Rakesh Yadav, a 36-year-old personal security officer of the late liquor tycoon Ponty Chadha, committed suicide at his Gurgaon residence today. Rakesh was deployed at Chadha's farmhouse in Chattarpur. Rakesh had reportedly returned home drunk and had a fight with his wife after which he shot himself with his licensed.32-bore revolver.

Holding out an olive branch to Punjab in the ongoing inter-state waters dispute, Haryana Chief Minister Bhupinder Singh Hooda today offered to settle it by sitting across the table with his Punjab counterpart, provided Haryana is given its due share.

But Hooda was not as considerate towards the Opposition and his detractors within the party. He was replying to a discussion on the Governor's Address in the Haryana Vidhan Sabha here today. Reiterating his commitment to ensuring that the due share of the state's waters would reach south Haryana, Hooda added that the BML Hansi-Butana Link Canal had already been constructed and the issue of SYL was being contested in the court. "Regretful" at the shelving of the IMT, Ambala, Hooda shrewdly shifted the onus on BJP MLA Anil Vij, who represents the district. Vij clarified that he wasn't against the IMT per se, but that it should not be developed on fertile land. Hooda told Vij that the IMT would be set up wherever the latter made land available.

Peeved by allegations of regional bias, Hooda listed big projects in various districts, including Panckula's National Institute of Fashion Design, Kurukshetra's National Institute of Design, Karnal's Kalpana Chawla Medical College and a women's medical college at Bhagat Phool Singh Mahila Vishwavidyalaya. AIIMS-II and upgrading of the PGIMS, Rohtak, to a university found mention in his reply as also his government's decision to allocate funds for Sirsa's Chaudhary Devi Lal University. Referring to the issue of announcements of Chief Minister raised by the Opposition, Hooda denied any regional bias. He said when he assumed office of Chief Minister in 2005, as many as 1,237 announcements were made for Rohtak and out of these, 716 were for the area of his constituency and these involved an investment of Rs 25 crore only. He said there was no constituency where less than Rs 25 crore had been spent on development works.

Criticising the Opposition, Hooda added, "They are the dark past and we are the bright future." Disputing the Opposition contention that Gujarat was far better than Haryana, Hooda referred to the Human Development Index, saying that Haryana fell in the medium category: whereas the national average is 0.467, Haryana is at 0.552 as against 0.527 of Gujarat.

"No other state has a stipend scheme to encourage children to attend school. As a result, the dropout rate is down to 2 per cent," he stated, while explaining the government's sports policy, Sports and Physical Aptitude Test (SPAT), and benefits being given under various social security pensions.

Hooda said the per capita investment in the health sector, which was 3.78 per cent in 2011-12, had increased to 3.9 per cent in 2012-13.

  • As soon as Zero Hour began, today, Parliamentary Affairs Minister Randeep Singh Surjewala urged the Speaker to bolt the doors of the House to ensure that the INLD does not get an opportuinity to “run away” from the discussion on the adjournment motion on probity in public life “They know the discussion will falsify all they have been claiming and they will have no reply. So, we want the doors bolted,” he said.
  • HJC-turned-Congressman Satpal Sangwan, a Cabinet minister, said there was no such party as the Haryana Janhit Congress (BL). This evoked a sharp reaction from HJC MLA Renuka Bishnoi who said the Election Commission of Indian had recognised the party and allotted an election symbol.
  • BJP’s Anil Vij literally became a “Jack-in-the-box” as he repeatedly stood up and “interrupted” the Chief Minister during his reply to the Governor’s Address. This prompted Surjewala to say, “Unkay andar hara rang hai and upar se bhagwa rang hai (he has the green colour, associated with the INLD, in his heart and is coverecd with saffron, BJP’s colour.)” This invited strong protests from Vij who dared Surjewala to repeat what he said and the latter did.

INLD legislators suspended for second day

For the second day running, all MLAs of the Indian National Lok Dal and the single Shiromani Akali Dal MLA were suspended for the day for stalling proceedings during the ongoing budget session over an adjournment motion against Leader of Oppostion Om Prakash Chauatla.

The Speaker, Kuldeep Sharma, announced that this adjournment motion would be taken up at a later date after "taking a sense of the House" that wanted discussion on the issue. He announced that the INLD’s adjournment motion on Skylight Hospitality had lapsed. Just like yesterday, troubled brewed immediately after the question hour concluded and INLD’s Majra was on his feet, protesting the adjournment motion against their leader brought by Congress MLA Sampat Singh.

To this, Parliamentary Affairs Minister Randeep Singh Surjewala, taking a dig at the INLD, said there could be no bigger place for a discussion on the JBT scam than the House. “The INLD was going to town claiming the CBI has been misused and challenging the Chief Minister for a debate while contending that the government is shying from the same. Let us have a discussion on probity in public life and we will reply,” he said.

The INLD MLAs who had, till yesterday, not said a word on the suspension of the Governor’s Address to take up the adjournment motion, today, questioned the government’s seriousness about it. INLD’s Ashok Arora said he was surprised that the all-important discussion had been suspended and then brought up the issue of a casteist remark being used by Congress MLA Naresh Sharma against INLD legislator Phool Singh Kheri. To this, Surjewala and Kuldeep Sharma suggested that the recording could be played to see whether the castetist remark had been directed at the INLD legislator. The Speaker also read a notice given by INLD’s Bishan lal Saini against Naresh Sharma for using a casetist remark.

Arora pointed out that the motion against Chautala came because they wanted a discussion on Skylight Hospitality even as Majra continued to state that a “sub judice” matter could not be discussed.

Chief Minister Bhupinder Singh Hooda, irked by this constant “commentary” from the INLD, said that he did not intend discussing the “touchy” issue of indictment but wanted a discussion on probity in public life and sought the Speaker’s ruling.

Congress MLA Raghubir Singh Kadian said the Congress had no intention of using somebody’s “bad time” as an opportunity but wanted to bring out the administrative-political nexus.

As agitated INLD MLAs “protested”, Kadian went on to say that a bomb was thrown inside the court complex after Chautala’s sentence was announced. The Speaker warned the INLD MLAs to exercise restraint and not speak out of turn. Soon, Kadian and Abhey Chautala entered into a virtual verbal spat and the House was adjournmend. At the very onset, the Speaker said nobody would be allowed to stand or speak without pernmission and threatened to name whoever did so.However, Abhey and Majra continued and were the first to be named as the Opposition benches erupted and the Speaker named all 26 INLD MLAs and one SAD MLA. The marshalls were called in and met with resistence as slogan-raising INLD MLAs argued with them before being marched out.

The National Capital Region Planning Board has sanctioned over Rs 27.73 crore for a canal-based water supply scheme in Ganaur town, Public Health Engineering Minister Kiran Choudhry informed the House.

Nine universities have been set up in the private sector in Haryana and eight letters of intent have also been issued to different organisations for setting up universities from April 1, 2005 to January 15, 2013, Education Minister Geeta Bhukkal said in the House.

As many as 66,755 applications have been received and 60,480 electricity connections released so far under the self-financing scheme, Power Minister Ajay Singh Yadav said.

Facilities for Panchkula

The facilities of toilets, walking tracks and play equipment have already been provided in all major parks in Panchkula and construction of jogging tracks in Sectors 5 and 6, Panchkula, are in progress and likely to be completed by end of April 2013, Hooda said .

Congress, BJP differ on government’s uniform development claims

The ruling Congress and the Opposition BJP-HJC today differed on the Hooda government’s claim of development, especially uniform development, in the state. During the resumed discussion on the Governor’s Address in the ongoing Budget Session of the Vidhan Sabha, BJP’s Sonepat MLA Kavita Jain came down on the Hooda government’s acts of omission and commission.

Lopsided development, deteriorating law and order situation, discriminatory land acquisition policy and non-provision of basic amenities to the residents have been the hallmarks of the government, Jain said, adding that the Governor’s Address was ‘old wine in new bottle”.

As certain power plants in the state had been developing technical snags on account of the intallation of alleged substandard Chinese machinery, the state government has failed to meet the power requirements of the residents, she alleged in the absence of main Opposition INLD, which had walked out of the House after its certain leaders were named by Speaker Kuldeep Sharma for unruly behaviour.

Similarly, the education system was in a shambles as around 30,000 posts of the teacher had been lying vacant. This invited sharp reaction from Education Minister Geeta Bhukkal, who claimed that the process for the recruitment of over 14,000 posts had been set in motion.

Coming down on the state government for the ‘pick and choose’ land acquisition policy, Kavita Jain alleged that farmers whose land was acquired for the Rajiv Gandhi Education City in Sonepat were paid a compensation of around Rs 47 lakh per acre while those in Sirsa and other parts of the state had been paid to the tune of Rs 90 lakh to Rs 1 crore per acre.

Countering the allegations, Rohtak MLA BB Batra claimed that Haryana’s gross state domestic product was higher than that of its neighbours Punjab, Himachal Pradesh, Jammu and Kashmir and Uttarakhand. The state had witnessed overall development in the past seven years, making it the preferred destination of even foreign investors, he asserted.

He added it was wrong to say that any land was given to Skylight and criticised the Opposition for misleading the people on the issue. “They probably realised their folly. That’s why they did not want a discussion even on their adjournment motion,” he said.

In strong words, he condemned the attitude of the Opposition for unruly scenes witnessed over the last two days. “We want a debate and they are shying away from it. We accepted their challenge and wanted a debate in all earnestness while they only wanted to flee from the House at the slightest pretext,” he said.

He justified the development in his district by saying that it had been declared “dead”. “Those opposed to development are biased. We have ensured inclusive development and projects have come to every district,” he said.

Hooda hailed the Union Budget for 2013-14 as investment and growth-oriented, anti-inflationary, pro-poor and crafted with the intent of ensuring inclusive, equitable and sustainable development.

Hundreds of INLD activists, including women, today took out a protest march against alleged use of derogatory, insulting and criminal words against an INLD legislator Phool Singh by a Congress MLA Naresh Sharma during the ongoing Budget Session in the Haryana Vidhan Sabha yesterday.

Led by senior party leaders, including Padam Singh Dahiya, Telu Ram Jogi, Raj Kumar Ridhau, Kuldeep Malik, Sat Pal Goyal, Pawan Taneja, Promila Malik and Babita Dahiya, they also burnt the effigies of Chief Minister Bhupinder Singh Hooda and Naresh Sharma at Geeta Bhawan Chowk and raised slogans against the government and the CM.

The party leaders alleged that it was committed intentionally to derail the parliamentary process and to avoid debate on public interest related matters on the floor of the House.

“It is an obvious attempt to divert the attention of the House and people from scandals and misdeeds of the state government,” they added.

KURUKSHETRA: INLD activists led by former Haryana ministers Jasvinder Singh Sandhu and Balbir Singh Saini demonstrated and set on fire the effigies of Congress MLA Naresh Sharma and Chief Minister Bhupinder Singh Hooda near the old bus stand here on Thursday in protest against the derogatory words used by Sharma against an INLD legislator elected from the reserved Guhla constituency in the district.

Jhajjar: INLD activists on Thursday took out a protest march and burnt effigies of Chief Minister Bhupinder Singh Hooda and Congress MLA Naresh Sharma at Ambedkar Chowk here for allegedly using derogatory words against INLD MLA Phool Singh Balmiki by Sharma on Wednesday. The activists said the incident had exposed the real face of the Congress leaders who claimed to be well-wishers of the Schedule Castes. People were fed up with the Congress regime and were eagerly waiting for the Assembly elections for ousting the Congress leaders from power.

With Maharshi Dayanand University (MDU) already in the muddle of the scam related to the answersheets, which surfaced a few weeks ago, the authorities concerned seem least concerned about the incident of fake marksheet as no action has been taken against an accused who got a B.Sc final exam marksheet a couple of years ago.

The matter was revealed when a local resident lodged a complaint with the police that Ved Parkash had got a marksheet issued in his name fraudulently as he had used the marksheet of a student Pawan Kumar, who had passed the exam in April 2007, with the DMC No. 60540 (Roll No. 760534 and Registration No. of 4 JVC- 890).

Ved Prakash got his name and his father's name on the same marksheet with other details remaining the same except the pass out date shown as April 1980, instead of April 2007, shown in the original DMC of Pawan Kumar.

Karan Chauhan, who lodged a complaint with the police, said the MDU revealed on June 6, 2011, that no person named Ved Prakash had passed the B.Sc (Part-III) examination in April 1980, under Roll No. 760534 and Registration No. 04-JVC-890 as shown in the DMC procured by Ved Prakash. The MDU in response to an RTI query lodged by Gian Singh Phogat also confirmed that Ved Prakash had not passed the aforesaid examination held in April 1980, under the roll number and registration number mentioned above. While the university should have taken legal action against Ved Prakash immediately after it was confirmed that he had got prepared a fake marksheet of the university, the authorities had failed to take any action so far.

Vice-Chancellor Dr RP Hooda claimed that matter never came to his notice so far and if any file was put up by the officials before him, he would have taken a proper and stringent action as the incident of preparing fake marksheet was illegal and a criminal activity. He said he would ensure that the case of such a nature was brought to justice as nobody could be allowed to take to such means to earn a degree or marksheet in such a manner.

In yet another harrowing incident a minor girl was allegedly gang-raped by five persons, who took her to a field in Salvan village on the night of February 22. The victim lodged a complaint in Assandh police station yesterday that three persons, Ram Kumar (52), Krishan (47) and Randeep (28), took her in a Bolero vehicle to the field where another person Jangli (48) was waiting.

All these persons allegedly raped her turn by turn and left her the next day. The police registered a case and started investigations.

On the same night, the victim’s counselling was conducted in the presence of a lady advocate Meeni Mehta and a policewoman. The victim’s medical examination was also conducted in Kalpana Chawla Government Medical College, Karnal.

The police swung into action and arrested Ram Kumar, Krishan, Randeep and Jangli, all residents of Salvan today, while the fifth person is still at large. The four accused were produced in a court and sent to judicial custody today. The victim’s statement has also been recorded.

Hero MotoCorp union leaders begin fast; cops deployed

Agitating workers of Hero MotoCorp started an indefinite fast amidst huge police presence today. The fast was launched after the month-long talks and negotiations failed to resolve the impasse.

Tension gripped the company premises as workers gathered in large numbers supporting the strike demanding a hike in wages. While union office-bearers have proceeded on an indefinite fast, other employees of the Gurgaon unit wore black armbands.

“We gave the company all chances but repeated talks failed even as the state government intervened because the management is not ready to understand our demands. Given the increased cost of living and work load, a hike is justified to come at par with workers in other automobile majors,” said one of the union members on strike.

Hero MotoCorp’s permanent workforce is asking for an increment of around Rs 15,000 in their monthly salary over three years whereas the management is negotiating for an increase of Rs 7,500 to Rs 9,000.

The Hero worker’s union is being supported by like Maruti Suzuki India Workers Union along with those of Honda Motorcycle and Scooter India.

"Killer roads" claim nearly 13 lives daily in Haryana. These shocking facts came up during a discussion on a calling-attention motion moved by Congress' Nalwa MLA Sampat Singh today.

Despite a decline in the number of accidents to 9920 in 2012 as compared to 11128 in 2011, the number of casualities has registered an increase from 4,561 to 4,579.However, the number of the injured persons has come down from 9528 in 2011 to 9240 in 2012.

Moving his calling attention motion, Sampat Singh stated that Gurgaon district had the dubious distinction of having most-unsafe roads with 462 deaths followed by Sonepat (291 deaths) and Jhajjar (271 deaths).

Sampat Singh alleged the laxity in enforcing traffic rules, over-speeding, violation of traffic rules and weak eyesights were some of the causes of the accidents.

Shockingly, nearly half of the accidents vicitims were in the age group of 15 to 44 years, he asserted.

Underlining the steps to reduce accidents, Public Works (Buildings and Roads) Minister Randeep Singh Surjewala claimed that 22 traffic police stations and five traffic police posts had been established in the state. During last year, a total of 98725 violators had been challaned for over-speeding.

Rain-hit farmers stage dharna

Farmers today staged a day-long dharna at the mini-secretariat here under the aegis of the Akhil Bhartiya Kisan Mahasabha and submitted a memorandum to the Deputy Commissioner (DC), demanding compensation of Rs 25,000 per acre for the damage caused to their crops in hailstorms and rain.

The farmers said the government was planning to award merely Rs 5,000 per acre as compensation for the damaged crops.

It would be gross injustice if the government announced compensation lower than Rs 25,000 per acre.

"We will lauch an indefinite dharna at the DC’s office if the government does not meet their demand immediately," said Surender Singh, president of the district unit of the Kisan Mahasabha.

He said the government should also implement recommendations of the Swaminathan Committee.

Third political alternative on cards: Ramdev

“The country will see phenomenal change in next two months and people will throw up third political alternative to out the Congress-led UPA government acting in dictatorial manner suppressing the political opponents by misusing the official machinery and investigating agencies,” Yoga Guru Baba Ramdev said here today.

He said the Centre was wreaking vengeance against its political rivals like INLD leader Om Prakash Chautala, SP leader Mulayam Singh Yadav and BSP supremo Mayawati.

Launching a scathing attack on the Congress, Baba Ramdev said speaking against corruption had become a sin in the country and "anyone who raises a voice against corruption becomes a victim of conspiracy and vindictiveness of the Congress”. He said his fight against black money and corruption would continue.

Implement Swaminathan Report: Kejrival

Chief of the Aam Aadmi Party (AAP) and India against Corruption activist Arvind Kejrival today demanded implementation of the Swaminathan Report, which had recommended that the Minimum Support Price (MSP) of foodgrains should be actual cost of production inclusive of all inputs and an additional 50 per cent over and above the cost.

Kejriwal who was on his way to Kurukshetra to attend the Adhikar Rally halted at Nirmal Kutiya here and while taking to the mediapersons said the government should not auction farmers' land against loan as the cost of inputs and marketing had increased sharply, but the hike in the MSP had not been raised periodically in the same proportion and farmers were already suffering.

Dowry death: Husband gets life term

The court of District and Sessions judge DS Sheoran today awarded life imprisonment to husband of a newly wed woman who lost her life within a week of solemnization of their marriage in 2011.

A police spokesperson said Sukhwant Singh of Kulash village in Patiala married off his daughter Amandeep Kaur with Gurpreet Singh of Lalpur village in Kaithal on January 29, 2011. He gave sufficient dowry to his daughter on her marriage. On February 6, 2011, Amandeep died and her postmortem suggested that she was strangulated. Later, Sukhwant lodged a complaint in Guhla police station that her daughter was done to death for want of more dowry and her husband had illicit relations with another woman. The police had registered a case and arrested Gurpreet Singh.

The police had filed a chargesheet against the accused in March 2011. The court after perusal of the evidence on record and examining witnesses held the accused guilty and awarded him rigorous imprisonment of life. It is learnt that the court has ordered that the convict will have to compulsorily remain in jail for 20 years.

Husband, in-laws booked on dowry charge

Following a complaint filed by a newly wed woman Antima Yadav (22) of Qutubpur Colony here, the police has registered a case of harassment for dowry, wrongful confinement and causing hurt against her husband Narender Yadav and other in-laws, all residents of Lakhnaur village.

In her complaint, she stated that she and Narender Yadav got their marriage registered in a court at Gurgaon about a fortnight ago after which they started living together at Lakhnaur.

Unable to bear such cruel treatment, she returned to her parental house at Qutubpur and filed a complaint with the police. — OC

Youth murdered

Rajinder (27) of Mahra village was done to death with bricks by three persons on Tuesday night. The three accused has been identified as Rajinder, Ram Bhaj and Veeru. The body was spotted by some villagers near Government Senior Secondary School yesterday. The police reached the spot and sent the body to the local Civil Hospital for a post-mortem.

The victim was last seen consuming liquor with the accused at a plot of Ram Bhaj in the village. Under the influence of liquor, the victim was suspected to have been hammered with bricks on the head and his body dumped near the school.

Ponty’s guard commits suicide

Rakesh Yadav, a 36-year-old personal security officer of the late liquor tycoon Ponty Chadha, committed suicide at his Gurgaon residence today. Rakesh was deployed at Chadha's farmhouse in Chattarpur. Rakesh had reportedly returned home drunk and had a fight with his wife after which he shot himself with his licensed.32-bore revolver.

After taking VRS from the BSF, Yadav had joined the Ponty Chadha group as a personal security officer

He was rushed to a private hospital, where the doctors declared him brought dead.
