Teacher who exposed girls’ exploitation honoured
Gurgaon, February 18 Yadav was honoured for displaying exemplary courage and social initative. Yadav, a teacher at Government Girls Primary School at Wazirabad village in Gurgaon, came to know that some of the students at the school, who stayed at an NGO shelter home Suparna Ka Aangan located in the same village, were being sexually exploited by a caretaker at the shelter. Nisha along with another schoolteacher lodged a complaint with the police in this regard. She also engaged a lawyer to represent the victims of exploitation in a court of law. The NGO head Suparna Sethi and shelter-home caretaker Rachit were arrested and are undergoing court trial. The National Commission for Protection of Child Rights had also taken a serious note of the matter and termed the episode a “complete failure” of the district administration and local authorities of the Child Welfare Department. Yadav has been honoured for her courage at several other platforms earlier as well. Nisha’s school head Indu Bala and other senior officials of the Education Department have congratulated her for pursuing a social cause. Yadav maintained that the awards had encouraged her and she would continue with her initiative to check the exploitation of women and children.

Rs 159 crore to be spent on sewerage in Bhiwani
Bhiwani, February 18 The minister was interacting with mediapersons after inaugurating the sewerage line laid through the trench less system opposite TIT School in Bhiwani town. She said so far Rs 55.67 crore had been spent on various works for improving the sewerage system in the city. She said there was 6,000-metre sewers made of old bricks in Bhiwani town. Out of this, work on 2,400-metre length had already been completed by cured-in-place pipe (CIPP) method under which trench less rehabilitation method was used for the repairs of the existing pipes. Kiran Choudhary said that Rs 312.26 crore would be spent for building new water works, boosting stations and laying of pipelines to provide adequate drinking water facility to the people of the area. She said so far Rs 188.96 crore had already been spent on these works. The Public Health Engineering Department, she said, was making concerted efforts to provide adequate drinking water in rural as well as urban areas. She said the work to set up new waterworks and boosting stations in villages which were devoid of such facilities was in progress. Bhiwani town has old sewer lines, which often choked causing a lot of inconvenience to the local people. In 2009, Bhiwani had witnessed one of the worst floods due to the choking of sewers during monsoons. However, after joining the Haryana Cabinet as a minister, Kiran Choudhary had started complete revamping of the system, making it capable of meeting the requirement of coming years. The minister said once the work on the sewers was completed, people would not face any choking of sewer lines for the next 50 to 60 years.

Deenbandhu Chhotu Ram's birth anniversary celebrated
Sonepat, February 18 The 11-km marathon was organised by the Deenbandhu Chhotu Ram University of Science and Technology (DCRUST), Murthal, today to celebrate the birth anniversary of Deenbandhu Chhotu Ram, who had been champion of the farming community and was the Revenue Minister of the united Punjab before the Independence of the country. The university's Vice-Chancellor, HS Chahal, flagged off the marathon from the university premises and it terminated at the gymkhana club in HUDA's Sector 7. Around 1350 youth, including 442 girls from different educational institutions, participated in the marathon. After distributing cash prizes among the winners and gifts among the participants, Chahal said the university had been organising the marathon for the past three years and the number of participants had increased from 400 in the first marathon to 1,350 this year. The main objective behind organising the marathon was to create awareness among the youth towards maintaining good health and inculcate the spirit of competition, he said and added that the university had given priority to promotion of sports. Later, Chahal while addressing the Chhotu Ram Jayanti Samaroh, organised by the Chhotu Ram Memorial Society here at Chhotu Ram Dharanshala, said, "The ideas and principles of Deenbandhu Chhotu Ram are still relevant today and the land reforms introduced by him as the Revenue Minister in the united Punjab and pre-Independence period are also beneficial in this period." "Deenbandhu Chhotu Ram was not only a champion of the farming community, but was also a true secular, a nation builder and a model of communal harmony, Chahal said and added that he was equally acceptable to Hindus, Muslims and Sikhs in society. Renowned educationist Hoshiar Singh Malik said Chhotu Ram was given the title of "Rehbre-e-Azam" by Muslims as he used to pay the fees of the students from poor families for their studies. Writer Dr Sant Ram Deswal, Vice-Principal of Government Women College, Murthal, Raj Kala Deswal, former Principal of Tika Ram Girls College, Dharambir Tehlan, and secretary of the Samiti Jai Lal Maan also paid tributes to Chhotu Ram.

KU, Gurgaon institutes sign MoU on summer varsity
Kurukshetra, February 18 The MoU was signed by Prof Anand Mohan, Director, NIT, Kurukshetra and Prof PJ Philip, Head, Department of Business Administration, NIT, Kurukshetra, and Prof Mukul Gupta, Director, MDI, and Dr Gita Bajaj, Chairperson International Relations for MDI. The summer university concept, which is prevalent in some of the western countries is being introduced in India for the first time. In the summer university, students from various institutions and universities of the country and from other countries come together to form an international class and acquire knowledge and skills in specialised areas of management. A student can opt maximum two courses and can join a batch of his convenience during a period spread over two months. These courses can be considered as add-on courses and will strengthen the knowledge-base of students. NIT Director Prof Anand Mohan said ISU was a novel concept in India. He thanked MDI for inviting NIT-K to ISU and expressed the hope that the understanding would lead to a better and lasting relationship between the two institutions. NIT, Kurukshetra, would be willing to offer technical knowledge and expertise, which was the core strength of the institute, he added.

Chandigarh, February 18 These groups included pre-service pupil teachers, in-service teachers, teachers educators and class-rooms teaching segments, including elementary and secondary or senior secondary. While stating this here, a spokesman of the department said the proposals should address one or more of the categories, namely content development, teaching aids and reading material development, training programmes for pupil teachers, teachers and teacher educators and programmes that used information communication technology in school education. Gurgaon, February 18 Mishra personally visited the site where HSRPs were being affixed here and interacted with the vehicle owners present there. After seeing the functioning and taking feedback from the vehicle owners as well as officials concerned, she directed the agency to devise a mechanism to facilitate the vehicle owners and ensure their convenience. SDM (Gurgaon-North) Dr Satender Duhan and Secretary (Regional Transport Authority) Dharmender Singh accompanied the Transport Commissioner. Mishra, who is also the Director-General of the Women and Child Welfare Department, also inspected some Aanganwari Centres and the local Panjiri plant. She asked the Executive Engineer of the Panchayati Raj Department to take up repairs of this plant at the earliest. The Transport Commissioner also directed the Executive Engineer to complete the construction of the buildings of Aanganwari Centres by March 31. The construction of new buildings of 33 Aanganwari Centres is in progress in the district, for which the Women and Child Welfare Department has provided an amount of Rs 2.42 crore to the Panchayati Raj Department. After the completion of these buildings, the Aanganwari Centres, many of which are being run in rented accommodations or borrowed buildings would get their own buildings. The Haryana Transport commissioner also interacted with the children at the Aanganwari Centre of Wazirpur village and tasted the food being served to them. |

MP for reviving old-slab system of power billing

Bhiwani, February 18 Farmers from south Haryana, where water table has gone too deep, have been finding it hard to pay their fat electricity bills as pumping out water from deep tube wells consumed a lot of power. Incidentally, the Bhiwani area is on the top in Haryana in the matter of arrears of electricity bills. The power utilities earlier had in practice a slab system of billing, where they charged lower rates from farmers where the depth of water table was more. However, the old slab system of billing has since been abolished and now all farmers, who get new tube well connections, have to pay their power bills on metered basis. Demanding the revival of the same old system, Shruti Choudhary said the slab system introduced by her grandfather and former Chief Minister Bansi Lal was farmers-friendly. She said unless the government reverted to the same old system of billing, there could be no hope for the farmers belonging to south Haryana. “Water table has gone too deep in the villages of my Bhiwani - Mohindergarh parliamentary constituency. In some areas, it has gone as deep as five hundred feet at some places,” the Congress MP told The Tribune. She said though the government had recently brought in a proposal of a new slab system, the farmers were not satisfied and they wanted the same old slab system, which, she said, was abolished during the INLD regime. Shruti Choudhry said she would meet Chief Minister Bhupinder Singh Hooda on this issue very soon. She said she was fully behind the farmers’ demand and would raise this issue at every forum, wherever it could be taken up. |

Chandigarh, February 18 The minister said under the system, employees were bound to redress the grievances within stipulated period. "After the specified time, the grievance will automatically go to to the senior officer. Each grievance will have set number of days, in which it needs to be redressed, failing which the grievance will go to the next officer concerned. "The next officer will also get the predefined number of days for redressal of the grievance failing which the grievance would move up in the hierarchy. Eventually, the grievance, if it has not been addressed, would reach the inbox of the officer, who is highest in the hierarchy," Yadav said in a release here. He said the system has the facility of tracking also through a unique complaint ID generated at the time registering the complaint.The computer-based consumer grievance redressal system is operational through the nigams' websites www.dhbvn.com or www.uhbvn.com. "In case any consumer does not have computer and Internet facility, he can use this facility in any office of the operations wing of the DHBVN. The computer operator in the office will help the consumer in registering his complaint in the system," he added. —PTI

Haryana's child healthcare efforts applauded
Chandigarh, February 18 Haryana Health Minister Rao Narender Singh said the state's efforts were discussed at the programme, "Call to Action for Child Survival and Development," organised at Mahabalipuram, Chennai. The programme was held by the Central Government under the chairmanship of Union Minister for Health and Family Welfare Gulam Nabi Azad recently. He said the program was supported by UNICEF and USAID. The Union Health Minister had met Rao Narender Singh and appreciated the efforts made by Haryana in improving the child health. He said Haryana was declared as prospective state in the Central Government's composite score card that had potential to achieve the Millennium Development Goal-IV by 2015. He said a presentation on supportive supervision model of the state was also appreciated. He said that the state's efforts were also appreciated for launching essential newborn care packages, including special newborn care units at various levels, initiation of home-based post-natal care. He said global partner agencies like USAID, UNICEF, WHO and CARE had shown willingness to extend technical support to the state.

Teachers' body to support trade unions' stir
Kurukshetra, February 18 They said college and university teachers would go on strike from 11am to 1pm on both days. Their demands include withdrawal of the PFRDA Bill, implementation of the pre-2004 pension scheme, filling of vacancies of college and university teachers permanently, regularisation of part-time or contract teachers, notifying the recommendations of the anomaly committee of the UGC and implementation of social control on private educational institutions. Kurukshetra University Non-Teaching Employees Association (KUNTEA) general secretary Sunil Kakkar in a press statement said KUNTEA had decided to observe the two-day strike and would wear black badges to express their solidarity with the striking employees. — OC

Hisar, February 18 The training will be conducted by Krishi Vigyan Kendras of the university located in these districts. Dr JS Dhankhar, Director of Extension Education of the university, said vocational training would be held at Ambala, Bhiwani, Faridabad, Jind, Karnal, Mohindergarh and Sirsa. He said at Ambala, training on cultivation of fruit crops in green house would be conducted from March 13-15, whereas in Bhiwani and Sirsa, training on value addition in food production and honey-bee rearing would be held from March 19-22 and March 19-20, respectively. Similarly, training on fruit and vegetable preservation, cultivation of Dhigri mushroom and safe storage of foodgrain would be organised from March 11-13 at Jind, from March 7-8 in Subri village (Karnal) and from March 24-25 at Munak (Karnal) respectively. —TNS

Fatehabad, February 18 Charanvir Singh, branch manager of the company from Chandigarh and Amit Kumar, sales manager of the company for Haryana, were present during the contest. Principal DK Kaushik said 25 students had participated and exhibited their talent under the guidance of Jyoti Nagpal. Rajesh Jangra, an artist and a faculty member of the college, judged the participants. Amanpreet Kaur and Pupinder Kaur, both members of the faculty, said a free-hand design prepared by Neha was adjudged as the best. Saurabh’s floral design on kurti bagged the second prize while Rekha’s floral design was declared third.The designs by Shelley and Ria got the first and second consolation prizes respectively. The participants used fevicol, acrylic paints, 3-D outliners and pearl sparkling for their designs. Charanvir Singh said the company would give gift hampers to the winners.

Tributes paid to freedom fighter
Sonepat, February 18 Hooda said Vedalankar was a true social reformer and devoted his whole life in promoting education in this backward region during the pre-independence era. He also donated his land for the gurukul founded at his native Matindu village during the second decade of the last century, he added. “Vedalankar founded the ‘Charkha Sangh’ to generate employment,” he said, adding that the ‘Charkha Sangh’ was later established as Khadi and Gramodyog in the country. Influenced by his ideals, the state had given priority for expansion of educational facilities with a target to make Haryana a leading state in education. Vedalankar’s son Brig Satya Dev (retd) and granddaughter Sonali, chairman of the Khadi Vikas Parishad, Rajasthan, and chairman of the Haryana Swatantarta Sainani Samiti Hari Ram Arya also paid tributes to him. Vice-president of the Haryana Bal Kalyan Parishad Asha Hooda, Rohtak MP Deepender Singh Hooda and his wife Sweta Hooda, and a number of freedom fighters were among those present.

Photo-based electoral rolls for 7 MCs
Hisar, February 18 The final publication, which was to be made on March 15, 2013, according to a notification issued by the Haryana State Election Commission on January 21, will now be done on March 22. The Haryana State Election Commission has revised the programme for the preparation of photo-based electoral rolls with respect to all wards of Municipal Corporations in Ambala, Yamuna Nagar, Panipat, Panchkula, Karnal, Rohtak and Hisar, with January 1, 2013, as the qualifying date. The claims and objections were to be filed by February 14, 2013, but now the date has been extended to February 22, 2013. An official spokesperson said the commission had revised the programme to afford full opportunity to the electors and the public. He said now the claims and objections on the draft electoral roll of the Municipal Corporations could be filed before the Revising Authority by February 22, 2013, and the same would be disposed of by the Revising Authority up to March 4, 2013. According to the earlier schedule, the claims and objections were to be filed before February 14 and these were to be disposed of by February 22. The last date for filing the appeals to the Deputy Commissioner against the order of revising authority is March 8, 2013, and the same would be disposed of by March 18, 2013. The final publication of the rolls would be made on March 22, 2013. Earlier, the dates were February 28, March 12 and March 15 respectively. The spokesperson said the draft electoral rolls of the Municipal Corporations were available on the website of the Commission and District Administration. Besides this, the Voter Information and Collection Centres (VICCs) with internet facility have been set up in all these corporations. He said the VICCs were providing forms for claim and objections free of cost. For obtaining applications for claim and objections, any person could check his name in the draft electoral roll available on the VICC. He said every claim and objection was being entered in the 'Harsamadhan'. These centres would remain open on Saturday and Sunday, he added.

In the under-48 kg category, Gaurav Sachdeva of Haryana won the gold medal while Rahul Pal from Punjab and Santosh and Aman of Jammu-Kashmir won the silver and bronze medals respectively. In junior girls' under-42 kg category Rajni of Haryana won the gold medal and in under-44 kg category Chitra secured the top slot. For the third place, Sirsa girls registered a two-set win over Government Women Polytechnic, Ambala, with an identical margin of 25-16 and 25-16. Chandigarh, February 18 While stating this here today, a spokesman for the department said as a result of the efforts made by the department, the average fish productivity in Haryana had increased to 5,600 kg per hectare per year and the same could be raised to 5,700 kg per hectare per year during the current financial year. Haryana ranks second in the country in per hectare fish production, he added. He said with a view to give impetus to fish farming in the state, the electricity tariff for the fisheries sector had been substantially reduced to bring it at par with agriculture that was 25 paisa per unit. The government had waived off the VAT on fish feed and fish meal for the benefit of fish farmers. |

Designing 'expression' of one's emotions

During the15-day workshop, Harshal said with the changing scenario, the meaning of designing had also changed. He said now designing was not only restricted to wearing dress but had become an expression of one's emotions. He said clothes were now being designed to generate public opinion on various public and social issues like female foeticide. He motivated the students to use their concept of innovative designing for exhibiting their talent. During the workshop, the students were asked to prepare fashion figures in various postures on sheets. Later, the activity was analysed by the designer and problems of the students were solved. The students were also introduced to draping technique and by using this technique they made various bodices and skirts. Thematic garment designing, rendering, styling, fashion photography and make-up were also discussed during the workshop. Harshal motivated the students to get inspiration from the nature and advised them to leave their mark of identity on designing. |
