Cyber cafes sans CCTVs pose security threat
Jammu, January 29 None other than the National Investigation Authority (NIA) had traced the terror mail to a cyber café in Kishtwar. Following the blast, the police had asked the cyber cafes to install CCTV cameras besides maintain a log book but the police soon ran out of steam, courtesy the state government's failure to appoint a Licensing Authority till date. The state government seems to be least bothered about the significance CCTV cameras in these cafes and the police, in the absence of a proper mechanism, also feel handicapped to initiate legal action against the cyber café owners who don't comply with the security related guidelines. “Following the Delhi High Court blast that was masterminded in a cyber café in Kishtwar, the state government had decided to register all cafes. Besides, the police had also issued directions to cyber café owners to install CCTVs to keep a strict vigil over the netizens. Unfortunately, most of the cyber café owners have ignored the guidelines and are yet to install CCTVs which poses a serious national security threat," sources said. Sources said the state government also failed to amend the IT Act and constitute a Licensing Authority to regulate the functioning of cyber cafes operating "illegally". In September 2011, 15 persons were killed after a powerful blast outside Delhi High Court. Harkat-ul-Jehadi Islami (HUJI) militants had allegedly sent a terror email after the blast from a cyber café in Kishtwar. Sources said some cyber café owners and computer centres even allow the people to use internet without ensuring their proper identification and they don't maintain the log register. "Cyber cafe owners and network service providers, who provide computer services, including internet access to general public either on payment or free of charge for any purpose, including recreation or amusement, were also directed to maintain the log register and ensure proper identification of users. But these guidelines are being ignored with impunity,” sources said. There was every possibility that anti-national elements, including militants and Over Ground Workers (OGWs) could use new technology for communication and spread of hatred and terror in future. Dilbagh Singh, said the police had no authority to act against the cyber cafes violating security guidelines as there was no
regulation or licensing authority to regulate the functioning of cyber cafes in the state. “There is no restriction to run a cyber café in the state because there is no licensing authority to regulate the functioning of these cafes. We have been favouring constitution of a licensing authority under the IT Act but it has not happened so far. Firstly, the government should form an authority and secondly, it
needs to be empowered to regulate the functioning of cyber cafes," the IGP said. E-surveillance

Army jawan killed in accidental fire
Rajouri, January 29 Sources said 10 jawans of the 60 Rashtriya Rifles stationed at Samote in Budhal tehsil were their for arms practice at Core Battle School at Keri (Rajouri). After completing the training the soldiers were on way their back to Samote. When the vehicle reached near Romeo Force (CIF) headquarters at Palma the rifle belonging to Naik TT Shillu went off killing him on the spot. Defence spokesman said a jawan of the 60 Rashtriya Rifles (RR) at Samote identified as TT Shillu of Nagaland was killed when his service rifle went off accidentally at Palma at 2 pm. The driver took the vehicle inside the Army headquarters and the police was called. He said the Court of Inquiry has been ordered in the case. The police took Shillu's body for the post-mortem examination. Initial investigation by the police reveals that Shillu's rifle was not locked and he pressed the striker of the rifle accidentally as the vehicle jumped on a rough stretch of the road. The police party led by SHO V Gupta seized the weapon and sent the body to the Army hospital. "The postmortem will be performed on Wednesday and the police has started investigation under Section 174 of the CrPC to find out the reason behind the incident," he said. |

Dept of Posts to release stamp on Mahatma Gandhi
Jammu, January 29 CPMG said the introduction of new designs of My Stamp on Gandhiji presented a great opportunity for the people of the state especially for philatelists. There are a number of different designs of My Stamps on Gandhi, he added. John Samuel said the J&K Circle took initiatives to promote philately in the state. He said a mega philately exhibition, Chinar 2011, was held in Srinagar in September 2011 followed by a regional local exhibition in Jammu called ‘Jammu Stamp Show’ the same year. “We have established Jammu Philately Club today and the J&K Circle was the first state to introduce ‘My Stamp’ under which people can put their photographs on the stamp,” he said. He said to make philately more popular, the Department of Posts was conducting a National poll on the website of India Post for suggestions from the general public about
the new themes/subjects for stamp issue programme of 2014. Jammu, January 29 Addressing a press conference Kuldeep Raina, general secretary of PK, Piarey Lal Raina, Prof ML Tickoo, Sanjay Raina and Chand Pandita said a study has been conducted about the plight of the residents of the colony. Raina said the government had not done an in-depth assessment of the quality of the construction work at the camp. “The repair work of the cracks and leakages in the colony has been done for cosmetic purpose only,” said Handoo. In many cases the repair of defects in the construction work, sanitary and electric fitting inside the quarters has been undertaken by the residents themselves, he said. The organisation has said there has been a collapse of water supply scheme at the camp. Water supply was disrupted for weeks in the summer. “The water supply scheme for the camp, for which crores of rupees were spent, has failed and most people living there are in total agony,” speakers said. Electricity supply at the camp is also erratic at the camp. |

Save forests to protect endangered species, says minister
Jammu, January 29 Calling for judicious utilisation of funds received by the department under various schemes, Altaf said the forest and wildlife conservation needs focused attention. The minister underlined the need to offer attractions to the tourists. He said the upcoming zoo in Jammu would be unique in many ways having facilities like children park, wild safari, aquarium and invertebrate conservation centres. He asked officers to put in extra efforts to make the project a reality as soon as possible. “To protect endangered species, we must protect the forests, said the minister,” adding that need of the hour was to launch a massive forestation drive across the state in order to maintain a balanced ecosystem. The zoo would be developed over an area of 200 hectors of land. The project’s master plan was at final stage and would be completed and forwarded to the Centre Zoo Authority of India for approval shortly. Animals, birds, reptiles and invertebrates would be housed in the proposed zoo. These include reptiles, including snakes, garyal and muggers, besides, aviarian like pea fowl, white pea fowl, kalij pheasant, red jungle fowl, cranes, chir pheasant and vultures would also be housed in the zoo. He said in exotic section, hippopotamus, zebra, giraffe, chimpanzee and orangutan would be a part of the zoo attraction apart from primates, herbivores, carnivores and omnivores species. |

Devotees throng Shiv Khori shrine in Katra
Katra, January 29 A total number of 1,35,592 pilgrims visited Shiv Khori cave shrine at Ransoo this year, Deputy Commissioner, Reasi, Nirmal Sharma, who is also Vice-Chairman of Shiv Khori Shrine Board said here today. She said 1, 35, 592 pilgrims paid obeisance at the natural pindies at Shiv Khori this year. The figure was 96,035 last year recording an increase of 39,557. In 2012, 19.42 lakh pilgrims visited the cave shrine, in 2011, 14.32 lakh, while in 2010, 10.82 lakh pilgrims visited the shrine while the number in 2009 stood at 8.65 lakh. In 2008, 5.21 lakh pilgrims came here while the number was 4.54 lakh in 2007. The number is expected to touch or cross 50 lakh. The Shrine Board has already working on the construction of a ropeway and commissioning of helicopter services at the shrine. |

Jammu, January 29 The minister said this in a meeting with the members of a state-level delegation of the J&K Rehbar-e-Taleem (RET) Teachers Forum, led by chairman Gazi Abdul Aziz, which met him today. The Forum members apprised him about the problems faced by them. The delegation members highlighted their demands which included inclusion of five- year service, enhancement of wages, transfers of regularised RET teachers and release of pending salaries. Minister for Social Welfare Sakeena Itoo was also present in the meeting. Tara Chand assured the members of early redressal of their demands. Traders hail new master plan
Jammu, January 29 “It is very heartening to know that the new master plan would address serious issues, connected with urban planning of the Jammu city for the next 10 years. The citizens of Jammu bitterly feel that previous master plans miserably failed to give any direction to planned growth of the city. The result of the same is visible all-round in the form of unmanageable traffic on roads, bad sanitation, lack of green spaces, acute shortage of social and physical infrastructure etc,” said Sharma. The chamber felt that learning from the past experiences, the new master plan should focus on overall improvement in quality of urban life of the city. The city was proposed to expand from 175 sq km to 404 sq km in the next 10 years, that is, it shall be more than double of its existing size, he said. The challenge before the master plan was to ensure that un-planned growth does not occur in new extended areas. The chamber further felt that the Jammu city which is the gateway for Vaishno Devi yatris and Kashmir-bound tourists, present a good and pleasant face, said Sharma. Besides, new works centres, commercial areas, industrial areas, schools, hospitals and other social infrastructure, need to be given emphasis, he felt. “We feel that the views of various stake holders in finalising the new master plan should be considered in right earnest before it is sanctioned by the state Cabinet,” he said. |

Srinagar firm to build sports complex at MA stadium
Jammu, January 29 Mohammad Afzal Malik, Administrative Officer, J&K State Sports Council, said, “After inviting tenders, the contract committee decided to allot the construction work to Arfeen Construction Limited and also set 2014 deadline for its completion,” an official said. “The company is also given instructions to start the work on a war footing so the stadium can be constructed within the stipulated time. The total cost of the project is Rs 7 crore,” Afzal said. “Apart from that, the construction work of a new Pavilion Block at KK Hakhu Astro Turf Stadium is also allotted to the same company and the total cost is estimated to be between Rs 25 and 40 lakh. As far as extension of the skating rink is concerned, the tendering process is going on and it will take some time to finalise it,” Administrative Officer said. Sources said the Union Sports Ministry under the National Sports Development Fund (NSDF) scheme has sanctioned a special financial package for the project of the state government to provide a major fillip to sports activities. Sources said the hall will cater to gymnastics, wu-shu, squash, wrestling etc. The basement of the complex will be used for practice session in these disciplines while the top floor will be the main playing arena to be made available to conduct competitions in multi-disciplines. |

JKCA fails to make headway in cricket stadium project
Jammu, January 29 “It is regretted that while our young cricketers are exhibiting their talent at the national level and are poised to carve a niche for themselves, they suffer due
the lack of necessary infrastructural facilities. Dr Farooq, in his capacity as the JKCA chairman, should take notice of the situation and take concrete steps to ensure that the dream of Jammu getting a stadium of international level is fulfilled,” sources said. “After the cancellation of foundation stone laying ceremony on March 18 last following the multi-crore scam, the state cricket association has been unable to issue a fresh date so that work on the project can,” sources said. The JKCA has sought the help of architects to prepare an estimate to construct the stadium before laying the foundation stone. The project is estimated to cost Rs 70 crore. Sources said the JKCA then approached a Mumbai-based firm to prepare another estimate but when the firm informed that Rs 170 crore will be required to complete the stadium, the state cricket association had decided to defer it and asked the office- bearers to finalise the modalities to prepare fresh estimates. Manzoor Wazir, JKCA Treasurer, said, “JKCA chief Dr Farooq Abdullah had recently constituted a committee to review the modalities to construct the international stadium. The JKCA has also sought help from cricket experts to guide us in the project.” |

Minister reviews progress on sewage line laying work
Jammu, January 29 The work is going under three phases and being executed by UEED and ERA. Minister was accompanied by the Jammu Municipal Corporation (JMC) Commissioner and officers of
UEED/ERA. The minister was told that the sewer laying work is going in three phases with phase I being executed at an estimated cost of Rs 22.17 crore; phase II at a cost of Rs 43.40 crore and phase III at a cost of Rs 108.31 crore with October 2014 as deadline, the project would cover an area of 146 km and benefit about 1,71,600 population of Bakshi Nagar, Gurah, Sarwal, Subash Nagar, Shiv Nagar, Janipura, Lakar Mandi Panduka colony and other areas of old Jammu city by providing modern civic amenities. It was informed that 101 km sewerage line has been laid till date by incurring an expenditure of Rs 62.24
crore. The minister stressed upon officers to stick to the time line to avoid cost escalation. He instructed that the work undergoing on the Ranbir Canal with regard to sewer pipers should be completed in a time-bound manner so that canal does not get affected when it is made operational. |

Jammu, January 29 In the boys’ section, Kashmir defeated Jammu by 11-8 in a close contest. Waseem Parray was the top scorer from Kashmir with six goals while Fayaz Ahmed Mali scored three and Imran Ali scored two goals. For Jammu division, Aayush and Akshit netted three goals each.
