New Delhi, November 27 Replying to a debate in the Lok Sabha on black money, Jaitley refused to reveal the names of 427 persons mentioned in the 'HSBC-list', which has been identified and placed before the Supreme Court-monitored Special Investigation Team (SIT). He said our domestic procedures had to be in line with international jurisprudence. "We can make splash for a day by making names public, but in future we will get no cooperation from other countries. There are confidentiality clauses in international treaties against revealing names till we file a case in a public court," he said. The Supreme Court says the clause is wrong and the Government will inform it that without the confidentiality clause, there will be no cooperation from other countries. "We have a hurdle in our own legal system. Under the Income Tax Act and the Prevention of Money Laundering Act (PMLA), we cannot extract the money from the offenders. Probably, we need a look at the laws. At least we should have the power to confiscate the property of equal value (money stashed abroad) in India," the Finance Minister said, hinting at amendments to make laws more stringent. The Congress, the Trinamool Congress (TMC), the Left and the NCP walked out, saying the Finance Minister was just giving a history lesson and not telling why the BJP could not fulfil its poll promise. Amended Insurance Bill may be sent to Cabinet next week
New Delhi, November 27 Top government functionaries today said that the select committee led by BJP leader Chandan Mitra had “concluded consultations today” and was now putting final touches to the report which may be tabled in the Rajya Sabha next week. “We are very keen and sure that the Bill will be cleared in the ongoing session,” a senior leader said, adding that the recommended amendments could be send to the Cabinet for approval next week for tabling it in the Rajya Sabha as soon as possible. Despite the stiff resistance from Opposition parties — the Left, JD-U and Trinamool Congress, the BJP government is determined to push through the Bill proposing to raise the foreign direct investment (FDI) ceiling in local insurers to 49 per cent from the?current 26 per cent in the ongoing session itself. The Rajya Sabha select committee examining the Bill was on Tuesday given a two-week extension till December 12 after two of its members — JP Nadda and Mukhtar Abbas Naqvi — joined the Narendra Modi Cabinet.

New Delhi, November 27 The Delhi Special Police Establishment (Amendment) Bill, 2014, passed by Rajya Sabha today, also provides for inclusion of leader of the single largest Opposition party in the three-member committee that selects the CBI Director since there is no recognised Leader of the Opposition in the Lok Sabha. Lucknow, November 27 The agency report, officially expected tomorrow, refuted allegations that the girls were gangraped and murdered. It has already been rejected by BSP chief Mayawati. “It appears that the CBI did its job in a hurry and not cared to get hold of the true facts. If my party returns to power, I will order a fresh inquiry and not spare the guilty,” said Mayawati today. At a public function today, CM Akhilesh Yadav blamed the media for defaming his government by “erroneously reporting” the case. “How much you people (the media) defamed my government. See where you stand today...did you do this on your own or were you under pressure,” asked Yadav. Union minister Kalraj Mishra said those who were unhappy with the CBI report could demand a judicial inquiry. On May 27, pictures of the bodies of two teenaged cousins hanging from a tree in Katara Saadatganj village hours after they went missing had shocked the nation. After a complaint filed by the girls’ families, three Yadav brothers — Pappu, Awadhesh and Urmilesh Yadav — were arrested. Two constables, Sarvesh and Chattrapal Yadav, had also been arrested on charges of criminal conspiracy. On demand of the girls’ families, the case was handed over to the CBI.

Sanskrit to be third language in KVs, Centre tells SC
New Delhi, November 27 The Bench allowed him to file an affidavit and posted the matter for tomorrow. On November 21, the SC had agreed to give an urgent hearing on the petitions filed by a group of parents of Kendriya Vidyalaya students on the issue. The Bench had posted the matter for today and had asked the Centre to file its response on the PIL. The counsel for petitioners has contended that the decision regarding selecting language should be left to the students and parents, and the government should not impose its decision on them, especially in the middle of the ongoing academic session. The Board of Governors of the Kendriya Vidyalaya Sangathan, headed by HRD Minister Smriti Irani, had at a meeting on October 27 decided that “teaching of German as an option to Sanskrit will be discontinued herewith”. German has been kept as an additional subject for students. The decision is expected to affect over 70,000 students across 500 KVs who will be asked to switch from German to Sanskrit. — PTI |

No timeline for Lokpal appointments: Govt
New Delhi, November 27 Minister of State for Personnel Jitendra Singh informed the Rajya Sabha that the Centre had notified rules relating to the Search Committee for Lokpal in January. But soon after, writ petition was filed in the Supreme Court challenging the validity of the rules. He said on May 5, the apex court was informed that the Centre will re-examine the issue and make formal amendments in the rules and only then proceed further. The amended rules related to the Search Committee were notified on August 27. Singh said a number of writ petitions have also been filed in various High Courts challenging certain provisions of the Act and the Search Committee Rules. — PTI |

Sena may join M’rashtra govt
New Delhi, November 27 BJP sources indicate that the two allies are on the verge of shaking hands in Maharashtra and that the Sena could officially become part of the Devendra Fadnavis government next week. BJP president Amit Shah will be in Mumbai in the month-end for a function. He is also expected to give final touches to the power-sharing settlement between the two allies. The indication that the Sena could soon be part of the BJP-led Maharashtra Government also came from Chief Minister Fadnavis who today expressed his party’s desire to include their old ally in the government. |

M’rashtra clears sea link through flamingo habitat
Mumbai, November 27 According to the Mumbai Metropolitan Region Development Authority (MMRDA), the 22-km-long bridge will connect Navi Mumbai to Central Mumbai and 60,000 vehicles are expected to ply on it everyday. The project will be completed by 2017 and is expected to run into stiff opposition from the environment lobby over the possible damage to the Sewri mudflats, the winter home of the migratory flamingoes. The Bombay Natural History Society said the Sewri mudflats were one of the best International Bird and Bio-diversity Areas.

WTO impasse over; India’s food security concerns addressed
New Delhi, November 27 The historic agreement would now need to be ratified by governments of individual member countries, including India, for coming into effect which is expected some time next year. After years of impasse, this is the first major pact reached by WTO members since the multilateral trade body came into existence in 1995. The WTO's General Council, the highest decision-making body, met in Geneva today and accepted India's demand for extending the peace clause till a permanent solution is found for its food stockpiling issue. According to the Bali agreement, the peace clause was to continue till 2017 only. Today's extension is crucial for India to meet over Rs 1 lakh crore a year food security programme, which needs 62 million tonnes of foodgrain in a year. This will enable India to continue procurement and stocking of foodgrain for distribution to poor under its food security programme without attracting any kind of action from WTO members even if it breaches the 10 per cent subsidy cap as prescribed by the multilateral trade body. It was also agreed that a "special session" on agriculture will negotiate the permanent solution and try to arrive at a solution by December 2015, they said.
