Nine held for robbery

The police here arrested nine persons. The SP Sukhdev Singh said here today that those arrested had confessed to their involvement in 17 incidents of looting cash and valuables and snatching vehicles from different parts of the state.

CM skips meeting at Raj Bhavan

Haryana Chief Minister Om Prakash Chautala failed to turn up at Raj Bhavan to attend a meeting of the Rajya Sainik Board today.

The board looks after the welfare of serving and retired armed forces personnel from Haryana. The total number of serving soldiers from Haryana is 1.57 lakh while retired soldiers, ex-servicemen and their dependents number over 18 lakh. Sources said the meeting of the board was taking place after six years and the Chief Minister, who is Vice-Chairman of the board, was expected to attend the meeting.

The meeting was presided over by the Governor in his capacity as Chairman of the board. Babu Parmanand presented a trophy to the District Sainik Board, Sonepat, for collecting maximum contribution for welfare activities.

Though Mr Chautala failed to turn up at the meeting, three officials attached to the Chief Minister, including Mr B.D. Dhalia, Principal Secretary to the Haryana Chief Minister; Mr A.N. Mathur, Chief Secretary; Mr Sunil Ahuja, Revenue Secretary; and Ms Promilla Issar, Home Secretary, were present. The officials said the Chief Minister could not attend the meeting as he had left for his assembly constituency of Narwana.

This was not the first time that Mr Chautala had skipped an event taking place at Raj Bhavan. Earlier even as he did not attend the Teacher’s Day function at Raj Bhavan Mr Chautala addressed some parallel Teacher’s Day functions elsewhere in the state.

The rift between the Chief Minister and the Governor, which started with the latter refusing to approve Mr Chautala’s ambitious project to set up a casino in the state, got a fillip after the recent controversy over the speech made by Babu Parmanand at Rewari on the occasion of Ambedkar’s birth anniversary on April 14.

Explaining his speech to the Union Home Ministry, the Governor wrote on the letter drafted by an official attached to him that “somebody having a vested interest is floating news in a section of the media attributing political motives in my speech....”, political observers have little doubt as to who the Governor had hinted at in his remarks.

Sonia as PM is unfortunate: CM

Haryana Chief Minister Om Prakash Chautala today described as a “unfortunate” the possibility of Congress President Sonia Gandhi becoming the country’s Prime Minister.

Ms Sonia will not be able to provide good leadership as she was not aware of the problems of the common people,” he said while addressing a rural gathering at Surajkheri village under Narwana sub-division of Jind district. Mr Chautala said it was unfortunate that owing to “a small mistake on the part of the voters, an Italian lady, who is not even aware of our culture, language and traditions will lead the country.”

He said a woman of foreign origin at the helm of affairs was not a good omen for the country.

“Our patriots, martyrs and freedom fighters made supreme sacrificies to free the country from the shackles of the British empire,” he said.,

Mr Chautala said the Congress had ruled the country for a long period, but “it never appreciated the problems and sufferings of the common people.”

“This time too, the Congress has not been able to live upto the expectations of the voters and the people of the country will soon realise their mistakes of voting in favour of this party. Sometimes, people have to pay a very heavy price for the small ommissions committed whimsically,” he said.

During his two-day tour of the Narwana Assembly constituency, he sanctioned development works worth Rs 20 crore. — PTI

Cong men dub Sushma’s decision a ‘drama’

Local congress leaders have reacted sharply to the BJP leaders opposition to the Congress President, Mrs Sonia Gandhi, becoming the Prime Minister of the country.

In a press statement issued here, the Rohtak District Congress Committee (rural) president, Prof Virender dubbed as “drama” the declaration by a senior BJP leader, Mrs Sushma Swaraj, that she and her husband Swaraj Kaushal would quit their Rajya Sabha seats in the event of Mrs Gandhi taking oath as the Prime Minister.

“The Swaraj couple is indulging in a “drama of resignations” to gain cheap publicity, the DCC (rural) chief remarked, adding that the husband-wife duo was trying to fool people.

A former Haryana Pradesh Congress Committee (HPCC) organising secretary, Mr Jagdish Kapoor, also took strong exception to utterances of the BJP leader over the issue of Congress chief becoming the Prime Minister. Her remarks amounted to insulting the people’s mandate,” Mr Kapoor said, claiming that the people of the country had rejected the foreign origin issue raised by the BJP. — UNI

Ex-minister calls for boycott of Ambala Sadar SHO

The former Haryana Revenue Minister, Mr Nirmal Singh, today called for social boycott of the SHO of Ambala City Sadar police station.

While talking to mediapersons, Mr Nirmal Singh said the Konkpur polling booth incident had depicted the high-handedness of police officials. “In spite of police action, the Congress polled the highest number of votes in the polling booth,” he said.

He said they had appealed to the residents of villages falling under the jurisdiction of the Sadar police station to solve their problems at the panchayat level. “We call for social boycott of the SHO of the police station. Other policemen are doing a good job,” he said.

Mr Nirmal Singh said he had verbally informed the Superintendent of Police and the Election Commission regarding the danger to his life six days before the incident.

“I want to thank voters and party workers for the success. I also condemn the statements made by Ms Sushma Swaraj,” he stated.

Mr Nirmal Singh and Mr Phool Chand Mullana, former minister, demanded the resignation of the Haryana Chief Minister, Mr Om Prakash Chautala, on moral grounds. “Meham incident had showed that democracy was in danger under Mr Chautala,” he said.

He said party workers had been asked to gear up for the Assembly poll. “Mr Chautala will now try to woo the electorate but the people will not be misled by false promises,” he stated.

Nine held for robbery

The police here arrested nine persons. The SP Sukhdev Singh said here today that those arrested had confessed to their involvement in 17 incidents of looting cash and valuables and snatching vehicles from different parts of the state.

The SP said six persons were arrested from near Ujhana village on the Kaithal-Ambala road. The police also recovered a pistol and other arms including iron rods, dagger and torch from the robbers.

The SP said that those arrested have been identified as Ram Karan son of Sunder Harijan, a resident of Bhanpura, Rakesh son of Balbir, resident of Kaithal. Anil son of Bhana and Rajinder alias Billu, son of Jagir both residents of Geong, Mahabir son of Milla Jat of Narar village, Rajesh son of Dariya Harijan, resident of Geong, Ram Kumar son of Bachna Gujjar and Sunil son of Kripal Harijan both residents of Kaithal.

The gang members had stolen a Maruti car and two motorcycles from Kurukshetra and looted Rs 72,000 from gas agency owned by former MLA Ishwar Singh at Kurukshetra. An Esteem car used in this incident has also been recovered by the police.

3 Hisar residents make it to LS

Hisar has earned the distinction of having three of its residents in the 14th Lok Sabha. Ms Shelja (Ambala), Mr Kuldeep Bishnoi (Bhiwani) and Mr Naveen Jindal (Kurukshetra), who have been elected to the Lok Sabha, all are residents of this town. Notably, all three are among the youngest members of the 14th Lok Sabha. They have residences here.

Ms Shelja is the daughter of the late Mr Dalbir Singh, a former union minister. Her house is near Dabra Chowk here. Mr Bishnoi is the younger son of former Chief Minister and HPCC chief Mr Bhajan Lal. He has a palatial house in Sector 15 here. Mr Jindal is a son of noted industrialist-turned-politician Mr Om Parkash Jindal. He, too, has a mansion on the Delhi Road here. Incidentally, Mr Om Parkash Jindal represents the Hisar seat in the Haryana Vidhan Sabha.

While the people here are glad they have three fellow residents in the Lok Sabha, the town also has the dubious distinction of favouring outsiders in the elections. Mr Jai Parkash (Congress) who has been elected from this seat hails from a village in Kaithal district. He defeated Mr Surinder Singh Barwala (INLD). Mr Barwala hails from Jind district.

In earlier elections too, the constituents have shown marked preference for outsiders. Mr Birender Singh, Mr Narain Singh and Mr Inder Singh of the Congress who have represented this constituency in the past were all from Jind district.

One reason for this could be that five of the nine Assembly segments which comprise the Hisar Lok Sabha segment fall in Jind district. These are Jind, Narwana, Uchana, Rajaundh and Kalayat. The remaining four – Hisar, Barwala, Narnaund and Ghirai – are in Hisar district.

Political analysts, however, say that the Hisar constituency succumbs to political waves in which the voters tend to ignore the candidates’ residential stature and the voting pattern is dictated by the waves whether pro or against a particular party.

AMBALA had witnessed considerable action even before the British troops formed the cantonment here.

At the turn of the 18th century, Ambala was administered by an independent Sikh chief. “Maharaja Ranjit Singh, in his pursuit to extend his empire, seized Ambala from Rani Daya Kaur, widow of Sardar Gurbaksh Singh. The confiscated estate of this lady was made over to the chief of Kaithal and Ambala was made over to Ganda Singh Safi under whose command 5000 cavalry and infantry was placed,” a report prepared by the Regional Repository states.

Tributes were exacted from the sons of Sardar Karam Singh of Shahbad and the chief of Thanesar. “This aggression alarmed the Cis-Sutlej Sikhs. A deputation of Raja Bhag Singh of Jind, Bhai Lal Singh of Kaithal and Chain Singh, Dewan of Patiala, approached the British Government for protection,” the report states.

As a corollary to the treaty of Amritsar on April 25, 1809, the government established a British agency at Ludhiana. In April, 1810, Sir David Ochterlony was appointed as an Agent to the Governor General at Ludhiana.

On resuming charge after the Gorkha war in 1814-15, Ochterlony’s designation was altered as Superintendent of Political Affairs and Agent to the Governor General in the territories of the protected Sikhs and Hill Chiefs between Yamuna and Sutlej. In October 1815, the office was transferred from Ludhiana to Karnal. In November, 1821, the government suggested the transfer of the office of Agency from Karnal to Ambala. The transfer was sanctioned on March 20, 1822 and the office transferred to Ambala.

“Political control over the Sikh states was exercised until 1840 by British representatives at Delhi and his assistants who were also responsible for the administration of territories which lapsed in default of heirs. In 1840 an Agent to the Governor General was appointed for the North West Frontier with headquarters at Ambala, and in 1842, the administration of lapsed territories also was transferred to him.”

The report states that in 1846, the headquarters of the Agent to Governor General were transferred to Lahore, where he was entrusted with the duty of reorganising the government of Punjab. “A Commissioner of the Cis-Sutlej states was appointed at Ambala. Districts were formed at the same time at Thanesar, Ludhiana, Ferozepore and Ambala out of the lapsed and confiscated territories,” the report points out.

Till the campaign against Trans-Sutlej Sikhs in 1845, the British Government had no occasion to interfere in the protected Cis-Sutlej states. Several measures were adoped and on November 7, 1846, the Governor General transformed the Political Agency of Ambala into a Commissionership of Cis-Sutlej states. The Commissioner was assisted by Deputy and Assistant Commissioners.

Ambala division came into existence in the middle of 18th century. Ambala was made the Headquarters of a district and a division. Ambala remained the headquarters of Ambala, Simla and Ludhiana districts. In 1884, the Ambala division was transferred to Delhi division. It was only in 1911, when the Capital was shifted to Delhi, the Ambala division was revived, the regional repository report states.

Martyr Kuldeep Singh cremated with honours

Constable Kuldeep Singh, who made the supreme sacrifice in the valley, was consigned to flames at his paternal village Rajjo Majra near Naraingarh today.

Constable Kuldeep Singh was killed in an encounter with militants near Anantpur. Sadhaura MLA Balwant Singh, SDM, Naraingarh, Mr Jagdeep, and DSP, Mr Raj Gopal, were present. Former Haryana Minister Nirmal Singh paid tributes to the para-military force constable.

A police contingent under SI Sardara Singh did `ulta shastra’ and fired in the air as a mark of respect.

A large number of people were present at the cremation of constable Kuldeep Singh. Constable Kuldeep Singh was born in 1973 and he had passed out from Government Senior Secondary School, Naraingarh. He had joined service in 1995.

Constable Kuldeep Singh had re-joined duty after availing leave about a month back. He was shot at during an encounter with militants on May 14. He was hit on the head.

He was shifted to Base Hospital in Srinagar where he breathed his last.

90-year-old grandfather of constable Kuldeep Singh, Mr Jeevan Singh, said that although he is grief-stricken by the death of his grandson, he feels pride in the fact that Kuldeep Singh had laid down his life for the country. Mr Jeevan Singh had served in the Indian National Army.

The High Court has dismissed with costs a petition filed by a person seeking directions to the Municipal Corporation, Faridabad, not to forcibly evict the residents of AC Nagar, a jhuggi colony.

Taking up the petition, the Bench comprising Mr Justice VK Bali and Mr Justice Mehtab Singh Gill imposed Rs 20000 costs on the petitioner.

In his petition, the resident of the colony had claimed that the Municipal Corporation had decided to raze to ground the colony on the ground that it was illegal. He claimed that residents like him were being forced to evict from the area without proper notice and rule of law. However, counsel for the corporation said that a proper notice had been issued before the start of the drive.

Goods train derails, traffic disrupted

Fatehabad, May 17
A wagon of a goods train derailed at the Bhattu Kalan railway station near here disrupting rail traffic, Railway sources said.

Traffic on the Bhatinda-Hisar-Rewari section of the Northern Railway remained disrupted for two hours following the derailment, they said.

Railway personnel are in the process of resuming traffic by removing the derailed wagon and repairing the track. — PTI
