Training farmers on fish culture
Karnal, May 25
A group of 30 fish farmers from Kulu, Mandi, Bilaspur, Solan and Shimla districts of Himachal Pradesh visited the Krishi Vigyan Kendra (KVK) of the National Dairy Research Institute (NDRI) here, on a two-day visit to get training in various fish culture technologies. Dr J.C. Markandey, Head of the KVK, while addressing the fish farmers said fish farming was more profitable as compared to wheat or paddy cultivation.

World Bank to review projects

The World Bank will review the ongoing research projects of all research institutes of the Indian Council of Agriculture Research (ICAR) here. Dr N. Balaraman, Joint Director (Research), of the NDRI said a two-day discussion programme would be organised on May 28 on “Enhancing productivity and sustainability in irrigated agro system”.

3 die, 10 hurt as truck overturns

Three persons were killed and 10 others injured in an accident at Harita village near here this afternoon. The injured were admitted to the civil hospital. According to the police more than 12 persons of a marriage party were going to Batra village in Rajasthan from Harita village in a truck.

Forum for action against panchayat for boycotting Dalits

The Democratic Forum here has demanded action against a self-styled panchayat which gave a call to boycott two Dalit families of Sasrauli village of Jhajjar district. Forum members met the Inspector-General of Police, Rohtak, and the Superintendent of Police, Jhajjar, today for this.

Idols installed in dharamshala

CBI fails to file report
Recruitment of JBT teachers in Haryana

Chandigarh, May 25
A large number of JBT teachers and opponents of the INLD Government in Haryana, who were eagerly awaiting the CBI report into the recruitment of teachers, were disappointed when the premier investigating agency did not report to the Supreme Court today.

The apex court had directed the CBI to investigate the alleged irregularities in the recruitment of JBT teachers in 2000 on November 26 last and had asked it to complete its investigation “preferably within six months”. The people were hoping that the CBI would at least file a status report on the investigation today when the six-month period expired.

However, informed sources say since the CBI received the court orders on December 7 last, the investigating agency is counting six months from that date. They say the agency is likely to file at least the status report before the end of the first week of June. The sources say the CBI has registered a regular case (RC) after completing its investigations on the basis of a preliminary enquiry (PE). However, it is not known who, if any, has been named in the RC.

The Supreme Court ordered the inquiry after a former Director, Primary Education(DPE), Mr Sanjiv Kumar, IAS, filed a writ petition before it.

Over 3,200 posts of JBT teacher were advertised in November, 1999. The Haryana Staff Selection Commission was dissolved by the Chautala Government after it came to power in July, 1999. It was decided that the recruitment would be made on the basis of recommendations made by three-member district-level committees, headed by the respective District Primary Education Officers. The then DPE, Mr Ram Pal Chander, received the selection lists in January, 2000. Before the lists could be implemented, the Assembly elections were held in which the INLD won a majority of its own. Mr Chander was transferred and Mrs Rajni Sekhri Sibal was brought in. It is alleged that she was also transferred when she refused to change the selection lists. She was replaced by Mr Sanjiv Kumar.

Mr Sanjiv Kumar alleged in his petition that the powers that be got prepared another list of selected candidates and put pressure on him to implement the second list, but he refused. Initially, the government denied the existence of the second list. But ultimately during the course of court hearings, it admitted its existence. The court ordered the CBI to find out the author(s) of the second list.

PGIMS recycling syringes, alleges state Congress

Haryana’s lone Postgraduate Institute of Medical Sciences, based here, is recycling disposable syringes, catheters and other such equipment, the state Congress has alleged.

Addressing a press conference here today, Haryana Congress spokesperson Krishan Murti Hooda said the state government-run PGIMS had recently purchased three machines at a cost of Rs 72 lakh for the purpose.

He said the PGIMS authorities had deployed two sweepers to collect the syringes from garbage bins in the hospital. These plastic syringes and other similar equipment are categorised as “single use only” by manufacturers. Besides, the state pollution control board has issued directions that such used items must be destroyed in incinerators installed at government hospitals in bigger towns.

Mr Hooda also alleged that the Department of Microbiology had tested recycled items and found them to be contaminated. However, recycled items were being used in various medical and surgery wards of the PGIMS hospital.

However, the Director of the PGIMS, Maj-Gen V. S. Poonia (retd.), said the machines had been supplied by the government and the ethylene oxidation technology used in making these items sterile was being used internationally. All ‘A’ grade hospitals in the country were using this technology as it reduced the cost of treatment, he added.

He said small syringes and other such items were not being recycled since it was economically unviable to do so. However, large syringes and some items used in orthopaedic procedures were being recycled after sterilisation. He denied that any of the recycled items had been found to be contaminated. He also denied that the PGIMS was violating any rules in this regard.

They returned home with Pak soldier’s help

Sat Pal and his friend, both residents of Kasour village in Guhla tehsil of the district, who unknowingly landed in Pakistani territory when they went to a village on Punjab-Rajasthan border recently, returned home due to the efforts of a Pakistani soldier whose family belonged to this area and had migrated to Pakistan during Partition. However, they are now worried about the fate of the soldier, without whose help their survival would not have been possible.

Sat Pal had purchased a second-hand tractor from a scrap dealer of Patiala but had not got a no-objection certificate (NOC) to get the vehicle transferred in his name. Ultimately, he decided to get it from the seller who belonged to a village on the Punjab-Rajasthan border and near the Indo-Pak border. The two friends, heading towards their destination on foot crossed a barbed wire, taking it to be a fence put up by a farmer around his farm. However, it was not a farm but Pakistani territory.

Sat Pal told mediapersons that they were surrounded by armed jawans and taken in a vehicle to a place that looked like a mosque. Late at night, Pakistani Army jawans entered the place and at gunpoint asked them to reveal their identity. The two friends could not withstand the strenuous interrogation and they began to weep. They begged for mercy from the jawans. When repeatedly questioned, their reply was that they had purchased a tractor from a scrap dealer of Patiala and had come to get NOC from the original owner, who belonged to Patti Wala, a bordering village. As the last bus for that village had left, they set out on foot and landed in Pakistani territory. The jawans told them to wait for their senior officer till next morning and left.

After some time, a jawan armed with a rifle entered the place with food and asked them about their native place. When Satpal and his friend told him about the place, the jawan showed keen interest and asked them about the Ghaggar river and the condition of the roads. When they asked the jawan how he knew all this, he told them that his family belonged to that area and had migrated to Pakistan during Partition. However, the jawan told them that their release was very difficult and it could be possible only if India released some Pakistani prisoners. He asked them to tender a mercy plea to a senior army officer for their release.

The next day, a senior army officer questioned them and assured them before leaving that he would look into their pleas next day. The officer came again but they were not released. The jawan came to their rescue and took them in a vehicle to the place from where they were caught. He told them not to deviate from the path told by him for their own safety.

Before parting, he told them that if an opportunity came, he would visit the native place of his ancestors. Now Satpal is worried about the man who put his life in danger to save their lives.

MDU council member alleges discrimination

Dr Himmat Singh Ratnoo, an elected member of the executive council of Maharshi Dayanand University, has appealed to the Chancellor and Haryana Governor Babu Parmanand to direct the university authorities to allow him to attend meetings of the council as an elected representative of the university teachers.

In a communication sent today, he said he was elected to the council 10 months ago but despite his repeated requests the authorities had not been inviting him to meetings on the plea that he was under suspension. He said he was placed under suspension by the then Vice-Chancellor Maj-Gen Bhim Suhag (retd) because of his opposition to the VC’s autocratic style of functioning and illegal actions.

He said there was no rule barring elected members from attending meetings even under suspension. He also alleged that the then VC had misled the council about a decision by a local court on his plea for permission to attend the meetings. He said the final decision of the court was never placed before the council.

Panchayat office employee booked

On the complaint lodged by the Block Development and Panchayat Officer (BDPO), Kurukshetra, the local police has registered a case of embezzlement against one of the employees of the Block Development and Panchayat Office here.

The said employee, who had withdrawn lakhs of rupees fraudulently after forging signatures of his officers, has been on the run since the registration of a case against him.

The embezzlement came to light when the employee, Raj Pal, approached the Union Bank of India here on May 17 to get a cheque for Rs 80,000 encashed. The bank officer became suspicious and when he tallied the signatures he found them fictitious. The bank officer immediately informed the BDPO. When the record of the cheque books in custody of Raj Pal was checked many cheques were found missing while payments had been withdrawn from the bank.

When the officer contacted Ambala Kurukshetra Gramin Bank, Barna, it was detected that Rs 1.10 lakh had been withdrawn against a cheque issued for Rs 10,000.

Another cheque against which Rs 91,500 had been withdrawn, had fictitious signatures of the BDPO as well as the Sub-Divisional Panchayati Raj Officer.

Raj Pal had allegedly embezzled lakhs of rupees earmarked under the Pradhanmantri Gramin Yojna, Swaran Jayanti Yojna and Kaam Ke Badle Anaaj scheme.

A case under Sections 420, 467 and 468 of the IPC has been registered.

Split in Shiromani Akali Dal

The newly formed Shiromani Akali Dal, Haryana, split today.
While one faction was named as Shiromani Akali Dal, Haryana state, the other faction was named as Shiromani Akali Dal Haryana.

A meeting of the Shiromani Akali Dal, Haryana state, was held yesterday at Karnal. It was decided to expel Mr Sukhdev Singh Gobindgarh. A new body is to be formed comprising Haryana Akali leaders from different parts of the state.

In a counter-move, Mr Sukhdev Singh Gobindgarh today held a meeting at New Anaj Mandi in Ambala city. He said the Shiromani Akali Dal Haryana would not be weakened by “the exit of Mr Kartar Singh Takkar and his associates”. He stated that the leaders present at the Karnal meeting did not have the power to expel anyone. “Incidentally, the party symbol for contesting the SGPC poll has been allotted to us,” he said. Mr Gobindgarh said their party faction was ready for the SGPC poll.

The Haryana Government today transferred another Deputy Commissioner, taking the total number of DCs transferred since Thursday to six.
Ms Deepti Umashankar, DC, Hisar, was replaced today by Mr Balbir Singh Malik, Deputy Principal Secretary to the Chief Minister.

Mr R.K. Khullar, Director and Special Secretary, Secondary Education, has become the new Deputy Principal Secretary to the Chief Minister. The posting orders of Ms Umashankar would be issued later, stated an official press note.

The government also transferred the Panchkula SP, Mr Ranbir Singh Sharma.

Mr Sharma, who is a son-in-law of the former Union Minister of State for Home Affairs, Mr I.D. Swami, has been posted as SP, Crime (CID), Panchkula, against a vacant post.

Mr A.S. Chawla, who was awaiting posting orders, will be the new SP of Panchkula. Earlier, the Deputy Commissioner of Panchkula, Ms Satwanti Ahlawat, was transferred following the humiliating defeat of the ruling INLD. She was replaced by Ms Neelam Pradeep Kasni.

Mr C.S. Rao, who was also awaiting posting orders, has been posted as SP (Security II) against a vacant post.

Training farmers on fish culture

Dr J.C. Markandey, Head of the KVK, while addressing the fish farmers said fish farming was more profitable as compared to wheat or paddy cultivation.

Stressing upon the need for scientific feeding, he said that it helped increase the fish production regarding which the farmers need to be trained to earn more profits. As fish is a cold blooded animal the group of fish farmers were told to plan fish culture depending upon the different agro-climatic conditions of their districts.

Dr Markandey recommended putting 5000 fish seed in a one acre pond for maximum growth. He asked the farmers to count the fish seed while purchasing, irrespective of the agency as the stocking rate of fish seed had direct bearing on the fish production. He said that fish needed to be fed at the rate of 2 per cent of their body weight but during winter, when the water temperature goes around 18 degree centigrade the feeding should be reduced. It would save the money incurred on feeding.

During interaction with the fish farmers, he said that the traditional way of feeding the fish leads to only 30 per cent utilization of feed and 70 per cent goes waste. He explained the methods practiced at the KVK fish farm that resulted in effective feed utilization saying that the water of the pond should be cleaned periodically and calcium be added once in a year to save the fish from various diseases. In addition, sufficient oxygen should be provided. He said that every fifth year, the pond should be dried after harvesting fish. He recommended that particularly in summer months, cow dung should not be added to the ponds for feeding the fish.

Mr Dalip K. Gosain, a senior scientist of the KVK, said a majority of the fish farmers were unable to procure the required amount of fish seed of Catla, Rohu and Mrigal from various seed agencies that could survive in the same fishpond without any competition for food or space, leading to more production.

World Bank to review projects

The World Bank will review the ongoing research projects of all research institutes of the Indian Council of Agriculture Research (ICAR) here.
Dr N. Balaraman, Joint Director (Research), of the NDRI said a two-day discussion programme would be organised on May 28 on “Enhancing productivity and sustainability in irrigated agro system”.

“A team of specialists from World Bank will be present throughout the session to review the ongoing research projects”, he said. He said after this two-day session, a meeting of the scientific advisory panel would be convened on May 30 in which Directors of the ICAR institutes, senior officials of the ICAR and officials of the World Bank would participate.

During the third day of the scientific advisory panel meeting, suggestions would be welcomed from the research institutes to chalk out a concrete research policy of the nation on “Enhancing productivity and sustainability in irrigated agro system”.

The Chairman and coordinator of the discussion session will be Dr S.L. Mehta, Director of National Agriculture Technology Project and Dr N.N. Singh, Director of Directorate of Maize Research, respectively.

3 die, 10 hurt as truck overturns

Three persons were killed and 10 others injured in an accident at Harita village near here this afternoon. The injured were admitted to the civil hospital.
According to the police more than 12 persons of a marriage party were going to Batra village in Rajasthan from Harita village in a truck. As the truck moved out of the village it overturned as the driver was allegedly drunk. Mr Amar Singh of Jeeta Kheri village died on the spot while two unidentified persons succumbed to their injuries on way to the hospital.

Dharm Pal, Lilu Ram, Bhima, Umed Singh, Dhoop Singh, Phool Kumar, all of Harita village, and Subhash of Barhi village and Baljeet Singh of Prem Nagar village in Bhiwani district received serious injuries. Truck driver Krishan Kumar of Harita village fled after the incident. The police has registered a case against the drive.

Forum for action against panchayat for boycotting Dalits

The Democratic Forum here has demanded action against a self-styled panchayat which gave a call to boycott two Dalit families of Sasrauli village of Jhajjar district.
Forum members met the Inspector-General of Police, Rohtak, and the Superintendent of Police, Jhajjar, today for this.

They alleged that members of one family were tortured by the police at the behest of the village sarpanch after a boy and a girl had eloped and married. The two were adults and had got married.

The Forum demanded that those behind the boycott be proceeded against and police protection given to the affected families and the young couple.

Mr Arora also announced a grant of Rs 51,000 from his discretionary fund to the dharamshala. The Layalpur Gurdwara Prabandhak Samiti president and former Thanesar Municipal Councillor, Satish Madan Toni, said idols of Lord Shiva, Ma Parvati, Shri Ganesh and Durga were installed.

A langer was also organised on the occasion. Indian National Lok Dal (INLD) leaders Mewa Singh and Pawan Miglani were among those present on the occasion.

The last meeting of Cantonment Board, Ambala, was held here today.
The term of the elected ward members expired today. The ward members had twice received six-month extension in their term. The members had been elected in 1998.

The meeting was presided over by the Cantonment Board President, Brig D.C. Katoch, while secretary Ms Sonam Yangdol, Col Anil Mathur and ward members Mr Umesh Sahni, Mr Virender Gandhi, Mr Prithvi Singh, Mr Virender Kumar, Mr Lalit Kumar, Mr Ashok and Mr Ashok Kumar were present.

Speaking on the occasion, Brig D.C. Katoch said a number of development works had been carried out by the Cantonment Board.

Brig Katoch said that Amba shopping complex was likely to start soon and the finishing touches were being given. He said that sewage treatment plant had been started at Topekhana Bazar.

He said six schools being run by the Board were doing well and they had been upgraded to the middle level. He stated that a dispensary had been started for the benefit of the civilians and a solar plant was going to be established at Patel Park.

Family members of Gurmail Singh, who was killed yesterday, today demanded swift action against the culprits.
Traffic was thrown out of gear near Manav Chowk in Ambala city when the relatives of Gurmail Singh, wanted to meet senior police officials over the alleged the police inaction.

Gurmail Singh, who works as a rickshaw-puller, was a resident of Haldari village. When he was returning home, last evening he was attacked by a group of persons.

The relatives of Gurmail Singh demanded that the culprits must be arrested immediately. The body of Gurmail Singh was taken for postmortem today. They alleged that the police personnel misbehaved with them.

Thereafter, they decided to meet senior police officials. They met SP, Mr Mohd Akil, at his office in Ambala city. They said that SP has assurerd them of prompt and fair action in the case.

The undertrial Vijay Kumar, a resident of Uttar Pradesh is facing trial in an electricity theft case and he had been lodged in judicial custody in the Ambala central jail for the past four months. When today’s incident occurred the Magistrate was busy hearing another case. It could not be ascertained what had provoked Kumar to act in the manner he did.

After the incident, the Magistrate reported the matter to the District and Sessions Judge . Court officials, however, refused to confirm the incident.

High Court
Bail given

Chandigarh May 25
The High Court on Tuesday granted bail to Manoj Kumar, son of Mr Om Prakash Hitler, a relative of Haryana Chief Minister Om Prakash Chautala.
The case in which bail was granted to Manoj relates to an allegd murder committed by him and his accomplices. The case was registered at Police Station, Dabwali Sadar, on May 16, 2000.

Meanwhile, the same Bench adjourned for May 27, the hearing the bail application of Mr Hitler. Mr Hitler had been booked for his alleged involvement in a case by the Dabwali Sadar police.

Lodhi, Lodha, Lodh on OBC list
