graced the occasion as chief guest, Arya Shiksha Mandal president Chander Mohan and college managing committee presided over the function and Shaminder Kumar, Deputy Director, AIR, Navdeep Singh, Kuldeep Singh Bedi, Shigara Singh Bhullar, Surinder Pal, Satnam Manak and Major Singh graced the occasion as the guests of honour. Various events were organised in the fest communis namely ad mad show, radio jockey, choreography, news reading, report writing, caption writing, photography, dubbing etc. Teams from 20 colleges of Punjab, Haryana, and Chandigarh along with more than 300 students participated in the festival. Danish Singer Anita Lerche enthralled the audience with her Punjabi songs. The main aim of the occasion was to create a link between the kindergarten and the senior wing by introducing the students to the teachers of grade-1. Classical music concert To give impetus to classical singing, the Prasar Bharati Broadcasting Coproration of India organised Basantotsav, a classical music concert at Hansraj Mahila Maha Vidyalya, Jalandhar. Two of the known artists of the All-India Radio, vocalists, Brij Bhushan Goswami from Delhi and sitarist, Robin Karmakar from Najibabad presented various ragas to enthral the classical music loving audience, including students of the college. Robin Karmakar presented Raag Saveri Tori and Basant and won praise in the by the audience, especially when he and Jalandhar AIR Tabla artist Tilak Raj performed jugalbandi. Arupriya Seen suppoted the artist on Tanpura. Vocalist Brij Bhushan Goswami presented three ragas. Starting with Raag Desi, he sang “Udho Tum Jao Gopal He Mna Lao”, followed by Raag Basant- “Bhanwara Phool Rahi Ban Belariya’ and ended the concert with Raag Bahar - “Vrindavan Bahar Aaee”. He was accompanied by Radhe Shyam Sharma on Pakhawaj and Kulbhushan Goswami on Sarangi, besides, two HMV students Kamalpreet and Rohini Oberoi on Tanpura. Earlier, AIR, Jalandhar, Programme Head, Shaminder Kumar and HMV Principal, Rekha Kalia Bhardwaj along with Dr Rashmi Khurana and Santosh Rishi, both from AIR inaugurated the concert by lighting the traditional lamp. The classical music concert which had been revived last year after a gap of many years, would also be held at two other places. While one was held at Bhatinda today, another would be held at Patiala on March 1. |
Gang of thieves busted
Jalandhar, February 28 The police also recovered stolen goods in bulk from their possession. The police said that during an operation launched against anti-social elements, a naka was laid by the Kartarpur police. At the naka, the policemen nabbed Dhanna Khan, Radhey Sham and Raja Madrassi, all residents of Quazi Mandi, three members of the gang at the naka, while their accomplices managed to give the police a slip. A hunt has been launched to nab the absconders by the police. During questioning, the accused confessed to having committed over 250 thefts in and around the district. The police also seized a motorcycle, a toy pistol , 10 LPG cylinders, three gas stoves, an LCD, 40 wrist watches, four colour TV sets and silver and artificial gold jewellery from their possession. |
