Haryana to set up Power Trading Corporation Chandigarh, May 19 The new corporation would procure power from various generation sources. The setting up of such a corporation has been necessitated because the Haryana Vidyut Prasaran Nigam is not authorised to continue such functions after June 10 under the Electricity Act, 2003. The Cabinet also decided to implement the Yamunanagar Thermal Power Project on the turn-key basis with two units of 250 mw each through international competitive bidding. Finance will be obtained from the Power Finance Corporation or the Rural Electrification Corporation. Gypsum, which is used to improve the fertility of alkaline soils will now be exempted from value-added tax(VAT). The Cabinet decided that in case a large number of land owners executing collaboration agreement with a private land developer for setting up a colony, the government would take full payment of external development charges, service charges and 100 per cent bank guarantee for internal development works initially valid for five years before granting the coloniser a license. An official spokesman said the decision had been taken to safeguard the public interest. However, the decision would be applicable in case of “those private land developers, who apply to the Town and Country Planning Department to obtain license for the first time.” It means the entry of new players in the field of land development in the state would become difficult while the old and established players would be free from this condition. The Cabinet also decided to increase the fee for commercial license from Rs 75 lakh and Rs 50 lakh to Rs 1 crore per acre by merging 0.5 per cent area reserved for change of land use with commercial license. However, the existing charges for commercial license for the area falling on the Gurgaon-Mehrauli road, which were hiked to Rs 1.50 crore per acre, would continue as at present. The Cabinet also decided to amend the draft of the Kurukshetra Shrine Bill, 2003, on the advice of the Union Government so as to enhance the quantum of punishment for wrongful occupation of property belonging to a shrine. The punishment has now been increased to two years or with fine or both. An amendment to Rule 4.2-A of the Punjab Civil Services Rules was also approved. Now in case of direct recruit to the superior judicial service from the Bar, the actual period of practice at the Bar, not exceeding 10 years, would be added to his service qualifying for pension and other retirement benefits. |
MDUTA for scrapping
decision on search panel for VC Rohtak, May 19 A deputation of the association headed by MDUTA chief Dr Vazir Nehra met the Chancellor Babu Parmanand at Chandigarh and pointed out that the nominations were made at a meeting of the EC which was held before Gen Suhag had actually resigned. Several members of the council had objected to the VC’s proposal to nominate members of the search panel even before he had quit. They maintained that the proposal for the nominations was never on the agenda of the council and the issue was not even tabled at the meeting. The VC took up this issue at the fag end of the meeting and made the nominations despite objections. MDUTA leaders also pointed to the letter sent by two members of the council Surinder Kumar and Nathi Singh to the Chancellor after the meeting. This was followed by three communications on the subject sent by Dr Nehra and Dr Himmat Singh Ratnoo, another member of the council. All these communications had stated that the decision of the council was void and the former VC was trying to help his political benefactors to appoint their own nominee as VC. Dr Nehra said today that the chancellor assured them that he would ensure a fair selection. |
Submit plans for sanction: Chautala Chandigarh, May 19 Presiding over a meeting of the Administrative Secretaries of various departments here, he said that the pace of development was affected because of the model code of conduct during the Lok Sabha elections. As developmental works remained suspended during this period, the roads sector had been affected adversely. He directed that the scheme of developing a model village in each block by carving out residential sectors on the urban pattern should be given utmost priority. |
BSP activists gherao state party chief Rohtak, May 19 Although the duo claimed that someone fired a few shots into the air and rowdy workers stoned their cars smashing windscreens, the police denied any knowledge of the incident. Trouble erupted when Mr Kashyap and Mr Ramji Lal announced towards the end of the meeting that all party units, including the state and district executives, had been dissolved on directions of the party supremo Mayawati. Earlier, the party leaders expressed satisfaction at its performance in the recent Lok Sabha poll in which its nominee Geeta Grewal, estranged daughter-in-law of Mr Bhupinder Singh Hooda, polled nearly five per cent votes. |
Rohtak, May 19 Meanwhile, as many as 11 BSP leaders in Haryana, including a state general secretary and two district unit presidents, have been expelled from the party for indulging in anti-party activities, the release said. The action follows the yesterday’s incident in which BSP general secretary Narender Kashyap and state BSP chief Ranji Lal were attacked by a group of partymen after a meeting here. Nod to restructure Forest Dept Chandigarh, May 19 The sources claimed that since the works under social forestry and territorrial forestry were similar — the former entailing the afforestation of panchayat land and the latter the afforestation of government land — these could be headed by one DFO. “It would also help streamline work”, the sources said. They added the field staff working in separate branches of the Forest Department would be brought under one DFO after the reform was carried out. The restructuring was also aimed at addressing the problem of “stagnation” among IFS officers of the Haryana cadre. “There is acute stagnation among IFS officers in Haryana. The 1977 batch officers of Haryana are still posted as Conservators while in many other states even the 1981 batch officers have already been promoted as Chief Conservators of Forests”, the sources said. If the career graph of an IFS officer of Haryana is compared with that of IAS or an IPS officer of the same cadre, it could be seen that members of the latter two services have all got at least one promotion more than their counterparts in the IFS. To enable IFS officers get faster promotion, the creation of at least four posts of CCF had been suggested in the proposal. It had been also suggested to separate the research and the development wings and put them under two Conservators of Forests (CFs). |

temperature may affect fish production Karnal, May 19 Fishery experts are of the view that if the high temperature and dry-weather conditions continue for more than a couple of weeks, the total production of fish in the area may decline. They have also not ruled out the possibility of death of fish in large numbers under adverse weather conditions if proper care of fish and management of ponds are not taken. Dr J.C.
Markanday, head of the Krishi Vigyan Kendra (KVK), Karnal, and an eminent fishery scientist while talking to TNS said that the “adverse situation” could be handled by raising the water level and increasing the oxygen content in the ponds with good pond management, which begins with proper pond construction and watershed maintenance. He says as the water temperature increases, it loses its capacity to “hold” oxygen. Unfortunately, as water warms, the cold-blooded fish become more active and require more oxygen. This reporter visited many fish ponds in Karnal district today and found that a large number of fish was swimming near the surface of the water and appeared to be gulping air, indicating a low-oxygen problem. This district ranked first in fish production in the entire plains of North India during 2003-2004 by producing 2,205 tonnes of fish. A total of 738.7 hectares of panchayat land is under fish farming with a record number of 718 panchayat ponds in 412 villages in the district.According to Dr
Markanday, the water level in a fish pond should not be less than four feet because the sunlight penetrates up to three feet in water and heats up the bottom of the pond. “This results in putrefecation of the organic matter like cow dung, etc resulting in quick release of carbon dioxide and ammonia gas”, he added. |

HUDA plot applicants to wait
more Panchkula, May 19 With the Punjab and Haryana High Court failing to take up the “save the lake” case here today, the draw of lots for plots will be delayed further.Though the court was to take up the matter today, it could not be taken up as one of the Judges of the Double Bench was on leave. Sources said the applicants would be losing on the interest on the 10 per cent earnest money as the draw of lots could not be conducted till the court decided the case. On the other hand, HUDA would be earning interest on the earnest money amounting to several crores. It may be recalled that taking up the “save the lake” case on a petition filed by a Naya Goan resident, Dr B Singh, the court had stayed the development in the “catchment area” of the Sukhna Lake with a view to preserve the environment. Comparing the development to the Taj Corridor case, Dr B Singh had contended that the area proposed to developed by HUDA was in fact the forest land. If the construction was allowed in these sectors, the ecological balance of the area adjoining the lake would get disturbed, he reportedly argued. The Sector 1 of the
MDC, which could have come under the “catchment area”, had already been declared an entertainment sector by HUDA and recreational facilities had been planned for it. No construction disturbing the ecological balance would be allowed in Sector 1, HUDA sources added. HUDA proposes to develop the prestigious Sectors 2 and 6, considered to be an extension of Panchkula at the foothills of the
Shivaliks, as a low-density urban area with plenty of openness and greenery. |

2 remanded for torturing boy Fatehabad, May 19 Labh Singh, (12) was employed at the dhaba in Saniana village of this district. Originally, a resident of Begu village in Sirsa district, Labh Singh’s parents had died two years ago. The dhaba owner, according to the complaint, had not been paying salary to the boy for the past two years. According to police sources, the dhaba owner had allegedly tortured the boy when he demanded the salary. Surender Arora and Rajesh allegedly burnt his body parts with cigarettes. They also allegedly threatened him that they would throw him in a canal in case he revealed anything to anyone.
