Take up SYL issue with Centre: Bansi Lal

The former Chief Minister of Haryana and president of the Haryana Vikas Party, Mr Bansi Lal, said at a meeting here today that the Chief Minister, Mr Om Prakash Chautala should take up the Sutlej-Yamuna link canal issue with the Centre and the Punjab Government for the early completion of the canal.

The Governor who addressed district-level officials at Bal Bhavan here asked them to explain the progress of development activities in their respective departments.

Criminal action against a government lecturer for allegedly cheating and committing fraud by running a private institute and doling out fake degrees is expected in the latest “catch” by a raiding team of the Haryana Higher Education Department.

The police has registered a case of fraud against five persons, including two girl students, for seeking admission to the JBT course on fake documents.
According to the police, Suresh Kumar, Rajbala and Anita had sought admission to the JBT course in Adampur against reserved seats by posing themselves as residents of Adampur.

3 sisters commit suicide
Bhiwani , June 24
Three sisters of Dinod village, 12 km from here, allegedly committed suicide by consuming poison. They are Munni (25), Babli (18) and Usha (12), daughters of Captain Dharm Singh (retd.) The girls were admitted to Bhiwani Civil Hospital in serious condition yesterday.

Cows rescued
Hisar, June 24
The police arrested three persons at Barwala, near here yesterday and rescued 15 cows which they were carrying to UP for slaughter.

One booked for killing deer
Fatehabad, June 24
One person was booked yesterday for killing a deer at Mohamadpur Rohi village in the district. The accused had killed the animal with his gun. Members of the Bishnoi Sabha brought this to the notice of the police and the Wildlife Protection officials.

Take up SYL issue with Centre: Bansi Lal

The former Chief Minister of Haryana and president of the Haryana Vikas Party (HVP), Mr Bansi Lal, said at a meeting here today that the Chief Minister, Mr Om Prakash Chautala should take up the Sutlej-Yamuna link canal issue with the Centre and the Punjab Government for the early completion of the canal. He said Mr Chautala should mount pressure on the Vajpayee government on the issue. He alleged that Mr Chautala was indifferent to the issue because of his friendship with Mr Parkash Singh Badal, Chief Minister, Punjab.

Mr Bansi Lal said Mr Chautala could not afford to annoy the Vajpayee government now as it would endanger his own government’s existence.

Mr Bansi Lal said the HVP would not have electoral alliance with any party. He alleged that the INLD and the BJP were pursuing anti-people policies.

Mr Bansi Lal said the Chautala government was implicating its political opponents in false cases. He said only Bhajan Lal and his supporters were spared which strengthened the belief that Mr Chautala and Mr Bhajan Lal were hand in glove with each other.

Mr Bansi Lal alleged that the Chautala government had failed to fulfil its promise of giving power and water free of cost to the farmers. Instead the government increased the rates of power and water. Mr Bansi Lal alleged that law and order situation in the state was deteriorating. He said crime rate had increased manifold in the state whereas the government claimed the contrary. He said since many cases were not registered therefore, in crime rate the official records told a different tale.

Mr Kanwal Singh, Mr Jagbir Singh Malik and Mr Attar Singh Saini, all former ministers also addressed the meeting.

Red faces at Governor’s meeting

Most of the district-level officials here had to face unpleasant situations at the officers’ meeting called by the Haryana Governor, Babu Parmanand, here on Friday. The Governor who addressed district-level officials at Bal Bhavan here asked them to explain the progress of development activities in their respective departments.

The Governor showed keen interest in the development activities and implementation programmes being undertaken in the district. He also took interest in the implementation of the development projects sanctioned by the Chief Minister under the Sarkaar Aapke Dwar Programme.

But the officers concerned failed to satisfy the Governor, as they had not done proper homework before the meeting. So much so that an officer failed to tell the number of women sarpanches in the district. In another case an officer failed to explain why his department was running in losses while the private operators in the same field were earning huge profits. Yet another officer failed to tell the exact number of development projects sanctioned by the Chief Minister during the first phase of his Sarkaar Aapke Dwar Programme.

In his address the Governor said for any society to make progress, it was necessary to create an awareness among its people. He said any system where people did not get justice could not sustain for long. He said if all government officials worked with sincerity and honesty, they could transform the society.

The Governor said, being the constitutional head of the Government, his aim behind the meeting with the government officers was to have information about the development activities. He made it clear that implementing development projects and to review these was the job of the state government. He said these meetings had helped him gather useful information. The Governor discussed issues like power supply and its theft, menace of tuitions by government teachers, shirking of duty by government officials particularly teachers, family welfare programmes, losses being suffered by the government owned Haryana Roadways and negligence on the part of officers in the performance of their duties.

Babu Parmanand expressed concern over the rise in corruption, lack of discipline and red tapism in government offices and said officers must try to put an end to corruption. The Deputy Commissioner, Mr O.P. Indora, the ADC, Mr C.R. Rana and senior officers of the district were present at the meeting.

Lecturer doling out fake degrees

Criminal action against a government lecturer for allegedly cheating and committing fraud by running a private institute and doling out fake degrees is expected in the latest “catch” by a raiding team of the Haryana Higher Education Department.

Sources said that the teacher, posted at the government college in Adampur, was running a commerce and management institute on the sly in Hisar despite a ban by the Education Department on private coaching by government lecturers.

Posing as a prospective customer on the lookout for a course for his daughter who had completed her B.Sc, the Deputy Director of the Education Department videotaped the entire conversation at the Indian Institute of Management Technology, Hisar.

Accompanied by an Executive Magistrate, the Tehsildar in this case, the team made exhaustive enquiries of the courses being run at the institute, the forms and the degree to be given on the completion of the course.

The commerce lecturer told them that his institute offered four courses — a diploma in business management and another with honours, a postgraduate diploma in business administration and a research programme in management.

He went on to add that the courses and the institute were recognised by the All-India Council of Management Technology. Interestingly, the Education Department claims that there is no such recognised authority to grant degrees

On being asked to show copies of the degrees and admission forms, the lecturer told them that these were at present out of print and that he could send them copies later.

On his enquiry about the address of the interested party, the Deputy Director, it is learnt, told him to send it to the office of the Higher Education Department.

The lecturer hit the roof initially only to discover that the decoy customers were none other than the Deputy Director of the Education Department and the Tehsildar. Later, he gave a detailed account of the courses and institute to the two officials.

On the lookout for government lecturers taking tuitions while “bunking” college, the expose of a fake institute exploiting vulnerable students came to light following a complaint to the Haryana Education Minister, Mr Bahadur Singh, who marked it to the officials concerned.

It was then that a raiding team was constituted in consultation with the local administration and action initiated.

Similar raids in Jind last week revealed that a lecturer of a private college was also taking tuitions despite having given an affidavit to the contrary.

The Commissioner, Higher Education, Ms Anuradha Gupta, said that information on private tuitions by government lecturers was pouring in at the office and was essentially being given by harassed parents unable to bear the expenses of private coaching, neighbours troubled by institutes in the vicinity and even students themselves who were tired of being at the receiving end for not obliging their teachers by attending tuitions.

Cong surprised at invitation to Pak

Mr Anil Shastri, secretary, All-India Congress Committee and in charge, All-India Youth Congress, has stressed that the Union Government should make clear the circumstances under which Pakistan President, Pervez Musharraf had been invited to visit India.

Addressing a press conference here today, Mr Shastri expressed surprise over the invitation and urged the government to elucidate the factors which brought a sudden change in its attitude towards Pakistan. He said the Prime Minister, Mr Atal Behari Vajpayee, had been postponing talks with military ruler for a long time before he took the U-turn.

He said the government should have taken the Opposition leader and AICC president, Ms Sonia Gandhi, into confidence while taking any decision on the issue. He claimed that an all-party meeting had been convened next month to discuss the issue. He said the negotiations should be held in accordance with the Simla Agreement.

Probe wheat purchase irregularities: YC

Mr Randeep Singh Surjewala, president, All-India Youth Congress, has demanded a judicial probe into the alleged irregularities in the procurement of wheat.

Addressing a Youth Congress convention here today, he alleged that a mafia of traders under patronage of the Chautala government had minted Rs 300 crore by purchasing wheat at a rate of Rs 500 per quintal from the farmers of Delhi and Uttar Pradesh and selling it to the wheat procurement agencies in the state for Rs 610 per quintal.

He said only a judicial probe by a sitting high court judge could bring out as to who were the beneficiaries.

Former Union Agriculture Minister Balram Jakhar alleged that more than 3000 farmers burdened with debt had committed suicide in Andhra Pradesh, Maharashtra and Karnataka due to the wrong policies of the NDA government which, he said, had bowed to WTO pressure.

The HPCC president, Mr Bhupinder Singh Hooda, called upon the activists to participate in the movement launched by the state Congress against the ‘anti-people’ policies of the Chautala government.

Resentment among cops

The Haryana Police Employees’ Association has expressed resentment over the indifferent attitude of the state government towards its demands.

At a meeting of the association here yesterday it was decided to submit a memorandum to the government regarding various problems faced by policemen.

Mr Satbir Singh Chahal, general secretary and spokesman for the association, said though the state government had recognised their association three years ago, no election had been held. Election for the constable and head constable associations had been pending for the past three years.

He said Chief Minister Om Prakash Chautala announced to provide the Haryana police employees with the pay scales equal to that of the Punjab police last year, but it had not been implemented.

He also criticised the government for filling the posts of ASI through direct recruitment despite a court ban. He demanded that these posts be filled through promotion. He said a delegation of the association would meet higher officials at Chandigarh soon and apprise them of their demands.

Prisoner’s death probe begins

The Senior Deputy Director Health, Haryana, Ms Santosh Mittal, arrived here yesterday to inquire into the cause of the death of a prisoner, Rampal, of Bajana Kalan village, who died during treatment at the local Civil Hospital on March 17 last year.

According to official sources, the Deputy Director recorded statements of doctors who had given treatment to the prisoner. She also recorded the statements of the then Superintendent and Deputy Superintendent of the district jail.

The deceased was in the prison in connection with a case of murder assault and was a TB patient. He was shifted to the local Civil Hospital when his condition deteriorated. He, however, died during the treatment. The parents of the deceased blamed the doctors for the death due to negligence.

Thereafter, Mr Deep Chand and Ms Bhori Devi, parents of the deceased, filed a complaint in the Punjab and Haryana High Court in this connection.

Five booked in fraud case

The police has registered a case of fraud against five persons, including two girl students, for seeking admission to the JBT course on fake documents.

According to the police, Suresh Kumar, Rajbala and Anita had sought admission to the JBT course in Adampur against reserved seats by posing themselves as residents of Adampur.

According to rules five seats are reserved for the residents of the village, which provided land for the JBT centre. These candidates had procured domicile certificates from City Magistrate on a fake report of the patwari of Adampur and presented these before the interview board.

Mr Naveen Kumar of Adampur had complained to the police in this regard. The police also booked the patwari Jagdish and Anita’s husband Jagdish.

Three sisters of Dinod village, 12 km from here, allegedly committed suicide by consuming poison. They are Munni (25), Babli (18) and Usha (12), daughters of Captain Dharm Singh (retd.) The girls were admitted to Bhiwani Civil Hospital in serious condition yesterday.

The father of the girls could not bear the shock and suffered a heart attack but timely medical aid saved him. It is reported that the Munni who was married in Naurangabad village near here, was suffering from cancer and wanted Babli to marry her husband.

Cows rescued

The police arrested three persons at Barwala, near here yesterday and rescued 15 cows which they were carrying to UP for slaughter.

According to the police, Bablu and Mohhamad Umar, all residents of UP were carrying the cows in a truck when on a tip off a police team nabbed them. The cows were inhumanely loaded in the truck. The police suspected certain local residents to be involved in the smuggling of cow. Local religious and social organisations have demanded a fair and impartial inquiry into the matter.

One booked for killing deer

One person was booked yesterday for killing a deer at Mohamadpur Rohi village in the district. The accused had killed the animal with his gun. Members of the Bishnoi Sabha brought this to the notice of the police and the Wildlife Protection officials.

The police recovered the skin and the left over meat and got it tested from Baropal Veterinary Hospital.

The veterinarians confirmed that the remains were of a deer, an endangered species.

The police is trying to recover the gun with which the animal was shot.

Mohamadpur Rohi, it may be learnt, is predominantly inhabited by Bishnois who are known for protecting wild animals.
