3 months after gang-rape, police fails to file challan

Even after three months of the gang-rape of a teenager in Islampur village, the police has failed to file a challan, taking the plea that there are still some days to file it in court. The shocking incident took place in Islampur village on December 13.

Improvement Trust budget passed
Both expenditure and income put at Rs 141.47 cr for the forthcoming year

The Jalandhar Improvement Trust (JIT), at a meeting held here yesterday, passed its budget, putting both expenditure and income at Rs 141.47 crore for the forthcoming annual year.

As against an expected income of Rs 128.36 crore, the JIT could not even reach the half mark and earned only Rs 57.31 crore. Clearly, the sanctioned budget for expenditure also came way down from Rs 124.40 crore to just Rs 58.46 crore. Since the expenditure made was more than the income incurred, the closing balance has come down to Rs 2.39 crore from 3.53 crore last year.

Expenses

Perhaps expecting to add in more staff, the expenditure allocation has been increased from Rs 4.8 crore to 10.99 crore. While an amount of Rs 28.9 crore had been pegged for various development works and schemes, only half the amount is likely to be spent by March this year. The allocation for the forthcoming year has been kept at 33.80 crore.

The fund-starved JIT has several government dues on its head which it will not be able to pay this year. While a cess of Rs 3.73 crore was to be returned by the JIT to the government, this amount stands as outstanding with another collection of Rs 3.67 crore already received. An amount of Rs 11.51 crore is to be paid to JIT in totality now on this account in the coming financial year.

There are some income tax dues also pending. While an amount of Rs 20 lakh was to be deposited, only Rs 10 lakh has been paid. The dues likely to be paid next year under this head will be as high as Rs 1.65 crore.

The JIT has also not repaid its loans as per the schedule. While an amount of Rs 55 crore was to be paid, only Rs 31.5 crore will be going this year, while an amount of Rs 38.5 crore will have to be paid next year.

Income

Owing to the fact that the MC is also fund-starved like JIT, the latter has not been able to recover Rs 50 lakh due from the former this year. While government grants to the tune of Rs 25 lakh were expected, an amount of Rs 18.75 only has been received with no expectations made for next year. A major income of Rs 115.4 crore was expected from the sale of JIT properties, which are likely to stand at Rs 51.23 crore this year. The income from this head has been put at Rs 117.55 crore for the next year.

The JIT, however, managed to make more income from levying non-construction charges than was expected. While an amount of Rs 3.01 crore was expected on this ground, an additional income of Rs 49.50 lakh has been made this year. The target for the next year has been put marginally high at Rs 3.51 crore. While an income of Rs 10 lakh was expected on account of penalties, only Rs 7 lakh is likely to be levied under this head. The deposits with the JIT, however, have come 
down drastically from Rs 98.06 crore to as low as Rs 17.56 crore. 

ADC to head JIT and PUDA

Additional Deputy Commissioner Praneet Bhardwaj has been given two additional charges as chairman of Jalandhar Improvement Trust and Chief Administrator of PUDA. The PCS officer already is holding two charges as ADC (G) and ADC (D). The additional charge in JIT and PUDA was earlier vested with Deputy Commissioner Shruti Singh. She left the charges yesterday after budget meeting with JIT officials. Bhardwaj is yet to assume both the charges.

MC to forfeit Rs 5 lakh security of contractor

Having already sought tenders for a fresh property survey, the Municipal Corporation (MC) Jalandhar has decided to cancel the tender of a Noida-based contractor and forfeit the Rs 5-lakh security deposited by the company for not completing its door-to-door survey as part of the Global Information System (GIS) project.

The matter has been put on the agenda of the Finance and Contracts Committee of the MC scheduled to be held on February 27. The contract had been awarded to the company RMSI in December 2010 for an amount of Rs 88.85 lakh. The company officials were to send their representatives to nearly 2 lakh properties in the city and get a questionnaire filled, the details of which were to be mapped with the data available with the MC.

The firm started its pilot survey in March 2011 and finding certain problems, it sought an extension of six months in the work which was granted till September 12, 2011. A re-extension was again sought for another period of six months till March 20, 2012. The MC paid Rs 4.44 lakh on the completion of 5 per cent of total work which included the finalisation of detailed survey formats, development of UID system, mobilisation of key personnel and required equipment and initiation of field survey. The firm sought an extension of six months, which too has lapsed with no work done.

Rs 5-cr bank guarantee of Jindal Group proposed to be forfeited

In yet another project related to solid waste management with contractor JITF Urban Infrastructure Ltd also, the MC has proposed to encash and forfeit the bank guarantee of Rs 5 crore. The company had earlier knocked the court where from the counsel had withdrawn the case and would now initiate arbitration with the MC officials.

The officials of the O&M wing have prepared a complete case to reply point to point on each of the 10 demands of the company. These include creating tipping fund, road relaying, streetlight installation and the appointment of an independent engineer.

Maintenance fund

The MC has also decided to allocate Rs 3 lakh for the annual maintenance of sewage in each of the 60 wards, including repair of manhole covers. An amount of Rs 8.58 crore has also been earmarked for the annual maintenance of roads and parks in all 60 wards.

Tender for diesel supply

The MC has also decided to call a fresh tender for the supply of diesel for its vehicles for two months. The MC had been currently paying Rs 52.22 per litre of diesel to the IOC for running its vehicles, which was coming to be costlier than the market rate.

Residents of Jalandhar city and its surrounding areas are likely to get respite from rain on Sunday as the Meteorological Department made a forecast of no rain in the next 24 hours.

The sky will remain partly cloudy during the next 24 hours but there will be no rain in the region, says the forecast. Earlier moderate but continuous rain intensified the cold wave and brought down the maximum temperature by several degrees Celsius in the city and its surrounding areas. The city and surrounding areas registered 8.8 millimetre (mm) rain on Saturday.

The residents faced a lot of inconvenience as the rain water accumulated on a majority of roads.

Meanwhile, the maximum temperature in Adampur near Jalandhar was registered as 16 degree Celsius, whereas the minimum temperature was recorded as 13 degree Celsius.

The lowest temperature was registered in Halwara as 13.7 degree Celsius whereas the maximum was recorded as 15.4 degree Celsius. Chandigarh recorded 13.5 and 20.8 degree Celsius as minimum and maximum temperature respectively. Pathankot recorded 13.3 degree Celsius as minimum temperature and 15.2 degree Celsius as maximum. A minimum temperature of 13.5 degree Celsius and maximum of 19.7 degree Celsius were recorded in Bathinda.

Amidst the constant downpour of the late winter afternoon today, the Shree Baba Harivallabh Sangeet Mahasabha organised Vasant Utsav at the Saigal Memorial Hall here.

On the occasion, a national level seminar on “Indianisation of Western Instruments to Classical Music” was also held.

The presidential remarks and keynote address were delivered by mahasabha general secretary Purnima Beri and Dr Kulwinderdeep Kaur, respectively.

Commencing with Harivallabh vandana, the first performance the evening was presented by Pt Ajay P Jha, who delivered a recital on the Mohan Veena. He presented raga Shudh Sarang accompanied by Sarva Sukhpal Singh Namdhari on the tabla.

A disciple of Pt Vishwa Mohan Bhatt, Pt Jha also presented a paper on the aforesaid topic.

Discussing his Guru Pt Bhatt’s adaption of the Hawaiian Guitar into an Indian instrument which sought inspiration from the veena, the sarod and the sitar, Pt Jha stressed on the intricacies of Indian classical music as they are deftly brought to the fore by the Mohan Veena.

Elaborating on the Mohan Veena’s acclaim and the uniqueness of its sound, Pt Jha also strengthened his narrative for the audience by demonstrating his points on the instrument.

Next came Kolkata-based Kumar Mardur. A junior professor at the ITC music Academy, Kolkata, Mardur, whose vocal style bore a strong influence from the Indian classical legend Kumar Gandharva, presented raga Bhim Palasi, raga Basant Bahaar and a bhajan.

He was accompanied by Dr Neeraj Gandhi on the harmonium and Ashish Sen Gupta on the tabla.

Dr Gandhi also presented his paper on the harmonium and its journey - as an instrument with western roots to India. He said while it had come in with the British, it had adapted well to the Indian classical sensibilities and vice versa.

While the instrument had also seen tumultuous times when it was banned by the AIR, it had made its way back as an instrument of great importance among practitioners and proponents of Indian classical music.

The final performance for the Vasant Utsav was a violin recital by Kailash K Patra. Patra performed raga Gaur Malhar, raga Multani and raga Basant.

He discussed the violin as an instrument which had been enthusiastically and effectively been accepted to land its unique sound to Indian classical traditions. He elaborated his point by speaking of its resounding success and place as a prime instrument especially with the Carnatic musicians of the Indian Classical discipline.

Prof CL Verma, former head of the department of music of the Shimla University, summed up the seminar by elaborating the wide ambit of Indian classical music in accepting and absorbing all kinds of instruments to lend expression to traditional Indian disciplines.

Notably, the Harivallabh Mahsabha is also in a process of shortly releasing its own annual journal, in which research papers, presented by different experts in the field of Indian classical music, shall be published.

3 months after gang-rape, police fails to file challan

Even after three months of the gang-rape of a teenager in Islampur village, the police has failed to file a challan, taking the plea that there are still some days to file it in court. The shocking incident took place in Islampur village on December 13.

The police had also arrested Palwinder Singh, alias Sonu, of Shahpur village, Balwinder Singh, Dalbir Singh, Manga and Ajay of Khurampur village, Pachi and Mithu of Danewal village and Sunny of Shahpur in the case. Three of the accused were later let off on the identification of the girl, said Sukhdeep Singh, station house officer (SHO), Mehatpur.

He said the accused were in jail and the challan in the case would be filed in the court shortly.

Free legal aid to victims of sexual harassment

Extending help to the Punjab Services Legal Authority (PSLA), which is providing free legal assistance to women and several other sections of society, an NGO has come forward with a helpline service to provide legal help to victims of sexual harassment.

Head constable killed in road mishap

Jalandhar, February 23
A head constable with the Phagwara police was killed in an accident on the GT road near here last night.

The accident occurred near Lilly Resort when head constable Manjit Singh, a resident of Khalwara Gate, who was riding his motorcycle to Phagwara, was hit by an unidentified Tata 407 from the rear side.

The accused driver reportedly sped from the spot, leaving the policeman seriously injured.

ASI Rakesh Kumar from the Rama Mandi police station reached the spot with his team and the body was removed from the highway.

The body was handed over to the family after the postmortem examination at the local Civil Hospital.

The police registered a hit-and-run case against the unidentified driver at the Rama Mandi police station. — TNS

ED raid on showroom

Jalandhar, February 23
Sleuths of the Enforcement Directorate (ED) rounded up three employees of a business house - Paul Garments - after searching its premises here this evening.

The ED, acting on a tip-off regarding the involvement of the showrom in hawala business for the past over many years, raided the showroom and seized important documents and other material.

The ED sleuths, drawn from Jalandhar, Ludhiana and Amritsar, accompanied by police personnel from Ludhiana and the local police in four vehicles, arrived at the showroom this evening and cordoned off the area, besides restricting the entry and exit of other vehicles to the business premises.

The sleuths did not rule out the recovery of hefty hawala amount from the showroom after the interrogation of the employees picked by the raiding party. — TNS

Seminar on ‘Newer trends in food processing and technology’

The department of food science and technology, DAV College, Jalandhar, has organised a DBT-sponsored national seminar on “Newer trends in food processing and technology”. The event aimed at creating awareness among students about the growing advancement in the food processing sector .

Jalandhar civil surgeon Dr RL Bassan presided over the function as the chief guest.

An expressive talk was delivered by resource persons Prof Naveen Gupta from PU, Chandigarh, on food enzymes, Prof HR Naik from Agriculture University, Srinagar, on post harvest management of crops, Prof Sumit Arora from NDRI, Karnal, on fortification of milk, Prof DC Saxana from SLIET, Longowal, on sources of starch.

Students and teachers from other institutes like PIT, LPU, HMV, KMV, SD College, Khalsa College of Amritsar also participated in the seminar. Prashant Sahni of BFST IV got first prize in poster presentation and Neeti Sharma, a student PIT, grabbed the first spot in paper presentation.

Talent on wheels

A competition, talent on wheels, was held for students of Class I and II at Delhi Public School. Little ones put their best foot forward on skates and danced to the tunes of famous and beautiful songs. Judges Sonia Sharma, Sarvesh and Roney were impressed by their performances.

Havan for students

Sanskriti KMV School organised a “havan” for the success of Class XII students in their upcoming board examinations. After havan, Sanskriti KMV School manager Dr Atima Sharma and principal Rachna Monga distributed admit cards among students.

Seminar on job trends

The CT Group of Institutions, in association with the Jalandhar Management Association, organised a national seminar on “Trends in employment-challenges and opportunities” at the Sardarni Manjit Kaur Auditorium here today.

The chief guest of the day was Minister of Labour Resources, Bihar, Janardan Singh Sigriwal, who paid a special visit to the CT Group of Institutions Shahpur. He was accompanied by the guest of honour, Ashwani Kumar, director of Victor Group of Companies. Students presented various colourful programmes to showcase the cultural heritage. Janardan Singh interacted with more than 1,000 students of Bihar, who are getting education in Punjab under different study programmes.

Poster-making contest

The Society of Innovative Electrocrates has organised a poster-making competition at the Department of Electronics and Communication Engineering, DAV Institute of Engineering and Technology. The event aimed at making students showcase their concern towards existing social evils through their art and craft skills. Winners of the event were Ketan Arora and Nishant Gupta.

Declamation contest

Students of Hans Raj Mahila Maha Vidyalaya won an overall trophy in the declamation contest organised by MGN College of Education, Jalandhar. The topic of the declamation was “Safety of women: Still a question even after 65 years of independence of democratic India.” Sangya Gutpa won the first prize and Rohini Marwaha won the second prize. They also won the overall trophy. Principal Dr Rekha Kalia Bhardwaj and Debating Society incharge Ramnita Saini Sharda congratulated the winners.

Sports meet

As many as 300 students of the Department of Computer Science and IT of Lyallpur Khalsa College tested their fitness and athletic skills at “Fitness @IT”, a sports event of the department. The occasion involved march past by the students followed by competitions in sports activities such as 100m race, 4x 100, relay race, shot-put, three-legged race, PC gaming, sack race in boys and girls categories, and cricket matches between PG students and faculty members and UG students and women teachers of the department. College principal Dr GS Samra said the college is determined to promote sports.

Farewell

Golden moments, an annual feature for bidding farewell at the end of every session, was organised for hostlers of KMV. The programme began with a melodious rhythmic dance performance titled Ganesh Vandana. Other performances during the evening included choreography, western dance, couple dance, folk dance-bhangra. Principal Dr Atima Sharma presented trophies to the students who were passing out of the college.

Book released

A function on the next day of International Mother Language Day was organised at the Punjab Technical University (PTU). In this function, techniques to publicise Punjabi language were discussed. On this occasion, a book of Punjabi poetry “Mohabbattan de Dariya” written by an employee of PTU and poet Mukhtiar Singh Sahota was also released. Director PIT Dr Nachhattar Singh presided over the function.

Annual function

BD Arya Girls’ College organised an annual prize distribution function. GNDU Registrar Dr Inderjit Singh was the chief guest. Principal Dr Sarita Verma presented an annual report of the college. As many as 215 university merit holders and college toppers were awarded with prizes.
