Abhey Chautala to head Devi Lal
trust Chandigarh, June 18 Abhey, widely believed to be calling the shots in various government affairs, will be the chairman of the Devi Lal Memorial Trust, which is being registered in Delhi. The trust will collect donations from individuals and institutions and give shape to various recommendations made by the Devi Lal Memorial Committee set up by the state government, sources said. The memorial committee, which submitted a number of recommendations last week, asked the state government to install a statue of the late leader in the assembly complex, institute a yearly award of Rs 1 lakh for the most outstanding farmer and set up an engineering or medical college in the name of Devi Lal in the Dabwali area. The committee also recommended the setting up of a centre in Chandigarh on the lines of the India International Centre in Delhi and name it after Devi Lal; the Ottu weir in Sirsa district be developed as a tourist centre and named after Devi Lal; a college for IT training be set up in his memory at Gurgaon or Panchkula; an agricultural management institute be set up in some rural area of Haryana; a museum on the theme of Haryana’s role in the freedom struggle, which will have rare manuscripts, photographs, books, journals, films, etc, on Devi Lal, be set up at Teja Khera; and a public school be set up at Morni. It also recommended the setting up of an open university in Haryana to promote the vocational programme for rural students and the institution of an annual award of Rs 5 lakh in Devi Lal’s memory for the best village in every district and Rs 10 lakh for the best village in the state. The committee also asked the state government to name a number of schemes, including future projects, after Devi Lal. Implementation of the committee’s recommendations would entail considerable expenditure, the sources admitted. The state government would try to accommodate some of these recommendations in various schemes under way in the state. The remaining recommendations would be executed by the trust whose chairman would be Mr Abhey Chautala, the sources added. The committee, headed by a former Governor of Tripura, Mr Sultan Singh, had drawn flak from two important Haryana politicians, Mr Bansi Lal and Mr Bhupinder Singh Hooda. The two were inducted as members of the committee by Mr Om Prakash Chautala but withdrew from it, accusing Mr Chautala of trying to get political mileage from the death of his illustrious father. |
Chief Minister to take on Ajit Singh on his
turf Gurgaon, June 18 The INLD move has put the BJP in a spot as it has failed to persuade the Haryana Chief Minister, Mr Om Prakash Chautala, to soften his stand against Mr Ajit Singh. The INLD is said to have found an ally in Mr Laksmi Narayan, an incumbent minister in the BJP-led government in Uttar Pradesh. Mr Laksmi Narayan is a leader of the Loktantrik Congress, a constituent of the ruling coalition in Uttar Pradesh. According to sources, the INLD has decided to organise public meetings at Bulandshehar on June 24, Saharanpur on July 1 and Muradabad on July 4. It has already held meetings at four district headquarters in Uttar Pradesh. This is being interpreted as hardening of the stand of Mr Chautala against the move to induct Mr Ajit Singh into the Union Council of Ministers. This is likely to create problems for the BJP which wants to have an alliance with the RLD, especially for the coming crucial Assembly elections in Uttar Pradesh. The Union Home Minister, Mr L.K. Advani, and the Uttar Pradesh Chief Minister, Mr Raj Nath Singh, are rooting for a BJP-RLD alliance. Before that they want the induction of Mr Ajit Singh into the union ministry. There are more than 100 Assembly segments in western Uttar Pradesh, known for its farming prowess. Charan Singh’s clan is considered to have a stronghold on western Uttar Pradesh. The BJP wants to hold on to power in the state as a negative outcome could be crucial for the stability of the BJP-led NDA government at the Centre. In a bid to further rub Mr Ajit Singh the wrong way, the INLD is contemplating organising public meetings in 122 Assembly segments in western Uttar Pradesh. After testing political waters, if the INLD assessed that the response was not as expected, it will change tack and continue holding meetings at the district headquarters. The INLD has decided to defer its meeting at Baghpat, the native place of Mr Ajit Singh. Mr Ajit Singh represents the Baghpat parliamentary constituency in the Lok Sabha. Earlier, the INLD was planning to hold the meeting at Baghpat in the first week of July. The sources said Mr Chautala shelved holding the meeting following advise from his party leaders and supporters in Uttar Pradesh. |
Hooda announces party’s five-point
plan Panipat, June 18 Mr Hooda was talking to mediapersons today at a tourist complex in Samalkha, 18 km from here, before launching his chaupal-level meetings programme in four villages of Panipat district. He said district-level units of the party would be formed either by the end of the month or first week of next month. He also reiterated that there were no differences among Congress leaders of the state. He said, however, since the Congress was one of the largest parties in the country whose programmes were based on policies, so there could be some differences of opinion. Elaborating HPCC’s proposed five-phase “jan andolan programme” which was announced at Panipat rally on May 20, Mr Hooda said the first phase of the programme would be to organise demonstrations at district-level from July 15. Before that, he said, the party leaders would visit every village apprising the people about the failures of the state government. He pointed out that though the people were promised a tax-free budget but heavy taxes like ST-38, house tax, professional tax, entry tax and registration tax on tractors which had been enhanced from Rs 120 to Rs 1200, had been imposed on the people of the state. He said the new imposed taxes would be waived off when the party comes to power. He came down heavily on Chautala government alleging that the people were not allowed to raise their grievances and the law and order situation had worsened. “People as well as elected representatives do not have any say in the functioning of the state government,” he added. The HPCC President also addressed public meetings in chaupals of Jorassi, Bapoli, Karhans and Naraina villages. |

Turban politics in
Haryana Jhajjar, June 18 It may be recalled that “so-called” leaders of the Dalal, Deswal, Sihag and Mann ‘khaps’ have decided to honour the Chief Minister on June 23 in Rohtak by tying the turban. Addressing a joint press conference in Bahadurgarh yesterday, these leaders made a scathing attack on the Chief Minister by terming the proposed move as a petty political gimmick in a bid to curb the declining support base among the people. Coming down heavily upon the Chief Minister for being involved in acts of “disbanding the social system”, Mr Dalal said a Chief Minister should symbolise himself as the
representative of all castes and communities of the state and added that, instead, Mr Chautala was playing with the sentiments of the people. He cautioned that in this dirty game, ultimate casualty could be our secular character. The younger brother of Mr Chautala commented that the Chief Minister had a habit of trampling on the turbans as was evident in the Meham case. Mr Dalal also criticised the Chief Minister for victimising his political opponents in various false cases to end their political career. He termed the Chautala government as the ‘most-corrupt regime’ which had turned a blind eye towards the sufferings of the people. Coming back to the issue of tying the turban, Mr Dalal claimed that the persons who were behind this move to honour the Chief Minister on behalf of ‘khaps’ were the hangers-on of Mr
Chautala and they did not represent any ‘khap’. He said Mr Lakh Ram, pradhan of Dalal ‘khap’, was present at the press conference. Mr Tajinder Singh Mann, a former state minister and Congress leader, said the Chief Minister was honoured by the ‘khaps’, which used to criticise him. He said even late Devi Lal was not honoured by these ‘khaps’. |

Order on whipping backlashes Hisar, June 18 In a recent order, Social Justice and Empowerment Minister Maneka Gandhi had asked the race course managers to shun the use of the leather whip on horses. These whips have since been replaced by soft synthetic whips. Breeders and jockeys say the new whip does not goad the horses enough. While the stroke of the leather whip proved as an “ignition” to a galloping horse, the new one does not incite any fear in it, they feel. Mr Shiv Lal Daga, Chairman, Stewards Committee of the Royal Western India Turf Club, Mumbai, was here on Saturday to muster the support of fellow horse breeders to urge the Centre to relax its new norms. He also met Dr Virendera Singh, president, Haryana Veterinary Council. Mr Daga said jockeys had complained that the horses did not pick up speed with the new instrument because they were not used to it. Also, the new rules stipulate that for every 10 horses there should be a veterinary doctor. Dr Virendra Singh said it was not feasible. “As per the order, the Mumbai Race Course would have to appoint 150 doctors. It is not financially feasible,” he added. “In the government quarantine, they have provided a space of nine feet, but we are now being compelled to provide at least 15 to 20 feet per animal,” he said. Also, the hike in the registration fee of exotic animals was four-fold and should be withdrawn, he said. “Otherwise, small breeders won’t exist,” he added.

Ban on tuitions justified:
Director Sonepat, June 18 Speaking at a function organised to felicitate college students here yesterday, she advised the lecturers to follow the ideals of Guru Dronacharya, who had selflessly imparted education to his disciples. She hoped that the lecturers would take the decision of the state government in the right earnest and improved the standard of education. She warned that penal action would be taken against the lecturers who violated the ban. Five lecturers in Gurgaon, Jind and Narwana had already been booked for violating the ban, she added. Haryana was backward in the field of education and the government was determined to bring qualitative and value-based changes in the educational system. Ms Gupta, however, expressed satisfaction that girls had outshown boys in the annual examinations this year. She called upon the students to play a constructive role in eliminating the social evils like dowry and liquor consumption and advised them to lead a disciplined life and work hard. The Director said teaching work in all colleges of the state would commence from July 11. Earlier, Ms Gupta gave away the prizes to 25 girl students of the college who have secured the first positions in various examinations conducted by Maharshi Dayanand University, Rohtak. |
CM ignoring water problem: Bansi
Lal Hisar, June 18 Addressing public meetings at Umra and Sultanpur villages near here last evening, he said Mr Chautala had, during the last parliamentary elections, assured the farmers of the Bhiwani parliamentary constituency that he would be there for them if they faced any difficulties. He alleged that the residents of the area had been facing acute shortage of drinking and irrigation water for the past many months but Mr Chautala had been implicating them in false cases instead of hearing their grievances. He said the people of Haryana were facing acute shortage of power and water but Mr Chautala had been organising rallies of his party in Uttar Pradesh. The exchequer and the machinery of the state were being misused. Mr Bansi Lal said Mr Chautala should take up the SYL issue with the Central government and the Punjab Chief Minister, Mr Prakash Singh Badal. He said the law and order situation in the state was deteriorating. He alleged that when Mr Chautala was in Opposition, he had criticised the government for imposing taxes but after assuming power he had imposed heavy taxes on every section of the society. Mr Bansi Lal alleged that Mr Chautala was implicating HVP workers in false cases. If this campaign against his party workers did not stop immediately, he would launch an agitation against the state government. Mr Kanwal Singh and Mr Attar Singh Saini, former ministers, also addressed the meetings. |
CM seeks alternative to demolitions Sonepat, June 18 Giving this information, a spokesman of the Murthal Road Market Association told mediapersons here today that a deputation of the shopkeepers led by Mr Dev Raj Dewan, an independent MLA, and Mr Suraj Mal Antil, INLD MLA (Rai) and Chairman of Hafed, called on the Chief Minister in Delhi yesterday and apprised him with the details and facts about the constructions of shops along the road. He also disclosed that the Chief Minister gave a patient hearing to the member of the delegation and assured them that the district authorities would not harass them and take a final decision after suggesting an alternative on this issue. Mr Chautala also maintained that the public land would be got vacated from the squatters. |
Employee’s rape: doctor’s arrest
demanded Jind, June 18 They demanded the arrest of Raj Rani, an employee of the Health Department, for her alleged involvement in the crime. The association alleged that the Civil Surgeon was protecting Rishi Raj Gautam and demanded immediate transfer of the Civil Surgeon. Ms Asha Sharma, state president of the association, said those who were involved in the rape case should be arrested immediately. |

June 18 According to information, a couple, going on a motor cycle to Parwanoo, was stopped during a routine checking at the Parwanoo barrier. In charge at the barrier Naryan Singh Thakur impounded the motor cycle and sent the couple to Parwanoo police station. But two hours later he saw the same couple coming towards the barrier from Parwanoo. Naryan Singh again called them to his office for interrogation. During earlier search he had found Rs 4,140 on the couple but later he found that Rs 2000 was missing. On further inquiry the couple told him that Rs 2,000 were given by it to the policemen at the police station as a ‘gift’ for setting them free. The barrier in charge immediately contacted the Solan District Superintendent of the Police on telephone and narrated the story to him. The SP directed Mr Thakur to detain the couple, also he sent the Additional SP from Solan to Parwanoo for further action. Additional SP Lakshmipati, after reaching Parwanoo, registered a fresh case against the couple and informed the SP. Arrested couple belongs to Chandigarh. The boy Charanjit Singh is resident of Sector 47 and the girl Neena Verma is a student of National Technical Institute, Sector 42 and is residing in a private hostel, but she basically belongs to Pipli village of Rampur in Himachal Pradesh. |
Unity call by Congress
leader Ambala, June 18 He said the chapter of groupism had closed in the Haryana Congress. He said he had withdrawn himself from the race of chief ministership. This issue should be left with the elected MLAs and the party high command. He said the allegation of some people is not correct that the Congress in Haryana has not been performing the role of responsible Opposition. The Congress leader said that half of the population of the country was not getting two square meals a day whereas around 6.30 crore tonnes of foodgrain was rotting in government godowns. He accused the state government of implicating senior Congress leaders of the state in false cases. |

MDU entrance exam for MBA on June 20 Rohtak, June 18 This appointment has been made under clause-I of statute-19 of the MDU Act by the Vice-Chancellor, Maj-Gen B.S. Suhag (retd). Meanwhile, the university has decided to hold the entrance examination for admission to the five-year integrated MBA programme of the Institute of Management Studies and Research on June 20. BJP concerned over rise in crime Sonepat, June 18 Mr Pradeep Jain, a spokesman of the Haryana BJP, said here today that the people of the state were feeling insecure and wanted stern action against the dreaded criminals and anti-social elements. He disclosed that the party would hold a fortnight long celebrations beginning from June 23 in the memory of the founder President of the Jan Sangh, Dr Shyama Prasad Mookerjee. SBI branch starts 7-day banking Rohtak, June 18 Mr S.K. Mishra Deputy General Manager, SBI zonal office (Haryana), Chandigarh circle, inaugurated the facility at the branch. He said business hours of the branch would be 10 a.m. to 4 p.m. from Monday to Saturday and from 10 a.m. to 1 p.m. on Sunday. Mr Mishra said the branch was fully computerised and well-equipped with modern facilities. He informed that an Automated Teller Machine (ATM) would soon be installed at the branch. |

Rs 25 lakh to Haryana police Chandigarh, June 18 The IG (Modernisation and Welfare), Mr C.P. Bansal, said at present 14 cranes and five ambulances had been stationed at various district headquarters. He said three cranes had been stationed in Sonepat district, two each at Karnal and Kurukshetra and one each at Panchkula, Panipat, Hisar, Rohtak, Rewari, Faridabad and Gurgaon. One ambulance each had been stationed at Karnal, Ambala, Sonepat, Madhuban and Yamunanagar, he said. |

Plot to loot vehicles: 3
arrested Jind, June 18 Stating this here today, Mr O.P. Singh, SP, Jind, said the arrested youths had been identified as Satish, Pawan, both residents of Pathri village, and Roshan of Balpawana village. The police seized one country-made pistol, two cartridges and one knife from them. The S.P. said Inspector Bharat Singh, received an information that some armed youths were hiding in a deserted factory near the local Engineering College on the Jind-Safidon road and were planning to loot vehicle passengers. A police party, headed by Mr Bharat Singh, raided the premises of the factory and nabbed the three youths while their two accomplices managed to escape under the cover of darkness. Those who escaped has been identified as Krishan and Pathri village and Rajinder of Nirjan village. The police has registered a case. The S.P. said during interrogation Pawan told the police that his accomplice Krishan had shot at and injured Mr Naresh Batra, a trader of Jind town, on the local Amarheri road on May 28. Another youth, Satish, confessed that he had looted a trader at Gohana. He said two cases of robberies had already been registered against Satish at the local Sadar police station. |

Four youths gangrape Dalit Rohtak, June 18 According to information, the victim, a resident of Ward No 6 of Kalanaur, was coming from the fields when she was abducted by four youths. They allegedly gang-raped her and left her in a state of unconsciousness. After a few hours, the victim returned to her house and narrated the incident to the members of her family who reported the matter to the police. |
Armed youths loot trader Sonepat, June 18 According to a report, two of the four youths armed with pistols entered the house and locked Mr Chhabra, his wife and three children in a room. When Mr Chhabra tried to resist, he was roughed up by the suspects. Thereafter, two others also joined them and decamped with the cash and jewellery. The police has registered a case and launched a menhunt to apprehend the suspects. |
