Grant-in-aid issue may dominate
Jammu, February 3 Sources said the affiliated associations of Sports Council were not happy with the alleged inordinate delay in disbursing grant-in-aid to them for conducting domestic activities. Sources added that some of the associations had recently hosted national championships on their own but the Sports Council is yet to reimburse them, which has led to resentment among the office-bearers of these associations. “When the last General Council Meeting was held in April 2011, all the members unanimously raised the demand for an elected Secretary, State Sports Council to run the affairs smoothly. A threadbare discussion was also held on the issue of insufficient disbursement of grant-in-aid and other agenda,” one of the office-bearers of an affiliated association told The Tribune. “We will make our stand clear in the upcoming meeting as far as disbursement of grant-in-aid is concerned because the associations are not in a position to conduct activities in a smooth manner owing to paucity of funds at our disposal,” he claimed. “However, reconstitution of the standing committee, recognition to new state sports associations and consideration of re-organisation of J&K State Sports Council also figures somewhere on top of the agenda in the all-important meeting being held after a gap of two years,” another office-bearer said. “What is the fun of granting recognition to newly constituted sports associations when the council is struggling to disburse grants to the already affiliated associations. Only we know how we are running affairs without adequate funds,” he maintained. It is pertinent to mention here that the J&K State Sports Council had recently appealed to the state government for immediate release of grant to the tune of Rs 1.50 crore under non-plan. |

Jammu, February 3 Talking to mediapersons here, Thakur Virender Singh, president, Jammu University, National Panthers Students Union, said the students were on road for the last 15 days but authorities had maintained a silence on
this issue. “As the issue is related to the entire student community, and it has affected them to a great extent, National Panthers Students Union calls for a university bandh on Monday. We appeal to all organisations to come forward and join hands to fight against the discrimination with students’ community,” Singh said. He further said the authorities had declared they had constituted a committee on the issue. “We ask as to why this big blunder was made and what was the need to constitute the committee? Students only want rollback of hike in fee and other charges and the authorities should address the issue at the earliest,”
he said. |

Jammu, February 3 “Most of the amount which comes under BADP for the development of border areas/villages is being misused and used in some other works. A huge amount of the funds also being misappropriated and there is a need for inquiry to ascertain the investigation of the BADP funds,” Singh said here while addressing a public meeting at Ramlu Brahmana village in Vijaypur constituency. Singh alleged that over the last three-four years, the Centre has pumped huge money for development of border villages, but the money is not being used for the purpose due to which these areas remain underdeveloped. The works started in the border areas, he said, remained incomplete and new ones are started without completing the old ones. The senior Congress leader said the government should look into the sufferings of people living along the international border as they have been facing the same problems as being faced by the inhabitants of Line of Control (LoC). “The people living along the IB should also be given reservation on a par with the people putting up along the LoC," Manjit Singh said. Addressing the public, he said the same demand was projected by him before the Defence Minister in Delhi recently. |

Non-camp migrants demand accommodation
Jammu, February 3 Addressing a press conference, organisation president Nananji Dembi said non-camp inhabitants among the Pandits have been demanding allotment of migrant quarters at Jagati township as they are not able to pay off
their rent. It has been alleged that despite assurance by the apex committee that the issue will be taken up in the meeting with the government, nothing has been done, forcing the members to start agitation over the last many months. Dembi said as per the standing orders of the relief commissioner, it has given assurance that 190 migrants from the Valley will be given quarters at the Jagati township, but he has also backtracked on the promise. |

Weatherman predicts cold, rain in days to come
Jammu, February 3 The weatherman says moderate to heavy rainfall is expected to lash the plains, while fresh snowfall may be experienced in
the higher reaches in Jammu and the entire Kashmir region during the next 72 hours. “Brace for extreme weather conditions. North-west India is likely to experience a combination of snowfall, rains and hailstorms in various parts. Inhospitable weather is developing across the state,” said

The administration is also making plans to deal with the rough weather. “Snapping of electricity is a major headache during cold conditions, but in these times, traditional sources of heat provide some respite,” said a local. For many, rainfall will dash hopes of enjoying visit to Patnitop. “There is every likelihood that snow will shut the highway and it will not be feasible to plan a visit to Patnitop. We could get stuck,” said Gulshan Sharma, a businessman. “Conditions have become very cold, but they are good for the people as the dry weather conditions give rise to many diseases, particularly common cold,” said

Call for installation of police complaint boxes
Jammu, February 3 Sharma, who has filed a petition with the Chief Minister Grievance Cell, said that the police on the directions of the then Director General of Police (DGP) had installed
various complaint boxes or mail boxes outside every police station and in
the main markets in each town of the state a few years ago where the citizens can directly
submit their complaint to the Director General of Police. Initially, this initiative
by the police gathered lot of attention and bridged the gap between the police and people, but slowly,
due to negligence of junior officers of the department, these complaint boxes gathered dust and ultimately became defunct, he alleged. To awaken the police authorities from their deep slumber, he said he filed a petition with the Chief Minister Omar Abdullah through his Grievance Cell on December 29, 2012. “Unfortunately, for the last 1 to 2 years, these co plaint boxes have either been removed or in some cases damaged and even without any lock. I urge the Chief Minister that
the state police department should be directed to ensure installation of these complaint boxes and also for necessary service of the damaged complaint boxes,” Sharma said. He said that Chief
Minister’s office, within two days, forwarded it to the Director General of Police (DGP), but despite four reminders since then, no intimation had been received from the police headquarters. He questioned the silence of police headquarters on the issue and
urged the Director General of Police to issue directions to his officers for installation of complaint boxes at the earliest. |

Pandit Mithilesh Jha, a well-known tabla player from Delhi, accompanied Dr Singh, along with Abid Hussain from Bhopal on Sarangi and Damodar Lal Ghose from Delhi on harmonium. Santoor maestro Abhay Rustum Sopori spoke to the children and said the cultural heritage of the state in particular and the country in general lied in the hands of the young generation. |

Batote, February 3 At that time, there was a heavy rush of one-way Srinagar-bound traffic in the morning. There was no loss of life or property as the pole fell slowly between the two moving vehicles. Panic gripped the area and power supply in the area could not be restored till late evening. Till last reports came in, the police was not able to trace the truck despite timely information.

‘Share india’s economic potential’
Chinkah (Reasi), February 3 Minister for PHE, irrigation and flood control, Sham Lal Sharma, Minister of State for Revenue and Rehabilitation, Ajiaz Ahmad Khan, Member Parliament, Lal Singh, MLC, Sham Lal Bhagat and senior leader Kavil Singh also spoke on the occasion. Mir said over the past six decades, since India became independent, the country had marched ahead on the path of development and progress while the state could not keep up with that pace of development due to political mudslinging between various sections and groups. He said a revolution had taken place in infrastructure, road connection, power, education and health sector in the country and there was economic boom prevailing in the country. “Jammu and Kashmir is yet to receive its share of benefits which it could not get owing to the political situation” he added. Mir made a fervent appeal to all political classes in the state to cut across party lines and come forward and plead the case of the state in one voice. “We have lost enough time in politics” he said adding that the time had come the people of the state, particularly the youth, have to be shown the way forward and make them equitable partners in the growth and progress of the country. He said J&K faced peculiar set of problems and it could not tide over them without the active involvement and support from the centre. Whole hearted financial support from the centre had helped the state launch numerous ambitious projects in different sectors to upgrade the basic facilities, besides providing employment opportunities to skilled and unskilled youth of the state, he added. Asking the people of the area to give attention to agriculture activities, Mir said introduction of the latest agricultural techniques, quality hybrid seeds and farm mechanisation had helped farmers enhance their production many folds and thus earn good returns. He said the agriculture department was providing quality seeds, latest agri-techniques and guidance to farmers on their doorsteps besides providing various incentives to them on introduction of farm machinery and other agriculture inputs. Saying that the hilly belt of Reasi district had huge potential for organic farming, he urged farmers to adopt it as the government shall provide incentives for three years besides facilitating them in extending market linkages for their produce. “In today’s consumer market, organic produce has a huge demand as it is being considered safe”, Mir added. In his address, Minister for PHE, irrigation & flood control, Sham Lal Sharma said coalition government was making all efforts to upgrade the basic facilities in all regions, with special focus on rural areas. He said a comprehensive programme had already been formulated for the development of J&K which could help transform the socio-economic profile of the people. Sharma asked people to strengthen the government, adding that cooperation of people was pivotal for implementing various flagship programmes. |

Minister reviews Rs 95 cr flyover project
Jammu, February 3 The 1.3 km flyover, being executed by the Economic Reconstruction Agency, would go a long way in reducing the traffic congestion in the capital city. Urging the executing agency for early completion of this vital project in the stipulated time frame, Sadhotra said special thrust should be laid on the quality of work. He also stressed on the engineers to see that the commuters were not put to inconvenience while the work is executed on the project. He said the coalition government led by Chief Minister Omar Abdullah was endeavouring for the planned development of the state, keeping

Community hall to get second storey
Jammu, February 3 He said the second storey of the hall would be constructed at an estimated cost of Rs 25 lakh and would be completed by May this year. He, however, asked the officers to not compromise on the quality and latest technique of the raw material. He said the state government had dedicated the Rs 45 lakh ground floor of the community hall to the people of Trikuta Nagar Extension, Ambedkar Nagar and Channi Bija for their social and religious functions at a nominal fee. Bhalla said the state government was committed to provide all basic amenities to the inhabitants of Ambedkar Nagar like adequate drinking water, electricity, road connectivity, education, healthcare besides better lanes and drains. For the purpose, it had provided liberal funding for developing all these necessities on modern lines. |
