Jammu, January 25 Minister of State for Health, Shabir Ahmed Khan, has said the government had submitted a proposal to recruit 436 ISM doctors and 436 ISM pharmacists in 436 new PHCs to the Centre for approval under the NRHM funding. He said the authorities concerned have been directed to pursue the matter vigorously at the Centre to facilitate early engagement of these doctors and pharmacists in such health institutions. The physical and financial achievements besides new initiatives taken by the government to expand ISM treatment facilities in the state were also reviewed in a high-level meeting held today. The minister was informed that a 50-bed Unani Hospital at Shaltang Srinagar, to be built at the cost of Rs 12.25 crore is nearing completion, while the OPD block of the hospital was thrown open for the patients in July last. The minister was also informed that work on the construction of the additional block of the 50-bed Ayurvedic Hospital in Jammu, to be built at the cost of Rs 4 crore, is underway, while the construction of Rs 7.5 crore, 50- bed integrated AYUSH Hospital at Harwan would start soon. Infant mortality rate declines in Ramban
Batote, January 25 Confirming this, Deputy Commissioner, Ramban, SA Bhat, said the sex ratio in the age group up to five years in Ramban was the lowest at 846 per 1000 before 2011 which had now improved to 931 per 1000. The present sex ratio is better than the state average at 859 and the national average at 914, respectively, as per the 2011 Census. The sex ratio in Ramban is more than the state’s average of 883 to 901 as per the 2011 Census. “The improvement in the IMR, MMR and SR has been due to the national flagship programme-NRHM started by the UPA government in 2005. The focus is now on improving the New Born Survival Rate (NBSR) with the implementation of the Facility Based Newborn Care (FBNC) programme since last year,” he said. |

Contractors skirt responsibility for thefts in parking lots
Jammu, January 25 Recently, the JDA had directed the contractors of various parking areas to remove the note printed at the bottom of parking slips being issued to vehicles owners and had put the liability of stolen vehicle from parking lots with the contractors. The directions had come after the Chief Minister Omar Abdullah took cognizance of the complaint received at the Chief Minister’s Grievance Cell from Balwinder Singh, a social activist and convenor Sangarsh RTI Movement-an organisation of RTI activists. Balwinder had sought Omar’s intervention on “missing vehicles” and “overcharging” at parking lots owned by the JDA. The contractors are yet to put up display boards carrying the parking rates approved by the JDA in their areas. “Contractors have showed scant regard to the directions as they are not only issuing old parking slips but also resort to overcharging. No display boards carrying parking rates approved by the JDA have been put up at these parking areas,” sources said. On December 18, the Public Information Officer of the JDA had in a detailed reply to the Chief Minister Grievance Cell stating that there were six parking places belonging to the JDA in Jammu. “Parking lots at Bahu Plaza Complex, Rail Head Complex, Purani Mandi, Kachi Chawni, Jewel Chowk, Shalimar Road and Super Bazar belong to the JDA. As per the report of Executive Engineer, JDA, first Division and Executive Engineer, JDA Division second, the contractors of various parking areas have been directed to display the parking rates approved by the JDA in respective parking areas,” it was stated in reply to the complaint. A JDA official said, “The contractors were directed to remove the note printed at the bottom of the parking slips being issued to vehicles owners that we provide only space and not responsible of theft of vehicles.” Sarita Chouhan, Vice-Chairperson, JDA, could not be contacted for comments. Balwinder Singh said the Chief Minister Grievance Cell had proved to be a “big failure” because it had failed to monitor whether the decisions taken by it were being implemented. “It is unfortunate that applications are being disposed off without implementation. There is no check whether the departments concerned are implementing the Chief Minister’s directive,” Singh alleged. |

JMC told to check building violations
Jammu, January 25 Minister for Urban Development Nawang Rigzin Jora today asked the corporation to activate its enforcement wing to ensure complete check on illegal constructions and take strict action against the violators. While speaking at a meeting held to review the functioning of the Jammu Municipal Corporation, the minister said the enforcement wing should send a strong message across the board about the commitment of the government to check unplanned expansion of the city. Taking a strong exception to the laxity being shown by the JMC in implementing the ban on polythene bags, Jora said a sustained campaign should be launched to check the sale and use of polythene bags. He said that Jammu and Kashmir should be made a polythene free state as it is a serious environmental hazard. During the meeting, it was informed that 847 units at 21 different locations in Jammu were being constructed under the Basic Service Units Scheme and Rs 1619.94 lakh have been released for the same. The JMC Commissioner gave a brief account of functioning of various wings of the civic body. The minister was informed that for expeditious disposal of cases/applications of citizens seeking building permission etc from the Municipal Corporation, the JMC has established the single-window clearance system. Electronic receipts are given to the applicant and the process is disposed off in a time-bound manner, it was informed. National Voters Day celebrated in region
Reasi, January 25 The DEO said the judicious exercise of vote was objective of our Constitution. He added this right made the voters responsible citizens and expected their role in development and promotion of nationhood. Election photo identity cards (EPIC) were distributed among those who have recently become eligible voters from the Reasi constituency after attaining the age of 18 on January 1. Sharma said there were 1,73,460 voters enlisted in the district, including 60,598 in Gulabgarh, 80,894 in Reasi and 31,968 in Mahore. Nabab Din, in his presidential address, requested people to actively participate in voting. Rajouri, January 25 Hundreds of people took out a procession march from the Rajouri bus stand which passed through streets in the town and concluded at the Eid Ghah mosque. Over 25,000 devotees offered prayers at the Eid Ghah mosque. The district administrations had made elaborate arrangements on the occasion along with strict security measures in all the places. Large banners and billboards were put on display across the town. markets were decked with colourful lights and buntings. Eid-Milad celebrated with pomp, gaiety Reasi: Hundreds of people celebrated Eid-Milad, the birth anniversary of Prophet Mohammed in Reasi city here today. Houses, mosques, dargahs and madarasas were decked with flags, buntings and banners to mark the day considered by a section of Muslims to be the most blessed in Islamic calendar. Eid-e-Milad celebrated with fervour
Srinagar, January 25 While religious heads threw light on teachings of Prophet Muhammad during sermons before Friday prayers at mosques and shrines across the Valley, Hazratbal wore a festive look as a sea of devotees paid obeisance at the shrine that houses the holy relic (hair strand) of the Prophet. Emotional scenes of men and women praying with tears in their eyes were witnessed each time the holy relic was displayed after prayers five times at Hazratbal. Some devotees were seen climbing trees nearby to have a closer glimpse of the holy relic. The relic will be displayed exclusively for women devotees at the shrine tomorrow too. A huge rush of devotees is also expected at the shrine coming Friday. While Eid-e-Milad is observed on 12th Rabiul-Awwal, devotees here visit the Hazratbal shrine in large numbers for 11 days prior to the Prophet’s birth anniversary. Shab Khwani (nightlong prayers) were also held at the shrine from last night till Fajr (pre-dawn) prayers. The authorities had put in place adequate arrangements to cater to the huge rush of devotees at Hazratbal. One-way traffic plied to Hazratbal through different routes for convenience of pilgrims, especially for those who had come from other districts of the Valley. |

Frozen water triggers crisis
Kupwara, January 25 “We are facing severe shortage of drinking water as water in supply lines froze during night hours due to the intense cold. The pipes often remain blocked for the entire day,” said Mohd Yaseen Shah of Ticker near Kupwara. They said at many places, pipes were lying on the ground and the water in them had frozen. They appealed to the Public Health Engineering (PHE) department to fix the pipes under the soil in order to prevent the freezing during winters. “Had pipes been buried under the ground, the water would not freeze due to low temperature. We are facing severe shortage of water due to freezing of water in the pipes. We appeal to the department to lay the pipes underneath so that the water supply is not affected,” said Gulfam Nabi, a Gulgam native. Locals said women folk had been forced to fetch drinking water from open nullahs. “With no alternative source of drinking water available in absence of proper water supply, women walk miles to collect water from nullahs amid severe cold,” said Mohd Afzal of Bramri village, 8 km from Kupwara. Inhabitants of some Handwara villages including Bakiakar, Shahlal, Haril, Vodhpora and Magam are also facing shortage of water due to freezing of water in supply lines. They said to restore the water supply, they light up fires but to little avail as the freezing has come through at many places. “The winter season has repeatedly reported this problem over the past years. Despite pleas, the department has failed to lay pipes under the ground as we continue to suffer,” said Mohd Aslam of Trehgam. |

Anantnag, January 25 Reports from different parts of the district say that during the last year or so, the number of canines has increased manifold. “Just
a week back, I was returning home from Srinagar at around 9 pm and saw a
truck unloading dogs near Bijbehara town along the National Highway,”
said Yasir, a resident of Anantnag town. Similar accounts
came from other parts of the district. “They unload these trucks
after the dark when any chance of getting caught by the local populace
is minimal. They are befooling people,” said Dr Adil, a resident of
Bijbehara town. Sources reveal that the practice started soon
after the municipal authorities in Srinagar started facing the heat over the issue of increasing number of stray dogs and subsequent attacks on locals by the canines. Meanwhile, hospitals in the district are running short on anti-rabies vaccine for dog-bite victims. “We
receive a limited number of vaccines when it comes to the regular
hospital supply and dog-bite cases are on the rise. Patients, mostly
from poor families, are forced to buy the expensive treatment from the
open market,” sources in the District Hospital Anantnag said. Sources said that on an average, they receive
100 dog-bite cases a month and that almost equals the number of vaccines they get in the hospital supply. “These
are only the fresh cases; each patients has to receive at least 3 doses
of the vaccine, which leaves us well short of the actual requirement,”
said a pharmacist at the District Hospital, requesting not to be named. Director, Urban Local Bodies, Kashmir, Shamim Ahmad Lehriwal, when contacted, said he too had received inputs from various places. “A
couple of days back, I discussed the matter at a review meeting with the
Srinagar Municipal Corporation Commissioner and he strongly refuted the
allegations,” said Lehriwal. |
