Haryana hikes FCI procurement
quota Chandigarh, June 14 In a significant decision the Haryana Government recently increased the quota of grain procurement by the Food Corporation of India (FCI) to 25 per cent from the existing 15 per cent. As a result of the decision, the FCI will have to procure 25 per cent of the paddy arriving in the mandis in the next kharif season, official sources said. What prompted the state government to take the decision is stated to be the low market prices of rice and wheat and the consequent reluctance of private traders to buy grain from the market. In the current procurement season private traders virtually did not buy any wheat from the mandis of Haryana as a result of which the government had to buy all the wheat so that the farmers did not feel upset and turn against the INLD regime. In view of the private traders’ unwillingness to buy grain from mandis witnessed in the current season, the state government is projecting a target of procuring 26 lakh tonnes of paddy during the kharif season, which will be an almost 100 per cent increase over what was procured by the government agencies in the previous season. The official version to justify the move, however, was that it would give relief to the state agencies in terms of cash and manpower requirements. The enhancement of the FCI’s share would also mean that the state government’s anxieties about lifting of the grain by the FCI would be reduced to that extent. Officials added that as the state agencies procured grain on behalf of the FCI, the state government had simply decided to increase the quota of direct purchase by the FCI. They claimed that the decision to enhance the quota of the FCI should not be considered a blow to the policy mooted by the Union Government, while adding that the move on decentralisation had been apparently put in cold storage by the Centre following protests by Punjab and Haryana. The FCI reportedly was not agreeable to the 10 per cent increase in its share of procurement, but it had to relent under pressure as the matter was the prerogative of the state government. “ We want the FCI to share more burden with us at the time of procurement and it should have a better feel of our tension and anxieties which are an integral part of the operations”, stated an official. The state agencies procured more than 54 lakh tonnes of wheat in the current season, but till date none of it has been reportedly lifted by the FCI. In addition, 90 lakh tonnes of grain, accumulated in successive years since 1998, is kept in the godowns of the state for lifting by the FCI. If the FCI lifts the total stock of grain procured in Haryana since 1998, it would reportedly also enable Haryana to clear the loan taken by it from the Reserve Bank of India. Haryana owes the RBI a staggering Rs 6,400 crore, which the former borrowed to facilitate the procurement operations. Recently, a delegation from Haryana led by the Chief Secretary, Mr L.M. Goyal, reportedly met the Union Food Secretary in Delhi and urged him to speed up movement of grain from the state. The loan will increase after the onset of the next kharif season when the government will have to mobilise money for the purchase of paddy. |

traffic Yamunanagar, June 14 According to information received here today, the employees and villagers assembled at Khizrabad demonstrating against four accused persons, including Naseem Khan, brother of Akram Khan, Chairman, Haryana Dairy Development Board, and former minister. It is stated that the whereabouts of the injured employee, Mr Janeshvar, are still not known. It is gathered that at 2 a.m. when Janeshvar was on duty at Bhudkalan power house, light went of due to dust
storm and rain there. Two persons in a white Gypsy came to the power house to complain about the non-availability of electricity and threatened him with dire consequences if power is not restored immediately. After some time, Nassem and his friend came along with the same two persons at power
house and beat up the electricity employee and disconnected telephone connection. According to a complaint, Janeshvar on his motor cycle came to power house-C to inform about the incident to his seniors. The motor cycle was found on a road side but Janeshvar is still untraceable. It is feared that he has been kidnapped. Mr Rajinder Singh, Deputy Superintendent of Police, Jagadhari, and Mr Inder Paul Bishnoi, City Magistrate, reached the site and tried to pacify the agitated mob. Which lifted the blockade on the assurance of the officials that the accused will be arrested soon. A case has been registered. |
Haryana suspends LTC facility Chandigarh, June 14 However, those employees who have less than two years of service as on July 1, 2001, will be exempt from this decision, provided they have not availed the LTC in the current block. These orders will also be applicable to AIS officers and the state government employees on deputation and even those employees who were sanctioned LTC before today’s announcement but had not undertaken the journey. In case of those employees who have already booked the tickets, the cancellation charges will be reimbursed by the respective departments or offices. The LTC advance already drawn, if any, may be refunded immediately without penal interest. Those who have commenced their outward journey on LTC prior to these orders, will have to complete their inward journey as provided in the rules for availing the LTC. |
Former cops seek hike in fixed medical
allowance Gurgaon, June 14 Mr Rao Maan Singh, who retired as the SP (Vigilance) and joined the
INLD, was visibly moved to be the toast of the retired police personnel in the function. The single point agenda of the function seemed to be to felicitate him on being elected to the Upper House to fill the vacancy created on account of demise of former Deputy Prime Minister Devi
Lal. The retired IPS officer, who appeared to be overwhelmed by emotion, also expressed his views. “I am still with you and will remain one among you, even if I still get better position in life.” He praised the family of Devi Lal especially the Chief Minister, Mr Om Prakash Chautala, for the honour bestowed on him. Those who attended the function included former Director General of Police, Mr S.S. Mohan, former
IG, Mr Y.S. Naqai and more than 12 retired Senior Superintendents of Police from the state. Also, the incumbent IG of Gurgaon (Range), Mr
R.S. Dalal, and the SPs of Gurgaon and Rewari districts, respectively, Mr Kuldip Singh Sihag and Mr Mahender Singh Ahlawat attended the function. The reason for the jubiliation among the former police officers had one emphatic basis. He was one among them and the ruling INLD had bestowed a great honour on the police department. The gesture of giving the former IPS officer pride of place made the retired officers conscious of their relevance and the active role they could play in progress and peace of the society. It was in this vein that Mr S.S. Mohan urged upon the authorities of the district police force in the state to consider the retirees as one of the resource base. The retired personnel could be tapped,
especially for the information input to prevent crime and to solve crime cases on account of their vast experience. The association submitted a list of demands to the state government through him on the occasion. The demands include increasing of fixed medical allowance for the retired personnel from Rs 125 to Rs 500 and also for the increase of the medical allowance for “chronic diseases” from Rs 500 to Rs 1,500. He assured the personnel to take all possible steps to prevail upon the state government for sympathetic consideration of the demands. |

Mr Birender Singh, who was talking to newsmen here, regretted that the Vidhan Sabha was not following the traditions and practices of Parliament. He said it was the responsibility of the Speaker and the Leader of the House to develop healthy traditions. He said notwithstanding the embarrassment faced by the party inside the Vidhan
Sabha, it had emerged as a strong Opposition outside the House as had been proved by the large turnout at its Bhiwani and Panipat rallies. The people of Haryana were looking towards the Congress to get rid of the misrule of the
INLD. He denied that he had not enrolled members of the party and claimed that he had enrolled about two lakh members of the total enrolment of seven lakh members.
Mr Birender Singh said a state-level workers’ conference would be organised at Kurukshetra on June 16. A large number of senior leaders of the party would deliberate on the present political scenario in the state and at the national level. He said the need for such a conference had been long felt by Congressmen of the state for launching a united action against communal and casteist forces, which, of late, had gained political legitimacy. He criticised the Central Government’s decision to dispense with the minimum support price for agricultural produce and to curtail the role of the Food Corporation of India. The decision, he said, would ruin the Indian peasantry. Unemployment among the youth and the crisis in Indian agriculture were responsible for the creation of different kinds of mafia in different
fields. Mr Birender Singh said he would launch a signature campaign to enlist the support of the people of Haryana in the struggle launched by Mrs Sonia Gandhi against communal and casteist forces. |
Hooda’s charge
baseless: INLD Chandigarh, June 14 In a statement issued here today, a spokesman for the INLD said it was a figment of imagination of Mr Hooda that the Chief Minister, Mr Om Prakash
Chautala, had been victimising his political opponents. He said the political leaders against whom cases of corruption and misuse of authority had been registered, had been found guilty by the Haryana State Vigilance Bureau. The law would take its own course and the guilty would be punished. The government was committed to eradicating corruption from society with a firm hand, he added. He said it appeared Mr Hooda had forgotten the fact that most of the senior leaders of the Congress had already been facing charges of corruption and it was because of this stigma that the people in the country had rejected the Congress at the Centre and given a massive mandate to members of the National Democratic Alliance. He said the law and order situation was well under control and all sections of the society were cooperating with the government. This, he said, had resulted in an accelerated pace of development which would continue. He urged Mr Hooda to desist from levelling such false allegations to gain political mileage. |

UP trader’s
body found Bhiwani, June 14 The police received an information two days back that the body was
found in the hilly area of Kaliana. The man was brutally murdered and the body cut into pieces and the bones were thrown separately. The police and relatives of the trader arrived from Uttar Pradesh at Dadri yesterday. The trader was a cattle trader and was missing since May 15. A report was lodged with the police there. The police has launched a manhunt to apprehended the culprit. In another incident, the body of an unidentified person was recovered by the police from the bushes near the railway station at Charkhi
Dadri. According to GRP post sources, the body of a 32-year-man bore no injury marks. The police has registered a case. |

gang busted, 6 held Jind, June 14 On receiving information that a few armed youths were hiding in a deserted building near Kharak Bura village and planning to loot bus passengers, a police party was sent. The building was surrounded and the youths nabbed. A case under Sections 399 and 402 of the IPC and Sections 25, 54 and 59 of the Arms Act has been registered against them. The SP said during interrogation Beda, leader of the gang, told the police that he had bought pistols from Uttar Pradesh. He revealed that he had also supplied a pistol to Rajesh of Kharal village and another to Surinder of Sandhu village. The police has arrested Rajesh and Surinder and seized pistols from them. |
Furore among
HVPN contractors Bhiwani, June 14 The SDO has recommended to withhold their payment for
allegedly preparing bogus bills in the name of labour. The letter reveals unauthorised recovery from the consumers by the contractors. The officer has recommended action against 10 contractors and has decided to adjust the amount of these bills in the contract amount and not to release the payment. The SDO told that one of these contractors was illegally running his tubewell. The checking staff of the department raided the site and lodged the FIR with police. |
63 vehicles challaned Sirsa, June 14 The district police chief said here today that out of 63 vehicles challaned for violating traffic rules nine were challaned for not getting the vehicles checked for pollution. As many as 27 two-wheelers drivers were challaned for not wearing the helmets while driving. The police has also arrested a Jeep driver, Dev Raj, and his campanion Dalbir for careless driving. In another incident, a drug smuggler along with three others were arrested under the Excise Act. The Crime Investigating Agency of the district police on a tip off raided a place and arrested Mangal Singh of Rania along with illicit liquor and 45 kg of lahan used for brewing liquor. Najar Singh was arrested from Rohidanwali village
alongwith 40 kg of lahan. The police has also arrested a liquor smuggler, Sukhwinder Singh from Kirpal Patti village, who has been absconding. |

turned out of exam hall Chandigarh, June 14 Amit was told the college authorities had “detained” him for want of required attendance. His mother, Mrs Shael
Garg, a divorcee, told TNS that earlier in the day the college authorities had issued him his role number-cum-admit card bearing roll number 1198449. She says the authorities should not have issued him the roll number in the first place. But once Amit was allowed to take the examination there was no justification in turning him out after he had already attempted one question. Mrs Garg says her son is among the toppers of the college. When contacted, the Chairman of the college managing committee, Mr Tarsem
Garg, said the student had attended very few classes. He said Amit had been very irregular in attending the classes for all the semesters in the past also. But the college authorities had been condoning his absence in view of the fact that his grandfather suffered from cancer and was critically ill. However, Mr Garg said, this year the college authorities decided to act as per the university rules and regulations. He said the college had to issue roll number-cum-admit card to all students because they could take the examination of those subjects in which their attendance was not short. The college authorities, he said, had to inform the examination superintendent, appointed by the university, in which subjects a particular student was short of attendance. He said the college had detained about 25 students this year for want of sufficient attendance. If the authorities took a lenient view in the case of
Amit, they could not adopt a different yardstick for other students. Mr
R.S. Chaudhry, Vice-Chancellor of Kurukshetra University, said a student was required to attend a minimum of 75 per cent of lectures in a semester. The college Principal had the power to condone any shortage of up to 15 per cent. Since the university accepted examination forms much before the actual date of examination, it had to issue roll numbers of all students. But ultimately, it was for the college to see if a student had attended the requisite number of lectures.
Mr Garg denied the allegation levelled by Amit’s mother that he had demanded Rs 1 lakh for condoning the shortage in attendance. |

Postgraduate
classes ‘not discontinued’ Chandigarh, June 14 The Haryana Minister of State for Education, Mr Bahadur Singh, made it clear that postgraduate classes or courses had not been discontinued in any government-aided private college. In fact, permission had been given to such colleges to start more than 200 new courses. He said 45 of these were of postgraduate level (MA and
MSc). The total number of seats in MA and MSc courses in colleges in the state would now increase from 4,529 to more than 6,710. He said the statement of the Haryana Pradesh Congress president, Mr Bhupinder Singh
Hooda, that 500 lecturers would be rendered surplus due to the discontinuation of MA classes was baseless. In fact, now there was a need for more than 300 lecturers in government colleges and the process to recruit them was under way by the Haryana Public Service Commission. Also, there was no question of any faculty being rendered surplus in government-aided private colleges as postgraduate courses in such colleges had not been discontinued. On the contrary, he said, additional employment opportunities were being generated due to the introduction of new courses at both the graduate and postgraduate levels, in which about 10,000 seats had been created. He said as a result of the addition of classes at the MA and MSc levels, 1,800 more seats would be created for students. At the undergraduate level, he said, about 8,000 additional seats would be available. The minister said a new postgraduate regional centre had been set up at Sirsa where Masters in Computer Application, masters in public administration, Masters in business administration and an integrated five-year course in law had been introduced. Similarly, Maharshi Dayanand University,
Rohtak, had set up a full-fledged Law Centre at Gurgaon this year. The minister admitted that postgraduate classes had been discontinued in a few government colleges where the strength of students was low, the failure rate high and the overall academic output poor. |
CET schedule Rohtak, June 14 The B. Pharma entrance test will be held from 2 p.m. to 4 p.m. About 850 students will take this examination. Five examination centres have been created for the purpose. The five-year integrated law (LL.B) entrance examination will be held from 10 a.m. to 11 a.m. Four examination centres have been created for the examination. The university has despatched admit cards and roll numbers to eligible candidates. Candidates who have not received the admit card can contact the results branch of the university. |
Ban on private practice by
govt doctors sought Ambala, June 14 In a memorandum addressed to the Haryana Chief Minister, Mr Om Prakash
Chautala, said the government doctors besides drawing their salary and other allowances were getting
non-practising allowance, which was given to ensure that they did not do private practice. “There are some doctors who though do not encourage patients to come to their houses, but in case some patients happen to visit their house, then the consultation fees is charged,” a release claimed. He alleged that the system of getting commission for the jobs undertaken by private doctors on the references of the government doctors was common and this illegal gratification should also be stopped. |
Panel: confer Bharat Ratna on Devi Lal Chandigarh, June 14 The recommendations of the committee to be implemented at the state government level include the installation of a statue of Devi Lal in the Assembly complex, institution of a yearly “kisan puraskar” of Rs 1 lakh in his name and setting up of an engineering or medical college in his name. There were also a number of other recommendations by the panel including the setting up of a museum at Tejakhera on the theme of Haryana’s role in the freedom struggle. |

drowned Jhajjar, June 14 According to the police, three hawkers used to came to the area daily for selling vegetables from
Mahendragarh. On their way back home yesterday evening they decided to take bath in the minor. However, they were swept away by the fast current of the water. One of them was saved by the people strolling there. Other two were drowned. Their bodies have been fished out by the police. They have been identified as Subhash (18) and Sher Singh (29). The bodies have been sent for a post-mortem to the PGI, Rohtak. |
Youth electrocuted to death Rohtak, June 14 According to information, Munna Lal went to attend the call of nature at 5 a.m. today when he accidentally touched a snapped live transmission wire lying on the ground. He died on the spot. Residents of the area said the transmission wire had snapped last morning and subsequently a complaint was registered with the complaint
centre. However, they said, the power employees turned up only after the death of Munna
Lal. They demanded adequate compensation to the bereaved family from the Electricity Department. |
Remission
policy for women prisoners Chandigarh, June 14 A decision to this effect was taken at a meeting of the state Cabinet. According to the decision, those women prisoners who have been sentenced to life imprisonment and are over the age of 65 years during the year 2001, which is being observed as Women Empowerment Year, their cases would be considered for pre-mature release individually if they completed a five years actual sentence, including the under trial period. |
