Srinagar firm to build sports complex at MA stadium

Arfeen Constructions Limited, a Srinagar based construction company, has been assigned the task to construct the state-of-the-art multi-purpose sports complex at the MA Stadium. A seven-member contract committee, headed by Commissioner/ Secretary, Technical Education, was set up by the government to select the firm. The committee finalised the name of the firm for the project.

JKCA fails to make headway in cricket stadium project

A number of controversies have marred the undertaking of this prestigious project. The recent being a multi-crore scam that exposed the alleged corrupt practices in the association,” sources said.

Music festival from Feb 1

The 8th edition of annual ‘SaMaPa Aalap Festival’ will be held from February 1 to 15. The festival will feature presentations, including concerts at the Jammu Press Club. Cyber cafes sans CCTVs pose security threat

Even after the lapse of more than a year since militant outfits had sent a terror email from Kishtwar following Delhi High Court blast in September 2011, a majority of cyber cafes here continue to operate without CCTV cameras and valid licences, thereby posing a grave security threat.

None other than the National Investigation Authority (NIA) had traced the terror mail to a cyber café in Kishtwar. Following the blast, the police had asked the cyber cafes to install CCTV cameras besides maintain a log book but the police soon ran out of steam, courtesy the state government's failure to appoint a Licensing Authority till date.

The state government seems to be least bothered about the significance CCTV cameras in these cafes and the police, in the absence of a proper mechanism, also feel handicapped to initiate legal action against the cyber café owners who don't comply with the security related guidelines.

“Following the Delhi High Court blast that was masterminded in a cyber café in Kishtwar, the state government had decided to register all cafes. Besides, the police had also issued directions to cyber café owners to install CCTVs to keep a strict vigil over the netizens. Unfortunately, most of the cyber café owners have ignored the guidelines and are yet to install CCTVs which poses a serious national security threat," sources said.

Sources said the state government also failed to amend the IT Act and constitute a Licensing Authority to regulate the functioning of cyber cafes operating "illegally".

In September 2011, 15 persons were killed after a powerful blast outside Delhi High Court. Harkat-ul-Jehadi Islami (HUJI) militants had allegedly sent a terror email after the blast from a cyber café in Kishtwar. Sources said some cyber café owners and computer centres even allow the people to use internet without ensuring their proper identification and they don't maintain the log register.

"Cyber cafe owners and network service providers, who provide computer services, including internet access to general public either on payment or free of charge for any purpose, including recreation or amusement, were also directed to maintain the log register and ensure proper identification of users. But these guidelines are being ignored with impunity,” sources said.

There was every possibility that anti-national elements, including militants and Over Ground Workers (OGWs) could use new technology for communication and spread of hatred and terror in future.

IGP, Jammu Zone, Dilbagh Singh, said the police had no authority to act against the cyber cafes violating security guidelines as there was no regulation or licensing authority to regulate the functioning of cyber cafes in the state.

“There is no restriction to run a cyber café in the state because there is no licensing authority to regulate the functioning of these cafes. We have been favouring constitution of a licensing authority under the IT Act but it has not happened so far. Firstly, the government should form an authority and secondly, it needs to be empowered to regulate the functioning of cyber cafes," the IGP said.

Army jawan killed in accidental fire

Rajouri, January 29
An Army jawan was killed when his service rifle went off accidentally in Rajouri, an Army spokesperson said. The deceased Naik TT Shillu was the resident of Nagaland and was posted with 60 RR (NAGA) in Rajouri district.

Sources said 10 jawans of the 60 Rashtriya Rifles stationed at Samote in Budhal tehsil were their for arms practice at Core Battle School at Keri (Rajouri).

After completing the training the soldiers were on way their back to Samote. When the vehicle reached near Romeo Force (CIF) headquarters at Palma the rifle belonging to Naik TT Shillu went off killing him on the spot.

Defence spokesman said a jawan of the 60 Rashtriya Rifles (RR) at Samote identified as TT Shillu of Nagaland was killed when his service rifle went off accidentally at Palma at 2 pm.

The driver took the vehicle inside the Army headquarters and the police was called. He said the Court of Inquiry has been ordered in the case. The police took Shillu's body for the post-mortem examination.

Initial investigation by the police reveals that Shillu's rifle was not locked and he pressed the striker of the rifle accidentally as the vehicle jumped on a rough stretch of the road.

The police party led by SHO V Gupta seized the weapon and sent the body to the Army hospital. "The postmortem will be performed on Wednesday and the police has started investigation under Section 174 of the CrPC to find out the reason behind the incident," he said.

Dept of Posts to release stamp on Mahatma Gandhi

The J&K Postal Circle is going to release two new designs of My Stamp on the Father of the Nation. The J&K Circle will also bring out stamp booklet on My Stamps on Mahatma Gandhi. Chief Post Master General (CPMG), J&K Circle, John Samuel, said today.

CPMG said the introduction of new designs of My Stamp on Gandhiji presented a great opportunity for the people of the state especially for philatelists. There are a number of different designs of My Stamps on Gandhi, he added.

John Samuel said the J&K Circle took initiatives to promote philately in the state.

He said a mega philately exhibition, Chinar 2011, was held in Srinagar in September 2011 followed by a regional local exhibition in Jammu called ‘Jammu Stamp Show’ the same year.

“We have established Jammu Philately Club today and the J&K Circle was the first state to introduce ‘My Stamp’ under which people can put their photographs on the stamp,” he said.

He said to make philately more popular, the Department of Posts was conducting a National poll on the website of India Post for suggestions from the general public about the new themes/subjects for stamp issue programme of 2014.

The members alleged they have been dumped from human habitations, without regular electricity and water supply.

Addressing a press conference Kuldeep Raina, general secretary of PK, Piarey Lal Raina, Prof ML Tickoo, Sanjay Raina and Chand Pandita said a study has been conducted about the plight of the residents of the colony.

Raina said the government had not done an in-depth assessment of the quality of the construction work at the camp. “The repair work of the cracks and leakages in the colony has been done for cosmetic purpose only,” said Handoo.

In many cases the repair of defects in the construction work, sanitary and electric fitting inside the quarters has been undertaken by the residents themselves, he said.

The organisation has said there has been a collapse of water supply scheme at the camp. Water supply was disrupted for weeks in the summer.

“The water supply scheme for the camp, for which crores of rupees were spent, has failed and most people living there are in total agony,” speakers said.

Electricity supply at the camp is also erratic at the camp.

Save forests to protect endangered species, says minister

Minister for Forests, Ecology and Environment Mian Altaf Ahmad, accompanied by officers of Forest Department, today visited proposed site for establishment of a zoo here at Khanpur Nagrota and took stock of the ground work being done to take up the execution of the project.

Calling for judicious utilisation of funds received by the department under various schemes, Altaf said the forest and wildlife conservation needs focused attention.

The minister underlined the need to offer attractions to the tourists. He said the upcoming zoo in Jammu would be unique in many ways having facilities like children park, wild safari, aquarium and invertebrate conservation centres. He asked officers to put in extra efforts to make the project a reality as soon as possible.

“To protect endangered species, we must protect the forests, said the minister,” adding that need of the hour was to launch a massive forestation drive across the state in order to maintain a balanced ecosystem.

The zoo would be developed over an area of 200 hectors of land. The project’s master plan was at final stage and would be completed and forwarded to the Centre Zoo Authority of India for approval shortly. Animals, birds, reptiles and invertebrates would be housed in the proposed zoo.

These include reptiles, including snakes, garyal and muggers, besides, aviarian like pea fowl, white pea fowl, kalij pheasant, red jungle fowl, cranes, chir pheasant and vultures would also be housed in the zoo. He said in exotic section, hippopotamus, zebra, giraffe, chimpanzee and orangutan would be a part of the zoo attraction apart from primates, herbivores, carnivores and omnivores species.

The number has gone up by more than 39,557 as compared to last year. The number has increased despite the extreme cold conditions in North India this month.

A total number of 1,35,592 pilgrims visited Shiv Khori cave shrine at Ransoo this year, Deputy Commissioner, Reasi, Nirmal Sharma, who is also Vice-Chairman of Shiv Khori Shrine Board said here today.

She said 1, 35, 592 pilgrims paid obeisance at the natural pindies at Shiv Khori this year. The figure was 96,035 last year recording an increase of 39,557.

In 2012, 19.42 lakh pilgrims visited the cave shrine, in 2011, 14.32 lakh, while in 2010, 10.82 lakh pilgrims visited the shrine while the number in 2009 stood at 8.65 lakh. In 2008, 5.21 lakh pilgrims came here while the number was 4.54 lakh in 2007.

The number is expected to touch or cross 50 lakh.

The Shrine Board has already working on the construction of a ropeway and commissioning of helicopter services at the shrine.

Wage hike for RET teachers

Deputy Chief Minister Tara Chand today said the government has approved enhancement of wages for Rehbar-e-Taleem teachers and the order was likely to be issued soon.

The minister said this in a meeting with the members of a state-level delegation of the J&K Rehbar-e-Taleem (RET) Teachers Forum, led by chairman Gazi Abdul Aziz, which met him today.

The Forum members apprised him about the problems faced by them.

The delegation members highlighted their demands which included inclusion of five- year service, enhancement of wages, transfers of regularised RET teachers and release of pending salaries. Minister for Social Welfare Sakeena Itoo was also present in the meeting.

Tara Chand assured the members of early redressal of their demands. The deputation comprised Bopinder Singh, Vijay Chalotra, Peer Javed, Mohammad Iqbal, Zahoor-ud-Din, Mudassir Ahmad, Altaf Ahmad, Feroz Iqbal and Neenu Tak.

Traders hail new master plan

JCCI president YV Sharma has welcomed Jora’s initiative of implementing the new master plan 2021 for the city, which had been prepared through the CEPT University, Ahmedabad.

“It is very heartening to know that the new master plan would address serious issues, connected with urban planning of the Jammu city for the next 10 years. The citizens of Jammu bitterly feel that previous master plans miserably failed to give any direction to planned growth of the city. The result of the same is visible all-round in the form of unmanageable traffic on roads, bad sanitation, lack of green spaces, acute shortage of social and physical infrastructure etc,” said Sharma.

The chamber felt that learning from the past experiences, the new master plan should focus on overall improvement in quality of urban life of the city. The city was proposed to expand from 175 sq km to 404 sq km in the next 10 years, that is, it shall be more than double of its existing size, he said.

The challenge before the master plan was to ensure that un-planned growth does not occur in new extended areas. The chamber further felt that the Jammu city which is the gateway for Vaishno Devi yatris and Kashmir-bound tourists, present a good and pleasant face, said Sharma.

Besides, new works centres, commercial areas, industrial areas, schools, hospitals and other social infrastructure, need to be given emphasis, he felt.

“We feel that the views of various stake holders in finalising the new master plan should be considered in right earnest before it is sanctioned by the state Cabinet,” he said.

Srinagar firm to build sports complex at MA stadium

Arfeen Constructions Limited, a Srinagar based construction company, has been assigned the task to construct the state-of-the-art multi-purpose sports complex at the MA Stadium. A seven-member contract committee, headed by Commissioner/ Secretary, Technical Education, was set up by the government to select the firm. The committee finalised the name of the firm for the project.

Mohammad Afzal Malik, Administrative Officer, J&K State Sports Council, said, “After inviting tenders, the contract committee decided to allot the construction work to Arfeen Construction Limited and also set 2014 deadline for its completion,” an official said.

“The company is also given instructions to start the work on a war footing so the stadium can be constructed within the stipulated time. The total cost of the project is Rs 7 crore,” Afzal said.

“Apart from that, the construction work of a new Pavilion Block at KK Hakhu Astro Turf Stadium is also allotted to the same company and the total cost is estimated to be between Rs 25 and 40 lakh. As far as extension of the skating rink is concerned, the tendering process is going on and it will take some time to finalise it,” Administrative Officer said.

Sources said the Union Sports Ministry under the National Sports Development Fund (NSDF) scheme has sanctioned a special financial package for the project of the state government to provide a major fillip to sports activities.

Sources said the hall will cater to gymnastics, wu-shu, squash, wrestling etc. The basement of the complex will be used for practice session in these disciplines while the top floor will be the main playing arena to be made available to conduct competitions in multi-disciplines.

The Jammu and Kashmir Cricket Association (JKCA) is yet to make headway in the project to build an international level cricket stadium. “Seven years have passed and the proposed site at Bajalta near Sidhra wears a deserted look. A number of controversies have marred the undertaking of this prestigious project. The recent being a multi-crore scam that exposed the alleged corrupt practices in the association,” sources said.

“It is regretted that while our young cricketers are exhibiting their talent at the national level and are poised to carve a niche for themselves, they suffer due the lack of necessary infrastructural facilities. Dr Farooq, in his capacity as the JKCA chairman, should take notice of the situation and take concrete steps to ensure that the dream of Jammu getting a stadium of international level is fulfilled,” sources said.

“After the cancellation of foundation stone laying ceremony on March 18 last following the multi-crore scam, the state cricket association has been unable to issue a fresh date so that work on the project can,” sources said.

The JKCA has sought the help of architects to prepare an estimate to construct the stadium before laying the foundation stone. The project is estimated to cost Rs 70 crore. Sources said the JKCA then approached a Mumbai-based firm to prepare another estimate but when the firm informed that Rs 170 crore will be required to complete the stadium, the state cricket association had decided to defer it and asked the office- bearers to finalise the modalities to prepare fresh estimates.

Manzoor Wazir, JKCA Treasurer, said, “JKCA chief Dr Farooq Abdullah had recently constituted a committee to review the modalities to construct the international stadium. The JKCA has also sought help from cricket experts to guide us in the project.”

The SaMaPa Aalap Festival 2013 will feature recitals by Pt Bhajan Sopori, Abhay Rustum Sopori (santoor), Ragini Rainu (Sufi vocal), classical ensemble by young students from J&K, Prof Anupam Mahajan (sitar), Pt Bhola Nath Mishra, Ustad Iqbal Ahmed Khan, Ojesh Pratap Singh (vocal) Ajay Prasanna (flute), Santosh Nahar (violin), Danish Aslam Khan (sarod), Durjay Bhaumik, Mithilesh Jha, Pradip Sarkar, Sachin Sharma, Sarit Das (tabla), Damador Lal Ghose, Bua Ditta, Ravi Sharma, (harmonium), Abid Hussain (sarangi) Kamal Sharma, Darbari Lal (dholak), Jagmeet Singh (guitar) and others.

The festival will also feature talks by eminent music critics and musicologists like Pt Vijay Shankar Mishra and Pt Ravindra Misra, among others, including presentations by various folk musicians of J&K featuring Kashmiri, Dogri, Pahadi and Gojri music recitals.

The festival is being presented in collaboration with Shri Mata Vaishno Devi Shrine Board, Department of Tourism, Jammu and the J&K Police.

Minister for Urban Development Nawang Rigzin Jora today inspected the pace of progress on sewer laying work at Ranbir Canal head to be connected with the Sewerage Treatment Plant (STP), Bhagwati Nagar.

The work is going under three phases and being executed by UEED and ERA.

Minister was accompanied by the Jammu Municipal Corporation (JMC) Commissioner and officers of UEED/ERA.

The minister was told that the sewer laying work is going in three phases with phase I being executed at an estimated cost of Rs 22.17 crore; phase II at a cost of Rs 43.40 crore and phase III at a cost of Rs 108.31 crore with October 2014 as deadline, the project would cover an area of 146 km and benefit about 1,71,600 population of Bakshi Nagar, Gurah, Sarwal, Subash Nagar, Shiv Nagar, Janipura, Lakar Mandi Panduka colony and other areas of old Jammu city by providing modern civic amenities.

It was informed that 101 km sewerage line has been laid till date by incurring an expenditure of Rs 62.24 crore.

The minister stressed upon officers to stick to the time line to avoid cost escalation. He instructed that the work undergoing on the Ranbir Canal with regard to sewer pipers should be completed in a time-bound manner so that canal does not get affected when it is made operational.

'Save Girl Child’ tableau draws acclaim

In a state where sex ratio (883 females per 1,000 males) presents a very grim picture, a tableau on ‘Save girl child’ during the Republic Day parade at MA Stadium here drew wide acclamation from the gathering.

The National Rural Health Mission’s tableau on ‘Save Girl Child’ was displayed during the Republic Day celebrations at MA Stadium. Sumeet Sharma, a Jammu-based artist, said the tableau loudly conveyed the message and audience appreciated the efforts with a huge round of applause.

He said, “A touching message was conveyed in a couple of minutes. It was a good experience to witness such an event and the sound-track chosen for the purpose was quite befitting. The tableau itself was ample to convey the message as it depicted the photographs of most of the women achievers of the country.”

Dr Yash Pal Sharma, mission director, NRHM said the year had been dedicated to the girl child and the NRHM had put in huge efforts to disseminate the message.

“It was the best podium to convey the message and tableau could be one among the best medium to generate awareness on the issue. We had selected this particular theme and carried out necessary exercise for over a fortnight,” he added.

Students enthral audience

Government Higher Secondary School, Nardi-Bala and Government High School, Sunail celebrated their annual day. Children presented colourful cultural bonanza highlighting social issues and nationalism which enthralled the gathering. Minister for PHE Sham Lal distributed prizes among the students, who excelled in academics as well as extra-curricular activities.

The minister also felicitated a social worker and prominent Vaid Pt Puran Chand Sharma in recognition of his selfless services to the mankind in the field of health care.

Sharma has been extending free of cost services for the last three decades and the patients suffering from chronic diseases visit him, from various parts of the country.

He announced construction of boundary wall and a water reservoir in the Government Higher Secondary School, Nardi-Bala.

Large number of local people, sarpanches and panches, officers of various departments, teachers and students were present in the function.

Varun wins ‘Diva Chance Pe Dance’ competition

The ‘Diva-Chance Pe Dance Season 2’, organised by the 92.7 BIG FM concluded with the grand finale at Hotel 17 Miles here today. Bollywood actress Juhi Chawla was the judge in the competition. She was all praise for the station to organise the event by providing them a lifetime chance to showcase their talent on such a big platform.

The ‘Diva-Chance Pe Dance’ Season 2 auditions were attended by dancers of various age groups from Jammu out of which 11 finalists were shortlisted in rounds 1 and 2 by local judges Amit Dubey and Poonam Handa.

Varun Sharma emerged winner and was awarded a Honda Activa. The first and the second runner up were Vikas Salaria and Kritika Sharma, respectively.

Siddharth Arora, cluster head, J&K, 92.7 BIG FM said, “Diva Chance Pe Dance was an atempt to highlight the dancing talent among children and youth of the region.”

JKFA selects team for nationals

Jammu, January 29
The Jammu and Kashmir Football Association (JKFA) has selected team for participation in the 67th national football championship for Santosh Trophy 2013 slated to be held at Varanasi in Uttar Pradesh from February 1.The team comprised 20 players and three officials.

The J&K team will open its campaign on February 2 against Rajasthan followed by match against Assam and Andaman and Nicobar islands on February 4 and 6. Zahoor Ahmad Teli will accompany as manager while Satpal Singh of the J&K State Sports Council as coach and Karan Nayyar as physio.

Jammu, Kashmir divisions script win in handball

Jammu, January 29
The boys of Kashmir division got the better of Jammu division whereas Jammu division eves had the last laugh against girls of Kashmir division today in the state-level inter-division U-17 boys and girls handball tournament being organised by the Department of Youth Services and Sports at District Police Line ground here today.

In the boys’ section, Kashmir defeated Jammu by 11-8 in a close contest. Waseem Parray was the top scorer from Kashmir with six goals while Fayaz Ahmed Mali scored three and Imran Ali scored two goals. For Jammu division, Aayush and Akshit netted three goals each.

In the girls’ section, Jammu division beat Kashmir division by 4-1 with consummate ease. Simran Sharma and Nadhika Sharma scored two goals each for Jammu while Ruksana was the solitary goal scorer from Kashmir division. — TNS

PG Arts script win

The PG Arts registered a thumping 140-run win over Government Degree College (GDC), Reasi, in the ongoing inter-collegiate (men) cricket tournament being played at the University of Jammu grounds here today.

Batting first, PG Arts accumulated 220 runs for the loss of five wickets. Sunil Sharma and Taqdir Singh were the main scorers with 56 and 41 runs, respectively. For GDC, Reasi, Pardeep Sharma, Rakesh and Kulbushan shared a wicket apiece. Chasing 221 runs to win, GDC Reasi was bowled out for 80 runs in 14.2 overs. Abhishek remained unbeaten on 26.
