Dangi gets bail
in 2 cases Ambala, June 7 Today three bail applications were fixed before the Special Judge. In one case, Mr Dangi was granted bail after furnishing a bail bond of Rs 50,000 with a surety of an equal amount. The court also granted bail to Shyam Lal, Jog Lal and Ashok in the same case. In another bail application, the court granted bail to Mr Dangi after furnishing of a bail bond of Rs 50,000 with a surety of an equal amount. However, in a third case arguments could not be heard today and was adjourned till July 2. The case, which was fixed for today, was adjourned till July 9. The medical officer of Ambala Central Jail advised medical check-up of Mr Dangi at the Civil Hospital. An application was moved by Mr Dangi’s counsel. The court directed the police to take Mr Dangi to hospital before taking him to the jail. His counsel said it was the duty of concerned officials to verify and check the revenue record for entitlement of any land. He pointed out that there was no evidence on record for statement under Section 161, Cr PC that Mr Dangi had indulged in any type of conspiracy with the co-accused. He stated that the only allegation against him was under Section 120-B IPC, which was not proved from documents. The state counsel submitted that the anticipatory bail of Mr Dangi was rejected by the apex court and there was no fresh ground for seeking bail. He pleaded that it was a serious case pertaining to corruption and not a politically motivated one. A large number of supporters of Mr Dangi had turned up at the court. There was jubilation among the supporters after they learnt that the court had granted him bail. |

youths in Pakistan jail Chandigarh, June 7 The Haryana police was startled following intimation by the Punjab police about two rural youths from Kurukshetra district languishing in a Pakistan jail for the past one year. They were among the 29 Indians currently imprisoned in Pakistan for travelling without proper documents. Jagtar Singh and Paramjit Singh, hailing from Bahela village in Kurukshetra district, wanted to go abroad for making money. However, the dream of working in a foreign country landed them in Palon Central Jail in Baluchisthan province of Pakistan. The two, both in their early 20s, come from small time farmer families and reportedly gave Rs 2 lakh each to the travel agent to arrange for their passage to Lebanon. The two boys, along with 27 other Indians who are from Punjab, 24 Pakistani men and two women, who are also stated to be Pakistanis, were arrested in Turkey enroute to Lebanon. From Turkey, they were deported to Iran. They were rounded up in Iran and handed over to Pakistan where the Indians, were sent to jail. Last month the Kurukshetra police registered a case in this regard and now the police is on the look out for the travel agent who assured them of sending them to Lebanon. Investigations so far revealed that one person from the village of Jagtar and Paramjit was already working in Lebanon. He reportedly sent ‘no objection certificates’ to them from the Lebanese authorities. After obtaining the NOC, Jagtar and Paramjit struck a deal with the travel agent, went awry. Strangely, one of the factors hampering the investigation into the matter was reportedly the lack of cooperation from the family members of the two jailed youths. The family members are believed to be apprehensive about bringing all the details to the notice of the police fearing that it will create trouble for the person who is already in Lebanon. They are reportedly scared that if the person working in Lebanon is put into trouble, it will end any future chance of the two youngmen to go to Lebanon and work there. The family members of Jagtar and Paramjit, who did not bother to inform the police on their own even though the boys were missing for about a year, however, do hope that the two would come back and counting on the recent initiative of Punjab Chief Minister, Mr Parkash Singh Badal in this regard. Mr Badal, has taken up the issue of the release of the youths from Pakistan jail with the Prime Minister. |

Cong to gherao Assembly Chandigarh, June 7 Announcing this at a press conference here, the president of the Haryana Youth Congress, Mr Satwinder Singh Sandhu, said the Chautala government had not fulfilled its election promises, particularly those relating to the youth. Unemployment in the state was on rise because the Chief Minister, Mr Om Prakash Chautala, had put a complete ban on recruitment to government jobs. In fact, he misled the youth by advertising a large number of jobs before the Assembly elections which, once he came to power, were never filled. Mr Sandhu said he had visited eight districts and had found that the youth was disillusioned with the state government. He claimed that a large number of party activists would participate in the June 12 gherao. He would request all party MLAs in Haryana and the president of the Haryana Congress, Mr Bhupinder Singh Hooda, to take part in the agitation. The president of the All-India Youth Congress, Mr Randeep Singh Surjewala, had given his consent to participate in the gherao. He said there was a serious drinking water shortage in areas like Rewari but Mr Chautala, despite his good relations with his Punjab counterpart, had not taken up the issue of the SYL canal with that state. While Haryana farmers faced great hardship in the procurement of their wheat, Mr Sandhu alleged, the Chautala government purchased wheat from UP farmers to serve its political ends. He also criticised the Chautala government for the fast deteriorating law and order situation in the state. Mr Sandhu said the state executive committee of the Haryana Youth Congress would be constituted by June 15 and the presidents of the district units would be appointed before June 30. |

7 Mr Rana
is on “janchetna car yatra” which commenced from Shimla on June 5
and reached here late in the evening. The combined yatra of Himachal
Pradesh, Punjab and Haryana started from The Ridge, Shimla, after
paying floral tributes to Mahatma Gandhi there. The yatra will reach
Porbander, the birthplace of Mahatma Gandhi, on June 20. While
addressing a press conference at Neel Kanthi Yatri Nivas here today,
Mr Rana said SJP leaders would apprise the people of the fallout of
the World Trade Organisation (WTO) and the wretched and pathetic
condition of farmers and labourers who have been put at
disadvantage. He said the main object of this yatra was to give a
clarion call to the masses, particularly the intelligential and the
nationalists of the country to save the country from the rapacious
sharks in the guise of multinational companies who had entered
India. Mr Rana, who is also in-charge of the SJP for northern Indian
states, lashed out at the NDA Government for its anti-farmer,
anti-labour and anti-poor policies. After assuming power, the BJP had
put the swadeshi movement in the dustbin, even ignoring the cautious
warning by its allies, he alleged. The SJP leader advocated provision
of “positive subsidy” directly to the farmers instead of middlemen
industries as negative subsidies were considered direct losses. He
said the profit of the subsidy should go to the agriculture
producers. He demanded that the government should give Rs 5000 per
acre as cash subsidy twice a year to farmers to compete with
international market rates of the agricultural products, especially
wheat. |

Lighting scheme: 6,028 families to be covered Chandigarh, June 7 A spokesman of the department said today that various programmes were being implemented to tap and channelise the non-conventional and renewable energy sources in the state. He said these programmes were being popularised among the masses as they would not only meet their energy needs but were also environment-friendly. He said the department had set a target to cover 8,000 families under solar lanterns scheme during the current financial year. The spokesman claimed that the department had installed 285 SPV street-lighting systems during the current financial year. The spokesman said 265 families would be covered under the solar cooker scheme during the current financial year, for which the department had made a provision of Rs 80 lakh. A solar cooker costs about Rs 1,200 and the state government was providing a subsidy of Rs 300 per cooker to promote its use. He said HAREDA had set up an Aditya solar shop at the District Rural Development Agency complex, Gurgaon, with an objective to demonstrate and provide sales and repair service for all types of renewable energy devices under one roof at a cost of Rs 6 lakh. He said in order to attract private investment for setting up power projects based on non-conventional energy sources, the state government had announced a lucrative power policy for generation of power through non-conventional energy sources. Under the policy, power generated from various non-conventional energy sources would be purchased at the rate of Rs 2.25 per unit.

olympiad from July 6 Karnal, June 7 Prof Rakesh Bhardwaj, honorary academic adviser to the olympiad, said yesterday that students’ teams accompanied by their leaders from about 60 countries were coming to Mumbai to participate in this prestigious competition in chemistry. A National Scheme Committee headed by Prof N. Sathya Murthy of the Indian Institute of Technology Kanpur, comprising eminent chemists from IIT’s, IISc, BARC, TIFR and other prestigious institutions of the country has been constituted to successfully hold the competition. Prof Arvind Kumar of Homi Bhaba Centre for Science Education has been appointed the Chairperson of the National Organising Committee. Professor Bhardwaj further stated that the selection of the Indian team to participate in the olympiad was under process. In this context, the Indian National Chemistry Olympiad was held at 12 different centres from January 28-29. Thirty five students were selected on the basis of their performance, including Ankur Gupta of Karnal. Now-a-days, these 35 probables were attending a 10-day training camp at the Chemistry Department, Wilson College, Chowpatty, Mumbai, under Prof, D.V. Probhu, Director and Academic Coordinator of the camp. At the end of the camp, four students would be selected to represent the country in the olympiad. |
Rs 60.72 lakh compensation for land ordered Panipat, June 7 In her judgement, the ASJ has also directed that the compensation amount be deposited in the Nangal Kheri branch of the Union Bank of India. According to details of the case, the state government has acquired 47 kanal 3 marla of the Jumla-Malkan agriculture land belonging to as many as 503 proprietors of village Nangal Kheri in 1992 to develop an industrial sector by the Haryana Urban Development Authority (HUDA). After acquiring the land, the proprietors were paid the compensation. Later, on behalf of the proprietors, a case of enhancement in compensation was filed in the court of Additional District Sessions Judge, Panipat, in 1994. But in the meantime, as alleged in the case, the mutation of acquired land was changed in the name of the government allegedly under pressure of the district administration. Deciding the enhancement case, the then ADSJ accepted the enhancement case but denied its payment to the proprietors. An appeal was filed in the Punjab and Haryana High Court by the proprietors against the denial of enhanced compensation by the ADSJ. The High Court set aside the orders of ADSJ and accepted the plea of proprietors for the payment of enhanced compensation to them. For execution of the High Court decision, a case was filed in the court of the ASJ, Panipat. However, the decision on the payment of enhanced compensation to remaining five proprietors has been withheld as they have sold their share of land to other persons during the process of land acquisition. buses endanger lives Sonepat, June 7 Several cases of overloading of private buses and other vehicles have been reported. These have already taken many lives. The practice is going unabated not only in the city but also other parts of the district especially on the national highway 1 and other state highways. The operators, after packing their vehicles to capacity accommodate a large number of passengers on the rooftops. The less frequency of buses to the rural routes has forced commuters to travel in private buses and other auto vehicles. |

Man killed in dispute over land Rewari, June 7 Two persons, Hardwari Lal and Vijay Singh, were arrested following registration of a case under Sections 148, 149, 323, 324 and 302 of the IPC against them. According to information, Suraj Bhan and others, residents of Khijoori village, had purchased land measuring 23 kanals and 8 marlas on May 21 from Raja Ram, nephew of Rudia Ram. According to sources, Suraj Bhan and others yesterday went to take possession of the land. However, they were stopped by Rudia Ram and others who pleaded that the possession of the land could be taken only after appropriate division of the ancestral land, measuring about 10 acres, among the three brothers, Rudia Ram, Shish Ram, Budh Ram and sister Savita. The land had been sold by Raja Ram, son of Savita. They also pleaded that the possession be taken after they had reaped their recently sown crop. This was followed by a clash between the two groups in which Rudia Ram was killed. |

Man, sons get life term for murder Rohtak, June 7 The families of Zile Singh and Raghbir Singh were not on amicable terms. In 1994, there had been a quarrel between the two families and one person from each side had been killed. Awarding the sentence, Mr Sharma said there had been violent clashes between the parties earlier also and this background could not be lost sight of. The convicts are already serving life imprisonment in another murder case. The complainant in the present case, Jitender Singh, son of Raghbir Singh, is also serving life imprisonment in case under Section 302, IPC. According to the prosecution, both parties were facing trial and were on bail in the previous cases when on May 24, 1995, Zile Singh and his sons attacked Raghbir Singh. Raghbir Singh was released on bail on May 3. A fine of Rs 10,000 each has also been imposed on them. Mr Sharma directed that the convicts would be entitled the benefit of Section 427(2) Cr PC and the sentence awarded in this case would run concurrently with the life term already been served by the convicts. |

Probe ordered
into custodial death Yamunanagar, June 7 Rajiv Sharma, Deputy Commissioner, has deputed Inder Pal Bishnoi, City Magistrate, to inquire into the matter and submit the report immediately. The deceased, Sat Dev, resident of Jhanua Khurd village, J.P. Nagar district in Uttar Pradesh, was arrested here on June 4 in a car stealing case. He was caught by Hamida police at the Khajuri road, along with a stolen car. In a press note, Mahinder Singh Ahlawat, SP, stated that the deceased stole the car belonging to Madan Lal of Panjupur village near here. A case of theft was registered under Section 379 of the IPC on a complaint lodged by Madan Lal. He was produced in the court on June 5 and sent to judicial custody where he complained of severe headache to the Jail Superintendent and was immediately rushed to the Civil Hospital where he died yesterday morning. The Deputy Commissioner constituted a doctors’ team comprising three members who had conducted the post-mortem examination at the Civil Hospital, Jagadhri, yesterday. His body was later handed over to his relatives. |
HIGH COURT Chandigarh, June 7 Seeking the quashing of the notifications dated May 7 and May 8 under Sections 4 and 6 of the Land Acquisition Act for laying sector dividing roads, Mr Chottelal and Mr Indraj Singh had earlier stated that the same were illegal. Their counsel had stated that the respondents should acquire land actually required for laying the road and not acquire the house of the petitioners as it was not in the way of the proposed road. |

to Haryana Tourism Rohtak, June 7 Mr Sudharashan Gulati of Rohtak said in the complaint that he reserved six rooms in the complex and also engaged the services of the staff for refreshment. But, on the day of the marriage, the staff went on strike without prior notice. He further complained that the striking employees raised slogans against the wedding party. They even created obstacles when his relatives tried to serve the party. The forum directed the Tourism Corporation to deduct the amount of compensation from the salaries of the striking employees. |

Rs 50 crore for NCR areas Chandigarh, June 7 An official spokesman said under this programme seven Public Health Department schemes, costing Rs 35 crore and covering Bahadurgarh, Gohana, Rewari, Jhajjar, Sonepat and Panipat, had been approved by the state-level empowered committee for execution. The Haryana Finance Department, too, had allocated Rs 3.52 crore to the Public Health Department for various schemes. The spokesman added that Rs 22.15 crore had been approved by the Union Cabinet Committee on Economic Affairs for projects under Yamuna Action Phase I. Similarly, an action plan to be considered under the National River Conservation Programme had been drawn up for cleaning the Ghaggar. |

to get dearness allowance Chandigarh, June 7 He said pensioners drawing revised pension or family pension would be given dearness relief (DR) at the rate of 43 per cent of pension with effect from January 1 this year. The pensioners, who were drawing unrevised pension or family pension upto Rs 1750 would now get DR at the rate of 257 per cent of the pension or family pension, those drawing pension exceeding Rs 1750 but not more than Rs 3000 would get it at the rate of 192 per cent of the pension or family pension subject to a minimum of Rs 4498 and those getting pension above Rs 3000 would get DR at the rate of 167 per cent of the pension subject to a minimum of Rs 5760, he added. He said the state exchequer would have to bear an additional burden of Rs 3.76 crore during the current financial year. |
State executive of NSUI reconstituted Bhiwani, June 7 Mr Kaushik said here yesterday that the decisions had been taken keeping in mind active participation of the members in the convention and their dedication towards the organisation. Seven members who had been inducted in the
national executive were Sunita Maan, Sunil Jangra, Kuldeep Bhardwaj, Meenakshi Kaushik, Rajender Ajitpur, Ramesh Pacherwal and Anil Yadav. Mr Kaushik said Rahul Yadav, Santosh Saini and Rajender Ajitpur had been nominated as general secretaries. President of the Gurgaon Unit Pawan Sharma has been nominated as spokesman for the organisation. He would also function as the president of the unit till a new president is elected. Verender Dhul and Bhanwar Singh Rathore have been nominated presidents of the Kaithal and Ambala units respectively. Mr Kaushik said the local unit would be revived within 10 days and only active members would be inducted in it. He said that the state council would also be constituted shortly. He said a three-day training camp would be organised at Gurgaon from July 8 to 10 and senior leaders from the Congress would address the participants. Only presidents of college unions and block presidents of the NSUI would participate in the camp, he added. |
Probe sought into promotions Narnaul, June 7 They urged the Haryana Government to order an inquiry into the matter by either a retired High Court judge or the CBI. In a press note issued here, they said flouting all rules and regulations the promotion list was unfolded before the employees after a period of around 20 years on April 19. There was great resentment among the Taxation employees over the issue. The union leaders stated that on January 8 flouting the rules, they gave all benefits to their confidants on the basis of their former service period. |

pumps Sirsa, June 7 After a few cases of diarrhoea were reported, the district administration took measures to contain its spread. The Deputy Commissioner has directed officials of the Public Health Department to supply chlorinated water. The civil surgeon had been asked to visit suspected areas. A team of doctors had visited as many as 2202 houses and distributed 327 ORS packets, besides 15,640 tablets among people. According to the Deputy Commissioner all chlorinators affixed on the water works had been made functional and five more chlorinators had been procured for affixing on the remaining tubewells. About 70 per cent of the population in this town gets drinking water from the main water- works situated on the Dabwali road and the rest get from two tubewells. For the prevention of water-borne diseases, water samples from different areas had been taken for bacteriological tests. Four samples taken in May were found free of impurities. In the wake of diarrhoea cases, more samples had been taken and sent to a laboratory at Fatehabad. The authorities concerned had been directed to get pipelines checked for leakage. The Deputy Commissioner appealed to people to extend their cooperation in checking the outbreak of any water-borne disease. |

Youth drowned Narnaul, June 7 According to information, Baljit went for a swim in the pond, last evening, along with four friends. His friends tried to save him but could only fish out his body. Baljit was rushed to the local Civil Hospital where the doctor declared him “brought dead”. The body was handed over to his father after a post-mortem examination. |

Car taken away
at gunpoint Panipat, June 7 According to information, car driver, Som Pal and his friend, Tej Pal, were returning from Panipat to Safidon after getting their car serviced last evening. When they reached near DAV School in Madloda town on the Panipat-Safidon road, a Maruti car overtook their car and halted it in middle of the road. Three youths reportedly came out of the car and took away their car at gunpoint. Following this, Som Pal and his friend reported the matter to the policemen on duty at the Madloda police station. The car was, later, found abandoned near Namunda village, reportedly due to fuel exhaustion. |
